Abstract

The trade relation among countries does not necessarily benefit all members, in that case it so common for issue to arise that often turns to be dispute. Interestingly, the role of WTO somehow does not fulfill the gap, sometimes it is necessary to add additional mechanism to resolve the dispute. At the end the result can be obtained by the members.This research focuses on the diplomacy process between Indonesian and South Korea regarding the dumping issue on paper commodity. It should be noted that South Korea has not fully implemented the obligation after DSB Appellate Body’s decision on 2005 and 2007. As for the research question, this research comes out with “what is the strategy imposed by Indonesian government to settle the dispute on paper dumping?”. Trade diplomacy and linkage theory will be used as foundation to deepen the analysis.

Abstract

Abstract

ABSTRACT This research discussedimplementation of military confidence building in  responding various threats that may arised in Indonesian cyber sovereignty. This study used qualitative approach with data collection through literature study and in-depth interviews namely Director for International Security and Disarmament Ministry of Foreign Affairs of The Republic of Indonesia, Deputy of Protection National Cyber and Crypto Agency of the Republic of Indonesia (BSSN), and Ministry of Communications and Informatics of the Republic of Indonesia. The results showed that implementation of military confidence building to upheld national resilence in cyberspace consisted of three aspects, namely the exchange of information and communication, transparency and verification, and military restraint in the field of cyber.ABSTRAK Penelitian ini  membahas penerapan military confidence building dalam merespon berbagai ancaman yang mungkin timbul di ranah kedaulatan siber Indonesia.Pendekatan yang digunakan dalam penelitian ini yaitu melalui pendekatan kualitatif dengan teknik pengumpulan data melalui studi pustaka dan wawancara mendalam dengan Direktorat Jenderal Kerja Sama Multilateral Kementerian Luar Negeri Republik Indonesia sub bagian Direktorat Keamanan Internasional dan Perlucutan Senjata Kementerian Luar Negeri, Badan Siber dan Sandi Negara (BSSN) Deputi Bidang Proteksi dan Kementerian Komunikasi dan Informatika Republik Indonesia.Hasil penelitian menunjukkan bahwa penerapan military confidence building untuk menegakkan ketahanan nasional di ruang siber dilakukan melalui tiga aspek yaitu pertukaran informasi dan komunikasi, transparansi dan verifikasi, dan pembatasan militer (military restraint) di bidang siber.

Abstract

Plastic pollution waste has become one of the world crisis that moves transboundary. Once at sea, plastic waste breaks down into small particles, so-called, microplastics are spread the marine ecosystems. It threatens human health and has harmful economic consequences for the marine sector. Indonesia is the second-largest contributor to the abundance of plastic waste in the ocean which in the same time as an archipelago country which rich in marine products.  Indonesia is taking proactive steps as the responsible act for overcoming challenge of marine plastic pollution. So, the maritime environment resilience can be realized through a collaborative governance approach. This study uses a qualitative approach by collecting data from interviews, webinars and literature studies. The results of the study indicate that a collaborative governance approach is crucial to address marine plastic pollution by involving collaborating action from multi-stakeholders, government and non-government actors. Plastic pollution waste could be accomplished by strengthening the role and responsibility of each actor. In the process of collaboration, there are some dialogues, trust between the collaborating actors, commitment to the process of collaboration, shared understanding towards the common idea or goals, and intermediate outcome of collaboration between stakeholders in marine plastic waste management.

