Abstract

ABSTRACT LAPOR! can be said to be successful as the national-based complaint system not only seen from its objective to increase community participation that has been achieved but also from the development of program implementation system through evaluation. This research uses the theory of policy evaluation from William N Dunn consisting of evaluation criteria which are adequacy, effectiveness, equity, efficiency, responsiveness, and appropriateness. The theoretical as its implementation has met the criteria of responsiveness, effectiveness, adequacy, and_accuracy can be seen from the purpose of its formation. However, from the indicators of efficiency it is still not maximal due to lack of admin power as a manager of complaints facilities connected to the smallest administrative government. Based_on the principles_of good_governance in term of public complaints system, program of LAPOR! has fulfilled some of indicator for the principles that exist as the public complaint system. Abstract

Supervision is one of the most important elements to minimalize any irregularities that occurs within an organization. One of which is the supervision implemented by the Denpasar Regional Parking Company (PD Parkir) to increase parking retribution, especially on the sides of main roads. The supervision is very necessary for the Denpasar Regional Parking Company (PD Parkir) to increase parking retribution. However in conducting surveillance activity, there are problems that reduces the income of parking retributions on the roads. The purpose of this study is to know and analyse how is the supervision role of Denpasar Regional Parking Company to increase parking retribution. The analysis used in this study is by implementing the steps of supervision consisting of (1) setting the measurement tools/standards (2) make an assessment (3) make a corrective action. The type of research used is a descriptive study with a qualitative approach. Data collection technique in this study is done through observation, interview, and documentation study. The study results explains that the supervision role of Denpasar Regional Parking Company (PD Parkir) has not yet been optimized. This is due to the absence of clear regulations that regulates parking in the roadside as well as there is no Standard Operating Procedure (SOP) in conducting supervision activities. Therefore these conditions can be used by third parties to engaged in parking management of which could reduce the income of parking retributions especially from those in the side of the roads. Abstract

ABSTARCT The development of Human Resources to support the organization of Sacred Monkey Forest Management (Mandala Suci Wenara Wana) is not directly proportional to the development of Natural Resources like the Sacred Monkey Forest Sanctuary itself. On the other hand, only acceptable human resources are local people in the village only in accordance with the policies implemented in Desa Pakraman Padangtegal itself. Based on that policy, the Sacred Monkey Forest Management is experiencing of the human resources crisis to support the management itself. So that both the village and management create an empowerment program of human resources to teach and improve the ability of the community to be accepted to work in the village owned business units, especially Sacred Monkey Forest Management. The purpose of this research is to evaluate the efforts made by the Sacred Monkey Forest Management and Desa Pakraman Padangtegal in empowering their Human Resources through the empowerment programs they carry out. The problems from the Human Resources empowerment programs will be analyzed analyzed through the Bridgman & Davis Public Policy Evaluation theory which refers to the four indicators of input, process, output and outcome of the empowerment program. The findings based on these indicators that the cause of the human resource crisis that occurred until now caused by the lack of interest and enthusiasm of the local community from Desa Pakraman Padangtegal to follow the programs that has been held caused the lack of qualified Human Resources to work in the village owned business units or Management Sacred Monkey Forest itself besides indeed because of policies that have been implemented by the village since the beginning. Abstract

ABSTRACT The problems of policy implementation of human resource competence certification Human Resources (HR) Tourism in the era of the ASEAN Economic Community (AEC) in the realizing of the program has not been implemented, that problem must beovercome. In practice, the implementation of policy is a dynamic process so that in the end will get a result in accordance with the goals or target of the policy itself. The regional Government policy for tourism to support the ASEAN Economic Community (AEC) is to increase knowledge and skills (competencies) for perpetrators of tourism for the fulfillment of the standardization of services and tourist management through competency test.This research uses a qualitative method with descriptive approach. The data obtained by the authors by making observation to be able to see directly the phenomena that occurred in the field and conduct in-depth interviews with informants related to the implementation of HR competency certification policy in the era of the MEA. The conclusion of this research is, first the implementation of HR certification policy era of tourism in the MEA is not optimal in the implementation. Second, the benefits of the certification of tourism human resources competence in the era of MEA has not been felt. Abstract

