Abstract

Abstract: Technical Implementing Service Management Department (UPTD) Health Clinics in the Siak Kecil District Bengkalis Regency. Implementing Technical Service Unit (UPTD) Health Clinic is the only Siak Kecil Subdistrict health centers in the districts of Siak Kecil and is one of the agencies that provide health care services to the community in Bengkalis District in General and Siak Kecil in particular. The purpose of Implementing Technical Service Unit established (UPTD) Health Clinics of Siak Kecil District is "to meet the needs of the Ministry of public health are located in the Sub-District of Siak Kecil".On the implementation of the administrative service of the technical Office of the implementing Units (UPTD) Siak Kecil Subdistrict health centers Health hasn't been able to implement an optimal service system and have not been able to give satisfaction to the patient. While the Siak Kecil is the only Clinics Clinics in Siak Kecil so that Technical Implementing Agency (UPTD) Health Clinics in Siak Kecil District became the object of Siak Kecil Sub-district in community healthcare. The most important activities in Implementing the Technical Service Unit (UPTD) Siak Kecil is a Subdistrict health centers Health serve patients in various forms of quality services which are based on the implementation of decisions of the Minister of health of the Republic of Indonesia Number 828/MENKES/SK/IX/2008 about the minimum service standard health.The purpose of this research is to know the management of the Ministry in Implementing Technical health services Clinics Sub Regency of Bengkalis and Siak Kecil to know what factors are affecting the management of the Ministry, the concept used in the theories put forward Ahmad Farich (2011: 45-57) that reveal the Health Ministry Mananjemen consists of planning, organizing, monitoring, supervision and assessment work on this research used a qualitative research method discriptive, this research was done in Implementing Technical Service Unit (UPTD) in Siak Kecil Subdistrict health centers health data gathering researchers use techniques of observation, interview and documentation.The results of this research indicate that in providing services to the community in the executing unit of the employees of the Technical Services (UPTD) Health Clinics in Bengkalis Regency of Siak Kecil District Management of existing Services do not meet the standards set. This is because the service employees in Implementing Technical Service Unit (UPTD) Health Clinics the Bengkalis District Siak Kecil District are still using manual systems and computerization has not used. Still often occurs in queue provides services to the community so that the management of the Ministry in Implementing the Technical Service Unit (UPTD) Siak Kecil subdistrict health centers Health District Bengkalis has not been optimal.Keywords: Management, Services, Siak Kecil Sub-District

Abstract

The development of civil society in Indonesia raises important questions to be answered at the same time also be a fundamental reason for doing this study, namely issues concerning the relationship between state and civil society. This study wanted to see the relationship between the State and civil society in the province of Riau, studies the relationship between local government and the Riau Malay Customary Institution (LAM Riau).This study is a qualitative research, the data collection techniques in this study is a descriptive analysis. This study uses in-depth interviews with informants who did understand the problems being as an object of research information, and documentation study aimed to obtain information in the study.The purpose of this study was: (1) To determine the relationship between the state with civil society (civil society), especially with the local government of Riau Malay Customary Institution (LAMR). (2) for Classifying the factors that affect the relationship between the State and civil society in local government studies Riau Malay Customary Institution (LAMR). This study is a qualitative research technique used to collect data Descriptive AnalysisThe results showed that: 1) the relationship between the state and civil society, especially local governments with LAM Riau Riau is: in relation to the provision of operational funds LAM County, in the form of grant funding, the award honors the relationship / indigenous to the Governor of Riau and political relationships in . The relationship between the local government in this case is DPRD Riau Riau with LAM, the relationship is in the policy making, LAM County already has a role in the policy-making process, in drafting local regulations (Regulation). Factor is factor that regard that observation which is minim available SDM it, hall situation that doesn't back up and facility that really subtracted. Abstract

This study , entitled The Role of Local Government in Rural Development inSub Rupat Disadvantaged Bengkalis 2012. This research was motivated by Act No. 32of 2004 on regional administration , which in the Act states that the development of theDistrict and City organized with attention to the principles of democracy, communityparticipation, equity and justice as well as attention to the potential diversity regionaldiversity. Law gives full autonomy to the District and the City to establish andimplement policies and initiatives according to the aspirations of its people.Problems contained in this sekripsi is still underdeveloped villages in thedistrict Rupat Bengkalis in 2012. For this study aims to determine how the localgovernment 's role in the development of underdeveloped villages, as well as toovercome the obstacles in the development of underdeveloped villages. Those used inthis research method is a method that describes the qualitative descriptive data. Datacollection techniques used are documentation and field study by interviewing while thedata sources used is primary data obtained from the study sites and is supported bysecondary data.Based on the results of research conducted, Bengkalis government has donesome role to promote development that improves the quality of education, economicinfrastructure development, infrastructure development liaison, communityempowerment and improved quality of plantation society, but not optimal in practice,because there are several factors inhibiting such limited sources of funding, poor qualityof human resources, guidance and supervision is lacking and not well targeted aid that isgiven.Keywords: Roles, Policies, Development, Local Government, Rural Disadvantaged.

