Abstract

Changes and an increase in military spending ASEAN countries is the fact dynamics armament southeast asia today. nevertheless, on the other hand countries in southeast asia seek to "create" peace through regional collaborations to always maintain regional peace. the article is meant to know further indoneisa’s background in increasing its military expenditure through describing its armed forces’ defense policy especially in its military expenditure and by seeing how far the impact of indonesia’s military expenditure increase for phenomenon of security dilemma in ASEAN especially in two countries, malaysia and singapore This research is using realism perspective, in this perspective of realism emphasizes the existence of structures in viewing the phenomenon of international relations. For structural realism (offensive and defensive) each country is seen to have the same behavior, policies and interests. Backed by the Nation State level analysis and Theory of Regional Security Complex, The concept leads to qualitative methods and library research for references. Indonesia's military expenditure increasing effect in the Security Dilemma in the ASEAN which caused a balance of power between three countries: Indonesia, Malaysia and Singapore, as one point said by Hass the balance meaning Equilibrium means what it seems to imply to the uninitiated layman: an exact equilibrium of power between two or more contending parties.Keyword: Security Dilemma, Military Expenditure, ASEAN, Balance Of Power

Abstract

Tourism potential is all that is owned by a tourist attraction that is useful for developing the tourism industry in certain areas. Attraction can attract tourists to visit must meet the requirements of development that is (1) What to see, (2) What to do, (3) What to buy, (4) What to arrived, (5) What to stay. This research aims to (1) to know the potential of tourist attraction Rantau Bais Rokan Hilir regency of Riau Province, and (2) To know the response of stakeholders about the potential of tourist attraction Rantau Bais Rokan Hilir regency of Riau Province. This research uses qualitative method with descriptive approach, research subject is rantau bais village head, Pokdarwis chairman, community and public figure and tourism office of youth and sport. Data collection is done by observation, interview and documentation. Data analysis used in this research is data reduction data, data presentation, and conclusion. The results of this study indicate that Rantau Bais tourism village has the potential of natural tourism attraction, the potential of cultural tourism attraction and the potential of special interest tourism attraction. The potential of natural attraction of flora and fauna, tilan island and river rokan. The potential of cultural tourism attractions are customs such as customs of marriage and sunnah rasul, home of typical Malay carving, oldest mosque, long grave and suluk. Potential attractions are special interest attractions, adventure around the island and fishing. The conclusion of this research is to maximize the potential of tourist attraction in Rantau Bais village, by adding tourist attraction to attract tourists coming to the village, as well as repairing and equipping infrastructure facilities by cooperating with the government. Abstract

Indragiri downstream district has some tourist attraction that is well known to the public, especially the people of Riau, one of which is the beach solop. This beach has its own uniqueness that is a swampy / white sandy mud area formed from shells and sea plants brought by the waves to the shore and beautiful mangrove forest surround the solop beach. The government has made various efforts to improve tourism facilities and promotions in order to attract visitors who come to the beach solop. This shows the government's seriousness to develop solop beach tourism. The purpose of this research is to know the communicator strategy, strategy to determine the audience, message strategy and media strategy that used by the Department of Tourism, Youth and Sports and Culture of Indragiri Hilir regency.This research uses qualitative methods, data collection techniques used in this study are interviews, observation and documentation. The subject of informan chosen by purposive sampling technique, which become informan in this research amounted to 8 people that is, 4 people from the Department of Tourism, youth and sports and culture of downstream Indragiri district and 2 people and 2 community members. Data analysis techniques by reducing data, collecting data, presenting data, drawing conclusions and evaluations using the technique of validity checking data that is extend participation and triangulation.The results of this research are; that the strategy communicator conducted by the Department of Tourism, Youth and Sports and Culture district Indragiri Hilir has four stages, namely planning, Proposal / endorsement, technical preparation, and implementation of the program and select communicators who have credibility and knowledge, communicant strategy is to determine the primary audience and secondary audiences. The message strategy is by emphasizing the message core and organizing the message. The media strategy is to use print, electronic and internet media.Keyword: Communication Strategy, Solop Beach

