Abstract

Kindergartens are institutions that are responsible for the implementation of Early Childhood Education kindergartens as the spearhead of Educational Implementation, are required to always improve the quality of service. Likewise with the Bangetayu Wetan Kindergarten in Genuk Sub-district, Semarang City as the education provider. The implementation of Bangetayu Wetan Kindergarten is still experiencing problems in the process of standardizing the implementation of kindergarten From the explanation above, the researcher wants to study: (1) Description of the quality of services of Bangetayu Wetan Kindergarten (2) aspects that support and hinder the quality of service of Bangetayu Wetan Kindergarten. Benefits taken from this study to provide information about the quality of Bangetayu Wetan kindergarten services and aspects that need to be considered in improving the service quality of Bangetayu Wetan Kindergarten. Using qualitative descriptive methods, it was found that the need for understanding of achievement and standardization was needed so that the formation and implementation of activities carried out by the kindergarten institutions became clear. Parents are quite satisfied with the services provided by Wetan because they get enough information and good interaction between parents and kindergarten institutions. Constraints occur in the lack of educators and lack of facilities and infrastructure. For this reason, support is needed from the government, especially in Facilities and Infrastructure to support kindergarten activities.

Abstract

Rehabilitation and reconstruction is one effort contained in the disaster management cycle after mitigation and emergency response. Rehabilitation and reconstruction of post-disaster to be a need of the affected community disaster.  Disaster management organizers in Magelang District in general is Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Magelang, and in particular for the rehabilitation and reconstruction activities organized  by sector of Rehabilitation and Reconstruction.  BPBD Kabupaten Magelang has a vision "realize Magelang Regency responsive, fast, accurate, and resilient in the face of disaster".   The purpose of this study is to identify the performance of BPBD Kabupaten Magelang as the government in rehabilitating and reconstructing disaster-prone areas eruption of Mount Merapi in 2010. And identify determinants effectiveness of the achievement target of rehabilitation and reconstruction. Performance indicators views of the four indicators that have been formulated, namely effectiveness, efficiency, fairness, and responsiveness. The deciding factor the effectiveness of target  achievement of the three factors that have implications for the performance, namely training, work discipline, and job satisfaction. This study used a qualitative descriptive type with informants of the implementers of  rehabilitation and reconstruction post-disaster of the eruption of Mount Merapi in 2010 and from beneficiaries of rehabilitation and reconstruction. The results of overall this study is performance of BPBD Kabupaten Magelang n rehabilitating and reconstructing been not good when viewed from four performance indicators. Then the three factors that have implications for the performance, namely training, work discipline, and job satisfaction shown to affect the effectiveness the achievement of targets or performance of rehabilitation and reconstruction.

Abstract

Waste handling is one of Semarang Local Governance ways to do the waste management of Semarang. This policy’s implementor is Hygine and Gardens Landscape Agency of Semarang. The purpose of this reasearch is to describe and analyze how the Local Governance of Semarang done the implementation of waste handling at Final Processing Place Jatibarang (TPA Jatibarang) depend on Local Regulation Number 6 in 2012. This research is using a qualitative approache with descriptive type. The Analysis techniques to acquire data through observation, interviews and documentation. This research is looking at five phenomena on this implementations, there are waste sorting, collecting, transporting, processing, and final processing. Waste sorting is the responsibility of household to care and to aware of organic and anorganic waste. Waste Collecting is managed by each district. Waste transporting until Final processing is the responsibility of Hygine and Gardens Landscape Agency of Semarang based on the procedure and the completeness of waste transporting equiments to Final Processing Place Jatibarang by the waste trucks until waste final process to be a methan gas and organic fertilize. Depend on the George C. Edwards III, the driving factor of this implementation are communication, disposition, and bureaucratic structure, meanwhile the inhibiting factor is resources. Local Government of Semarang has been done well based on Local Regulation Number 6 in 2012, even though not optimal yet because both the equipments and the finance resources are limit. So of that, embrace human resources, manage finance for waste handling equipments, also support and teamwork of Government, privat, and people are needed.

