Abstract

Oversight is one of the processes to establish what work has been carried out, vote and correct it if necessary with the intention that the implementation of the work in accordance with its intended purpose. Supervision is done by Dinas Bina Marga Kota Pekanbaru has not felt the maximum because there are still many communities that do not kno function street poles and cause distortions road function. The purpose of this research is how to supervise the utilization and use of parts of the road by Dinas Bina Marga Pekanbaru City and to determine the factors that influence the use of surveillance and use parts of the road by Dinas Bina Marga Kota Pekanbaru.The concept of the theory used by the authors is the Management and Supervision. Researchers used descriptive qualitative research studies. In collecting the data, the authors use the technique of interviewing and observation. The authors use informants as sources of information and techniques triagulasi as a source of data validity.Results of this study indicate that the use of surveillance and the use of parts of the road by Dinas Bina Marga Kota Pekanbaru still not up, proved there are deviations that are found in Parts of the city of Pekanbaru. Factors that influence the use of surveillance and the use of parts of the road by Dinas Bina Marga Kota Pekanbaru is community participation, budget systems is not maximized and infrastructure in conducting surveillance.Keywords: Controling, Utilization, Use of Parts of the Road

Abstract

Road and bridge construction is a very important development. This is because roads and bridges are the interface between one region and another. Then, with the roads and bridges that deserves to be taken towards a region will also encourage the growth of the regional economy.However, this is not perceived by Kampar Kiri Hulu. Some areas in the region have not been touched for the construction of roads and bridges to their territory well. The absence of planning or development program created by the district government of Kampar be one of the factors that influence delays in the construction of roads and bridges in Kampar Kiri Hulu.Then, there is no political will from the government for the construction of roads and bridges.The intent of this study was to determine what factors influence the development of road infrastructure and bridges in Kampar Kiri Hulu. The method used in this study is a qualitative approach to the informant Head Kampar Kiri Hulu, Public Works Department, Government Administration Building Kampar, Kampar District Assembly Members and some people Kampar Kiri Hulu. With data collection techniques such as interviews and documentation. As well, the data analysis with qualitative assessment.Results from this study were 1) the factors that affect the process of infrastructure development of roads and bridges is the lack of willingness of local governments to do the construction or commonly called the political will and there is no planning of infrastructure development of roads and bridges are the focus for Kampar Kiri Hulu. 2) the absence of established communication top down bottom up (two-way communication) between the Government of the District of Kampar Kampar Kiri Hulu society, only from the bottom up. 3) lack of coordination among the implementing agencies goes well.

Abstract

This research arms to observe the victory Joko widodo- Jusuf Kalla in the 2014 President Elections North Tapanuli District and this Study focusing on Marketing Strategy Issues which is conducted by Indonesian Democratic Party-Struggle and the Winning team of Joko Widodo- Jusuf Kalla in North Tapanuli District. And this Marketing Strategy which is the conducted by the struggle of the democratic party and the winning team of Joko Widodo-Jusuf Kalla in North Tapanuli District.This Study used qualitative methods and Methods of Phenomonology then for descriptive analysis of the data presented in the form qualitative describe in detail the actual situation and by looking at the actual problems and goals research.Reseach conducted by the problem of research into information objects which aims to achieve the objectives and the information in this study.The result showed in pursuing a strategy to obtain high sound in the North Tapanuli District conduted by Indonesian Democratic Party-Struggle in the presidensial election 2014. Abstract

The research present describe the implication of dualism authority in business licensing (study case in Tenayan Raya District Pekanbaru City in 2013-2014). The dualism authority in licencing in Pekanbaru City was held by Head of District, Industrialization and Trading Agency and Integrated Licensing Service Board in Pekanbaru City, then it make effect for society when doing a licensing.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Pekanbaru City and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan research likes Asistent of Government Pekanbaru, House of Representative Pekanbaru City, Head of Section in Integrated Licensing Service Board Pekanbaru City, and Head of Section in Tenayan Raya District.The conclusion of this research are the factors impeding the dualism authority business licensing in Tenayan Raya District Pekanbaru City cause the dualism authority between Integrated Licensing Service Board Pekanbaru City and Head of District to create a licensing. And the implication of dualism authority in business licensing in Tenayan Raya District Pekanbaru City are communication and coordination between stake holder, the confused and awarness of in create a business licensing especially in Tenayan Raya District Pekanbaru City.Keywords: implication, dualism, authority and licensing.

