Abstract

In this case the researchers behind on the phenomenon of the number of heavy tonnage trucks passing in Pekanbaru city on a busy schedule of vehicles and the number of trucks that are just passing not passing through a predefined path . The purpose of this study was to determine how the effectiveness of the implementation of the control of heavy tonnage trucks in Pekanbaru and the factors that influence the implementation of the demolition truck tonnage in Pekanbaru with the aim of creating security , comfort in traffic .The theory used in this research is the theory according to Gibson on measuring the effectiveness of an activity. Informants in this study is the Department of Transportation, Communication and Information Unit Pekanbaru and Pekanbaru Traffic Police. The method used in this research is descriptive qualitative data collection techniques through observation, interview and literature study.The results showed that the effectiveness of the implementation of the demolition of heavy tonnage trucks in Pekanbaru has not done well. In other words, there are still many problems that arise in its implementation. Such as lack of equipment, careful planning, special programs and surveillance systems. This causes the control does not run as expected. The factors that affect the implementation of the control of heavy tonnage trucks, among others, the lack of human resources, funds, and awareness of the driver. It has a very important influence on the effectiveness of policing heavy tonnage trucks in Pekanbaru.Keywords: Effectiveness, Implementation, Control.

Abstract

This study will examine how the role of OECD as an international organization dealing with issues of international economic development in addressing international tax evasion through tax havens countries. Tax haven is a phenomenon where there is a regulation that implements a system of taxation which is not in accordance with international taxation. One of the countries grouped in the state of tax havens by OECD is Cayman Island. Many countries want to attract investors into the country and carried out by the Cayman Island by applying zero tax system.For a country that is not a tax haven countries this problem is a very serious problem. This study uses library research where data taken from all sources relevant to the research problem. This study uses the level of analysis of international organizations and using the theory of the role of international organizations and the theory put forward by Clive Archer.This study shows that the OECD as an international organization in the economic development of the world to take concrete steps in addressing the issues of international tax evasion through tax haven countries especially those in the Cayman Island by applying a Tax Information Exchange Agreements and the OECD rules is followed by the Cayman Islands countries as a step to avoid international tax evasion .Keywords : International Organization, Role and International Organization Theory, Tax Haven, Tax Haven Country, Cayman Island, Tax Information Exchange Agreements, Tax Evasion, OECD.

Abstract

Raskin is one of teh social protection program, that means is to meet the needs of food (rice), which is expected to reduce the expulsion of poor households. Raskin began since 1998. The financial crisis of 1998 was the beginning of the implementation of Raskin program which that means to strengthen the resilience of domestic programs, especially poor households. Was originally called Program Special Market Operation (OPK). And then in 2002 was converted into a program Raskin. In distribusion households targeted beneficiaries will receive 15 Kg/RTS-P/mounth with teh price Rp. 1.600/Kg at the distribution points. In fact the distribution of Raskin is not always fully guided in government policy as outlined in the general guidelines Raskin 2014. Researchers took special location in the district Kerumuta of Pelalawan regency. The mean .this study was determine the factors that influence the effectiveness of the distribution of Raskin.This research use qualitative descriptive method. Data accumulation to do with observation method and deepen interview from various informant who already determined. The qualitative research, data retrivied from primary and secunder source. In analysis of data, all information that collected must studied until can withdrawn a conclusion be one unity thet complete, that is result of research. The teory concept thet used is Steers teory about factor that influence of effectiveness.The result of this research was concluded that effectiveness of Raskin distribution in Kerumutan district Pelalawan Regency assessed less effective because not achievement of target 6 T, that is exact of target, amount, price, time, administration and quantity. Then, factor that influence of effectiveness Raskin distribution are employee or executor factor that review from availability human resource and wisdom management practices factor that review from strategy and accupation mechanism of Raskin distribution.Keyword: Raskin effectiveness, Raskin program, factor that influence of effectivenes.

Abstract

Efforts to implement the waste management services business District of Tampan Pekanbaru issued Perda No. 5 of 2000 on Public Order, one of which includes environmental cleanliness . Environmental hygiene aims to keep K3 in an environment that is Beauty , Health and Sanitation . The services provided to the public in order to overcome the problem of garbage strewn everywhere. From observations of researchers in the field of more than 10 polling stations in the District Charming Pekanbaru City. The purpose of this study was to determine how the system of waste management services in the District Charming Pekanbaru City and to determine the factors that affect the system of waste management services in the District Charming Pekanbaru. This research was conducted in the District Charming Pekanbaru, using qualitative descriptive method, with the technique of collecting data through observation and interviews. This research was conducted by using a theory according to which Ratminto provide a quality service, with the Clarity, Timeliness, Responsibility and the Means and Prsasarana adequate.Results of this study concluded that the services rendered local government especially the District Handsome not implemented effectively. This is evident by the invisibility of trash are still scattered along the road, there are many wild TPS and garbage rotting in the gutters and drains. This happens because of a lack of coordination between the Head of Trantib related to the team and the lack of traction on the government in implementing the regulations. As well as the socialization of the janitor and the authority that has been given to RT, RW each region.Keyword : system, service, management

Abstract

We still find many illegal mining that is happenedin Kampar regency espectial in Tapung sub-district,most of all mining in Tapung sub-district do not have business permit based on data do not have bisiness permit most in Tapung sub-district. Department of Energy and Mineral Resources together with judicial team controlling illegal mining in Kampar sub-district, the problem in this research is how to controlling olegal mining of minerals rocks (entrenchment C) in Kampar regency and the factor which influence it.Theoretical consept that reaserches use is repressive control theory according to Manullang (2008) with indicator to set of measuring instruments (standard), assessment action and take corrective action. Whereas of factors which influence it researcher uses descriptive qualitative method, then presentation and data can be described by using interview , observation and get the conclusion.The result of research can be conclude that the contloll of illegal mining in Kampar regency especially in Tapung sub-district still not running maximumly, still have limitation in standard setting, assessment and remedial action has not run maximumly, and the factors that influence the control of illegal.Keywords: Control, illegal mining

