Abstract

Immigration services are one of the services affected by the COVID-19 pandemic. However, as the handling got better, the vaccination program became more widespread and the spread became lower, the Government began to provide some leeway including the opening of borders. People who want to travel between countries begin to prepare themselves by applying for a passport. Immigration Office Class I Non-Checkpoint Pati as an Immigration Technical Implementation Unit faces fluctuations in applications for passport issuance during this pandemic. This is descriptive qualitative research using literature review method, where data were gained from several sources such as related articles, journals, news and data which is released by government. The data were collected during period of time December 2021 until May 2022. From the analysis, it is obtained that issues and information, as well as announcements from the government, influence people to apply for passports. Improving passport services must also consider service quality. It can be described from Internal surveys and also Google Review. There was dynamic condition from the period of time of the analysis which showed dominant positive responses for the services to Immigration Office Pati from immigration service user community.

Abstract

Indonesia is a country that has a disaster-prone geographic condition. This is because Indonesia is located at a confluence of tectonic plates, and the tropics have two seasons, namely rainy and dry. Disasters tend to occur in vulnerable communities, and will make communities more vulnerable. The vulnerability of a community begins with the unsafe physical, social and economic conditions attached to it. This insecure condition occurs due to internal and external dynamic pressure, for example in the local institutional community that is less developed and lacks the right skills. Disaster Management Policy is an integral part of national development, namely a series of disaster management activities before, during and after a disaster is carried out by the Malang Regency Government in its efforts to deal with frequent disasters which are not easy, in the implementation process many obstacles occur, disaster mitigation should routinely carried out to reduce the impact of disasters, and make people aware of disaster mitigation, one of which is by carrying out routine socialization on disaster mitigation starting from pre-disaster, during disaster and post-disaster, but BPBD Malang Regency rarely conducts outreach related to disaster mitigation, so that when disaster occurs Disaster impacts are far more severe and result in losses and cause casualties. Malang Regency Government needs to strengthen collaboration with other stakeholders for disaster mitigation efforts.

Abstract

Colorful Tourism Village is located in Jodipan Village, Blimbing District, Malang City. Kampung Jodipan consisting of RT 06, 07, 09 RW 02, is a slum village created on 4 September 2016 due to KKN students at Muhammadiyah Malang University, a Tourism Village with economic value for the surrounding Community. This research uses a qualitative approach with a case study type of research. The selection of subjects in the research used a purposive sampling technique. The data collection methods used start from observation, interviews and documentation. Based on reality data in the field and theoretical analysis using social action from Max Weber, what is the process carried out in carrying out management starting from who is involved, what form of contribution, and the form of management. Contributions from this management are collected to the management for the needs of the people of Jodipan CTV, MalangCity, one of which is in the form of manager’s salary, health, care, compensation for orphans, compensation for people who die, compensation for old widows, distribution of basic necessities. The results of the research can be concluded regarding the contribution of the management of the CTV in Malang City in the field of improving the community’s economy, where with the existence of the CTV, many people who were previously unemployed become more numerous. Now he has opened his own business, selling food and drinks, selling tickets, and also being a parking attendant.

Abstract

The implementation of core moral values, particularly AKHLAK, among government employees plays a crucial role in enhancing public service qualityand reinforcing employer branding. This study examines the efficacy ofAKHLAK implementation among Makassar City’s Administrative Civil Ser-vants (ASN) as fundamental principles in delivering effective and focusedpublic services. Utilizing focus group discussions, documentation analysis,and Grindel’s framework of policy implementation, this research explores theimpact of Menpan RB Circular Letter No. 20 of 2021 on AKHLAK implementation. Key findings indicate that the promotion of AKHLAK has significantlyimproved employee discipline and public service standards in Makassar City.Supported by institutional backing and adequate infrastructure, the city government demonstrates a robust commitment to fostering AKHLAK valuesamong its employees. The study concludes that Makassar City has achievedconsiderable success in implementing and sustaining AKHLAK principles,contributing to notable advancements in governmental service delivery andoverall civic compliance. Overall, this research confirms Makassar City’sachievements in integrating and maintaining AKHLAK values, thereby con-tributing to a more effective and responsive governance framework

