Abstract

The enactment of Law No. 32 Year 2004 on Regional Government as a form of refinement of the Act No. 22 of 1999 that is considered still has many weaknesses . In Act No. 32 of 2004 there was no change to the establishment of village head but there is a change to the term of office . For the determination of village head is fixed directly elected by the villagers in Article 25 ( 5 ) , and under section 91 ( 3 ) for a term of six years and the Chief can only be re-elected for one more next term. Based on legislation applicable and the determination of the true term should refer to the village chief or guided by the existing regulations . However, an interesting phenomenon to be studied , that the village Pauh subdistrict Bonai Darussalam Rokan Hulu province of Law No. 32 of 2004 for the establishment and tenure of village head is not enforced . This research was conducted in the village of Bonai Darussalam Pauh subdistrict Rokan Hulu , which is the key informants in this study is Agusman as acting interim ( PJS ) Pauh village and BPD. In doing this data collection , the data obtained from in-depth interviews to the informant . Once the data is collected and then analyzed using qualitative descriptive analysis . From the results of this study concluded that the inconsistent Consultative Body (BPD ) Pauh in exercising its functions and powers as well as the interest by certain parties , and also village Pauh less given serious consideration by the District and the Local Government of Rokan Hulu .Keywords: Implementation of Policies, Political Interests, Leadership, Power.

Abstract

Constitution of Indonesia is guarenteed about cultural vision on Article 28 paragraph (3) , Article 32 paragraph (1) and paragraph (2). Cultural aspects must considered in the government's strategic policy development. Malay culture being identity of Pekanbaru city and want to be center of Malay culture. Achieving the vision set by well-directed strategy. Development of strategy should be considered to 7 element of universal culture. In 2009, population of Pekanbaru dominated by Minang ethnic in the range of 37.7 % , while the ethnic Malays in the range of 26.1 % .Malay cultural as open characteristic make the process of acculturation not inevitable. The seriousness of the government in planning and implementing of development strategy Malay culture is needed to maintain identity of the city . Implementing strategy of culture development influence by competency of human resources, affirmation of relevant institution, availability of facilities and infrastructure and financial. However, strategy implemanting couldn’t be success if civil society nothing partisipation for support this vision.Keyword : Strategy, development of culture, Malay

Abstract

In addition to the basic human needs of food and shelter is the clothing. Humans need clothes to protect and shut himself. But along with the development of human life, clothing is also used as a symbol of status, position, or the position of a person who wears it. In Indonesia the development of the type of clothing or commonly referred to as a fashion quite rapidly now. This makes the development of local production outfit with clothing production less competitive overseas. Everyone will be trying to find quality clothing and famous in order to be seen by people in their environment. Not all people can have a famous brand clothes that have since prices are so expensive. But all of that can be overcome by the inclusion of used clothing from abroad with good material, well-known brand and the price is so cheap.The purpose of this study was to determine the motivation that drives someone to buy used clothing and its status. Because not only the lower classes who buy used clothes but even among the various groups that have a high status are also interested in the used clothing. The Yag theory used in this study is a rational choice theory and the concept of motivation. While the method used is qualitative, using accidental sampling technique of collecting data through interviews and observation. The number of respondents in this study were as many as 15 people.Based on the results of the study all respondents are interested in used clothing for cheap prices and good quality. On the other hand it can also save expenses. used clothes buyers in the market Senapelan dominated by people who work as self-employed, with earnings in the range of one million to two million dollars or more. Of the many shoppers an average age of 20-29 years. information about the existence of second-hand clothes in the market is much more Senapelan obtained from friends who had visited before.Keywords: Motivation, Rational Choice, Social Class

Abstract

This research is motivated by lex number 2 of 2011 about politic party, containing about forming of cadres as one of prereqruiment to legal politic party. Golkar Party is mass – party and has 30 years on Indonesian politic. Party Golkar dominate has spread to all Indonesian region. However, in recent years a decline in the number of cadres, specially in Pekanbaru City.This qualitative research with indepht interview and documentation as data collection techniques. This research armed to explain forming of cadres implementate on Golkar Party in Pekanbaru 2011-2013. The theory used Political Party theory, Political education and forming of cadres system. Forming of cadres system is necessary for Political Party, cause forming or cadres is process to made human resources to be responsible leader.The result is, Golkar Party in Pekanbaru has not be able to implement forming of cadres as well. In 2011-2013, Golkar Party in Pekanbaru only do one education and training in 2013, that is orientation of fungsionaris. Education and traning carrie out least once a year. Consolidation is other of forming of cadres activity. Consolidation is also held once on 2012, which is this activity not appropriate to the concept. Abstract

Abstract: In Plantation Programme Implementation Society for Economic Development. This study aims to determine the PIR program implementation in the village of Dayo and to determine the factors that affect the implementation of the PIR program Dayo village, subdistrict tandun, Rokan upstream. The research method used is a mixture of qualitative research quantitative type. Source data obtained from: The primary data source, which is localized through direct observation of program implementation PIR. The results of this study on the implementation of the PIR program experienced success Dayo village for 30 years and is a long-term development. The critical success factors derived from factor PIR implementation of communication, resources, disposition, and policy benefits.Keywords: Implementation of policy, Agriculture, Economics.

