Abstract

After the Soviet break-up and the Marxist regime collapsed, many of alternative notions emerged in the academic community in Russia, including alternative ideas in the field of International Relations (IR). A number of Russian IR scholars attempted to reconstruct the theories of IR, not just the IR theories that developed in Russia during the era of Marxism, but also against Western IR theories. Although the post-Cold War aspirations to create a distinct national school of International Relations in Russia, but these efforts are not free from the ideology and political goal that directing and guiding Russian foreign policy. Even, IR scholars in Russia have come to shared with the Russian government in terms of building the IR theories with the Russian characteristics, especially in challenging Western hegemony in the social sciences and international relations. This article tries to elaborate three intellectual traditions of international relations that developed in Russia, namely Westernism, Statism, and Civilizationism. Westernizer IR heavily influenced by Western liberalism, Statism more inspired by the realism, while Civilizationism is more of a hybrid between the constructivism and Russian essentialism.

Abstract

Artikel ini membahas tentang bagaimana aktifitas diplomasi terdemokratisasi oleh meningkatnya partisipasi publik di dalamnya. Konsep citizen diplomacy berkembang seiring meningkatnya partisipasiwarga biasa dalam aktifitas diplomasi. Dalam kenyatannya, aktifitas citizen diplomacy sulit dipisahkan dari aktifitas diplomasi publik dimana negara memang dengan sengaja melibatkan aktor non-negara untuk meningkatkan kredibilitas dilomasi pemerintah. Sebagian besar definisi citizen diplomacy juga masih melihat partisipasi warga biasa memang dilakukan dalam rangka mendukung diplomasi negaranya. Artikel ini secara khusus membahas tipologi citizen diplomat dari Paul Sharp yang sangat membantu dalam mengidentifikasi aktor-aktor dalam citizen diplomacy dan berbagai bentuk partisipasinya. Melalui tipologi tersebut Sharp menawarkan pengertian yang lebih luas dimana citizen diplomacy dilihat sebagai partisipasi warga biasa dalam interaksi global baik yang bersifat internasional maupun transnasional. Kesimpulannya, secara umum citizen diplomacy sebagai metode penyelenggaraan hubungan internasional memiliki tiga karakteristik: adanya partisipasi warga biasa dalam interaksi global; bersifat komplementer terhadap dplomasi berbasis-negara; dan mensyaratkan adanya kesadaran global pada para pelakunya.

Abstract

Abstract: This article examines the role of ASEAN's norms in managing dispute over the South China Sea.ASEAN shares the beliefs that the settlement of differences or disputes by peaceful means and the abandonmentof the threat or use of force are necessary to ensure the stability over the region. It attempts to analyze thepossibility of exporting this intramural norm of ASEAN's model of dispute settlement into an extramural terrainand seeks to answer the question whether ASEAN's norm of cooperation can alter claimants' perception towardseach other, and thus in return will constrain the urge to solve the dispute by force.Keywords : ASEAN norm, ASEAN's model of dispute settlements, TAC, South China Sea, China

Abstract

Kerjasama antar Negara anggota ASEAN yang terangkum dalam Masyarakat Ekonomi ASEAN (MEA) merupakan salah satu praktek liberalisasi. MEA yang terangkum dalam empat pilar memiliki dampak signifikan terhadap arah kerjasama antara sepuluh Negara anggota ASEAN. Arah kerjasama dalam peningkatan ekonomi dan pembangunan merupakan sebuah langkah terpadu dari masing-masing Negara anggota untuk kemajuan komunitas regional di Asia Tenggara. ASEAN sebagai sebuah komunitas regional semakin meningkatkan kiprahnya untuk ikut bersaing dan meningkatkan kerjasama di tingkat regional khususnya dan global pada umumnya. Dalam praktek kerjasama tersebut, terlihat ada usaha dari berbagai Negara untuk ikut berpartisipasi dalam persaingan ini. Tujuan besar untuk memajukan perekonomian di kawasan Asia Tenggara mendapat respon positif dari semua Negara anggota dengan membentuk Masyarakat Ekonomi ASEAN. Namun, dengan berbagai macam masalah perekonomian di masing-masing Negara anggota ASEAN, kerjasama dalam lingkup MEA ini membawa dampak liberalisasi yang tidak semua bisa diikuti oleh Negara anggota ASEAN yang masih tergolong dalam Negara dunia ketiga, salah satunya adalah Indonesia.Kata kunci: masyarakat ekonomi ASEAN (MEA), negara dunia ketiga, liberalisasi, kerjasama

Abstract

The trade relation among countries does not necessarily benefit all members, in that case it so common for issue to arise that often turns to be dispute. Interestingly, the role of WTO somehow does not fulfill the gap, sometimes it is necessary to add additional mechanism to resolve the dispute. At the end the result can be obtained by the members.This research focuses on the diplomacy process between Indonesian and South Korea regarding the dumping issue on paper commodity. It should be noted that South Korea has not fully implemented the obligation after DSB Appellate Body’s decision on 2005 and 2007. As for the research question, this research comes out with “what is the strategy imposed by Indonesian government to settle the dispute on paper dumping?”. Trade diplomacy and linkage theory will be used as foundation to deepen the analysis.