Abstract

The Legal Documentation and Information Network (JDIH) Management Policy is aform of public services using ICT in  providing legal data and information sourceswhich can be easily, briefly, clearly and completely accessed by public The Secretariat General of the MPR RI as a supporting system for the Assembly is one of the members of the National JDIH. However, since was formed in 2018 until 2022 it has not been able to implement this policy properly. The management of JDIH that has not been well organized, the overlapping functions between the website management unit and the JDIH implementation team, infrastructure facilities that are not optimal, insufficient number and competency of human resources are some indicators as the weakness of JDIH implementation of MPR. This article will discuss about the implementation of JDIH management policy at the Setjen MPR RI, why is it still not running as expected and recommend some strategic steps to improve the JDIH in the future. This research uses study case qualitative methods with the Edward III and Grindle models as analytical tools. Data collection carried out using in-depth interviews, observation and documentation.

Abstract

Indonesia's coal exports play an important role in driving the country's economy and are one of its main export commodities. As one of the world's largest coal producers, Indonesia consistently contributes significantly to the global market. This research aims to provide an in-depth analysis of the export policy of coal commodities in Indonesia. The research method is qualitative, using a descriptive analysis approach. The study examines policies related to coal exports, including government regulations, trade rules, environmental regulations, and other policies that influence the Indonesian coal export process or policy changes that affect Indonesian coal exports. At the same time, it analyses the effects and implications of these policies on the export of coal commodities in Indonesia. The research uses the theory of trade liberalism as a framework to address the research objectives. The findings indicate that Indonesia's coal export policy significantly impacts the coal industry, the national economy and international market dynamics. Although mercantilism may persist for a certain period, the dominance of liberalism, which adheres to the principles of market mechanism, has successfully surpassed the influence of mercantilism. Thus, this research contributes to a better understanding of the role of coal in Indonesia's export context and provides a basis for future policy improvements.

Abstract

An innovative public service system can certainly produce more conduciveconditions and foster and develop creativity in the management of serviceunits and government institutions. This article identifies problems or obstaclesthat may occur in electronic governance services at the Malang City Diskominfo,especially on the Sambat Online website. By evaluating the quality and effectiveness of existing services, corrective and enhancing steps can be taken toensure that these electronic services truly provide benefits to the people ofMalang City. This article focuses on the evaluation analysis of Electronic Governance services carried out at the Malang City Communication and Information Service (Diskominfo) using descriptive qualitative research methods. Then the data collection technique was carried out by observation and distributingquestionnaires via Google Forms. The result of this article is that the SambatOnline website service mechanism itself makes it easier for people to makecomplaints online. The service in responding to complaints from the people ofMalang City is in web form (sambat.malangkota.go.id) via SMS, website andAndroid. The supporting factors for managing online sambat in responding tocomplaints from the people of Malang City are the available budget, supporting facilities and infrastructure. Meanwhile, the inhibiting factors for onlinesambat management in responding to complaints from the people of MalangCity are the lack of super admin in the Malang City communications andinformation services department, budgets that have not been allocated to eachregional apparatus and frequent rollovers in the distribution of employeeswithin the Malang City Government.

Abstract

The primary objective of this study is to assess the vulnerability to natural disasters in various sub-districts within Malang City, utilizing secondary data from the Central Statistics Agency (BPS). Additionally, it seeks to recognize and analyze distinct vulnerability patterns within each sub-district and establish a more effective disaster management policy framework tailored to the specific vulnerability characteristics of each sub-district cluster. The research employed cluster analysis to categorize sub-districts with comparable vulnerability characteristics. As a result, two distinct clusters emerged: Cluster 1 comprising the Sukun and Blimbing sub-districts, characterized by a higher vulnerability rate, and Cluster 2 encompassing the Kedungkandang, Klojen, and Lowokwaru sub-districts, which exhibit a lower vulnerability rate. This shows a significant difference in vulnerability to natural disasters between sub-districts in Malang City. This research approach is expected to provide a deeper understanding of disaster vulnerability in each sub-district to help formulate more effective disaster management policies on the characteristics of vulnerability in each sub-district cluster.