Abstract

This study aims to determine whether the factors of service quality, namely Need for Achievment (n-Ach), Need for Power (n-Pow), Need for Affiliation (n-Affil) effect on the improvement of service by frontline employees of MNC Bank Tuanku Tambusai Pekanbaru. The population in this sample is the entire frontline employees (Teller and Customer Service) MNC Bank. The total numberof samples there are 5 people who made as a respondent, using sampling techniques saturated. Sampling technique when samples taken from the entire members of the population. Based on the analysis of research, it can be drawn some conclusion as follows : service factor that is happening because of the encouragement and motivation of employers and can increase the motivation to earn achievement, responsibilities and task assigned to make employees must master the work, the effectiveness of the team and working comfort is also a trigger factor excellent service.Keyword : Service Excellent, Frontline Employees, MNC Ban

Abstract

Health is one of the many fields in contact directly with the public, the public service aspect becomes very important. This is because the Ministry of health should have values of satisfaction measured so that it can become a reference in the improvement of service quality. Health shall provide health services in a fast, precise, friendly and affordable by all the layers so as to provide convenience for the public. But in fact it is often found that when a society experiencing problems in getting the healthcare they need, and this is certainly arise the negative impact to the survival of the community. This is caused by several factors, namely the limited medical personnel, the limited stock of drugs and the infrastructure is not yet adequate. The purpose of this study is to analyze and explain the obstacles in the service of public hospitals (HOSPITALS) of Bengkalis Area in carrying out the tasks and functions as a waiter.Type of this research is a descriptive i.e. researchers provide a description and overview of the phenomenon or social symptoms examined by independent variables described in a systematic and accurate. Method of data collection is done by means of interviews and the documentation.The results of this study showed that the health service HOSPITALS Bengkalis Regency of Bengkalis which was carried out according to its function has not been going well in accordance with the goals and targets that have been set.Keywords:Public Service, Health Service, Hospitals Bengkalis

Abstract

This research aims to determine how the influence of the training methods work towards food and beverage service waitress skill enhancement at Swiss-Belhotel Harbour Bay Batam.This research uses descriptive quantitative method for examining the issues raised. The sample in this research are 18 people and using census method. While the data collection techniques in this research using questionnaires, observation and documentation. By using a Likert scale as a measure to determine the length of the interval, multiple linear regression analysis, content validity test, reliability test and a test of hypothesis to determine the correlation between x and y.Based on the research that has been done, there is a significant relationship or correlation between the training method to increase waitress skills. The more often it does, the job training methods will increasingly influence the improvement of food and beverage service waitress skills at Swiss-Belhotel Harbour Bay Batam.Keywords: Training Methods, Skills Improvement, Swiss-Belhotel Harbour Bay Batam

Abstract

This research aims to determine the right number of employees which are Bellboy and Front Desk Agent ideal workload handled at Swiss-Belhotel Harbour Bay Batam.This research uses descriptive quantitative method for examining the raised issues. The sample in this research are 11 people and using census method. Data collection techniques in this study using observation, interviews and documentation. By using the exponent determinants technique (exponential smoothing), with two exponents in the human resources planning which consists of exponents workload in producing a product, as an analysis of the workload (work load analysis) and exponent of time (cycle time) to complete a product and to find the number of employees or staff that were ideal.Based on the research that has been done, for the whole of the results and from the calculation of ideal working time for the Bellboy still need 4 people, and 3 people for a Front Desk Agent, that number must be filled by Swiss-Belhotel Harbour Bay Batam to cover their staff workload.Keywords: Workload, Bellboy, Front Desk Agent, Number of Ideal Employees, Swiss-Belhotel Harbour Bay Batam

Abstract

Punk is a subculture that was born in London, England. Punk have axclusive identity in terms of appearance and behavior they display. The phenomenon of the spread of punk has become a problem for Pekanbaru city government.Punk kids always spoil beauty of the Pekanbaru city, punk kids who disturb traffic order or prickly punk troublemakers.This research was conducted at the traffic lightwhich became a punk kids doing activities that crossroads Tuanku Tambusai precisely at the intersection of Red Light Mall SKAPekanbaru(Subdistrict Tampan),Gramedia Corner(Subdistrict of Pekanbaru City), Pasar Pagi Arengka Corner(Subdistrict Marpoyan Damai) and Ramayana around the Market Kodim District(Pekanbaru City). This type of research is descriptive, the sampling technique used purposive sampling or the sample aiming so that informants on research 5 informants from 4 locations totaling 20 people. Data collection techniques with literature studies, field studiesnamely : observation, interview, questionnaire, documentation and study of the data online. These data are analyzed in terms of the child's identity and family background punk. Then the data compiled in the form of a single table after it sought the percentages described in detail.The results showed that the punks in town pekanbaru comes from a family economy weak so that the overall child punkers want to break away from their parents, ease the burden on parents and wants to be independent, punkers child is also not an original pekanbaru residents, predominantly immigrant population and can also be seen that the behavior of punk kids who are in town pekanbaru can be seen in terms of knowledge, attitudes and actions.In terms of their knowledge to understand and know the ideologies owned punk in general, the application of ideology can be seen in terms of looks and accessories that are used as well as activities such as singing does, gathered-together, drinking adulterated alcohol, sleeping in a doorway, free sex, walks out of the area, screen printing, tattoos and piercing. While the factors that encourage the existence of the punk community can be seen from the internal factors and external factors.Keyword : Child Punk, Activities, Deviation