Abstract

Indonesia follows presidensial's system, where one of this system applies to mark sense impeachment to President. Constitution 1945 have experienced 4 (four) changed time, where is constitutions changed afters 1945 MPR is not again State supreme institutes where MPR no longer can lift and memberhentikan is Presidents. In contrast to before constitution amendment 1945 MPR constitute States supreme institutes MPR can lift and memberhentikan is Presidents. Since process impeachment President before amendment did by politics institute in this case the interesting institutes is DPR and MPR on a basic favors or bad blood to Presidena no ala order alae rinci hits basics, youngness processes President cessation as Soekarno's case and Abdurrahman Wahid.After amends therefore at manages procedure impeachment President and any kind President cause can at impeachement and involves jurisdiction institute in processes impeachment in this case MK. Abstract

Local Government Agam in maintaining the resilience and the existence of traditional markets has formulated a program to revitalize traditional markets listed in Regional Regulation Agam District No. 1 of 2014 on the Management of the Market and the Medium Term Development Plan of Regional Office of Cooperative Micro Small Medium Enterprises (MSME) Industry Trade in 2010 to 2015.Traditional market revitalization program is not implemented in the market Padang Lua because it is constrained by the land ownership status. Current market conditions now necessary renewal and development of the market both in terms of physical and non-physical. The problem in this research is how to revitalize traditional markets Banuhampu District of Agam and the factors that influence the market revitalization.The concept used is the revitalization theory, proposed by Gouillart and Kelly with three approaches that focus approach to the market, the creation of new business, and utilization of information technology. This research uses qualitative assessment of descriptive data. In the data collection researchers use interviewing techniques, observation and documentation by using purposive sampling method as a source of information and triangulation techniques as a source of data validity.The results showed that in the approach to market focus, Department of Cooperatives MSME Industry and Trade as well as the management market is not biased conduct revitalization program market which was highly desired by the community, to create new business department and the board has not made a working visit to improve its performance while the use of information technology board no expose or promote the market for the provision of information and tools still use conventional manner such as a letter or telephone.Keywords: Management, Revitalization, Traditional Market

Later, the school Committee also plays an active role in monitoring the BOS Programme implementation.In this study, the theory concept is the theory advanced by supervision Brantas, explained that the oversight in an activity/program includes process sets the standard (the role). the Act assessment and conduct the stair steps of improvement. If there are deviations in order for the purpose of implementation and according to plan. The research method used is descriptive qualitative method of data collection instruments include observation, interviews. the study of library-related research objectives.The research results show that the Committee role of State junior school 5 Rupat in oversight of Operational Assistance Program School (BOS) in the state Junior high school 5 Rupat of Bengkalis Regency has not run optimally. where the school Committee does not play a role in giving considerations compose RKAS and embody and encourage community participation in program activities of the BOS. The school Committee also did not perform the Act assessment on the implementation of the BOS programme with a plan that has been set. Abstract

The purpose of this research is to know how the satisfaction of employee’s work in Sri Indrayani and how to improve the satisfaction of employee’s work in Sri Indrayani Hotel.This research is used descriptive quantitative methods. There were 30 sample all employee. The data collection techniques in this research used observation, interview, and quesionnaires. The likert scale was used to measure the intervals in quantitative data.This research theory used Harold E. Burt in the book of Pandji Anoraga (2005:82) theory. This theory divides job satisfaction into 3 categories: factor relationship between employees, individual factors, external factors.The analysis result of the employee’s work satisfaction is quite good in Sri Indrayani Hotel Pekanbaru. It is proved that the managemen of Sri Indrayani Hotel Pekanbaru have improved their employee’s work satisfaction maximally. As know in improving the employee’s work of satisfaction in Sri Indrayani Hotel Pekanbaru with challenged work mentally, good appreciation, good condition of work and supportive relationship.Keywords: promotion and promotion mix.