Abstract

Tiongkok sebagai salah satu negara terbesar di dunia dengan populasi terbesar dan negara ekonomi terbesar kedua di dunia. Pada 2013, Presiden Tiongkok Xi Jinping menetapkan jalur perdagangan melalui pembangunan bersama dan kemakmuran dengan meningkatkan kerja sama lintas regional multilateral, yang dapat disebut Jalan Sutra Modern atau One Belt One Road (OBOR). Untuk mendukung OBOR, juga dibentuk Asian Infrastructure Investment Bank (AIIB). Dalam konteks kekuatan ekonomi, AIIB telah berkontribusi dalam meningkatkan dominasi ekonomi Tiongkok di dunia. Munculnya Tiongkok sebagai kekuatan global baru dalam beberapa dekade terakhir telah meletakkan dasar bagi perkembangan ekonominya yang kuat, yang menghasilkan modal yang kuat dalam perangkat dan kapasitas untuk membangun infrastruktur yang ditawarkan oleh AIIB. Artikel ini bertujuan untuk menjelaskan bagaimana keberadaan AIIB yang mendukung kerjasama ekonomi menemukan bahwa AIIB dan OBOR merupakan upaya kuat Tiongkok untuk mendapatkan dominasi ekonomi. Penulis menggunakan teori Geoekonomi dan Kepentingan Nasional menjelaskan bahwa AIIB memiliki kelebihan yaitu kerjasama global yang memberikan dana yang besar bagi anggotanya dengan mengadakan perjanjian internasional dengan Tiongkok sebesar USD 150 Milyar atau setara dengan Rp 2.137,6 triliun per tahun yang dapat dipinjamkan oleh negara-negara peserta untuk membangun infrastruktur. Namun, keberadaan AIIB menunjukkan agenda tersembunyi sebagai upaya Tiongkok untuk mengubah dominasi Amerika Serikat. Selain itu, ada atas keberadaan Jebakan Hutang Tiongkok (China Debt Trap) yang menyebabkan ketakutan terhadap AIIB. Kata Kunci: AIIB, Tiongkok, Kerjasama, Dominasi, Ekonomi.

Abstract

Maritime security is an essential aspect for an archipelagic country like Indonesia. In addition, as stated by President Joko Widodo, maritime defense forces are also one of the five pillars in realizing Indonesia as the "World Maritime Axis." However, unfortunately, there are still many problems that we can identify in the management of Indonesian maritime security and defense. One of the most fundamental problems is many authorized ministries/agencies, causing overlapping authorities in our territorial waters. This study aims to determine the pattern of interaction between ministries/agencies and how the government should carry out the government towards the ministry/institution in question. The researcher uses qualitative methods, and the data used are secondary data obtained from books, journal articles, and other sources that can be accessed online. In analyzing the interaction pattern between ministries/agencies, the researcher uses the theory of inter-agency working. As a result, the interaction between the competent ministries/agencies has not shown good synergy in maintaining maritime security in Indonesian waters. Furthermore, the era of technological disruption has demanded bureaucratic reform 4.0 by emphasizing three (3) things, including innovation, collaboration, and maximizing the use of information and communication technology. The researcher concludes that there is a need to reform Indonesia's maritime security governance by strengthening the synergy between ministries/agencies or even simplifying the number of authorized ministries/agencies based on the single agency multi-task system. In addition, it is necessary to use quality technology to support effectiveness and efficiency in protecting the security of marine waters in Indonesia.

Abstract

Maritime and territorial disputes have become one of the world's main concerns, along with the awareness of the importance of the sea and the development of disputed regional issues between countries related to maritime. Reflecting on the various crime cases in the sea also accidents that caused many casualties, are certainly big concern for the importance of sea security. This research was chosen considering that the ocean is also important to be maintained, because Indonesia has focused more on development and security on land than sea. The author will use descriptive qualitative methodology wih the concept of National Interest and Maritime Security. This study found that the collaboration between the Indonesian Goverment Indonesia and the Government of the United States through Indonesian Marine Security Agency (BAKAMLA RI) and the US Coast Guad is one tangible manifestation of realizing the World Maritime Axis through security and disaster management at sea. There are various Indonesian national interests that benefit from this collaboration, including transfer of knowledge and technology, cooperation in handling illegall fishing and marine crime.

