Abstract

This research aims to see the victory of the Batak ethnic candidates in legislative elections in the electoral district Siak 4 on 2014 and the focus of this research is how the political strategy of the Batak ethnic candidates in the legislative elections unum. Besides that are the focus of this research was the influence of ethnic communities in the Batak winning candidates in the electoral district Siak 4 on the Siak district legislative elections in 2014. In this research, using qualitative methods, then to describe the data presented in the form of qualitative describe the real situation in detail and the actual look at the problem and research objectives. This research using purposive sampling and interviewing informants as objects of information that aims to achieve the purpose of obtaining information in the study. The type of data used in this research are primary and secondaryThe results showed in pursuing a strategy undertaken by candidates Batak in legislative elections in the constituency Siak 4 on 2014, there are several strategies undertaken by candidates Batak ethnic like using the communication strategy of groups, communication between individuals and the use of media outside. Abstract

Recently, the phenomenon of veiled women has become familiar in our society. in the region of pekanbaru the use of the veil by women followers of Islam also became a phenomenon in which there is an increase in terms of usage. It can be seen from the increasing proliferation of associations for women of Muslims who use the veil, one of which is the association of Umar bin Khattab mosque in the village of Delima. This study aims to determine how to construct meaning veiled women related motives, meanings and experiences of their everyday communication.This study uses qualitative research with phenomenological approach. Informants in this study were seven women veiled pilgrims recitals Umar selected purposively. Data collection techniques is done by observation, interview, and documentation. To achieve the validity of the data in this study, researchers used the extension of participation and triangulation.Results from this study showed that the motives of the women veiled mosque worshipers recitation Umar motifs past (Because motif) form the basis of religion because of the theological motifs that have been ingrained in them as well as the motives for keeping away from the view of men who are not mukhrim. While the motive of the future (in-order to) is to expect God’s blessing, being a woman sholehah, became motivation for others as well as to honor her husband. Making of veiled women to veil that they use is a religious order which they believe the law required and afdhol, they also wear the veil as a psychological need for self-control and to behave. Abstract

The purpose of this research is to analyze the implementation of the policy and the factors which influence The implementation of the population policy of the vulnerable population department of population and civil regristation district Kampar.This research uses qualitative approach. The result of this research shows that The implementation of the population policy of the vulnerable population department of population and civil regristation district Kampar based on the interviews with employees of the administration vulnerable population,people who have vulnerable administration, people who have not vulnerable administration, district, RT, RW that the implementation of the population policy of the vulnerable population at department of population and civil regristation district Kampar is not optimalIt is seen from the data collection team which is not provided by the departement of population and civil regristation for vulnerable population administration, lack of SOP, lack of the employees and also lack of the facilities to support the work which make it is very hard to coordinate the population who come and move from the district.Keywords : The policy implementation and administration of the vulnerable population

Abstract

The purpose of this thesis is to find out the effectiveness of family card service, identity card/electronic identity card and birth, certificate at Rimba Melintang districk, and to find out the influencing factors of the effectiveness of family card service, identity card/ electronic identity card and birth certificate at Rimba Melintang district. Academic side hopes the public administration getting the benefit. In development side. This research used field research methodology giling description about the effectiveness of family card service, Electronic identity card and birth certificate at Rimba Melintang district of Rokan Hilir regency. The data collecting technigue used observation technigue, interview and guestionnaire by choosing informan which technically and functionally in giling service to the society. The data analysis technigue is gualitative and support by guantitative data.From this research describe that the service implementation expecially in society administration and civil registration done as the mechanism and the rule, by using some service indicators as simplicity. The Clarity and Certain ty for procedure and fee. The safety and comfortness intrastructure The ease of getting information and the role of service. The economy fee of family card service, Electronic identity card and birth certificate is in category of Rp.10.000 - Rp.15.000, the balance justice, the puctuality is in category of 1-2 days and the efficiency is in right category. The influencing factors are, 1) official resource, 2) infrastructure, 3) society awarness.Key Words : Effectiveness, Public Services

dengan perkembangan teknologi, komunikasi dan informasi, sehingga mendorong munculnya media online. Akademisi sekarang menggunakan media online untuk mendukung kegiatan akademik. Terlepas dari waktu itu benar atau tidak menggunakannya. Dan tidak terkecuali dengan mahasiswa di Pekanbaru. Penelitian ini akan membahas bagaimana ada mahasiswa universitas negeri di Pekanbaru menggunakan media online untuk memenuhi kebutuhan informasi akademik mereka. Penelitian ini akan dilakukan dengan wawancara informan secara mendalam. Setelah data yang telah diperoleh akan dijelaskan menggunakan teori new media. Penelitian mendalam akan menjelaskan setiap media online yang digunakan dalam mendukung kebutuhan informasi akademik. kebutuhan seperti apa yang mereka cari, dan apa yang membuat mereka merasa terpenuhi kebutuhan mereka dalam penggunaan media online, terutama di membutuhkan informasi akademik.Metode yang digunakan dalam penelitian ini adalah metode kualitatif penjelasan. Teknik pengumpulan data dalam penelitian ini menggunakan metode wawancara. Lokasi penelitian ini adalah di Ilmu Komunikasi, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Riau, Pekanbaru. Jumlah informan untuk penelitian ini adalah 6 responden. Pengambilan sampel menggunakan teknik purposive sampling. Para peneliti menggunakan metode analisis interaktif Miles dan Hubberman, dan untuk pengecekan validitas data, peneliti menggunakan teknik triangulasi data.Hasil penelitian tentang bagaimana menggunakan media online sebagai sumber informasi komunikasi mahasiswa fakultas ilmu ilmu sosial akademik dan politik universitas ilmu riau menunjukkan bahwa sebagian besar siswa mengakses media online sebagai sumber informasi akademik. ini dapat dilihat dari sebagian besar responden menjawab menggunakan media online sebagai sumber informasi dalam mencari akses informasi akademik, siswa lebih efektif dibandingkan dengan kualitas karena sumber informasi yang dikenal di media online tidak semua benar, itu menjadi satu-satunya kendala bagi mahasiswa dalam mengakses media online.Kata Kunci : Penggunaan, Media Online, Informasi, Akademik.

