Abstract

This research is a study of diplomacy which discusses about the impact of diplomatic relations after the wiretapping case conducted by the American against the French. Unauthorized wiretapping is an unlawful act which may interfere with a person's privacy. However, in the context of inter-state, tapping is actually a common practice, performed to determine the actualintentions of a country, especially with regard to the national interests. Besides, detailed information about the policy and its implementationneeds to be known in order to anticipate and prevent acts of surprise. Unauthorized wiretapping is a disgraceful act and a violation of ethics diplomacy, especially if applied to friendly countries as carried out by United States toward France.Herefore it is necessary to take bold steps yet precise and measurable actions. Crime or Cybercrime technology that refers to to cyberspace (cyberspace) and the criminal who uses a computer. Under these conditions, the relationship between the country much easier than before, a country may have a problem with other countries. One case that is happening now is a matter of American espionage conducted against the France. Actions taken by the American influence on diplomatic relations between the two countries, which has existed for a long time. Abstract

Fakta yang terjadi saat ini, masih dijumpai kelemahan yang secara umum merupakan pelayanan aparatur pemerintah belum berjalan efektif. Kelemahan tersebut antara lain pelayanan rumit dan tidak sederhana, kurang adanya kepastian persyaratan administratif, kurang adanya keterbukaan prosedur dalam memperoleh pelayanan, pelayanan yang kurang efisien, serta masih kurangnya keadilan dalam pemberian pelayanan, serta adanya beberapa faktor yang dapat mempengaruhi pelayanan itu sendiri antara lain dari masyarakat, kemampuan pegawai, peraturan yang diterapkan, dan fasilitas yang mendukung. Hal tersebut sangat penting, karena pemerintah desa beserta aparatnya adalah sebagai administrator penyelenggara utama aktifitas pemerintahan, pembangunan dan kemasyarakatan maupun sebagai pembina ketentraman dan ketertiban di wilayah kekuasaannya. Karena itu, peranan mereka demikian penting dan banyak menentukan maju mundurnya suatu unit pemerintahan. Oleh sebab itu diperlukan aparat desa yang benar-benar mampu dan dapat bekerjasama dalam pelaksanaan tugas yang menjadi tanggung jawabnya.Jenis penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif yang bermaksud mencari fakta sebanyak-banyaknya yang kemudian diarti suatu kesimpulan.lokasi penelitian ini adalah dikantor desa teluk bano 1,kecamatan bangko pusako,kabupaten rokan hilir. Untuk mendapatkan data dalam penelitian ini,penulis menggunakan wawancara dan dokumentasi. Untuk mengetahui permasalahan yang dibahas,maka penganalisis data.Berdasarkan temuan penelitian bahwa pelayanan publik masih diwarnai pelayanan sulit untuk diakses,prosedur yang berbelit-belit ketika harus mengurus surat-surat pernyataan dari desa.keadaan tersebut menjadikan pelayanan publik didesa teluk bano 1 masih harus ditingkatkan agar dapat memuaskan masyarakat penggunanya.

Abstract

Teluk Meranti village is a tourist destination mainstay in Pelalawan have other destination than the waves of Bono. Culture in Teluk Meranti village like Lukah Gila dance, Bono dance, martial arts, Balimau baths, and also play of Gasing can be a means to increase the tourist visit.The method used in this research is descriptive research method. Descriptive research is a research that aims to uncover the facts, the real conditions and the phenomena. Related to this research is how to manage the business culture of Teluk Meranti Village to increase the tourist visit. Therefore, the author will develop concepts, data collect, and other facts that occured in the research areas. Techniques of data collects used were in depth interview and observation, and the techniques of data analysis is used descriptive qualitative of data analysis techniques by Miles and Huberman, that is data collect, data reductions, data presentation and conclusion.The result of this research indicate that the culture of Teluk Meranti village made in an activity and event that is packaged nicely that will make attract tourist to visit the Teluk Meranti village. Events are held such as performing arts of Balimau baths, performing arts of Tirta Bono, the fishing contest, and sale of handicrafts produced by the local community. To increase the tourist visit hace faced some obstacles such as distances from the provincial capital, roads access are not good, and the other supporting facilities are inadequate.Keywords: Cultural of Tourism Attraction, Tourist, and Increase The Visits

