Abstract

This paper investigates the relationship of Aksi Kamisan and human security. It narrates the phenomenon of women participating in Aksi Kamisan who lament silently before the Presidential office. It explores the essential contribution of these women parading in front of the government offices in promoting human security. Women participants of Aksi Kamisan choose lamentation as a persuasive language to deliver messages on the importance of human security. Analyzing their letters sent to the present President and listening to their oral testimonies, I systematize their previously implicit understanding of human security. In the process I expose the underlying theology of the so-called ‘god of security’ by regimes after the reformation era. Finally I reflect on the theme from the historical-feminist-theological perspectives finding deeper meaning in the pursuit of truth and healing in the face of human suffering.

Abstract

Tulisan ini menganalisis pengaruh rezim perdagangan internasional terhadap struktur domestik Indonesia. Standart Sanitasi dan Fitosanitasi (SPS) merupakan bagian dari kesepakatan AoA yang menjamin konsumen menikmati produk yang aman dan sehat untuk dikonsumsi dan berupaya memastikan bahwa peraturan kesehatan dan produk yang ketat tidak digunakan sebagai instrumen untuk melindungi produsen dalam negeri. Tujuan dari penulisan ini menjawab bagaimana harmonisasi kesepakatan SPS berdasarkan perspektif politik ekonomi pemerintah Indonesia. Melalui praktik liberalisasi perdagangan, penerapan tindakan sanitasi dan fitosanitasi menjadi bagian dari mitigasi gangguan terhadap ketahanan pangan Indonesia yang berada pada kewenangan Kementerian Pertanian. Strategi pemerintah Indonesia dalam penerapan ketentuan SPS mempertimbangkan: 1) perkembangan tantangan perdagangan internasional pada aspek peningkatan daya saing komoditas Indonesia dan 2) skema kerjasama ASEAN yang berfokus pada kebijakan Indonesia National Single Window.Kata Kunci: ASEAN, harmonisasi, kesepakatan SPS, politik, perdagangan

Abstract

Tulisan ini mengeksplorasi Asia Tenggara sebagai pasar yang potensial untuk Kluster Industri Militer. Tiga Negara yang merepresentasikan area ini adalah Myanmar, Thailand, dan Singapura. Setiap Negara memiliki spesifikasi yang unik, termasuk keuntungan absolut yaitu Negara India sebagai Negara tetangga. Myanmar memiliki potensi geopolitik dan sumber daya alam mentah yang berlimpah, sedangkan Singapura memiliki keuntungan kompetitif yaitu dapat mengelola sektor jasa. Dibandingkan dengan dua Negara sebelumnya, Thailand hanya memiliki keuntungan dari diaspora India sebagai komponen pendukung dari keberlanjutan dari Kluster Industri Militer. Tapi, kuantitas ini memberikan jaminan bahwa India tidak pernah mengabaikan posisi Negara di setiap kebijakannya. Selain itu, penulis menyimpulkan jika ekonomi dan diplomasi militer harus diambil oleh Least Developed Country, khususnya sebagai ekonomi, yang menempatkan industry militer sebagai prioritas pengembangan sub-sektor. Argumentasi yang paling mendesak adalah model monopsoni yang memiliki latar belakang kostumer yang minimum, sedangkan ketersediaan volume permintaan absolut untuk kinerja kluster.

Abstract

Security discourse that was long cons idered as scientific, objective and gender neutral is one subject that had received numerous feminist critics. It is not only that feminist observed security discourse as minority – including women and victims – blind; it is also masculine and prostatus quo. This article reviews the building of security discourse from feminist perspective that detects, since the theoretical building to the practical level, women are given weak position to justified the strong state. At maximum the rhetoric of women empowerment is used by the state to validate its coercive action.Keywords : international security, genderization, gender studies, feminism

Abstract

This research attempts to identify some of the trends in changing the orientation of Donald Trump's and United States security policies toward North Korea's nuclear weapons development program. The identification begins with an explanation of some of the strategic and policy options that have been done and have not yet by the United States in an effort to stop nuclear tensions in the East Asian region. After describing some of the policy options for Donald Trump, this study will predict the right security policy in the denuclearization of the Korean peninsula. The Trump policy is expected to show greater urgency than the previous United States presidential policy. Based on the assumption, through "Maximum Pressure and Engagement" strategy, Trump tries to combine diplomatic rhetoric, sanctions, and negotiations. This strategy is expected to be effective in forcing Pyongyang to choose between nuclear weapons development or its survival as a country. Keywords: Security Policy, Nuclear Weapons, Maximum Pressure, And Engagement Strategy.