Abstract

This Research aim to to know (1) factor which is have conflict in SMAN 2 Tambusai Utara (2) factors causing fight between student in SMAN 2 Tambusai Utara (3) strategy or effort of[is solving of fight between student in SMAN 2 Tambusai North. this Research title is "Fight Between Student at SMAN 2 Tambusai Utara Rokan Hulu". This Research represent research using method qualitative having the character of case study, becoming its research subyek is student them which have got mixed up with fight between student and take one informan key knowing about fight in SMAN 2 Tambusai Utara, so that intake of subyek by using sampling purvosive. In conducting data collecting that is by using observation, documentation and interview. Result of this elite is known by factor cause of fight that is internal factor that is (adaptation and way of filing down) whereas factor of eksternal that is family factor, school factor (in election of chief of OSIS), and environmental factor that is (existence of difference of tribe or is ethnical, woman problem and pettishiness). Abstract

The society of Muara Dilam, Village Kunto Darussalam District, Rokan Hulu are one of costumary society that have land conflict. In this case, actually the society have land right and ather same right in using the land in their area for their prosperity through together agreement of this costumry society. In fact, the land righ was always be conflict, generally in our country, include at Muara Dilam Village. There fore, this study has purposed to find out, what are the trigger factors of land matter, between the society of Muara Dilam Village and PT Citra Sardela Abadi in 2012. The research methodology was qualitative research, and for the data used primary and secondary data. These data were got from main informen and additional informen. Data collection Technique was used interviewing and documentating.Than it analyzed by giving description about research result. From the research was found characteristic conflict issue. It was began because Establiment Palm Oil Platation that took up some society land. Unclarity of Paying also was one of the main factor in making land conflict between the society Muara Dilam Village and PT Citra Sardela Abadi. This conflict also happened because of involving individual conflict, it was the social and economy disprepancy between the society Muara Dilam Village and PT Citra Sardela Abadi. The Situational conflict was about the lacking involving the Muara Dilam Village society, and this conflict didnt involve regional goverment and Badan Pertanahan Nasional get, also some opinion said because the lack epordination of Rokan Hulu government toward the society.Key words : Trigger Factor Matter, Characteristic Conflict Issue, Involving Individual Conflict, and Situasional.

Abstract

Education is very important for the future of children and the school is the crucible of learning ranging from SD, SMP, SMA and University. In Indonesia has required the 9 (nine) years, but until now there are still many children dropped out of school in the Pekanbaru city Senapelan Subdistrict in this Research. aims to provide an overview of the characteristics of families children dropped out of school and an overview of the factors the causes of children dropping out of school in Senapelan subdistrict. The research method used is qualitative descriptive of a population of 8 children and parents by using the proposive method of sampling techniques which means researchers took based on certain characteristics that are considered to have the relevance of the characteristics corresponding to the research title. The collection of data in research using the method of observation and in-depth interviews to the respondents. Factors that affect the children dropped out of school in this research are economic factors, family, school, and accessibility. Among these factors, factors cause dropouts in Elementary and junior high school levels are economic factors and family.Keywords: factor causes, school age, dropping out of school.

Abstract

Implementation of Curriculum 2013 at the elementary school in Pangkalan Koto Baru experiencing various problems because according to socialize standardization is done twice or more. However for the socialization of teachers in the district of Koto new Base is only done once. So the faculty as a human resources do not understand how to implement the curriculum in 2013 in accordance with existing standards. Then the implementing organizations involved establish standard operating procedures for the implementation of the curriculum in 2013. Handbook as infrastructure is inadequate because of delays in the distribution of books of the government for four months. The purpose of this research was to identify and analyze how the implementation of the curriculum in 2013 at the elementary school in Pangkalan Koto Baru and the factors that influence the implementation of the curriculum in 2013.This research using Van Meter Van Horn theory which states that the successful implementation of a policy is the standard and policy objectives , resources, characteristics of the implementing organization , the communication between organizations , the attitude of the implementing policies and social environment , economic and political . This study used a qualitative exploratory methods , techniques of collecting data through observation and interviews where people that involved in this study as an informant.The results showed that the implementation of the curriculum in 2013 at the elementary school in Pangkalan Koto Baru has not been done optimally because there are still many weaknesses in the current curriculum in 2013 is implemented in Pangkalan Koto Baru. Inhibiting factors affecting the implementation of the curriculum in 2013 at the elementary school in Pangkalan Koto Baru is socialization which is not maximized , inadequate means and Standard Operating Procedure ( SOP ) which has not been established .Keywords : Implementation , Curriculum 2013, Elementary School

Abstract

Background problems implementing the Infrastructure Development Acceleration Program / District Village Self In Sekijang Village District of Bandar Sei Kijang Pelalawan in 2013 was less than optimal implementation of the program in terms of public participation. With the approach of the implementation of the program of community empowerment means the entire process of implementation of activities (preparation, planning, implementation and post-implementation physical physically) active community participation listed on Pelalawan decree No. 63 of 2013.The research goal is to examine how community participation in every phase of activity in the Infrastructure Development Acceleration Program / District Village Self In Sekijang Village District of Bandar Sei Kijang Pelalawan in 2013.The study was conducted with a qualitative approach with descriptive type.
