Abstract

The main problem in this study is the low level of community participation in the implementation of National Urban Community Empowerment Program (NUCEP) in Grobogan Regency. This can be seen from the lack of community involvement in the entire process of the activity stage. The evaluation results show that the implementation of NUCEP is good, the context of the implementation of NUCEP is good, the input of NUCEP is good, but the available funds are insufficient to meet community needs; the implementation process went well, at the stage of preparation for less community participation especially in the FGD on Reflections on Poverty and the Preparation of Medium-Term Planning for Poverty Reduction Programs; then the implementation of the activities went well and the products of the NUCEP activities in the form of physical activities benefited the community. Based on the evaluation results it is recommended that, the effectiveness of NUCEP  needs to be increased, the NUCEP District apparatus must be more democratic and participatory in the implementation of planned programs. Community involvement must always be encouraged in all processes and stages of activities, starting from planning, implementation, monitoring and evaluation, and in the preparation of reporting for each activity.

Abstract

This paper explores the power relations between state and society, specifically, after 12 years of implementing the policy of community-based forest management (Pengelolaan Hutan Bersama Masyarakat, known as PHBM). It investigates how villagers and its local institutions (Lembaga Masyarakat Desa Hutan, LMDH), and street-level bureaucracy (SLB) responses toward the current development of State Forest Cooperation (Perum Perhutani, SFC) orientation in generating profit rather than the people and the planet/environment. The result shows that the villagers through LMDHs are, in fact, never closely engagein planning PHBM activities. Over 12 years, the SFC is still become the dominant actor who have dominant power in determining which stakeholders that they wanted to be involved in planning PHBM activities. Consequently, LMDH feels that SFC is reluctant in taking seriously the roles of LMDH in planning the PHBM activities. SFC is pursuing their target in generating benefits merely for their own benefits without taking LMDH in as their equal partner in PHBM activities.

Abstract

In this article I argue that male academics under civil servant system in a religious university still dominate the highest academic positions. This study applies logistic regression (binary and ordinal regression) since the available data, especially for dependent variable, is categorical and it does not fulfil the assumption of ordinary least square. By applying ordinal regression, gender is found to be undetected compared to other variables (age, length of tenure, and educational qualifications). Nevertheless, a statistical analysis utilising binary regression indicates that gender is a significant factor along with length of tenure and educational qualifications. The data obtained from the religious university is made up of the curriculum vitae of 749 academics in 2012 who are nearly all civil servants at the university.

This phenomenon is also encountered in the lives of women who decide to become Indonesian migrant workers in Hong Kong. This research aims to analyze and identify the self-actualized survival ability of Indonesian migrant workers in Hong Kong. In addition, this research also investigates the social capital practiced by Indonesian migrant workers in Hong Kong. The descriptive qualitative method was employed as the research method by using an interpretive approach. Data collection in this research utilized purposive sampling on nine Indonesian women migrant workers which was conducted in May 2019 and located in Tsim Tsa Shui, Kowloon district, Hong Kong. By applying the concept of social capital from Fukuyama, research results discovered that the existence of migrant workers network is established in the circle of relatives and families, which becomes the formation basis of social capital. Social capital possessed by Indonesian migrant workers is admitted to be composed of three main elements, firstly, trust in the form of social security to support the continuity of existence of women as migrant workers in Hong Kong, specifically when facing problems. The second element is reciprocal, which is based on the economic shortages experienced and the common feeling and experience of being a migrant worker in Hong Kong. The last element is social interaction, which prioritizes practical and economic interactions by choosing the closest district to where they live and using social media to communicate with each other.

Abstract

This article aims to examine what Indonesia has achieved in the last decades of decentralisation. In other words, has decentralisation brought about what its prominent advocators yearned for? How do “decentralisers”-- supporters and prominent advocators of local autonomy - play their roles in re-actualising or reinventing their local identities? How has local identity emerged within the state’s territory? Empirically, most new splitting regions (pemekaran) (both province and district) are formed through mobilisation of etnhnic and religious sentiments. Specifically, ethnic politics continue to contribute to the development of the West Sulawesi. Decentralisation, at the changing political landscape, has been seen as a new opportunity and arena for local elites to compete against others to control the local governments.