Abstract

PDAM Tirta Moedal Kota Semarang merupakan Badan Usaha Milik Daerah (BUMD) yang bergerak dibidang penyediaan air bersih bagi masyarakat. Tujuan PDAM adalah untuk meningkatkan kesejaheraan masyarakat dengan memenuhi kebutuhan air bersih. PDAM Tirta moedal merupakan satu-satunya perusahaan dibidang jasa air bersih di Kota Semarang. Untuk mengetahui kinerja PDAM maka dilakukan evaluasi kinerja. Salah satu alat untuk mengukur kinerja adalah balanced scosecard. Balanced Scosecard.merupakan alat pengukuran kinerja dengan mengukur empat perspektif yaitu perspektif pelanggan, perspektif keuangan, perspektif proses internal, dan perspeltif pertumbuhan dan pembejaran,Tujuan Penelitian ini untuk mendeskripsi kinerja PDAM Tirta Moedal Kota Semarang dilihat dari empat perspektif dengan metode balanced scorecard dan menganalisis terget yang diharapkan PDAM Tirta Moedal Kota Semarang. Teori yang digunakan sebagai landasan dalam penelitian ini adalah evaluasi kinerja dengan empat perspektif dengan metode balanced scorecard. Penelitian ini menggunakan tipe penelitian deskriptif kualititatif sehingga diperoleh gambaran yang jelas tentang objek yang diteliti dan menarik kesimpulan.Hasil penelitian menunjukkan pada perspektif pelanggan menunjukkan kinerja yang baik, perspektif keuangan menunjukkan kinerja yang tidak baik, perspektif proses internal menunjukkan kinerja yang baik, dan perspektif pertumbuhan dan pembelajaran menunjukkan kinerja yang baik. Dari keempat perspektif, dapat disimpulkan bahwa kinerja PDAM Tirta Moedal kurang baik. Peneliti menyarankan penambahan anggaran untuk perbaikan kualitas air dan pipa yang sudah tua, serta peningkatan kualitas SDM.

Abstract

Development Strategy of Tourism Research in Pemalang a qualitative descriptive study. This study uses strategic planning so that explains the strategic issues in the development of tourism overall. The focus of this research is that tourism development strategy on research using a SWOT analysis as the main tool to analyze and measure the environment in order to produce a strategy that is used for the preparation of the planning process of tourism development. Informants in this study is from the Head of Culture and Tourism, Head of Product Development Tourism, Tourism Promotion Section Head, Chairman of the Regional Tourism Promotion Board, The Winner Hotel Manager, Deputy Manager attractions Zatobay, Community and Traders in Attractions Widuri. Process research begins analysis of the conditions tourism , the identification of external and internal environment that produces weaknesses, strengths, opportunities and threats. Furthermore, analyzing the strategies based on the identification of weaknesses, strengths, opportunities and threats in the SWOT analysis. After that produces strategy SO, WO, ST, and WT is then in the value of using a litmus test to determine alternative strategies. Abstract

Waste Handling is one of ways that Semarang Local Government do to overcoming problem about the high amount of waste in Semarang City. Waste handling policy is important because waste is an important problem that need to be resolved to create a clean and health environment. This research will further elaborate the implementation of waste handling policy in Semarang City. The method that is used in this research is qualitative – descriptive type, with informants from the staff of Living Environment Agency of Semarang, Final Processing Place Jatibarang whose specially handling about waste handling policy in Semarang City, Society Group who doing waste management, and society in Semarang City. The purpose of this study is to analyze the implementation of waste handling using 5 accuracy theory from Riant Nugroho and describe factors that influence the policy implementation using theory from Van Meter and Van Horn. The result of the research shown that in the policy implementation which is undertaken, there are problems related to socialiszation of the policy which not touching all society yet; society’s response that is not support waste handling policy; and process of society’s acceptance toward the policy which is showing refusal for the policy. Constraint factors of the waste handling policy are resources and social condition from Semarang’s societies. Reccomendation which is given from this research are; the government have to be more active in socializing waste handling policy, improvement of the human resources and facilities which supporting the policy; and addition and activating of TPS 3R in Semarang City that along with companion toward TPS 3R’s caretaker.

