Abstract

This paper is conducted to analyze the rationalization of career development management through talent management policies. This paper uses qualitative methods and a descriptive approach. This research was conducted at the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia (MMAF RI) which consistently applies talent management in supporting career development. The results showed that managing career development through talent management schemes is very important for personnel apparatus and HR management in achieving organizational and individual career goals. Civil services consider that talent management schemes can help them obtain better and structured career development. Meanwhile, the HR management apparatus views the talent management scheme as a tool to improve organizational performance and develop the competence of civil services. The study also shows that MMAF RI must implement several strategies to ensure the success of talent management schemes. These strategies include involving civil services in the career development process, providing relevant and consistent training and development, and providing constructive and ongoing feedback to civil servants. Career development through talent management schemes is very important for personnel apparatus and HR management in achieving organizational and individual career goals. This paper recommends MMAF RI adopt an integrated apparatus HR management strategy to ensure the success of the talent management scheme and improve overall organizational performance.

Abstract

Post-pandemic challenges are more formidable than during the pandemic. Global supply chain disruptions, geopolitical tensions, the war in Ukraine, and global warming all contribute to the emerging triple crises of fuel, food, and finance. These crises most affect vulnerable households. This study aims to examine the effects of the triple crises on household consumption using consumption theory based on the Keynesian economic model. This research performs a multiple regression model with time-variant and spatial fixed effects and clustering methods on four lower-decile of households across four years, 2019 – 2022, using Susenas data. The findings of the analysis are that the triple crises negatively impact household consumption, with the fuel and food crises showing a significant effect, while the financial crisis does not directly affect consumption. The study proposes a policy recommendation for the government to compensate households for the negative impact of the crisis by providing the amount and the type of policy. In addition, it is best to consider the timing and collaboration opportunity in the implementation phase and set policy success indicators for macro and micro evaluation.

Abstract

The village apparatus in the Garut Regency still needs to be fixed. It is suspected that the village autonomy program will be less successful because the management of village governance has yet to be implemented. This study intends to examine the influence of village government management on the effectiveness of regional apparatus in implementing the village autonomy program. Utilizing a survey approach, quantitative and descriptive analysis is the research methodology used. The research target group was 421 villages included in the village administration in Garut Regency, with 81 villages being the sample of 81 respondents. Statistical analysis method using path analysis is the applied data analysis technique. Based on the discussion results, the village government's management needs to disseminate development to the community optimally. The performance of the village apparatus could have been better for the independence of the apparatus in carrying out its duties and responsibilities and the effectiveness of the achievement of the village autonomy program. The findings of the research results are suggested to the government of Garut Regency to increase the effectiveness of achieving the village autonomy program to make clear and detailed village strategic policy formulations.

Abstract

The Covid 19 pandemic has hit various aspects of life in society. Disaster management programs carried out by the government are not fully effective, and community-based disaster management is one solution for this case. One of the problems faced by community-based disaster management is the lack of funding support. Business sector involvement is needed to strengthen community-based disaster management. Inviting multi-stakeholders by involving the community, the business, and the government to provide real solutions to the limitations of disaster programs. This research uses a qualitative and quantitative mixed method with a social return on investment calculation approach to facilitate the process of analyzing the success of community-based disaster management programs. The results of the study stated that the "Program Masyarakat Tanggap Bencana" ASTANA is very feasible to be done and replicated by other stakeholders with an SROI value of 1.60.

Abstract

Education is an essential aspect of a country. This research aimed to look at countries that implement good quality education and find out what the indicators of the country are in improving the quality of education for sustainable development or see which indicators are used the most in quality education. This research is a systematic literature review. Based on the PRISMA method that has been carried out, a total of 51 journal articles were used in the literature study, and they were obtained from Google Scholar, DOAJ, ScienceDirect, and PubMed. The research results show that indicators of quality education are measured by reliable teaching staff, lifelong education, and completeness of facilities and infrastructure. Of the 51 journal articles examined, 20 journal articles used the indicator of reliable teaching staff as an indicator of education quality, 17 journal articles used lifelong education as an indicator of education quality, and 22 journal articles used indicators of completeness of facilities and infrastructure. These results make completeness of facilities and infrastructure the key to success in creating quality education for sustainable development goals.

Abstract

This study aims to analyze the scientific literature on online learning policies, from the first published paper (2001) to the present (2022) through bibliometric analysis and visualization by utilizing the Scopus database-based VOSviewer software. This study took 384 articles from international authors that focused on the topic of policy online learning. Articles are classified according to the year of publication, author country, co-author, affiliation, keywords and journal title. Furthermore, articles are examined based on several indicators, including the contribution of the state/institution/author. Journal distribution, heavily cited articles, bibliographic coupling and keyword analysis. The search results show that the United States serves as the country of origin of the most prolific author affiliation in publishing articles, the Department of Early Childhood Education, The Education University (Hong Kong) serves as the home of the most prolific author affiliation, and Agaton CB, from The Open University (United States), is considered the most prolific writer. In addition, the Sustainability (Switzerland) Journal is the source of the most discussed publication topics in its journals. Furthermore, Impacts of the Covid-19 Pandemic on Life of Higher Education Students: A Global Perspective is considered the article with the most references. In addition, the most widely discussed topics are online learning policies, e-learning, public education policies, educational policies, sustainable development, digital technologies teaching and learning, mobile learning, blended learning, and distance education.

Abstract

This paper discusses the analysis of the post-reform 2019 Sudanese conflict between the Sudanese military or Sudan Armed Forces (SAF) against Sudanese paramilitaries or Rapid Support Forces (RSF). This research uses qualitative research methods through a juridical study approach to international humanitarian law. This law is a set of rules governing the law of armed conflict, armed conflict is divided into two: international armed conflict and non-international armed conflict. The conflict between the SAF and RSF is included in non-international armed conflicts. Based on ACLED data, this armed conflict has a major impact on aspects of life such as: civilians are fatalities; health facilities are not functioning; children who are unable to access education; until logistical access is disrupted. Thus, this conflict requires conflict resolution efforts using the multi-track diplomacy (MTD) method using the second track using non-state actors as mediators to build the game. Through the United Nations which encouraged the United States and Saudi Arabia as mediators who produced the Jeddah declaration.

Abstract

This research was conducted at the Kampar Kiri Tengah District Health Center, Kampar Regency. This research aims to determine the community health center's strategy for improving the quality of health services in the Kampar Kiri Tengah sub-district. Data was processed using qualitative descriptive methods. Data was obtained through direct observation, documentation, and interviews, where the respondents' answers were described and then analyzed by the author. In this research, the community health center's strategy for improving the quality of health services in the Kampar Kiri Tengah sub-district is seen based on the 2020 Strategic Plan (BLUD) of the UPTD Kampar Kiri Tengah Community Health Center, Kampar District Health Service regarding Program Strategy, Funding, Indicators, and Targets. From the results of program measurements for each indicator, the strategy for improving the quality of health services in the Kampar Kiri Tengah sub-district can be good. Efforts made by community health centers include establishing family health service programs, nutrition improvement programs, infectious disease eradication programs, environmental health programs, and health promotion efforts where the program aims to improve public health and provide good services