Abstract

This Research explains about the Motivation Of Indonesia Cooperate With Hongkong in Export of Groupers Fish 2012-2014 which focused In Batam City. Grouper fish has become a trademark (brand) and an icon for the area around the islands of Batam. The Advantages of grouper fish is a very high price and its market share is almost unlimited. Grouper market expanding with increasing interest in the East Asian population to consume these fish. The high demand for exports of grouper fish can increase the income of fishermen and reduce the poverty. Hongkong is the one of world's largest exporter of grouper fish.The method that is used in this research is qualitative research. The datas has taken from field research which is based in Batam, books, journals, article,websites and other sources that are involved with the research. This research uses liberalism perspective and nation state analysis level.From this analysis it is concluded that Indonesian motivation to cooperate with hongkong in the export of groupers fish because Indonesia and Hongkong have a good cooperation in the fishery sector and the demand of groupers in Hongkong has been increased and the quality of grouper in Indonesia is good especially in Batam.Keywords : Indonesia, Hongkong, Groupers fish, cooperation, export, markets

Abstract

There are Stories in the film that illustrates how A leader of North Korea who is an authoritarian, cruel dictator who oppresses his people to achieve his will. The phenomenon that occurred in this study shows about the assassination attempt against the North Korean president utilizing a TalkShow show to dismantle the ugliness of the North Korean government. This study aims to determine the meaning of dictators based on semiotics analysis Roland Barthes and dictator representation in the movie "The Interview".This research use method qualitative, with approach of analysis of semiotica Roland Barthes, focussed subjek to president of North Korean as a dictator seen through Denotation facet ( signifier) explain relation of penanda and of petanda at reality, yielding meaning of eksplisit. Konotasi ( signified) explain relation of penanda and of petanda at non reality, yielding meaning of implisit Myth and ( myth) explain trust and habit going into effect in society. Sequence divided to become 3 part ranging the start of the first sequence or the introduction round, or round confrontation sequence 2, sequence 3 or resolution.Data collecting by determining korpus which there are in the film as according to kategorisasi which have been determined.Result of from this research indicate that representasion of dictator in The Interview movie . First, the dictator denotation in The Interview movie is a dictator who has a rude leadership style and has a cruel nature in addressing the problem. Second, the dictator's connotation in The Interview movie serves as a dictator who has the opposite nature of dictators in general. Third, the myths depicted in the figure of a dictator in Tthe Interview movie is a figure who likes to collect glamorous objects despite the country he leads the economic and food crisis. Abstract

This study aimed to analyze the transformational leadership style and commitment organiasasi and its influence on employee performance of the office at PT. Agung Automall Harapan Raya, Pekanbaru. Transformational leadership style as a variable (X1), organizational commitment as a variable (X2), and employee performance as a variable (Y). The method in this research is descriptive and quantitative using SPSS 16, wherein the samples used are employees of the office is 37 done by census and data collection through questionnaires. The results of the analysis using the validity, reliability, determination test, simple linear regression, multiple linear regression test, t test and F. It can be concluded that the transformational leadership style have a significant effect on employee performance of the PT. Agung Automall Harapan Raya, organizational commitment significantly influence employee performance of the PT. Agung Automall Harapan Raya, and transformational leadership style and, organizational commitment significant effect on employee performance of the PT. Abstract

The winning of the woman village head is a form of woman existence in political world. Misna Walia Setri is considered as the manifestation of woman’s involvement in politic. During the direct village head election in Kuantan Singingi Regency in 2015, among the 137 candidate running for the position, Misna was the one and only woman candidate. She successfully managed 43% of the voters in her region supported for her. This favorable situation let her defeated other candidate and she was elected as the woman head village. This research attempts to analyze the winning of Misna as the head village of Pulau Tongah Siberakun Kecamatan Benai. This research uses descriptive-qualitative method. Data are collected through interview and documentation. The found-out of this research indicates that people perception toward the women-led figure is getting more open and positive. Then, writer also found out another factor that contributed to Misna’s winning such as internal factors that are the social and economic capital as well as external factor that are voter behavior, political capital, gender equality issues, and money politic.Keywords: Village Chief Election, Voting Behavior, Behavior Choosing