Abstract

Regards Semarang regency otonimi goes to remind PADnya claimed by the lessor in the county, one of which is a Lease Hotel. Underlying regulations Lease Hotel exercise that is PERDA no. 10 of 2010 on Regional Taxes. Performance problems are namely RAS in 2012 fell in comparable estimates the 2011 budget year. And where this lease for 3 years in a row unrealized suitable targets have to be determined. These researchers describe/describe the implementation of the Tax PERDA Hotel in Semarang District and any factors that support the implementation of policy outcomes mentioned.According to George Edward III, supported by communications policy implementation, resource, dispositions and organizational structure. In this study the factors that support the implementation of Semarang regency hotel tax that is communication, disposisi. research resources is a description of the types of qualitative research. Informants obtained by using purposive sampling (sampling intended) that informants who know well the problems of implementing the Hotel Tax. The informant was the head lease areas, - after the data perolah, then tersenbut data analyzed through the stages of data reduction, data presentation and then verify.Result decision showed that the implementation of the Tax PERDA Regency Hotel in Semarang not going well, it is evident from PAD achievement in 2012 decreased, the apparatus is not clear communication, inadequate human resources (number, capacity, facilities), and attitudes about friendly.Finally apparatus recommendations from researchers are socialized in intersif to add taxpayer resources (number, capacity, facilities) are available, and provide specialized training related to service to the taxpayer.

Abstract

Parking is part of a sub-system of the implementation of the road freight traffic carried by local governments, in order to improve the organization of the society in the field of environmental management, order and smooth flow of traffic as well as a source of revenue (PAD). Pekalongan city parking retribution policy refers to the Regional Regulation No. 21 of 2011 on Service Fees for parking. Has the objective to increase transparency and accountability, and to support the process of monitoring the implementation of parking retribution. These objectives can be achieved through the implementation of the views of the appropriateness of the policy, the accuracy of the executor, the target accuracy, precision and accuracy of the process environment. Parking Retribution Policy Implementation process in achieving the objectives are factors inhibiting and supporting factors. But in its application in the field face many obstacles that the implementation of parking charges less walking is not optimal. This research was conducted with descriptive qualitative research methodology that aims to identify and analyze the implementation of parking charges implementation of the results of this study is not optimal due to the presence of obstacle factor the resource factor in the number of staff employees and the bureaucratic structure of the relevant Department. Parking attendants themselves are also often delayed depositing retribution results due to use such proceeds to their daily lives. In addition, public opinion against the parking retribution to be indifferent to never ask for proof of parking tickets after paying. Abstract

Semarang regency labor issues today is the lack of quality labor that it has. BLK Semarang Regency is a technical executive unit of labor office which has task in the area of labor training. This research aims find out UPTD BLK’s performance in running the competency based training. The method used in the research is the qualitative descriptive type. Indicators used to assess performance are productivity, service quality, responsiveness, responsibility, and accountability. The results showed that the performance of the UPTD BLK of the Labor Office in running a competency based training program was not optimal, there were still some problems with indicators of productivity, service quality, responsiveness, and accountability,only indicators of responbility that had gone well. The factors that inhibit the performance of UPTD BLK covering human resources and infrastructure. Related to effort of improving UPTD BLK’s performance in running the competency based training, researcher’s recommendations are to add the amount of classrom, to establish cooperation with company to distribute BLK’s graduates, to complete facilities in dormitory, to socialize thoroughly in Semarang district, and to update information displayed on the website.

Abstract

Quality of serviceis one measure to assess the public service. One service that is held by public organizations, pubblic health centers Gayamsari Semarang is a public organization of primary health care providers. To determine the quality of public services in public health centers Gayamsari can be seen through the quality of service the level of performance andexpectations based on the relationship between the components of the triangle of balance and dimensions of service quality.The results of this study indicate that the provision of services at public health centers Gayamsari Semarang overall at the level of performance and interest in the category satisfying and important, with an overall average of 2.83 as the level of service performance thresholds are considered satisfactory and the level of interest of the service implementation 3,19 as the limit values that are considered important. The overall average becomes the reference axis of importance and analysis matrix or cartesian diagram.The results of the overall study shows the elements that need to be improved in order to improve the quality of public services in health centers Gayamsari Semarang is clarity care workers, courtesy and friendliness of the clerk and the speed of serviceas a top priority included in quadrant A cartesian diagram and improvements based on a single data element with a view on performance service are still low but is considered important by the community.
