Abstract

Di setiap Organisasi manapun di dunia ini, manusia memegang peranan yang sangat penting terhadap perkembangan maupun kehancuran organisasi. Sehingga dapat dikatakan bahwa manusia merupakan motor penggerak Organisasi dalam menuntun ke arah tercapainya tujuan Organisasi. Hasil kerja atau Kinerja yang belum optimal yang mendasari dilakukannya penelitian ini,. Kinerja pegawai juga di pengaruhi oleh gaya kepemimpinan yang sesuai dengan tingkat kematangan setiap pegawai serta motivasi yang baik yang akan menuntun kearah tujuan Organisasi yang harus dicapai. Agar kinerja yang di dapatkan dalam bekerja menjadi maksimal.Penelitian ini menggunakan pendekatan analisis data kuantitatif. populasi yang digunakan dalam penelitian ini sebesar 47 responden yang merupakan pegawai Biro Tata Pemerintahan Sekretariat Daerah Provinsi Jawa Tengah. Analisis data digunakan adalah Uji Korelasi dan Konkordasi Kendall.Hasil penelitian menunjukkan bahwa kinerja pegawai Biro Tata Pemerintahan Sekretariat Daerah Provinsi Jawa Tengah Tidak Baik/Rendah yaitu sebesar 36.2%. Besarnya pengaruh Gaya Kepemimpinan (X1) terhadap Kinerja (Y) sebesar 16.81%, besarnya pengaruh Motivasi (X2) terhadap Kinerja (Y) sebesar 7.56%, dan Kinerja (Y) yang dipegaruhi Gaya Kepemimpinan (X1) dan Motivasi (X2) secara bersamaan sebesar 51.55%. Hasil penelitian menunjukkan bahwa ada hubungan yang signifikan antara Gaya Kepemimpinan dan Motivasi Kerja terhadap Kinerja Pegawai.

Abstract

In the era of good governance the government has to have competent performance in serving the public . However, there are still many government organizations that have low performance . Whereas previously civil servants have been educated and trained . This can be seen from the performance of the Board of Education and Training of Central Java is still not optimal in producing competent personnel . This study aims to analyze the phenomenon of performance consists of four dimensions of performance , productivity , responsiveness , and accountability Responbilitas . Identifying the factors that support and hinder performance and formulate solutions that have been and will be done in improving the performance . This study used a qualitative descriptive approach and techniques as well as using a purposive sample taxonomic analysis . Based on the results of the discussion of research in Education and Training Agency of Central Java is known conclusion that the performance of the Board of Education and Training of Central Java is good  in terms of quantity but the quality is not optimal . Judging from productivity , it can be quite good for achieving the target quantity is almost fulfilled . Judging from the responsiveness , still it is less because not capture the public 's aspirations . Judging from responbilitas , already based on the PP 101 of 2000 . Dililhat of accountability , it is good enough but no pertenggungjawaban to the public . Many factors affect the performance of the Board of Education and Training of Central Java Province which consists of factors supporting and inhibiting factors . To overcome the problems that occur in the process of performing the Board of Education and Training of Central Java province has made the solution be included in the employee Training Training Of Course and curriculum development . In order to improve performance by increasing productivity , through repairing the existing curriculum and the addition of competent lecturers in the Substantive Technical Training . For responsiveness and accountability through the use of the web . Responbilitas through increased reward and punishment.

Abstract

Based on the records of PHBS from 2012 to 2014 there is a decline of PHBS program implementation in Sarirejo Village Eastern Semarang, Semarang City. This indicates a problem that can be researched to find out the cause. The purpose of this research is to evaluate and to find the cause of problem in the implementation of the Perilaku Hidup Bersih dan Sehat (PHBS) Program. This method is a qualitative research and is a descriptive type. Snowball sampling is used to find the informants for this research. . Data gathering techniques used in this research are observation, interviews, literature, and documentation. The response of the PHBS Program from the public is insufficient. The PHBS program was not able to reach all the targeted groups. Only one targeted group was reached, the elderly group. Based on the research can be conclusion is responsiveness of the PHBS Program was not to reach of the targeted groups. Core issue of the PHBS Program is lack of advocacy and social support from government, low level of knowledge and public awareness. The recommendation for government to make a figure, commitment, and have a good relationship with society. As well as, for society to leave unhealthy behaviors with to increase of knowledge and healty awareness.