Abstract

Masalah kelestarian lingkungan sering berbenturan dengan masalah pembangunan. Salah satu masalah yang terjadi di Ekuador adalah dilema antara pengembangan eksplorasi minyak dengan pelestarian Taman Nasional Yasuni. Bantuan dunia internasional yang tidak maksimal mendorong Ekuador memutuskan mundur dari rezim Yasuni-ITT Trust Fund. Sikap Ekuador untuk keluar dari rezim internasional dikaji melalui perspektif realisme dalam hubungan internasional. Temuan penelitian ini adalah Ekuador menerapkan prinsip-prinsip dalam teori realisme. akan tetapi, pada penerapan konsep kemandirian Ekuador cenderung tidak konsisten. Meskipun pemaksimalan kepentingan nasional itu penting, tetapi akan sulit bagi negara menerpakan prinsip kemandirian dengan murni saat sekarang ini.

Abstract

Successful development of the health sector, will greatly affect the development and support the efforts of political, economic, social and cultural as well as the implementation of the foreign policy of a country. A state has a high quality health services to the people, will support the full development process of the country. The health sector development will also create development opportunities and other related sectors, such as the development of the pharmaceutical sector, health insurance and so on. Furthermore, the health sector's high capacity can be used as an instrument of diplomacy when negotiating or lobbying with other countries. Cuba, for example, has sent thousands of doctors around the world, including Indonesia, which in the event of natural disaster tsunami. This reflects the fact, the close connection between foreign policy with the health sector, so that the sector should be getting your full attention because it involves the national interest of a country in it.Keywords : foreign policy, development, health sector, instrument, diplomacy

Abstract

United Nations as international organization issued an international convention to eliminate discrimination towards women, called CEDAW (Convention on Elimination of All Form of Discrimination Against Women). As the one of the nation that ratified the convention, Indonesia, adopted CEDAW articles that becomes UU RI No. 7 Tahun 1984. Indonesia agreed to prevent further discrimination towards women and implement all the policies written on those article. Unfortunately, the success and implementation of CEDAW is still doubtful, especially in political realm. The number of women political participation never reached 30% according to the affirmative action that is stated in Indonesian Constitution. The 2009 and 2014 general election showed that women’s representation in parliament in still low and not having significant change. The success of CEDAW can be seen from women’s political participation, measured by international indicator called GEM (Gender Empowerment Measure). GEM is used to measure shift and effectiveness of the implementation of CEDAW Convention in Indonesia, especially in political participation. This article concluded that CEDAW International Convention in political participation is not effective yet, considering the number of women in parliament not balanced with ratio of women citizen in Indonesia.

Abstract

Konflik yang terjadi di Laut Cina Selatan melibatkan beberapa negara di kawasan Asia Tenggara. Negara-negara tersebut adalah Vietnam dan Filipina. Akan tetapi, konflik ini pun mempengaruhi beberapa negara diluar kawasan Asia Tenggara yaitu Cina dan Amerika Serikat. Kawasan Laut Cina Selatan yang cukup luas dan berbatasan langsung dengan beberapa negara membuat Laut Cina Selatan memiliki potensi yang dapat dimanfaatkan oleh negara-negara seperti Amerika Serikat dan Cina. Dalam penulisan paper "Konflik Laut Cina Selatan dan Politik Luar Negeri Indonesia ke Amerika dan Eropa" ini pembahasan akan difokuskan pada empat bagian. Diawali dengan pembahasan mengenai Amerika Serikat (AS) dan Konflik Laut Cina Selatan, kemudian diikuti pembahsan mengenai Uni Eropa dan Konflik Laut Cina Selatan. Pada bagian akhir akan disajikan dua bahasan yang berkaitan dengan Indonesia yakni:'Indonesia dan Konflik Laut Cina Selatan';serta sekaligus sebagai penutup, 'Politik Luar Negeri RI terhadap Amerika dan Eropa terkait isu Laut Cina Selatan'.

Abstract

Abstract: Democratization in Myanmar has drawn international attention, when on April 1, 2012military junta held a free, fair general election. The success of Myanmar in holding the general electionwould become a new era of changes that was occurring domestically. Positive responses on thechanges were shown by not only Myanmar's people but also the whole international comunities whichhad previously pressured the state due to various violations of human right and democracy. Basically,some democratizing efforts had begun since the government drafted a new constitution in 2008, up tothe winning of Thein Sein as President in the 2010 preliminary elections. Under Thein Sein leadership,there have been much changes leading to democracy, such as the achievement of ceasefire, economicimprovement, the release of political detainees, mass media freedom, general elections, and thereestablishment of parliamentary functions. The question in this paper was, “How these internal andexternal factors influence the occurrence of democratization in Myanmar?” In this paper, the writerdrew on the theories of democratization in describing the internal and external factors that haveinfluence on the occurrence of democratization, by the three approaches, namely, modernization,transition, and structural approaches, from David Potter. The paper results indicated that the aim of themilitary junta at implementing the democratization was due to some internal factors in a domesticscope, predominated by domestic actors, and some external factors in a framework of democratizationwaves by a reason of spreading or promoting democratic values, as well pressures and other sanctions.The entire threats have led to the decline of military junta legitimacy in political arena, and expulsionby international world. Therefore, the writer concluded that the relationship between the internalfactors and external factors would determine the continuity of democratization in Myanmar.Keywords : Democratization, Internal Factors, External Factors, Military Junta, Myanmar
