Abstract

Abstrak Analisa pembebanan jaringan sebagai teknik analisa kebutuhan-sediaan transportasi memerlukan pemodelan pemilihan rute. Model pemilihan rute yang telah banyak dipakai dan teruji keandalanya adalah model all-or-nothing, yang menghasilkan satu rute terbaik dimana diasumsikan semua pengguna memilih rute ini. Model all-or-nothing didasarkan pada asumsi semua pelaku perjalanan berpersepsi sama tentang rute terbaiknya (terpendek, tercepat atau termurah). Asumsi bahwa persepsi sama, tidak selalu benar pada kenyataan.Usaha mendekati kenyataan dikembangkan melalui model stokastik. Model stokastik mempertimbangkan perilaku perbedaan persepsi pelaku perjalanan terhadap biaya perjalanan antar asal-tujuan didalam suatu jaringan. Dari pertimbangan adanya perbedaan persepsi biaya perjalanan dapat muncul  lebih dari satu pilihan rute untuk satu pasang tempat asal dan tujuan pergerakan.Dalam penelitian ini ditambahkan pertimbangan dalam memodelkan perbedaan biaya persepsi perjalanan, yaitu bahwa perbedaan persepsi dipengaruhi juga oleh jarak perjalanan. Semakin jauh jarak perjalanan ketidakpastian biaya perjalanan semakin melebar. Untuk itu dalam membangkitkan biaya persepsi perjalanan digunakan tidak hanya satu pendekatan sebaran, dalam penelitian ini digunakan tiga pendekatan sebaran, yaitu untuk perjalanan jarak dekat persepsi dianggap sama tanpa sebaran, untuk perjalanan jarak sedang digunakan pendekatan sebaran normal dengan parameter dispersi 15% dari rataan persepsi, dan untuk perjalanan jarak jauh digunakan pendekatan sebaran normal dengan parameter dispersi lebih besar yaitu 30% dari rataan persepsi.Hasil percobaan menunjukkan bahwa dengan menganggap terdapat empat segmen persepsi biaya perjalanan akan memunculkan rute-rute pilihan yang berbeda dari rute yang dihasilkan dari anggapan persepsi biaya sama.Kata-kata kunci: biaya jarak, biaya waktu, ongkos tol, biaya gabungan, parameter sebaran, sebaran normal, pola rute terpilih.

Abstract

The most common daily trip for students is the commute to and from campus. Though there are clear environmental, economic, and social drawback from using private vehicles for these trips, students still choose private vehicles to get to campus. This study reports an investigation of psychological factors influencing students’ behavior to commute by car from the perspective of the Theory of Planned Behavior (TPB). Students from three different university campuses (sample size of 312) completed a survey on their car commuting behavior. Results indicated that all relations postulated by the TPB are confirmed and perceived behavioral control was the strongest factor that influences students’ intention. Attitude, subjective norm, and perceived behavioral control explain 59% variance of the intention while intention explains 58% of the variance of the actual car use. Implications of these findings are that in order to alter the use of car, interventions should target the perceived behavioral control of commuting by car.

Abstract

Sustainable transport system should be able to provide physical access to places of employment, health, education, recreation, and other places associated with human life. In addition, sustainable transport must also support the economic growth and poverty reduction. The purpose of this study is to identify the forms of community participation and develop indicators of community participation in a transportation. A comparison of transport systems in two cities in Indonesia, namely Semarang and Surabaya, is selected as a case study. The results indicate that the forms of community participation in sustainable transportation system include payments of fuel tax, vehicle tax, parking charges, public transport tickets, and road pricing.In addition, there are many indicators that can be used to assess the sustainability of an urban transport system. The results also show that the transport system in Surabaya is better than that found in Semarang.Keywords: sustainable transport system, transportation system indicators, community participation.

Abstract

Abstract A rapid increase of motorcycle ownership in the last twenty years made a decline to the road safety. This condition led Jakarta government to announce a policy for motorcycles to ride on leftmost lane on the road effectively by January 2007. Therefore, this paper analyzes the obedient of motorcyclist to the policy after about 4 months officially announced in various traffic conditions. This paper analysis is based on the 24 hours observation on both directions of Letjen. S. Parman Arterial Road using video recorder. First of all the distribution of motorcycles across the lanes are analyzed. Furthermore, the percentages of motorcycle in the leftmost lane on different time periods and different V/Cs are compared using t-test. Additionally a Pearson correlation analysis is also conducted between the percentage of motorcycle in the leftmost lane and several other variables. The results shows about 46 percent of motorcyclists obey the policy. The analysis also shows that there are significant differences between the obedience of motorcyclists in the 10.00-16.00 observation periods and in the 22.00-06.00 observation period.Keywords : lane distribution, motorcycle, Jakarta

