Abstract

This research is to study analyzes the society perceptions about the meanings of agate. This phenomenon is a social phenomenon that occurs in people who have or collect agates and the way they wear an agate. The theory used is the theory of social behavior and a symbolic interactionalism. Data analysis was conducted to address the existing problems in this research is qualitative descriptive approach further analyzed based on the theories in the study and the techniques of data collection in this research is snowball sampling where the number of informants is 7 people consisting of a leader of the neighborhood (RT), a leadear of the Karang Taruna, one student and four membes of the society. Research result showed the meaning of agate stone has a good meaning to society. Society using an agate as an accessory, but some society use that because of the magical power which are contained in agate stone. Because of that conviction, someone will get a bad image in community.Keywords: The meaning of Agate, social behavior, symbolic interactionalism

Abstract

Strengthening Capabilities Regional Disaster Management Agency of Riau Province (BPBD) in tackling the haze problem in 2015. The author identifies himself as the 2015 disaster Riau province experienced tremendous smog. In addition the haze itself from 1997 is always present in the province of Riau. BPBDs itself is a government agency engaged in the disaster area have an important role in disaster management, the reality is not able to cope with this disaster. The problem of this research is How the capabilities of regional disaster management agencies Riau Province in tackling the haze in 2015 ?, and what obstacles or barriers capability of disaster management agencies in the response area of Riau Province haze in 2015 ?. INIA research purposes dalah know the capabilities of local disaster management agency Riau Province in tackling the haze in 2015 and knowing the obstacles or barriers capability of disaster management agencies in the response area of Riau Province in 2015 smog.The research method in this thesis is qualitative research. In collecting the data, researchers use interviewing techniques, observation, and documentation. By using key informants as a source of information and use some of the questions the source of information by looking at the phenomena contained in the data legally.Based on these results it can be concluded that the regional disaster management capability Agency (BPBD) of Riau Province in tackling the haze in 2015 of the four criteria of capability administrations of three criteria is not going well. While a good run capability. While the four obstacles or barriers capabilities BPBDs Riau Province in tackling the haze in 2015 can be said to fully experience all obstacles.Keywords: Strengthening Capabilities, Countermeasures, Haze

Abstract

The title of this research is Implementation Guidance Bureaucracy Local In District Cerenti Regency Kuantan Singingi Based on the discovery of the phenomenon that occurred in the field that there are still employees who work not in accordance with the rules that exist as employees who are not honest and careful, Officer Head Cerenti not put the interests state or governance in order to run properly. They are more concerned with their own interests, not excited employees in the District Cerenti work so theres always a delay to the maintenance done by society, and lack of supervision Head coaching in regulating discipline employees, because the home office working hours also still many employees who violate the rules.The problem of this research is How Implementation Guidance Local Bureaucracy in District Kuantan District Cerenti Singingi 2014.The type used in this research is descriptive qualitative survey techniques. The location of this research is done in Kuantan District District Office Cerenti Singingi. Informants are Singingi Kuantan District Secretary, Head of BKD, Head Cerenti, Secretary Cerenti the District, the District Officer Cerenti.The results of the study Implementation Guidance Bureaucracy Locally in Sub Cerenti Regency Kuantan Singingi has not done well and perfect for the run, there are several processes that coaching is done running properly is Giving guidance, Directing, provide education and training, provide instructions, and Giving guide there are some indicators that are not carried out by the district head to direct the local bureaucracy is based on research results of the indicators mentioned in the provision of guidance, mentoring and itruksi-instructions. Abstract

Batam is one of the cities in Riau Islands province located geographically very close to some of the neighboring countries as a business and services center in the Asia Pacific region provides a huge advantage to attract foreign tourists. This is evidenced by the growing number of foreign tourists coming to Batam every year and with the appointment of Batam as one of the 10 City of by the government as a city of MICE tourism in Indonesia has a big impact (multiplier effect) against those who benefited from the event MICE. MICE tourism is an activity that leads the travel business meetings, negotiations both at national and international scale. This thesis discusses the strategy undertaken by the Department of Tourism and Culture in Batam in developing MICE tourism as a leading tourist impact on increasing revenues and the number of tourists visiting Batam.Based on the results of research conducted there are several factors inhibiting the development of Batam as a destination for MICE tourism is one of them the lack of awareness (consciousness) community of the importance of MICE tourism, the lack of database MICE display needs as well as the level of tourists MICE came to Batam and the lack of quality human resources in MICE certified field service.Keyword: Batam, Strategy Department of Tourism and Culture in Batam, MICE, Multipplier Effect