Abstract

Artikel ini membahas mengenai advokasi Satuan Tugas Buruh Migran ASEAN (TF-AMW) terhadap ASEAN dalam perlindungan hak-hak buruh migran periode 2007-2010. TF-AMW merupakan suatu jejaring masyarakat sipil yang berupaya menekan ASEAN sebagai organisasi regional guna mengadopsi instrumen yang dibuatnya agar seluruh negara di Asia Tenggara meratifikasi standar internasional dalam perlindungan dan pemajuan hak-hak buruh migran. Dengan metode kualitatif, penelitian ini berupaya menganalisis bagaimana jejaring TF-AMW terbentuk, bagaimana strategi advokasi yang diterapkan untuk mengadvokasi ASEAN, dan bagaimana hasil dari advokasi tersebut. Penelitian ini menarik kesimpulan bahwa belum berhasilnya advokasi TF-AMW dipicu oleh terbatasnya ruang politik dari ASEAN kepada kelompok masyarakat sipil, dominannya norma-norma ASEAN Way yang sebenarnya mencerminkan bagaimana organisasi ini memandang hak-hak buruh migran sebagai isu HAM, dan tidak adanya momentum politik.

Abstract

This paper discusses how the role of Public Diplomacy in strengthening Indonesia- Malaysia. This relationship is important because Indonesia-Malaysia relations conflict is very vulnerable and does not rule out the possibility it was caused due to the negative misconception. Opinion of this people in both countries can be one of the factors that influence the second issue of Public Diplomacy of the state. Because it is very important to strengthen understanding and getting to know each other more closely at the community level so it is not easy to be provoked on the issues that can lead to conflict. This paper is divided into four main parts: the problems between Indonesia and Malaysia, the conceptual approach of Public Diplomacy, Public Diplomacy at the Ministry of Foreign Affairs of Indonesia and Malaysia as well as the role that can be played by the Public Diplomacy in strengthening relations between the two states.Bagian the end of this paper is a recommendation to the governments of both countries to optimize the role of public diplomacy.Keywords : Public Diplomacy, Bilateral, Indonesia, Malaysia

Abstract

AbstractThis article tries to elaborate the impact for the cooperation between ASEAN-Russia in economic and political security. How the ways to increase their bilateral relations and bring positive impacts for both countries. ASEAN is often regarded as the paragon case of successful regional security cooperation and attributes its achievement to economy, social—cultural and political-security. In the recent years, ASEAN try to create many external relations with another country and Russia is one of them. ASEAN want to make a mutual relationship with others and solve the regional issue happen in many countries. Economy and political security will be the main issue for this cooperation. ASEAN and Russia start their bilateral relation for a long time ago but economic relations like trade is still low but they try hard to progress. ASEAN sering dianggap sebagai kasus paragon dari suksesnya kerjasama keamanan regional dan memberikan kontribusi prestasinya di bidang ekonomi, sosial budaya dan keamanan politik. Dalam beberapa tahun terakhir, ASEAN mencoba menciptakan banyak hubungan eksternal dengan negara lain dan Rusia adalah salah satunya. ASEAN ingin menjalin hubungan timbal balik dengan negara-negara lain dan memecahkan masalah regional yang terjadi di banyak negara. Ekonomi dan keamanan politik akan menjadi isu utama untuk kerja sama ini. ASEAN dan Rusia memulai hubungan bilateral mereka untuk waktu yang lama namun hubungan ekonomi seperti perdagangan masih rendah karena itu mereka berusaha keras untuk berkembang. Abstract

This paper attempts to propose new ways to understand Indonesian migrant women workers and their lives, particularly at the intersection of memory and urban life. I explore the role of memory in the urban life of Indonesian migrant women returnees by examining the ways in which their memory affects seemingly mundane yet central details of their new life and opens up a space to expose and disrupt the workings of state and society that pushes women into the margin. Focusing on a growing number of migrant women who are settling themselves in urban areas upon completing their work overseas, I consider how their memory, suspended in the present, contributes to normalizing the anomaly by confronting and refusing public articulations of power vis-a-vis the feminine and the rural in Indonesia.

Abstract

Abstract: Augustine, one of the greatest christian thinkers, tries to reconcile the love of neighborsand justification of wars. He develops a radically different biblical interpretation than those of earlyChurch Fathers who believe in incompatibility of Jesus's central teaching of loving neighbour andChristian participation in warfare. Augustine repudiates such incompatibility. This paper investigatesthe teaching of Augustine's just war teaching formulated in his masterpiece The City of God. In thelight of this tradition, this paper specifically adresses the intentions and the primary motive of the justwar. This paper argues that both the intentions and motive have to be distinctive. Accordingly, war isjustified if it meets two distinctive conditions. First, the goal of the war is to bring peace, restorejustice, and and punish wrong doers. Second, the war should be based on Christian charity or love ofneighbours. This paper begins by introducing the core issue of Christian understanding of its positionon warfare, followed by brief profile of Augustine. Then, it addresses Augustine's interpretation ofJesus' teaching and finally it analyses Augustine's just war teaching by focusing on intentions andmotive. Two cases, NATO Interventions in Kosovo 1999 and Libya 2011, are also included to illustratethe principle of Right Intention and Motive. It argues that NATO interventions meet the conditions ofRight Intention but fail in the principle of Right Motive.Key Words: Augustine, Just War, Love, Justice, Intentions, Motive
