Abstract

Determination of road maintenance involves complex multi-criteria in decision making process. Analytical Hierarchy Process (AHP) method has been used to determine the weight of criteria in evaluating the road maintenance priority. In this study, the priority decisions for maintaining collector roads in Banda Aceh city were determined using the AHP method. The objective of this study is to describe the decision making process in determining the road maintenance handling priority accurately involving the key persons. There are 4 (four) criteria used, namely road condition, traffic volume, policy, and land use factors. The results showed that the highest criteria weight was achieved by road condition with a score of 0,454, followed by traffic volume (0.255) and land use (0.158), respectively. Surprisingly, the lowest score was obtained by policy factor. It was really beyond expectation since road maintenance priorities were usually relied on the government policy. The results indicated that road condition and traffic volume were the main factors in determining the road maintenance priorities.Keywords: road handling priority, road condition, traffic volume, AHP method

Abstract

Transportation problem is complex because the growth of road infrastructure is not proportional to the increase in the number of travels. This is indicated by the increasing levels of private vehicle ownership, numer of trips, insufficient of public transport services, and limited road infrastructure. In this study, the pattern of mass transit, as stated in Law No. 22 of 2009, was examined. Analyses were performed using Confirmatory Factor Analysis and Structural Equation Modeling. The results showed that the variables of Travel Origin and Destination, Travel Patterns, Willingness, and Ability to Pay explained approximately77.0% of the variation in the Guided Busway Needs variable. In addition, Travel Origin and Destination, Travel Patterns, and Willingness and Ability to Pay have positive and significant impact on the Guided Busway Needs.Keywords: mass transit, guided busway, origin destination travel, travel patterns, willingness and ability topay.

Abstract

Abstract Traditional mix design methods which normally incorporate the Marshall test are not appropriate to design porous asphalt because of the insensitivity of the Marshall stability values to variations in binder content. It is therefore appropriate specify the design binder content (DBC) for porous asphalt rather than the optimum binder content. The design binder content incorporates an upper and a lower limit. The lower limit of the DBC can be dictated by requirements to resist disintegration while the upper limit is specified to limit binder drainage yet maintaining a porous structure that would promote permeability. This paper presents the results of a laboratory investigation to determine design binder content for porous asphalt. Three gradations were tested each made up of 10, 14 and 20 mm maximum aggregate size. Two types binder was used, conventional 60/70 pen bitumen, and styrene butadiene styrene (SBS) modified bitumen. Based on the drainage test, target binder content as the upper limit content for SBS is higher than the base bitumen 60/70. These values will be lower when the maximum aggregate size is increased. Generally, the abrasion loss decreases as the binder content increases while the curve slopes downward and becomes flatter when a certain percentage of bitumen is exceeded. It was found that design binder contents corresponding to 10, 14 and 20 mm maximum aggregate size equal 5.4%, 5.0% and 4.5% respectively for conventional binder and 5.7%, 5.2% and 4.6% for SBS binder. Abstract

The identification of transportation cost structure could help public transportation managers to determine the minimum tariff that can provide the maximum service for peoples. The tariff should be acceptable by the users and still gives fair profit for the operators. This study investigated the public transport Rute number 011(Sub Terminal Pancasila – Pasirangin) in Tasikmalaya City, to find the ability and the willingness to of the users. It was found that the current fare of public transport for Kota Tasikmalaya is higher than the ability to pay of the users.Keywords: tariff, fare, public transportation, and ability to pay.

