Abstract

The Association of Southeast Asian Nations (ASEAN) was established on August 8, 1967, when foreign ministers of five countries, consisting of Indonesia, Malaysia, the Philippines, Singapore, and Thailand, met in Bangkok and signed the ASEAN Declaration. The regional grouping has made the most progress in economic integration, aiming to create an ASEAN Community by 2015. Recently, the Member Countries of the ASEAN have accepted the concept of ASEAN Connectivity, which emphasized on the three pillars regional cooperation of security, socio-cultural, and economic integration. In particular, ASEAN Connectivity is expected: (1) to enhance trade, investment, tourism, and development, (2) to narrow development gaps, and (3) to facilitate people-to-people contacts. As a preparation to adapt with a new system, Indonesia is geared to improve its domestic connectivity as a prerequisite of regional connectivity. In Indonesia’s view, regional connectivity should help empower and develop the local economies, as an effort to narrow the development gaps within ASEAN. To fulfill these goals, Indonesia needs to strengthen its physical connectivity through better transportation infrastructure. However, to support trade facilitation, good transportation infrastructure alone is not sufficient. It needs to be enhanced with ICT infrastructure, which is crucial in supporting trade facilitation through its ability to facilitate information exchange and to reduce the cost of doing business. This paper aims to explore how Indonesia’s domestic connectivity coops with the concept of ASEAN connectivity. Some data and various existing policies in their effort to accomplish ASEAN connectivity will be explored. With the new legal framework in ICT and transportation, the performance of the ICT and transportation system in Indonesia is expected to ameliorate, hence supporting the development of other sectors, and this will ultimately lead to the realization of ASEAN Connectivity. Keywords: ASEAN connectivity, domestic connectivity, economic integration, transportation policy, ICT infrastructure.

Abstract

Abstract The condition of bonding between asphalt pavement layer can influence the behaviour of pavement structure in supporting vehicle loading. In strong bonding condition, the adjacent pavement layers will act together to support pavement loading and the other way in weak bonding condition the layers will act independently with the result that stress in every layer of pavement become higher and will decrease pavement life consequently. This study described the investigation of bonding condition using teorethical model and laboratory test. Those are developed using CIRCLY5-SAP2000 Program and Modified Direct Shear Test respectively. The results shown that there is the range of bonding parameter which starting from weak bonding until full bonding using theoretical and laboratory model. Futhermore the analysis shown that ignoring bonding condition between pavement layer will become one of factors which cause early damage in pavement structure. Keywords : Bonding, Direct Shear Test, SAP2000, CIRCLY5

Abstract

Abstract  Existing condition of national roads in the Province of North Sumatera at the end of 2014 has not been fully optimized, with the proportion of road conditions that fall into either good and medium categories still had a significant decrease each year. In addition, the width of pavement is still dominated by the class of small roads (less than 7 m). This study aimed to evaluate the effectiveness of the national road maintenance program in the Province of North Sumatera from 2012 until 2014. The effectiveness was evaluated by using the modified Importance Performance and the Customer Satisfaction Index. This results indicates that the outputs generated by the road handling in this study is somewhat different compared to those implemented by the Directorate General of Highways, especially in the handling of capacity expansion. Key words: road conditions, road maintenance, road width, capacity expansion  Abstrak Kondisi existing jalan nasional di Provinsi Sumatera Utara akhir tahun 2014 belum sepenuhnya optimal, dengan proporsi kondisi jalan berkategori baik dan sedang masih mengalami penurunan yang signifikan setiap tahunnya. Kata-kata kunci: kondisi jalan, pemeliharaan jalan, lebar jalan, penambahan kapasitas

Abstract

High numbers of dead and injury victims caused by road traffic accident can not be simply ignored. The National Accident data shows high percentage of motorcycle involved in accidents, with data in 2006 show more than 50% of the vehicles involved in accident are motorcycle. Human, vehicle, road, and environmental factors are major factors that cause accidents, but the most dominant factor is humanity. With the concept of "Theory of Planned Behavior", this paper examines how far the community perception, as part of the road users, in this case the motorcyclist, affects the behavior on the aspect of traffic safety. A survey was carried out on motorcyclists who ride through Brigjen Katamso and R. Suprapto streets in Batam. Based on the measurement of 107 respondents, the average value of Attitude (A) is 7.32, Subjective Norm (SN) is 14.78 and the Perceived Behavioral Control (PBC) is 4.22. From the values of A, SN, and PBC, the value obtained by Behavioral Intention (BI) for the motorcyclist in this study area is 8.78. This value indicates that the motorcycle riders have positive perception with medium to weak levels towards the traffic safety. Motorcycle riders actually have a positive perception of the safety aspects of traffic. Keywords: behavior, perception, safety, motorcycle rider

Abstract

Kata-kata kunci: pemodelan transportasi, matriks asal-tujuan, metode estimasi, distribusi perjalanan, pemilihan rute