Abstract

This study aims to examine the role of the handsome camat in ensuring environmental health in the district handsome Pekanbaru city in 2015, where the role of the handsome camat is to create a healthy environment sub-district, clean and indah.Dalam analyze and explain the results of this study, the authors use qualitative research and analysis in this study used qualitative data analysis.Results of research on the role camat handsome in ensuring the health of the environment in the district of handsome town pekanbaru 2015 shows that the role camat handsome city of Pekanbaru in ensuring the health of the environment in the district of handsome town pekanbaru 2015 is to mangadakan outreach to the community concerned, an approach to community leaders , held fostering of community institutions and control the field so that the inhibiting factors in the effort to realize the business can be suppressed and the purpose of the implementation of the program in ensuring the health of the environment in the district of handsome can be done well.Keywords: Role, District, Environmental Health

Abstract

Internet Service Center Subdistrict (PLIK) and Mobile Internet Service Center Subdistrict (MPLIK) is a program of the Ministry of Communication and Information of the Republic of Indonesia (Kemkominfo RI), with the aim of supporting the expansion of Internet access services for the wider community and as the acceleration of the increase in affordability of equity of services and utilization for the purpose increase intelligence and social welfare, especially in the districts. Car internet service provider districts is the mandate of the Regulation of the Minister of Communication and Information No.19 / PER / M.KOMINFO / 12/2010. The problem in this research, MPLIK not operate properly according to Standard, lack of coordination and the seriousness of the manager / managing partner in the operation MPLIK and more often to settle because of limited operational funds, distribution MPLIK has not been done according to the target, coordination and dissemination program MPLIK with Local Government relatively minimal, Based on this background, authors are encouraged to do research with the title "Car Program Implementation Evaluation District Internet Service Center (M-PLIK) in the city of Pekanbaru Year 2012-2013" .Teori (approach) that I use as a tool of analysis in this study is a theory of evaluation and implementation. While the methods used in this study is a qualitative method, which seeks to analyze the evaluation and provide an explanation of data obtained from observations and aim to reinforce and strengthen a theory so as to obtain information about the current situation. Data collection techniques in this research is to use interview techniques and documentation.It can be concluded, in this study Effectiveness program MPLIK still clearly visible, Efficiency MPLIK in terms of the Fund obtained was unclear due to the unclear responsibility of the party who has been appointed the managing, resposibility Car Program Service Center District Internet (MPLIK) in Pekanbaru there are some areas that do not need or in mapping the area that is not appropriate, the aspect Accuracy Car Program District Internet Service Center (MPLIK) in the city of Pekanbaru is not in accordance with the Regulation of the Minister of Communication and Information 1 Year 2013 on the Provision of Internet access Services in the Service area universal Telecommunication District of Article 4, paragraph 1, which reads each PLIK must connect with SIMMLIK managed and operated by BP3TI.Keywords:Evaluation,Implementation, Mobile Internet Service Center Subdistrict

Abstract

This research describes the roles of IOV World (International Organization Of Folk Art) in conservation of culture in Indonesia esspecially about art of dance Indonesia in 2012-2015. Indonesia are most big country that have potenciall in culture resources likes tradition, religion, and adat istiadat. One of most culture famous from Indonesia are art of dance. Dance are one part of art that non things so society have to keep this art from globalizations.The research method used was a qualitative with descriptive as a technic of the research. Writer collects data from books, encyclopedia, journal, mass media and websites to analyze the roles of IOV World (International Organization Of Folk Art) in conservation of culture in Indonesia. The theories applied in this research are international organization suchs as regional organization theory from Clive Archer and concept defenition from culture.The conclusion of the research that the roles of IOV World (International Organization Of Folk Art) in conservation of culture in Indonesia are the roles of IOV World (International Organization Of Folk Art) had cooperations wtih Government of Indonesia to create a regulations about conservation of national culture, the roles of IOV World (International Organization Of Folk Art) have participations in event of international art and culture and the roles of IOV World (International Organization Of Folk Art) create a IOV Youth and active in International Conferention about art.Key words: roles, IOV, conservation and culture.