Abstract

Billboard is a means of information media used to deliver a message to another party. Billboards are used in order to promote a product to consumers. Both delivered orally visual, or a combination of both. By having a goal is that everyone knows that billaboard product. Placement of the billboard outside the room had a considerable influence on urban life for advertisement media often have orientation on the location of the main streets of urban which has the advantage of strategic location, easily accessible, and readiness so that the information can be delivered effectively.Advertisement itself visually to have a major contribution to the impression of an environment. Besides the contribution given to the government is an admission of retribution advertisement revenue (PAD). So that in practice more often concerned with retribution than the beauty of the city, security and environmental safety.The concept of the theory used is the theory of supervision by Manullang (2008: 185). The indicators in this research resources, supervision, facilities and infrastructure. Key informants of this study is Head of Department Spatial Planning and Building Pekanbaru, Head of Civil Service Police Unit of Pekanbaru. To complement the informant is a staff department of Spatial Planning and Building Pekanbaru, staff Administrative Civil Service Police Unit Pekanbaru and billboard owners. This research is a qualitative descriptive study using data collection techniques with a bunch of observation and interviews obtained from the research informants.Based on the research that has been done, based on the data analysis process it has been known that the demolition of billboards in the city of Pekanbaru run poorly or less than optimal. Poor or sub-optimal. Less good or less optimal control of billboards in the city of Pekanbaru because it is influenced by many things, whether it be a barrier effect of the enforcement rules themselves, from the owner of the billboard and the community. A factor that is affecting is the communication and coordination between the parties the service itself.Keywords : Monitoring, Control, Billboards

Abstract

This research was conducted with the aim to determine the factors that hinder the growth and development of village-owned enterprises in Causeway Village tebih Ujung Batu District of Rokan Hulu years 2014-2015 were reviewed based on growth indicators Owned tebih Desa Mandiri years 2014-2015. The main problem in this study is not the development of village-owned enterprises tebih Mandiri while village-owned enterprises tebih Mandiri has the potential of natural resources that can be developed to increase revenue and economic growth Village. The theory used in this research is the theory of village-owned enterprises, and the factors that hinder the growth and development of village-owned enterprises. This research uses descriptive analysis method using a qualitative approach. This study using purposive sampling and snowball sampling that interview with the informant as the object information that aims to achieve the goal. Data collection techniques used in this study was observational, a note of Field, documentation and interviews with informants research. Village-owned enterprises, hereinafter referred to BUMDes is an institution or agency The village economy is formed and owned by the village government, professionally managed with capital wholly or largely a village separated wealth. Village-owned enterprises tebih Mandiri is one of the village -owned enterprises which are in Sub Ujung Batu Rokan Hulu standing on date 10 November 2013. Owned Desa Mandiri tebih until now only engaged in the financial business, namely savings and loans, while the village-owned enterprises tebih Mandiri has sufficient resource potential support for development. As for the factors that hinder the growth and development of village-owned enterprises tebih Mandiri include (a) Lack of knowledge of administrators in understanding the meaning of leadership, managerial and governance of village-owned enterprises with the lack of experience of a director in entrepreneurship weeks to manage a business organization, (b) not relations research agreement with any party because the village-owned enterprises is only running one business unit, (c) Owned Rural tebih Self is not born out of the spirit of emancipation local, (d) the absence of tradition berdesa strong due to a lack of solidarity, cooperation and mutual cooperation between the villagers and (e) does not get full support from the Village supra. Performance management of Samsat Pekanbaru City represent one of the process used to determine what have to reach and approach to manage and develop organization away of able to improve possibility that target will be able to reach certain within. But in reality of Samsat Pekanbaru City not yet earned perfectly in its execution to serve society, between expectation and fact conducted by discrimination is Samsat Pekanbaru City in giving of service.There are assumed procedure needn't specified by Samsat Pekanbaru City. Quality of officer of assumed Samsat Pekanbaru City still less in giving information to society concerning procedure they which must follow so that society motor vehicle can be processed by its administration. Accuracy of time at process penyelasaian of motor vehicle administration by Samsat Pekanbaru City which disagree with standard which have been specified.Theory concept the used is management theory according to Wibowo. This Indicators Research like input ( input), process, output ( output), and impact or benefit ( outcome). And added by factors influencing performance management that is found by factor writer of field that is certainty and clarity, generalization and justice, accuracy of officer quality and time.Factors influencing performance management that is found by factor writer of field that is certainty and clarity, generalization and justice, accuracy of officer quality and time. Jasa Raharja and also society accepting service in Samsat Pekanbaru Town. Intake by using Snowball tecnicaly. This Research represent research of deskriftif qualitative.Result of research, can be concluded that performance management given by Samsat Pekanbaru City in fact have walked better, but becoming constraint this time is to prepare of is source of management at phase process where in co-ordinating, cooperate and also communicate ought to Samsat Pekanbaru City use sixthly is source of the management to be able to yield performance which with quality to reach mission and vision of Samsat Pekanbaru City, and also to ensure that output than useful Samsat itself and affect at life of society. Abstract