Abstract

Keamanan maritim merupakan salah satu aspek yang sangat penting bagi negara Indonesia sebagai negara kepulauan. Namun selama berpuluh-puluh tahun, Pemerintah Indonesia belum memperhatikan wilayah laut secara serius sehingga menyebabkan timbulnya berbagai macam tantangan dan ancaman yang harus diatasi. Oleh sebab itu, penelitian ini bertujuan untuk mencari bagaimana format tata kelola yang tepat yang perlu diterapkan oleh pemerintah Indonesia dalam menjaga keamanan laut. Peneliti menggunakan metode kualitatif dengan menggunakan teknik pengumpulan data yang diambil dari data primer berupa hasil wawancara dengan Ditpolairud Polda DIY dan Indonesia Ocean Justice Initiative (IOJI), serta pengumpulan data sekunder yang diperoleh dari studi dokumen yang berkaitan dengan isu-isu mengenai keamanan laut di Indonesia dan kelembagaannya. Analisis data dilakukan dengan mengaplikasikan Konsep Keamanan Maritim, Teori Kelembagaan, dan Teori Single Agency Multi Task VS Multi Agency Single Task.Hasil penelitian menunjukkan bahwa tata kelola kelembagaan laut di Indonesia masih mengalami kendala. Hal tersebut direspon dengan mengeluarkan Strategi Poros Maritim Dunia oleh Presiden Ir. Joko Widodo dan dengan membentuk BAKAMLA. Namun, strategi pemerintah Indonesia tersebut justru menimbulkan adanya tumpang tindih dan kendala koordinasi lintas institusi negara sehingga kemudian dikeluarkan Perpres No. 115 Tahun 2015 tentang pembentukan Satgas 115. Peneliti menyimpulkan bahwa Satgas 115 merupakan contoh keberhasilan tata kelola dan koordinasi antar lembaga penegak hukum laut yang ideal.

Abstract

The COVID-19 pandemic that started in China has expanded throughout the world. As a result, all countries have to face various challenges due to the Corona Virus. It does not only threaten the health, but also the economy, social, culture and politics of almost all countries. The worst conditions are faced by many developing countries that are unable to overcome the various adverse effects caused by the virus.However, currently, there is no world leadership yet capable to overcome the Corona Virus problem for all countries. Treatment tends to be domestic and unilateral. To solve the pandemic, there is a south-south cooperation framework known as SSTC. Collaboration and partnerships between southern countries are important because more developing countries are facing the impact of the virus. Indonesia as one of the successful actors operating SSTC since 2010 can use this framework of cooperation as solidarity with other southern countries.In this article, a descriptive qualitative approach is used to explain and analyze the conditions that occur concerning the theories. The author uses the theory of Soft Power and International Assistance, aims to explain how Indonesia's diplomacy policy through the SSTC is the finding that Indonesia conducted a series of assistance and training to various countries during the Pandemic. This paper contributes to showing Indonesia's consistent policy and position to overcoming COVID-19 towards several developing countries. However, Indonesia needs consistenantyto increase its role in handling the Corona Virus in various developing countries.

Abstract

Budidaya jamur di Dusun Kruwet sebelumnya pernah diperkenalkan tetapi untuk produktivitas dan keberlanjutannya sempat terhenti karena permasalahan mengenai ketidakpahaman masyarakat dalam manajemen pengelolaan keuangan dan tidak adanya pelatihan dan pendampingan dalam budidaya jamur tersebut. Hal ini menjadikan kelompok ibu-ibu rumah tangga yang sebelumnya menjadi target pembinaan budidaya jamur pada awalnya hanya memanen jamur dari hasil hibah pembibitan saja tanpa mengetahui teknik untuk membuat bibit atau menyiapkan peralatan dan bahan untuk pembudidayaan jamur tersebut. Masyarakat setempat juga tidak paham mengenai agenda sustainable development goals (SDGs) 2030 yang merupakan tanggung jawab bersama dalam mewujudkannya. Dengan adanya permasalahan tersebut, Tim pengabdian masyarakat prodi Ilmu Hubungan Internasional, Universitas Teknologi Yogyakarta menawarkan pendampingan dengan mensosialisasikan agenda SDGs, pengenalan, pelatihan pembuatan media untuk penanaman jamur sampai pada tahap pemasaran hasil budidaya jamur sehingga kelompok ibu-ibu rumah tangga di Dusun Kruwet mampu menjadikan kegiatan ini sebagai salah satu upaya peningkatan ekonomi keluarga dan mewujudkan agenda SDGs 2030.