Abstract

Samsul Bahri and Masny Ernawati are Members of DPRD Kota Pekanbaru from Dapil II (Kecamatan Rumbai and Kecamatan Rumbai Pesisir), who performed the recess period in 2015. Both Members of DPRD who were elected for the 2014-2019 period were very enthusiastic to accommodate people‟s aspirations that were going to be recommended for policy-making process in Kota Pekanbaru especially Kecamatan Rumbai and Kecamatan Rumbai Pesisir. Because, in the context of political sociology, politics is the process of shaping and division of power in people that, among others, presents as a process of decision-making, especially those concerning development of many aspects, such as infrastructure development, and education. The aim of this research is to analyse which desired people‟s aspirations were realised in the recess period at Dapil II Kota Pekanbaru and to analyse the implementations of aspirations gathered in said recess period. Theories (approaches) used as the instrument of analysis in this research is the theorem of political sociology, social interactions, and leadership, while the research method used is the method of qualitative research. Research results showed that the delivered aspirations were many and varied. Samsul Bahri, there were 64 proposals delivered in the recess period of 2015, 29 (45%) of those were proposals concerning infrastructure development, while Masny Ernawati, there were 73 proposals in the recess period and 37 of them are about infrastructure development, interestingly, from Masny Ernawaty‟s recess period, there were many proposals in the first recess that showed up in later recess. Concerning implementations of aspirations gathered in the recess period, Samsul Bahri as a Member of DPRD Kota Pekanbaru had implemented 13 aspirations of all proposals gathered in recess period, aside of supplying studying desks for SDN 93 Pekanbaru, Samsul Bahri had gone through the development of infrastructures ranging from development of 2 MDA learning rooms, provisioning of 2 hectares marketplace, 17 nodes of street lightings, to asphalting 2 roads totalling 1.550 metres in length, including drainage and culverts. Being only one year in office, Samsul Bahri was good enough in voicing people‟s aspirations. Masny Ernawati as a Member of DPRD Kota Pekanbaru had performed 9 activities from interactions with people in the recess, from those 9 varied activities, Masny Ernawati had gone through the development of 1.500 metres of concrete road in Teluk Leok, development of gutters totalling 150 metres in each side of Jalan Harapan, aside of 1 drilled water well and supplying 150 pairs of studying desks and chairs for SMKN 7 PekanbaruKeywords: Recess, Aspirations, Samsul Bahri, Masny Ernawati

Abstract

The development of the broadcasting world in Indonesia, especially television, has become the attention of many circles. Many opinions of people who say that the world of television in Indonesia has forgotten the moral side, culture, and ethics of this nation. If in the rules of the Indonesian Broadcasting Commission it violates the Broadcast Program Standards (SPS). Indonesian Broadcasting Commission (KPI) is an independent state institution established through Law no. 32 of 2002 On broadcasting with the aim of organizing all matters concerning broadcasting in Indonesia. This Independent Institution consists of central KPI and KPID in areas whose duties are coordinative, national policy is determined by KPI and while the extension at the provincial level becomes the coverage of KPID.This research is descriptive by using qualitative approach that is research which exposes and explains problem to object which will be meticulously, research method is case study method because focus of research lies in phenomenon in real life. This study uses the theory of supervision, qualitative research methods descriptive this be an option in this study because the author wants to examine more deeply how KPID supervision of cable TV broadcasting in Pekanbaru by looking at the phenomenon or reality that occurred in the field. Based on the results of analysis of this study shows that in the supervision of broadcasting cable TV broadcasting is done directly by KPI and KPID as an institution that stands independently and has prerogative rights to revoke the broadcasting license if found irregularities, and the role of society is also emphasized because the community is asked as an extension of supervision and Not only serve as consumers only, the purpose of this is in order to get penyirenggaranya good and healthy penyiran in society.Keywords :Controling, Cable Television Broadcasting

Abstract

Innovation is the great Challenge for every organization including organization of public relation service. This research is doing for having and seeing the information about innovation of construction. In the Harapan Makmur Selatan village Bagan Sinembah Raya subdistric Rokan Hilir Regency. Showing for the past growth of infrastructure construction of the village that the government doing of the Harapan Makmur Selatan village and also the writer want to knowing the innovation from the government of the village construction in Harapan Makmur Selatan Village.The concept of theory that used in this research is the innovation theory by Simonton (1994:92-94) that showed as a process, so the innovation divided by five steps, there are agenda setting, matching, redefiniting, structuring, and interconnecting. This research used cualitativ methods with investigation using data collecting observation methods, interviewa, documentation and library study that analyzed used by triangulation technic.The result of research shoes that innovation of construction in the Harapan Makmur Selatan Village Rokan Hilir regency on the process steps innovation that doing in the village are done with the best potencies in the village, example in theeducation sector is the construction of kindergarten building, in the healthy service and also in the economics village example fledgling gurame fish using traps pond in the yard beside the house and also the garden planting the commodity of fruits and vegetables that the result can be used bt the citizens and give positive influence for the village, that all not running for the village example human resources, facilities and infrastructure, fund, coordination, and new innovation in the enforcement of the village construction.Keyword : Construction, Innovation