Abstract

The existing development in big cities must be balanced with the preservation of the surrounding environment. Environmental preservation is one of the characteristics of sustainable development. The development that doesn’t only pay attention to the present but also the future. Gajahmungkur Subdistrict is an area that has not fulfilled the minimum percentage of green open space in Semarang City. Problems that arise : How is the implementation of green open space arrangement area of settlement in Gajahmungkur District? What are the factors that influence the implementation of the green open space arrangement area of settlement in the Gajahmungkur District? The purpose of the study is to analyze the implementation of the arrangement of green open space in the Settlement Area in Gajahmungkur District, Semarang City and to find out the factors that influence the implementation of the public green open space arrangement in Gajahmungkur District, Semarang City.The researcher focused on the implementation of the arrangement of settlement area green open space through the use of green open space in the center of the environment, the use of green space on the roadside and the use of green space on the yard / housing yard by taking into account communication, resources. The researcher used descriptive qualitative research methods. The technique used in selecting informants with snowball technique.The results showed that the implementation of Green Open Space in settlement area arrangement in Gajahmungkur Subdistrict had not gone well. There are still many areas in Gajahmungkur Subdistrict that do not meet the requirements of green open space, especially in green open space area in the Environment Center. One of the main causes is poor communication. The intended communication is that there is a lack of good transmission of policies so that there are still many target groups of people who do not know about green open space management, especially through utilization activities. It is recommended to further improve communication with each target group by conducting community socialization on Green Open Space structuring policies in the Settlement Area so that the community understands the importance of Green Open Space in Settlement areas

Abstract

Performance is the result of work that had attained by person in a group or organization in accordance with the authority and responsibilities. Organizational performance is the achievement of result at the organizational level or unit of analysis. Performance on the level of the Organizatinal related the objectives of the Organizational, design, organization, and management of the organization. Bidang Pasar Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian Kabupaten Semarang which has a role as provider of public services, especially in the field of Stup and management of Traditional market, serve the community by providing a safe market, comfortable, orderly, clean, and healthy. The purpose the research was to analyze the performance of the Bidang Pasar Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian Kabupaten Semarang. Analyzing the factors that support and hinder the performance viewa of three dimensions such as responsivity, outcome, and benefit and three factors that influence the organizational such as leadership, team work, and human resources. The results of the study as a whole, the performance of the Organizatinal could not be said to be optimal. On dimensions responsivity, outcomes, team work, and human resources proved still need any improvement.

Abstract

The mandate in The 1945 Constitution of Republic Indonesia article 34 is that impoverished people and abandoned children shall be taken care by the State. The State ensure the life sustainibility of all of the people without any exception. The local government with its principle of autonomy determine and manage its own needs, including the government of Semarang City. The realization of the mandate in The 1945 Constitution of Republic Indonesia is the Social, Youth, and Sports Board of Semarang City. This board’s duty is executing the governement’s affairs in socials matters including the abandoned children. The Social, Youth, and Sports Board needs to do formulating policies as the reference in excecution of duties, coordinating with related parties, coaching, providing facilities, and the most important thing is controlling the surveillance carried. Therefore, this research aims to understand and describe controlling process of abandoned children handling by the Social, Youth, and Sports Board of Semarang City. This research used descriptive qualitative method. The data sources are taken from informants, occurences in field, and the documents from the Social, Youth, and Sports Board of Semarang City. The data collection techniques include interview, documentation, and observation.. The results showed that: the achievement of these treatment programs can not be run with the maximum. Therefore in need of cooperation among relevant agencies and openness to one another and do not apply egos.