Abstract

Garbage is an important issue in urban environments are constantly faced in line with the growing of population and an increase in construction activity. The garbage problem in Pekanbaru city, particularly in the area of Car Free Day (CFD) Diponegoro street can’t be solved only with the janitor, but need public awareness for the hygiene environmental. Efforts made by the Earth Hour Pekanbaru Community with persuasive the public through the action of “Rampok Sampah”. This study aims to determine the credibility of a communicator, messages and media used by the Earth Hour Community to establish a friendly environment behaviour in society at Pekanbaru city. This study used a qualitative descriptive study. Informants consisted of four people who are the committees of Earth Hour Pekanbaru Community using purposive technique and five people which is a public in the area of CFD using accidental sampling technique. Data was collected by participant observation, deep interview and documentation. To achieve the validity of the data in this research, researchers used the participation of extension and triangulation. The results showed that the Earth Hour Pekanbaru Community has credibility as a communicator that expertness includes KUMBANG (Belajar Kumpul Bareng) discussion and training from Indonesia Earth Hour, family gathering, experience as an MC (Master of Ceremony) and the educational background of the environment and can be trusted and the members of the Earth Hour Pekanbaru Community implement a friendly environmentally behavior. The persuasive message Earth Hour Pekanbaru Community is using verbal messages include clarity, directness and accuracy as well as nonverbal messages using a tool (use the artifact) as costumes of a plastic bag monster and protected animals for example turtles, eagle, elephant, monkey and a panda. The media used by Earth Hour Pekanbaru are, first offline media, using the quotes, posters and merchandise such as T-shirts, by inserting messages friendly environmentally. Second are, used a social networks Facebook, Twitter and Instagram. Third, printed and online media, send press releases to Riau Pos and Tribun Pekanbaru. The last is used a radio in the form of advertising and talk shows on Radio Cendana, Persada, and Green Radio.Keywords : Persuasive Communication, Community, Earth Hour, Friendly Environmentally.

Abstract

Ulos was the result of Batak women weaving. Ulos was used in any traditional ceremony at Batak Batak Toba community in particular. The process of granting ulos (mangulosi) on the Toba Batak society this will be done in accordance with the Natolu Dalihan system has a very important role in any ceremony either in the Marriage ceremony, the ceremony of death, Seven months, entering the new home. Ulos types most often used in any traditional ceremony as in (a) marriage ceremony is as follows: Panssamot, Ulos Holong, Ulos Sadum, (b) Ulos in death rituals: Ulos Tujung Ulos and Dielectric, Ulos Ragihotang, Ulos Sampetua and Ulos Holong (c) Ulos used in ceremony of Entering the new home: Ulos Sampetua Ulos (d) used in the traditional ceremony of seven Monthly is Ulos Mulagabe and Ulos Maratur.Toba Batak society Ulos has a meaning and a very important function, Any custom event Batak Toba surely they would use Ulos. The granting of this phrase conveys a sense of Ulos affection from parents to their children. In the traditional ceremony of marriage and the death of Toba Batak communities in the process of granting this Ulos (mangulosi) are always followed by a musical accompaniment (gondang). Batak Toba Ulos on has a different Meaning in each condition or in a custom what Ulos will be used. Ulos a result Batak Toba woven this has value, so this became one of ulos living extra for craftsmen or weavers Ulos that want to help finance his family as well as adding to the income of the husband. Granting of Ulos in a traditional ceremony of marriage and death of this Ceremony will be accompanied by the music, which is where the music will be adjusted to the condition or State of the traditional ceremony which is being run by Batak Tobasociety.Keywords: Ulos, batak Tobaculture, and society of Toba