The purpose of this research is to know what are factors that influence employees perfomance at PT.Indoraya Mulia Tour and Travel in Pekanbaru City Riau Province and what is the most dominant factor that influence employees perfomance at PT.Indoraya Mulia Tour and Travel in Pekanbaru City Riau Province.This research used descriptive quantitative method to analyze the problem. The samples in this research are consist of 10 respondents. While data collection techniques in this study using observation, questioner, and interviews. By using a Likert scale as a measure to determine the length of the short interval.Based in the result of the research, there are three factors that influence employees perfomance at PT.Indoraya Mulia Tour and Travel in Pekanbaru City Riau Province is internal factors employee, internal factors organization and external factors organization. Factor that most dominant was internal factor employee from the indicator physical dan physchological, factor that most dominant was internal factors organization from the indicator working climate and Factor that most dominan was external factors organization from the indicator culture and religion communities.Keywords : human resource, perfomance, factors that influence the employees perfomance.

Abstract

Soil has a role that is essential for human life, the need for land from day to day continues to increase and thus susceptible to a problems on land.Based on the above ideas, the writing task ahir is about land conflicts that occur between TP. Sekar Bumi Alam Lestari with the community in the City of Garo villages, in order to understand the forms of conflict, the causes of conflict and how the governments role in resolving the conflict.Expected by this research can determine (1) how where other forms of conflict between communities with the Company, (2) what causes the occurrence of a conflict and (3) how where the governments role in resolving the conflict in the village of Garo City.Conflicts in Rural Urban Garo include forms of conflict that resulted in violent conflict directly or indirectly violence and conflict vertical and horizontal conflict , whether the conflict between Garo City Village community with company PT . Sekar Bumi Alam Lestari or conflicts among fellow villagers in Kota Garo . Conflicts in Rural Urban Garo appear because a wide variety of factors that led to conflicts such as: needs, perceptions , power. Abstract

Implementation of New Public Service in postal money order services at PT. Pos Bagan Bagan Batu subdistrict Sinembah Rokan Hilir Regency Year 2014-2015 is a new service that is implemented in Indonesia with the interests of citizens because it considers that the failure of New Public Management, the government preoccupied with the affairs of increased economic growth, increased productivity, treats its citizens as customers, the fulfillment of the public interest is released into the arena of market mechanisms. Therefore, the New Public Service restore essential government functions that prioritize the interests of its citizens. Formulation of the problem in this research is how the application of new public service at PT. Pos Bagan Batu Year 2014-2015 and how the quality of the implementation of new public service at PT. Pos Bagan Batu Year 2014-2015.The research was conducted at PT. Pos Bagan Bagan Batu subdistrict Sinembah Rokan Hilir, purpose of this study was to determine how the application of new public service at PT. Pos Bagan Batu 2014 and 2015 and the quality of implementation of new public service at PT. Pos Bagan Batu, type of research in this thesis is qualitative descriptive that is by collecting data and facts as well as information obtained from the field and then processed and analyzed further by existing theories.The results of field research on the informant and the data collected, the outline can be concluded that the application of the new public service in postal money order services at PT. Pos Bagan Bagan Batu subdistrict Sinembah Rokan Hilir not accomplished in accordance with the existing theory.