Abstract

Abstrak Sesuai SK Bupati Kabupaten Sleman No.42/Kep.KDH/1996 tanggal 16 Februari 1996, kebutuhan mobilitas masyarakat antar wilayah dalam Kabupaten Sleman telah difasilitasi oleh 16 (enam belas) trayek, dimana dalam operasionalisasinya trayek-trayek tersebut dijalankan oleh sebanyak 335 armada angkutan perdesaan di bawah 1 (satu) pengelolaan Koperasi PEMUDA. Kondisi wilayah Sleman yang terbagi atas beberapa bagian, yaitu wilayah aglomerasi, sub-urban, wilayah penyangga (buffer zone), dan beberapa kawasan rural menyebabkan jumlah demand terhadap angkutan perdesaan juga berbeda-beda. Kenyataan bahwa jumlah demand pada wilayah aglomerasi dan sub-urban yang cenderung lebih tinggi dibandingkan dengan demand pada wilayah penyangga dan rural menyebabkan sebagian sopir angkutan tidak menjalankan keseluruhan trayek yang telah ditetapkan. Sebagian dari mereka hanya memilih menjalankan trayek pada wilayah-wilayah aglomerasi dan sub-urban bahkan sampai masuk dalam wilayah administratif lain. Akibatnya di satu sisi pada segmen-segmen “basah” sering terjadi tumpang tindih trayek, sementara di sisi lain pada beberapa kawasan rural yang notabene secara ekonomi termasuk dalam kategori miskin menjadi semakin terisolir karena tidak terjangkau oleh angkutan umum. Penelitian ini dilakukan untuk me-review kinerja jaringan trayek angkutan perdesaan eksisting di Kabupaten Sleman untuk kemudian dapat disiapkan rumusan jaringan trayek angkutan perdesaan yang dapat melayani seluruh kebutuhan pergerakan masyarakat Kabupaten Sleman di masa sekarang hingga 10 (sepuluh) tahun ke depan. Dari penelitian ini direkomendasikan sistem pelayanan berdasarkan wilayah yang dibagi dalam 3 (tiga) zona pelayanan dengan keseluruhan trayek yang dijalankan sebanyak 25 trayek, masing-masing 8 (delapan) trayek pada WP I, 10 (sepuluh) trayek pada WP II, dan 7 (tujuh) trayek pada WP III. Untuk menjamin dijalankannya seluruh trayek yang telah direncanakan, penelitian ini juga mengusulkan manajemen penyelenggaraan baru yang melibatkan peranserta Pemerintah Daerah Kabupaten Sleman. Agar perencanaan yang dihasilkan bisa secara bertahap dan sistematis dilaksanakan, maka aspek-aspek regulasi, kelembagaan, pengusahaan, SDM, pendanaan, dan penguatan harus dengan seksama disiapkan secara simultan. Kata-kata kunci: demand, sub-urban, rural, buffer zone, aglomerasi

Abstract

Quickly and precisely treatment in traffic accident is one way to avoid the risk of death victims. Therefore, it’s necessary to determine the fastest route from the traffic accident locations to the nearest hospital. The research objective was to determine the traffic accident blackspot of Surakarta city, the referral hospitals and the ambulance fastest route using GIS program. Determination of traffic accident blackspot used three methods, that are kernel density estimation, cluster and outlier analysis. Method of determining the fastest route mobilization is network analyst tool. Determination of the fastest route mobilization based on travel time. According to an analysis, there are 15 locations of traffic accident blackspots in Surakarta city. A referral hospitals in Surakarta city are Brayat Minulya, Dr. Moewardi, Dr. Oen, Kasih Ibu, Kustati, Panti Waluyo and PKU Muhammadiyah hospital. Mobilization route of the accidents victim has an average of travel time about 4.84 minutes.Keywords: traffic accident blackspot, hospital, GIS, fastest route

