Abstract

Health is an important aspect of Human Rights (HAM) and capital for the successful development of a nation. Because without health implementation of a comprehensive national development and will not be fully realized. One of the Local Government in Indonesia who have been seriously address the issue of smoking is Padang Panjang. Padang Panjang is the first city in West Sumatra to implement smoke-free areas. Exactly on March 17, 2009 Date of Padang Panjang issued Local Regulation of the Regions and Regions Without Smoke Cigarettes tongue ie Regulation No. 8 of 2009. The purpose of the enactment of this area is to protect public health from the dangers of smoking, cultivate healthy life, suppress growth figures novice smokers. Hospital Padang Panjang included into the category health service stated in Bylaw No. 8 Year 2009 on Regions Without Smoke in Padang Panjang where the implementation of this regulation is not maximized implemented in hospitals of environmental Padang Panjang and also sanctions were not running. The purpose of this study was to evaluate the implementation of this regulation and also to determine factors - factors that affect the implementation of this regulation in the Padang Panjang City Hospital.This research was conducted in hospitals Padang Panjang using qualitative descriptive method. Data collection is done by observation and in-depth interviews of various informants that have been determined. Qualitative research, the data obtained from primary and secondary sources. In analyzing the data of all the information gathered to learn that a conclusion can be drawn into a coherent whole that is the result of research. This research was conducted by using the theory according to William N. Dunn on policy evaluation with the evaluation criteria: effectiveness, efficiency, adequacy, responsiveness, equity, accuracy.Results of this study can be concluded that the evaluation criteria, effectiveness, efficiency, adequacy, responsiveness, equity, accuracy. The implementation of these regulations has not run optimally and also sanctions were not yet firm. Furthermore, the factors that affect the implementation of this regulation that institutional factors and socio-cultural factors.Keywords: Evaluation of Regional Regulation Regions Without Smoke, Factors Affecting Implementation of the Regulation

Abstract

This research analyzes reasons the State Council of the Gulf (Saudi Arabia, United Arab Emirates and Bahrain) withdraw its ambassador in Qatar In the Year 2014, the State Council of the Gulf of Interest ambassador in Qatar in 2014 In Qatar caused because the support of the Muslim Brotherhood in Egypt. Muslim Brotherhood in the Gulf region as a terrorist organization that can Endangers security and stability in the Persian Gulf region.This research used qualitative methods and library research. The author uses the theory of Hegemony from Antonio Granchi using Realism perspective with analysis of nation-state level. References obtained from books, journals, official publications, articles, news, and internet.To answer this study, the State Council of the Gulf (Saudi Arabia, United Arab Emirates and Bahrain) recalled its ambassador in Qatar in 2014 to protest the State Council of the Gulf because Qatar is not committed to the treaty Gulf coopertion Countil (GCC) in the Treaty that any State or Individuals must not support any organization that could be a threat. Qatar It supports the Muslim Brotherhood. Abstract

This research conducted in PT. Perkebunan Nusantara V Pekanbaru. The problem in this research is how the relationship between transformational leadership and motivation of the employee 's performance in PT. Perkebunan Nusantara V Pekanbaru. The purpose of this study is to find relations transformational leadership and motivation with employee performance in PT. Perkebunan Nusantara V Pekanbaru. This study has three variables, namely , transformational leadership ( X1 ) , motivation ( X2 ) , and employee performance ( Y ) where the relation of transformational leadership was suspected and motivation with employee performance plantation at PT. Perkebunan Nusantara V Pekanbaru.This study using 224 employees as sample. Data analysis technique used is descriptive and quantitative methods , with a single correlation test and multiple correlation and using the SPSS program , where samples were used that office employees in PT. Perkebunan Nusantara V Pekanbaru. The conclusion of research is: that there is a significant relation exists between leadership tranformasional and motivation with the performance of an employee at in PT. Abstract

The process of discussion and legalization of medium term development planing at Riau Province 2014-2019 has a lot of dynamic. This dynamic and legalization occurred at the Government of province Riau and the level of house of district representative ot Riau Province. Observing this, it is interesting to conduct this research. Based on this research there are something obtained : first, in the phase of discussion and legalization of medium term development planning at riau province there are 6 phase : arrangement of medium term development planning, initial planing of medium term development planning, planing of medium term development planning, final planning of medium term development planning, determination of medium term development planning, on the phase of legislative level consist of dynamic of mechanism discussion that has passed and unrelevance of medium term development planning draft to findings of particular comitee report. Second, based on the research it is concluded that the process of discussion ang legalization of medium term development planning has not been automatically implemented with the legalized mechanism. In essence, the discussion and legalization of medium term development planning it should have been relevant to the regulation and mechanism that has been determined, as a result it brings about interrity value and consolidation among fraction.Keywords : dynamic, medium term development planning, Riau Province

Abstract

Election is one of the important aspects of democration in a country, because through a general election, the implementation of sovereignty can be implemented well, yet it needs to be well planned, controlled, supervised. Related to supervision, thus formed supervisory committe of general election regulated by law no 10 year 2008 about the general election of DPD, DPR, and DPRD. The supervisory of the implementation of general election according to the law no 10 year 2008, is performed by Badan Pengawas Pemilu (Bawaslu) in the central, Supervisory Committe in province, and district, sub-district, field, and overseas. The aims of this research are to percieve and analyse the implementation of surveillance of general election by Supervisory Committe of legislative election 2014 in Marpoyan Damai sub-district, Pekanbaru. This study is expected to be used as reference material for development, improvement, and as well as performance monitoring especially for the next Supervisory Committes of general election in order to achieve desired goal and as the input to determine policies related to surveillance in the development of existing organizations. In the result of this study is found that overall implementation of legislative election 2014 in Marpoyan Damai sub-district had not been fuctioning effectively. It can be seen from the the first step of implementation of supervisory process until the last step of the implementation of the election. Technical factor such as the delay of the formation of Supervisory Committe in district, sub-district, and field in Pekanbaru, thus equipping of the duties and authority of the Supervisory Committee delayed that will result in unmonitored of 3 (three) stages of election 2014 in Pekanbaru. Administrative factor such as there was no techinal guidance and clear instruction for the Supervisory Committes, hence they did not performed well in supervising. Beside, secretariat of the Supervisory Committe who boarded the secreatiat of KPU lead to disturbance of the indepence of Supervisory Committes. Key words: supervisory, election, legislative.