Abstract

The mass media is a place to perform activities of marketing communications. One of them on electronic media, namely television advertising. Product placement became the choice of a new marketing and is considered influential and effective. SOR Theory explain how stimuli can get by organism and get some respons from that. Product placemet is brand placement conducted between scenes on the sidelines of films, television programs and other media, so the audience cannot avoid such as avoiding television commercials. This study uses a quantitative research methods ekplanatif. The data collection is done by distributing questionnaires to 96 respondents Riau University student who had been watching surga yang tak dirindukan film. and citra’s product users. Analysis of data using simple linear regression in SPSS 20 for windows.The results showed that the influence of product placement citra’s product on Surga yang Tak Di Rindukan Films on purchasing decisions, Y = 18.784 + 0.721 X. number constants (a ) of 18.784 and purchase decisions variable coefficient of 0.721 . while t 6.911 is greater than t table 3,394. with a significance level of 0.000 is smaller than a = 0:05. and " Model Summary " shows that the value of R = 0580 and the coefficient of determination ( R_square ) is equal to 0.337. it means that the contribution of the influence of product placement Citra’s product on Surga yang Tak di Rindukan film. the purchasing decision is at 33.7 % with a weak category, the rest is influenced by other factors not examined in this study. Abstract

This research is about a contemporery issue in international relations study which gives description and analyzes about implementations of GITEWS (German-Indonesian Tsunami Early Warning System) project in Padang as efforts to build InaTEWS (Indonesian Tsunami Early Warning System). Padang is area which high in earthquake and tsunami potential. According to the research based on the number of population in coastal area, Padang is the highest in tsunami risk in the world., so Padang needs tsunami early warning system to minimize impacts that will caused by the disaster. This research was developed based on the framework of pluralism perspective that is supported by the theory of international cooperation, as well as the level of analysis using the state as the main actor in international relations. This research used qualitative methods with data collection through observation, interviews, and secondary data collection. GITEWS project in Padang implemented through capacity building with the theme "Capacity Building in Local Communities" and the development of equipment. The project contributes greatly to the development InaTEWS in Padang, one of which is the establishment of the legal basis for the implementation of a tsunami early warning system in Padang.Keywords: Tsunami, Implementations, GITEWS project, Padang, InaTEWS.

Abstract

This study aims to determine the effect of the spirit of work on the performance of employees on permanent employees at PT. Bangkinang .spirit of work as the independent variable ( x ) has been formulated that is seen on the level of absenteeism , job satisfaction , cooperation , and discipline, while the employee's performance as the dependent variable ( y ) . this research was carried out on all permanent employees at PT. Bangkinang many as 44 people .Data obtained from questionnaires and subsequently processed to then be tested using statistical analysis as a simple linear regression analysis, t test, and correlation analysis and determination using spss.The results showed that the results of hypothesis testing t greater than t table is 11.205 >1.998 .this shows that the morale effect on employee performance . the amount effect of the spirit of work on the performance of employeeson permanent employees at PT.Bangkinang is 73.8 % .Keywords: Spirit Of Work, Employee Performance

Abstract

The system to distribute rain called drainage. This system plays an important function to createa healthy environment and reduces the overbalance of water. The capacity of drainage is smaller than seedlings flood and it makes confusion of water from the canal because the drainage was stepped up and unequal structuring construction of drainage. Based on Ministry of Public Works of Indonesian Republic No.12/2014 about the implementation of drainage of urban system. The purpose of this study is to identify the drainage structuring management in Pekanbaru, Riau. The writer uses the theory from Prajudi Atmosudirdjo on M. Manulang which explains about drainage structuring management, it is includes planning, organizing, directing and controlling. This study used descriptive qualitative method. In collecting the data, the writer was used interview, observation, and documentation. The finding of this study shows that the urban management of drainage arrangement in Pekanbaru city has gone well, it can be seen from the planning, directing, and controlling system. Due to some factors which influence sustainability of governments’’ work in handling the drainage problem, it makes the result of the governments’effort was not going well and still going flood when it rain.Keyword : Urban Management, StructuringDrainage, in the public works department of housing, settlements and copyrights of pekanbaru city.
