Abstract

The aim of this study is to analyze the characteristics and to estimate the cost of road accidents in Banyumas, Indonesia, and in Vietnam. The accident cost in Indonesia consists of direct and indirect costs, while the accident cost in Vietnam consists of tangible and intangible costs. The results show that the characteristics ofroad accidents in Indonesia are similar to those in Vietnam, with most accidents were caused by men. In addition, the road accident cost in Indonesia is much higher that that of Vietnam. Keywords: accident cost, direct and indirect costs, tangible and intangible costs

Abstract

The coordination among institutions responsible for recording road accident data is weak. It is shown that thefatal accident data for specific locations and/or time periods are reported differently by police offices, insurance companies, and provincial office of health. The aim of this study is to eliminate the difference inthe reported fatal accident data by developing a uniformity method. The proposed method would be able tohandle parallel conversion for adjusting fatality data from the three institutions. The conversion factor willemploy the combination of average values of the parallel conversion factors. Based on the data available inthe Province of West Java, it is found that the value of parallel conversion factors between the police officeand the West Java Provincial Office of Health is 1.31 and between the police office and Jasa Raharjainsurance company is 3.93. The average value of these conversion factors with insurance claim considerationis 2.56 meaning that the real number of fatalities is 2.56 times the amount recorded by the police office. Keywords: road traffic accident, fatalities accident data, and parallel conversion factor

Abstract

A comprehensive knowledge regarding vehicle distribution can be utilized to adjust vehicle distribution coefficient (C) on the Manual of Indonesian Flexible Pavement Design (SKBI-2.3.26.1987). This paper discusses the effect of city characteristics, lane configuration, and flow level on vehicle distribution in urban road lanes. Three cities were observed, i.e. Mataram, Bandung, and Surabaya. Ten road links were observedwhich consist of six 4 lanes-2 ways and four 6 lanes-2 ways divided roads. Surveys were carried out for 24 hours of a normal working day. Traffic counts were grouped every 15 minutes per direction, per lane for 3 vehicle types. i.e. light vehicle, heavy vehicle, and motorcycle. T-test of mean differences was used as a technique for analysis. The results show that the design lane was the most right lane and the values of C in Mataram, Bandung, and Surabaya were higher than those on the Manual. Keywords: vehicle distribution coeeficient, flexible pavement design

Abstract

The objective of this study is to analyze the impact of road construction on production factor income both forIntra and Inter West-East Region of Indonesia. The model used is named Interregional Social AccountingMatrix West and East Region of Indonesia (IRSAM WEI). Within the IRSAM WEI framework, constructionsector is disaggregated into construction of road infrastructure (including bridge) and others construction.Meanwhile urban and rural household income classification is disaggregated into low, middle, and highincomes. The result shows that the impact of road construction may increase production factor income. BothWI and EI urban areas gain larger benefit of production factor income than rural areas. In addition, interregionally, the WI gain more than the EI.Keywords: road construction, factor production income, interregional social accounting matrix

Abstract

In order to achieve sustainable transportation target, one of the transportation policy commonly adopted is to increase the use of public transport, for example, bus and train. It is, therefore, important to study the commuting behavior by bus and train of residents. Two techniques were applied to study commutingbehavior, i.e. preference functions and Moran’s I spatial statistic. The commuting preference by bus was found to move towards distance maximization over time. Unlike decreasing trend for the slope preferences by bus by increasing LGA distances from the CBD, there is no clear increasing or decreasing trend for theslope preferences by train. Similar to bus, the slope preferences by train are relatively stable over time. A significant positive spatial association was identified for the slope preferences by bus for both O-D and D-O matrices, however the spatial variation in the slope preferences by train was found to be random. Keywords: commuting preferences, spatial association, preference function

Abstract

According to Law Number 23 of 2007, on Railways, the train station for loading and unloading of goods shall be equipped with safety, security, loading and unloading goods, and public facilities. The condition of the railway station in Lubuk Linggau, South Sumatra, is now very crowded, with spaces for vehicle parking shuttle and for loading and unloading of goods are no longer sufficient, thus affecting the performance of this station. The data indicate that the modes of transport used by passengers using the railway mode for Palembang-Lubuk Linggau or vice versa are motorcycles, paratransit, private car, which require facilities to intermodal transfer. The transport of goods shows that those with two trips, which indicate the existence of a distribution of goods in the town of Lubuk Linggau, are about 7.6%. This means that loading and unloading facilities at the station are needed. To improve its performance, in Lubuk Linggau station must be equippedwith the facilities in accordance with existing regulations. Keywords: railway station performance, passenger transport, cargo transport, intermodal transfer

Abstract

In this study, traffic accidents occurred on roads in Batu, East Java, were observed. Based on these traffic accident data, a model was built to relate the number of motorcycle accidents with the availability of road shoulders, traffic flow, and traffic speed. The results indicate that the availability of road shoulders potentially reduce the number of motorcycle accidents. Conversely, increasing the speed and traffic flow potentially increase the number of motorcycle traffic accidents on the roads in Batu. Keywords: motorcycle accidents, road shoulders, traffic flow, traffic speed

Abstract

With regard to the problem of motorcycle accidents in Indonesia, the human factor is unique and complex factors. In this study, an analysis of the contribution of the indicators of human factor in a motorcycle accident was conducted. The results show that lack of discipline committed by riders and high vehicle speeds contribute to and affect motorcycle accident occurrence significantly. Although not too dominant, the rider emotion, lack of concentration when driving, and lack of maturity also have a significant influence on thespeed of motorcycles. Keywords: motorcycle accidents, human factors, lack of discipline, motorcycle speed