Abstract

The family planning program (kb) inurban village, sub-district and kampar bangkinang langgini family planning should be conducted by officers located in the organizational structure and work procedures of the local district kampar kampar is on the region regulation no. 6 / 2010.Officer for the family planning program is in office in the centre of the function of the article 106.The study is done in kelurahan langgini due to the lack of community participation for kb is the policy of the government the lack of the ability to communicate in the field of energy ( pkb ) in the socialization of family planning, and the social impact in understanding of cultural and religious family.It ' s a problem with the performance of the house why plkb in urban village to village / sub-district in langgini bangkinang kampar in 2011-2012 not run optimally.The purpose of this research is to find out ( plkb ) on the implementation of the program participants, a member of the family, and know nothing of all constraints plkb job itself.The concept was a concept to be used by edward iii who suggested the concept of which there are four things which are important in communication resources, the disposition and the bureaucracy.Based on the results of the research at this skripsi the authors conclude that it is not enough to lack the officer for the family planning program by the government is keikut sertaan to join kb program in the community.And advice as one who is in the improvement of co-operation between harapkannya to the public to support the officer for the family planning program(kb).Keywords: implementation, participation, and public policy

This study wants to determine and analyze Government Policy PekanbaruCity Empowerment Of Organization and Traders of Five Feet Period 2011-2012.The background of this study is not the implementation of a well GovernmentPolicy Pekanbaru City Empowerment Of Organization and Traders of Five FeetYear 2011-2012 sourced from the rampant activity hawkers and inconsistencies inthe implementation of Government Regulation of the Minister of Home AffairsNumber 20 Year 2012 and Regional Regulation Pekanbaru No. 11 Year 2001.Another problem is the high level of urbanization and yet optimal controlGovernment Pekanbaru City the supervision of Street Vendors. This study aims todetermine Implementation analyze Government Policy Pekanbaru CityEmpowerment Of Organization and Traders of Five Feet Period 2011-2012 and tofind out what are the factors that affect the implementation of this policy, basedon the theory of public policy and public policy implementation. Kasmiruddin M.SiCohesivitas is forces of interaction of members of a group into a motivation for each member and it is important for a group. Cohesivitas shown in the form of hospitality, among members of a group they usually happy together. Each member feel free to give opinions and " he advised. In this an assumption that cohesisvitas good will create productivity.Productivity is an impulse to try and develop themselves and have guidelines thought that the achievement of an aim must be coöperation or integrity of elements relevant as a system constituted by pengorban to maximum results.The result showed that kohesivitas influential favorably to productivity. Abstract

In recent years, Republic of Korea‟s (ROK) cultural industry attracted more half of world by unique and peace culture. It known as Hallyu or Korean Wave which has entertained international public with several cultural contents like; television drama (K-Drama), film, music (K-Pop), fashion (K-Fashion), etc. In 2010 ROK‟s government apply new cultural policy to spreading Hallyu all over the world, like; High Speed Internet Service Program. This policy used social media as instrument to spreading cultural contents. Hallyu became transnational phenomenon because it successfully attracted international public as good influence for world cultural development. This research focuses about Hallyu as local culture became successful as transnational phenomenon including the actors, mass media and spreading strategy. The actors refers to government, chaebol, idol grouped whose involve into public diplomacy to promote Hallyu. Mass media as instrument to promote Hallyu in creative ways by K-Drama, K-Pop, cartoon and many others. Spreading strategy refers to how actors and mass media as an instrument to create mind and though of international public about Hallyu as positive influence which bring peace missions by attractive culture. Abstract

The study is titled Implementation of Pekanbaru City Regulation No. 10 of 2006 Section 18 On Obligations Making Infiltration wells in East Sidomulyo . This study aimed to determine the implementation of the regulation -making depot absorption wells by drinking water that is in the East Village Sidomulyo . Policy theory , implementation , and monitoring is a cornerstone in the study . In terms of data collection techniques the author uses interviews with people who have the information and involvement in Pekanbaru City Regulation No. 10 of 2006 Section 18 On Obligations Making Infiltration wells in East Sidomulyo . The method used in this research is descriptive method of analysis with a qualitative approach that seeks to analyze the problems that arise in the field and tried to describe it well.According to Law No 7/2004 on Water Resources , water resources management is an effort to plan , implement, monitor , and evaluate the implementation of the conservation of water resources , efficient use of water resources , and control of the destructive force of water . With reference to the Law No. . 7/2004 of the Pekanbaru city government issued a regulation in 2006 at number 10 on the Utilization of Water Resources and Infiltration wells . It is intended to comply with the Act and at the same time keeping the water availability in the future . In Article 18, discussed about the obligation for employers to make water absorption wells or building certain criteria .Based on the results of the study authors , explained first , that the Government has implemented socialized Pekanbaru , emphasis and oversight by both the city of Pekanbaru ckup No. 10 of 2006, Article 18 . Second , implementation of Pekanbaru No. 10 of 2006 Section 18 in East Sidomulyo generous nature has been running quite well , although there are still those who do not comply with the regulation . Disobedience is due to the persistence of understandings of society that considers water resources will not be exhausted until whenever , and they feel the government is too busy with emphasis on the rules in almost every field . But this understanding of just a handful of people who need to be given further explanation by the local government or the government of Pekanbaru .Keywords: policy, implementation, and monitoring