Abstract

Abstract In Directorate General of Highways’ overlay design guide Pd T-1-2002-B, one kind of evaluation conducted on existing pavement structure is an evaluation on subgrade condition using back calculation procedure to determine the resilient modulus of the subgrade. To date, the design guide recommends to use adjustment factor C of no more than 0.33 on the modulus obtained from back calculation procedure to produce design modulus. However, a proper description on why the factor is required is not available. In this research, an evaluation of the factor was proposed. As a comparison to the back calculation procedure in the guide, another back calculation method based on best fit trial and error was considered. The results showed that the guide could not perform well in predicting the design elasctic modulus, as indicated by factor, i.e. the ratio between design/measured and calculated moduli), was two times higher than the value expected. Therefore, this research suggested to replace back calculation procedure in the guide with the new ones which has proved capable of producing accurate results, such as best fit trial and error or closed-form back calculation methods. By using this new back calculation procedure, the adjustment factor C in the guide is not necessary anymore. Keywords: pavement, overlay, backcalculation, elasctic modulus, adjustment factor  Abstrak Salah satu bentuk evaluasi terhadap struktur perkerasan eksisting menurut Pedoman Desain Pelapisan Ulang Pd T-1-2002-B, Ditjen Bina Marga, adalah evaluasi kondisi tanah dasar menggunakan analisis perhitungan balik, yang hasilnya dinyatakan dalam parameter modulus resilien. Selama ini Pedoman Desain Pd T-1-2002-B selalu menganjurkan untuk memberikan faktor koreksi C sebesar maksimum 0,33 terhadap nilai modulus yang dihasilkan dari hasil perhitungan balik bila nilai modulus ini akan digunakan untuk keperluan desain tanpa ada penjelasan untuk apa faktor koreksi ini digunakan. Pada penelitian ini evaluasi terhadap nilai faktor koreksi dilakukan. Suatu program perhitungan balik yang didasarkan pada konsep best fit trial and error diusulkan untuk digunakan sebagai pembanding terhadap metode perhitungan balik. Hasil penelitian ini menunjukkan bahwa nilai modulus elastisitas hasil perhitungan balik ternyata tidak mampu memprediksi secara akurat nilai elastisitas untuk kebutuhan desain. Rasio kedua nilai modulus itu ternyata dua kali lebih besar dibandingkan dengan koefisien yang disyaratkan sebagai faktor koreksi. Oleh karena itu, direkomen-dasikan untuk tidak menggunakan metode perhitungan balik dalam desain dan mengganti dengan metode perhitungan balik best fit trial and error. Penggunaan metode perhitungan balik best fit trial and error juga memberikan arti bahwa faktor koreksi C di dalam Pedoman Desain tidak diperlukan lagi. Kata-kata kunci: perkerasan, pelapisan ulang, perhitungan balik, modulus elastisitas, faktor koreksi

Abstract

This study aims to analyze the availability and level of service of the infrastructure for pedestrians at Jalan Somba Opu and Jalan Penghubung, in the city of Makassar. The method used is qualitative interpretation based on the interpretation of actual conditions in the field. Investigations were made at three observation points, i.e point A, point B, and point C. The results showed that the maximum level of service for pedestrianinfrastructure was found in the observation point B. The availability of pedestrian infrastructure in all three observation points A, B, and C are still meeting the needs of road users. Pavement surface condition is still good with continuous connectivity.Keywords: pedestrian infrastructure,level of service, continuous connectivity.

Abstract

Abstract Headway is an important factor for public transport users and operators since headway is one of service quality indicators of public transportation system. The purpose of this study is to describe the headway of bus Trans Metro Bandung (TMB) in the corridor of Cicaheum-Cibeureum and analyze the headway distribution. The statistical distribution of TMB’s headway in each shelter has similar distribution, namely the gamma distribution. The results show that the headway distribution for one week data observation in each bus shelter follows gamma distribution with the mean of 27 minutes. Key words: public transportation, headway, public transportation operator, gamma distribution  Abstrak Waktu antara merupakan faktor penting bagi pengguna angkutan publik dan operator karena waktu antara merupakan suatu indikator kualitas layanan sistem transportasi angkutan publik. Tujuan studi ini adalah mendeskripsikan nilai waktu antara dan menganalisis distribusi waktu antara bis Trans Metro Bandung pada koridor Cicaheum-Cibeureum. Distribusi probabilitas waktu antara bis Trans Metro Bandung di setiap halte memiliki jenis distribusi yang sama, yaitu distribusi gamma. Hasil analisis menunjukkan bahwa distribusi waktu antara untuk pengamatan selama satu minggu di setiap halte bis memiliki distribusi gamma dengan rata-rata sebesar 27 menit. Kata-kata kunci: angkutan publik, operator angkutan publik, waktu antara, distribusi gamma