Abstract

Semarang Old City area is a heritage building that should be preserved its existence. His condition is dire. Actually, the government has been implementing conservation and development strategies to revitalize the area. But the strategy is done so that the state government is not unified the Old Town area no change at all. The problems arise: what are the factors enabling and constraining the strategy, and what strategies are used in the preservation and development of the Old Town area in order to be a cultural tourist area in the city of Semarang?Research purposes to describe what are the factors enabling and constraining the conservation strategy and the development of the Old City through the analysis of the strategic environment and to explain what strategy should be taken by the government in managing the Old Town area in order to be a cultural tourist area in the city of SemarangEfforts to address the problem and the purpose of the study used the theory of strategic management using SWOT analysis tool, as well as the litmus test. With descriptive qualitative research design.The results showed that the region lies in the cultural themed segments I and II themed segments on the tour is the Old Town area. For any form of preservation and development must be done in accordance with the regulations that have been made to daaerah Old City of Semarang, but the rules can not be implemented properly by the government. Lack of coordination between related SKPD be one of the factors inhibiting and berpotensinya as an area of cultural tourism is one of the supporters.Suggested the government should be able to restore coordination between SKPD related to the preservation and development of the Old Town area of Semarang.Keywords: Conservation

Abstract

City parking area Salatiga has function in parking management performing at Territotial Salatiga City. Pads goes upon this management number region regulation 12 year 2011 about Parking Management at Common Wayside. Until now, parking management performing is still there are some problem for example : prasarana’s medium facility that subtraced is equal to, society and executor behavior that doesn’t play the game and its reducing coordination of Observation and Operation section. The position of the Department of Transportation in parking management in Salatiga City is as an agency or agencies that manage parking management in Salatiga City, one of them in the implementation of regional development that will work well if one has a good strategy in the development of transportation facilities. Research Parking Management Strategies in Salatiga City using qualitative descriptive research method, in which this study describe, record, analyze, and interpret the conditions of Salatiga. The analysis process is conducted which begins with the identification of internal and external environment to assess weakness, strengths, opportunities, and threats in the increase in parking the city of Salatiga. Then proceed by using SWOT analysis, so that the resulting strategy SO, strategy ST, WO strategies, and strategies using the SWOT matrix WT. The next step is to identify strategic issues based on the results of a SWOT analysis using litmus tests to determine strategic alternatives, decide on a strategy for estimating the increase in parking retribution.

Abstract

Indonesia Pintar Program, hereinafter referred to as PIP, is a government cash aid granted to learners whose parents are not and / or less able to finance their education, as a continuation and expansion of the target of the Bantuan Siswa Miskin program (BSM). The method used in this research is descriptive qualitative method. The purpose of this research is to see how the implementation of Indonesia Pintar Program (PIP) in SMP Negeri 3 Satu Atap Gebog Kudus and to analyze factors influencing its implementation by using Van Meter and Van Horn implementation theory. The problems of implementation of the Indonesia Pintar Program are among others, the purpose and objectives, socialization, data collection mechanism and verification, fund distribution, communication, resources, characteristics of implementing agents and social environment. The recommendation given is that the implementing agency should be more responsible for coordinating the junior high schools and the channeling banks, be able to pay attention to the human resources involved in this Smart Indonesia program to be more adequate not only the quantity but also the quality, the implementing agent must be able to be firm and strict the violations that occur, for the social environment, especially the parents of the Smart Indonesia Program beneficiaries, should be better understood and comply with the provisions and technical program of Indonesia Pintar.

Abstract

This research aims to identify and assess the tourism development strategy undertaken by the department of tourism and culture district of Jepara, and to recommend new strategies in Jepara district tourism development. Based on the results of the study indicate that tourism development strategy undertaken by the department op tourism and culture has not quite succeeded in Jepara district, while there are some indicators which is considered very successful, but more will be considered less successful writers.  The conclusions of this study is the overall tourism development strategy Jepara District by the Department of Tourism and Culture District of Jepara has not succeeded. The writers recommends strategies to improve the strategy has not been successful.