Abstract

Corporate Social Responsibility or CSR is about commitment, contribution and awareness to public company. As one of strategy to increase corporate image is to set up and carry out CSR activities are on target. PT EMP Bentu & Korinci Baru as one of the companies active in the field of oil and gas in the city of Pekanbaru, trying to realize it with focus to carry out CSR activities in several operational areas. This research aims to find out how CSR activities in the run PT EMP Bentu & Korinci Baru, and knowing the constraints of PT EMP Bentu & Korinci Baru in carrying that CSR activities. This research used qualitative methods with a descriptive approach. The research was conducted at PT EMP Bentu & Korinci Baru, Jl. Jendral Sudirman No 395, Pekanbaru. With the object of research is the CSR activities of PT EMP Bentu & Korinci Baru and research subject which all informants that meet the needs of this research, both internally and externally through purposive sampling . Data collection techniques in this research is observation, interviews and documentation. The results of this research are that run the company’s CSR activities in several aspects of life. That is the economic, health, environtment, and infrastructure is related to the role of Public Relations Officer and CSR Officer. CSR activities that run the company are prepared in accordance with need and condition of public (both human resources and resources of the village) and the capability of the company itself. By carryng out CSR activities as an effort to increase corporate image, PT EMP Bentu & Korinci Baru has been able to create good impression on the community and attract public confidence. In carrryng out CSR activities, there are a number of constraints such as, the lack of CSR officer, the limited budget and the lack of independence of the community, so that the CSR activities undertaken have not been up evenly in various aspects.Keyword: Corporate Social Responsibility, Activities, Corporate Image

Abstract

As educational staff in University of Riau (UR), a Lecturers has duty to implement the three of higher education responsibility. Particularly in teaching, a lecture must have education background . Infact, almost eductional background of lecturers in University of Riau are master degres (S2). To be a lecturer in University of Riau, a lecturer should be have doctoral degree (S3) in other to achieve vision and mission of the university and also society trust UR to study there. From the result can be obtained that the education development strategy to continue lecturer’s study is not did seriously. It can be indicated by their role to give information tranparently about scholarship fund from cooperation parties as DIKTI and Local Goverment of Riau Province. Another reason is no budget allocation to help lecturer to continue their study. We can take an example when the lecturer need a fund as tickets to go abroad and back. UR is not provide funds for it. Besides, there is no cooperation of units in UR to negotiated to improve lecturer education. What happens is partial that cause no place to coordinate each other, share,or making strong strategies to developped lecturer. UR has given a fund seriously for researcher to developt their self. There are many available grant for lecturer to do research, but it is need activeness and seriousness to submit their proposal. Here, there are competiton to obtain the grant research. Abstract

This study will discuss the role of the World Bank in support of the privatization of thewater sector in Indonesia. Commencement of water privatization in Indonesia in 1998 at theinitiative of the World Bank offer loans. Water resources sector reform process began in 1999.This process begins with setting up the new water resources law to replace the Water Act. DraftWater Management Act emerged as a prerequisite World Bank loan. Data collection techniquesused in this study is a multi case study. linking theory with data obtained through the researchlibrary (library research). data obtained from books, journals, magazines, newspapers and othersources (document analysis). I also use the internet facility in the process of data collectionrelated and relevant to the issues discussed in this study.The author uses the theory of international organizations. International organizationscan be interpreted as a formal bond that transcends national boundaries are set to form aninstitution in order to facilitate cooperation between the parties involved in the various fields.Implementation explain the concept of economic privatization privatization in many countries isseen as a strengthening of the market in the economic structure of the country. Privatization isan attempt to restore economic activity to the private sector by reducing government interferencein the national economy.Under pressure from the World Bank, the Indonesian government together with theWorld Bank since 1998 put together a program structuring of water in Indonesia is draftinglegislation Water Resources in which the set of policies in the management of the water sectorinclude regulatory and institutional framework, management watersheds and irrigation. Abstract

Interpersonal communication is communication taking place between two people who have an established relationship and clear. One of the processes of interaction with the environment that occurred in the process of learning is interpersonal communication that occurs between teachers and students. Students' learning activities are all activities performed in the process of interaction of teachers and students in order to achieve the learning objectives. The purpose of this study was to analyze the influence of interpersonal communication between teachers and students to student activities in SMP Negeri 4 Pekanbaru.The results of this study showed the influence of interpersonal communication between teacher and student to student activity at SMP Negeri 4 Pekanbaru. Interpersonal communication between teacher and student influence on the activity of students of SMP Negeri 4 Pekanbaru is 15.7 %, the remaining 84.3 % were caused by other factors from outside of this study . Therefore there is an influence between Interpersonal Communication Teacher and Student to Student Activities at SMP Negeri 4 Pekanbaru.

Along with be applied financial special Donation Program to POKMAS Village / sub-district at Regency Siak to insfrastruktur's development village / sub-district. insfrastruktur's development effort Village / this sub-district after make easy executed society by society bases Number Regent regulation 48 Year 2011 one be performed on each village / sub-district those are on Regency Siak. Base PERBUB that at Lubuk Jering's Village is performed Programs Society job Project (POKMAS) about development insfrastruktur year Village 2012. To the effect of observational it is subject to be know why Performing Program Society job Project (POKMAS) at Lubuk Jering's Village Year 2012 less maximal. Implementation concept that is utilized is concept that interposed by Edward III. which is implementation concept where exists four highlights which is communication, resource, executor attitude and bureaucracy structure. Tech that is utilized in data collecting utilizes interview and documentation tech.After do research therefore writer can conclude that four big influential implementation highlights deep POKMAS'S performings Lubuk Jering's Villages years 2012. Of research result is concluded that was optimal Performing Process Programs since adverse coordination among village government with society so executed development was utterly entirely. Communication that is done was clear and consistent. Of proprietary resource facet was enough even there are some lack as reducing its field executor staff as tip of POKMAS'S performing spear this. Facility that gave by regency party no since POKMAS'S performing performed by modestly and self-supporting is society, Regency party just provide donation fund.