Abstract

This study aimed to analyze lending small businesses on PT. Bank Riau Kepri, Branch Ahmad Yani, Pekanbaru to see the connection between the guidelines made by PT. Bank Riau Kepri in SK Directors Number: 107 / KEPDIR / 2013 dated October, 2013. The lending process is a series of stages that are integrated end-to-end process, which must be passed interconnectedness starting from initiation (petition), analysis, decision, realization of credit and credit administration stage, until completion non-performing loans. To explore the topics discussed, the researchers conducted interviews with key informance, because this research is qualitative data obtained by conducting interviews directly to the parties concerned, subsequent interpretation associated with the theories related to the process or the execution of lending small businesses (KPK) on PT. Bank Riau Kepri Branch Ahmad Yani, Pekanbaru.The results showed that PT. Bank Riau Kepri Branch Ahmad Yani, Pekanbaru carry out lending in accordance with guidelines issued by PT. Bank Riau Kepri and has been in line with theories of banking in general or regulations of Bank Indonesia on credit. However, in order to maintain the health of banks, PT. Bank Riau Riau, branch assistant Ahmad Yani Pekanbaru should conduct assessment more tightly against the principle of 5C and a feasibility study is mainly Collateral accepted that the rate of return is guaranteed and customers have the motivation to restore credit smoothly, so that the bank can minimize the occurrence of bad loans (non-performing loans).Keywords: credit, credit phases, small businesses loans, non-performing loan

Abstract

The Presentation of self is an activity undertaken by individuals to foster the impression to others suit the individual. Percentage themselves usually done by people with certain professions such as intelligence. Intelligence serves as a case investigator must present themselves well to the criminals and the people. This is done so in the disclosure of criminal cases such as theft is often the case in Rokan Hilir can be resolved quickly and appropriately. When performing themselves, an intelligence has the front stage as a member of an undercover police to investigate the case and the back stage as a person who is. Two of stage is contained in Dramaturgy theory popularized by Goffman. This study aims to determine the front stage and back stage an intelligence on Sat Intelkam Polres district Rokan Hilir in spy case of theft.This study used qualitative research methods. Subjects in this study were three members of the intelligence on Sat Intelkam Polres Rokan Hilir on social and cultural part that went to the field to catch the suspect. Data collection techniques are grouped through participant observation, in-depth interviews, and documentation. This study uses data analysis interactive model of Miles and Hubermen, using a technique that checks the validity of the data through the extension of participation and triangulation.These results indicate that an intelligence must manage impression by changing the font settings and personal while they are at the front stage this is done so that people are not suspicious of their presence when the disclosure of theft . Setting is setting a place , time and atmosphere of the time of the drama , while personal font is a tool that brought current and body language displayed during the staging of the drama . Each intelligence has its own role that has been prepared in the back of the stage , a role performed in accordance with karater they wish to show the time in front of the stage . On the back of the stage ( back stage ) remains a human intelligence that is in accordance with their personality when in the family and closest friends . Abstract

Twitter is a social media that is not only effective for communicating, butalso to provide many informations online. An example of a twitter account that isused as an online information media is @infoPKU. This account provides manyinformations concerning Pekanbaru. The theories used in this research arecommunication effectiveness as the main theory and new media as the supportingtheory. The purpose of this research is to investigate how effective this account isas an online information media in Pekanbaru.This research uses a quantitative method which gathered datas usingquestionnaires by google doc that were distributed to hundreds followers of@infoPKU. The datas were also collected using simple random samplingtechnique.This research shows that the effectiveness of @infoPKU as an informationprovider media in Pekanbaru are considered effective. This has been proven bythe result of collected datas that have been measured by six indicator, which areReceiver, Content, Media, Format, Source and Timing. Abstract

PT. Palm Oil Plantation Rama Bakti Estate is one of the units of the company headed by PT. SMART (Sinar Mas Agro Resources), which is located in Bringin Village Subdistrict Tapung Hilir, District Kampar, Riau Province. The company is engaged in the cultivation and processing of palm oil which made of Fresh Fruit Bunches (FFB) palm oil with multiple stages of processing that produces the final product in the from of Crude Palm Oil (CPO). PT Palm Oil Plantation Rama Bakti Estate also know as company that has a good reputation of doing the processing of palm oil. 2010-2013 But it is not in the line with K3 system which in not applied optimally. This impact on the high rates of work accident that accur in the company. Prevent accident companies to implement such programs more, leverageK3, K3 aplications, commitment and policys K3, the use personal protective equitment and make statistical reports of accident.The purpose of this research is to find out how the K3 management on the PT. Palm Oil Plantation Rama Bakti Estate which after being researched, it turns out that K3 management was good with score 2425 which is in the range (2060-2549). Therefore, the company expected to give more attention in making and implementing policies regarding K3, so work accident can be minimized and the employees can work more effectively and efficiently.Keywords: Management, K3