ABSTRACT The right leadership style is expected to be one of the factors to improve the fact of the low performance of the government apparatus, especially with the timeliness problem. Firm leaders with an appropriate leadership style are expected to improve the performance of civil servants. The purposenof thisystudy is tokdetermine thekeffect ofyleadership style onkemployeemperformance at the Department of Education Youth and Sports Denpasar. The research method used is quantitative method with the intention to seek the influence ofkleadership style (variablemX) on employee performancek(variablemY) Youth Education Office and Sports Denpasar with using correlation approach. Primary datakin thismstudy was obtainedmthrough thekdistribution ofmquestionnaires to 103 employees of the Office of Education Youth and Sports City of Denpasar. Theffresult ofmthis researchkshows thatkleadership stylekhave a positivemeffectkon the performance of the employees of Denpasar Youth and Sports Education Department with R2 result of 0,715, which means that employee performance is influenced by leadership style equal to 71,5%. The result of simple linear regression calculation shows that every improvement of leadership style of Denpasar Youth and Sporty Education Office is 1%, then employee performance will increase by 86,6%. Based on result of significance test obtained tcount equal to 11,093 bigger than ttabel (2,007) with significance level 0,000, meaning that leadership style have positive and significant influence to performance of employee of Education Officemof Youthmand Sportsmof DenpasarmCity. Abstract

ABSTRACT     The BPJS program implemented in the Puri Raharja General Hospital was an effort from the government to equalize the health services. The objective was to find out the service quality for patients of BPJS participants in the case study of Puri Raharja General Hospital year 2016. Its research method was qualitative method by using data sources from primary data and secondary data. Its unit of analysis was looking for information regarding the analysis of public service quality on patients of BPJS. Informant determination technique used by the researchers used purposive sampling technique. Its data collection technique used by the researchers was interview and observation, while its technique to analyze the data was data reduction, data presentation, and draw the conclusion and result. This study used five dimensions tangible, reliability, responsiveness, assurance, empathy. The BPJS analysis program at Puri Raharja General Hospital seen from the overall aspects has been running well. The obstacle encountered in implementing BPJS Program was the lack of socialization from the BPJS parties about the service mechanism. Abstract

ABSTRACT Human resources are the most important part of the department of communication and informatics in achieving its strategic goals. Employees must have high work motivation. However, it was found that disciplinary violations were still found by employees both with PNS and contracts, which showed that there was still a lack of employee motivation. So, this study aimed to find out how PNS motivation and contracts from the Communication and Information Office were reviewed through Two Motivation Factors by Hezberg. This study uses descriptive qualitative research. The conclusion of this study is that between civil servants and contracts have different work motivation. Motivational factors are factors that motivate employees. It's just that there is still a lack of attention to achievements and awards that distinguish two employment statuses with limited basic tasks and functions provided so that employees, especially contract employees, do not have the space to better show their advantage. Abstract

ABSTRACT Amid the transfer of land functionsthat mostly occurs in Denpasar City, Subak Sembung can still survive with good agricultural conditions and is also developed as an ecotourism which can be a role model for other Subak in Denpasar City. The purpose of this study is to determine the implementation of the Green Open Space Policy of the City for Agricultural Designation Areas in Subak Sembung, Peguyangan Village, North Denpasar Subdistrict by using the Implementation theory of Van Meter and Van Horn which consists of six variable. The results of this study is the policy of the Green Open Space of the City of Agricultural Designation Areas in Subak Sembung, Peguyangan Village, carried out by the Spatial Planning Division of the Public Works Department of Denpasar City, has gone well, but the human, financial and infrastructure resources need to be improved so that policy can running optimally. Abstract

The minimum wage is the basic wage plus the fixed allowance. The government sets a minimum wage in order to be able to prosper the workers. In the process of determining minimum wage there is often a difference of opinion between workers and employers. Differences of opinion also occurs in determining minimum wage in Denpasar, this is the background of the problems in this study. The determination of the city's minimum wage in the city of Denpasar undertaken by the wage council consisting of workers, entrepreneurs and government elements, still has problems regarding minimum wage levels, there are still workers who question the minimum wage set by the Governor. This study measures how the participation and accountability of the Wage Council in Minimum Wage City Determination in Denpasar City with Governance Theory consists of participation and accountability indicators. This research uses qualitative research methods with data collection by deep interview. Based on the reseacrh results indicate that the minimum wage determination process conducted by the wage council, seen from the participation and accountability of the wage council and the performance synergy between the wage council with the workforce has been running well but still needs to be improved again due to lack of socialization to the public regarding the current wage regime for wage setting, the government also does not socialize how the wage-setting process makes workers feel that their minimum wage is still low. Abstract

ABSTRACT The purpose of this research was to identify the extent of the implementation of the strategy undertaken as well as efforts to design the strategy on the next program. The unit of analysis of this research was Tourism Office of Gianyar Regency and this research used descriptive qualitative method. The results of this study indicate that in the implementation of the strategy applied by the Tourism Office of Gianyar Regency in increasing recreation and sports retribution still experienced some obstacles, both in strategic planning and implementation in the field. This research produces alternative strategy of SO (Strengths-Opportunities) that is, develop tourist attraction owned, improve the utilization of IT as a means of providing tourist information, develop new tourism innovation, the development of local community industry in the path of tourism, environmental arrangement along the access of tourism, developing new marketing innovations, as well as improving the facilities and infrastructure of tourism objects.