Abstract

Palembang is a capital city of South Sumatera, which has density of 4,020 people per square kilometer in 2012. Economic growth has given influences on traffic and as a result congestions happen in many roads. The aim of this study is to get the characteristics of congestion period and to divide congestion period by providing alternative work schedules in Palembang City. The method and analysis used is descriptive and matrix analysis. The results obtained from this study show that the peak hours occur between 05.00 and 09.00 in the morning. By adopting Transport Demand Management, staggered shift, two scenarios of sharing congestion periods are obtained. The first scenario suggests that the work schedule for government officials and labors (209,448 people) is 07.30 to 16.00 while the schedule for traders and students (233,086 people) is 09.00 to 17.30. The second scenario suggests that the work schedule for government officials and students (241,812 people) is 07.30 to 16.00 while the schedule for traders and labors (124,361 people) is 09.00 to 17.30. Keywords: Transport Demand Management, work schedule, peak hour  Kota Palembang, ibukota Provinsi Sumatera Selatan, mempunyai kepadatan penduduk 4.020 orang/km2 pada tahun 2012. Banyaknya produksi hasil alam dari bumi Sriwijaya ini mengakibat geliat pertumbuhan ekonomi cukup tinggi yang mengakibatkan terjadi kemacetan lalulintas di banyak ruas jalan di Palembang. Tujuan penelitian ini adalah untuk mengetahui karakteristik waktu macet dan merancang pembagian waktu pada jam sibuk di Palembang. Analisis yang dilakukan menggunakan metode deskripsi dan matriks. Hasil yang diperoleh menunjukkan bahwa karakteristik jam sibuk di kota Palembang terjadi antara jam 05.00-09.00 pagi. Dengan mengadopsi model Transportation Demand Management, staggered shift, dihasilkan dua skenario pembagian waktu untuk mengurangi kemacetan lalulintas. Pada skenario pertama pegawai negeri sipil dan buruh, yang berjumlah 209.448 orang, bekerja antara jam 07.30 sampai jam 16.00 sedangkan pedagang dan murid/mahasiswa, yang berjumlah 233.086 orang, jam 09.00 sampai 17.30. Skenario kedua adalah mengatur PNS dan murid/mahasiswa,  yang berjumlah 241.812 orang, bekerja atau sekolah  jam 07.30  sampai 16.00 sedangkan pedagang dan buruh, yang berjumlah 124.361 orang, bekerja mulai jam 09.00 sampai 17.30. Kata-kata kunci: Transport Demand Management, jadwal kerja, jam puncak

Abstract

The decision for investing in toll road industry requires an acurate feasibility study, because this invesmentinvolves high capical outlays, long term pay-back period, and vulnerability to risk and uncertainty. This studyis conducted using stochastic method which is able to accomodate uncertain variables for calculating InternalRate of Return. Those variables are traffic increment rate, inflation rate, and loan interest rate. To obtain arisk premium used as reference for project feasibility, the Capical Asset Pricing Model (CAPM), wasselected to be utilized in this study. For this case study, it is found that premium risk is 1,35%, consisting ofpremium risk for traffic increment rate 0,88%, inflation rate 0,33%, and loan interest rate 0,14%.Key words: premium risk, Capital Asset Pricing Model, toll road investment, and stochastic method.

Abstract

Abstrak Pada studi ini diteliti faktor-faktor yang mempengaruhi pengguna kendaraan pribadi untuk mendukung ataupun menolak diberlakukannya beberapai program kebijakan Manajemen Permintaan Transportasi (Transportation Demand Management Programs). Dengan teknik Structural Equation Modeling (SEM), model penerimaan (acceptability model) diestimasi berdasarkan sampel yang diperoleh dari Jakarta, Kuala Lumpur, Manila, dan Bangkok (dengan ukuran sampel N = 691). Berbagai indeks ukuran kepatutan (fit measure indices) SEM menunjukkan bahwa struktur model dapat diterima untuk menjelaskan hubungan antar variabel-variabel laten maupun terukur yang digunakan. Interpretasi atas struktur model memberikan kesimpulan bahwa ‘pengetahuan subyektif’, ‘tingkat efektivitas subyektif dalam mengurangi kemacetan’, ‘akibat yang diduga akan menimpa diri’, dan ‘tekanan sosial untuk mendukung program yang diusulkan’ merupakan faktor-faktor yang secara langsung mempengaruhi tingkat penerimaan pengguna kendaraan pribadi terhadap program Manajemen Permintaan Transportasi. Struktur model juga mengindikasikan peran penting ‘tekanan sosial’ dalam mempengaruhi ‘tingkat efektivitas subyektif’, ‘akibat yang diduga akan menimpa diri’, dan ‘kesediaan untuk mengurangi berkendaraan dan menggunakan moda alternatif’. Selain itu, struktur model juga mendeteksi pengaruh ‘tingkat ketergantungan pada kendaraan pribadi’ terhadap kemungkinan seseorang merasa dirugikan oleh pemberlakuan kebijakan. Model juga mendeteksi bahwa tingkat ketergantungan pada mobil pribadi terbentuk dari faktor kebiasaan seseorang dalam menggunakan mobil dan tingkat pendapatan seseorang. Kata-kata kunci: model penerimaan, Manajemen Permintaan Transportasi (TDM), Structural Equation Modeling

Abstract

The increasing use of cars by students impact on traffic congestion and the increasing need for parking spaces. This study has several objectives , namely (1) determine differences in travel expenses for students who use cars and vanpool services, (2) determine barriers for students who have not and who never use the vanpool service, (3) find out the facilities and vanpool fares desired by the student, (4) determine the value of the Benefit Cost Ratio shuttle service operators at present, and (5) estimate a deficit or surplus experienced by the campus, as a result of tariff subsidies for shuttle services and finance the shuttle service management. The results of this study indicate that the cost of travel by using a shuttle service is cheaper than using a car for traveling to campus if the distance from residences to campus greater than 9 km, and the subsidies granted for vanpool fares and vanpool office cost, can help overcome constraints associated with the shuttle service, parking demand reduction, and provide a budget surplus to fund other campus transportation management strategies.Keywords: parking demand, campus transport management, vanpool
