Abstract

This research aims to explain Indonesia's efforts in obtaining UN Security Council seats, describes the UN and the UN Security Council and discuss the interests of Indonesia became a non-permanent members of the United Nations Security Council. The author uses the theory of diplomacy in the frame of the liberal perspective and analysis of the level of the nation State. The method used is descriptive qualitative methods developed by way of research libraries. The discussion started with explaining the historically about the United Nations and UN Security Council which is one of the six main bodies of the United Nations. The UN Security Council has the task of maintaining international peace and security. Then proceed with the interests of Indonesia to become one of non-permanent members of the United Nations Security Council. After it analyzes the efforts Indonesia became a member of non-permanent members of the United Nations Security Council period 2019-2020. The results of this research concluded that the success of Indonesia became a member of the UN Security Council is efforts through a multitrack diplomacy strategy. With the jargon of The True Partner for World Peace Indonesia that compete with Maldives could won a member seat at the UN Security Council. This is not just a triumph of soft power, but it also provides an invaluable opportunity for Indonesia to achieve the national interests, world peace and security as well as enhancing his reputation.            Keywords: Indonesia, The UN Security Council, The National Interest

Abstract

This study aims to determine the Effect of Promotion and Service Quality on Customer Satisfaction (Study on Alpha Hotel Room Services Pekanbaru). Where two independent variables and one dependent variable are proposed, namely Promotion and Service Quality as independent variables and Consumer Satisfaction acts as the dependent variable. The population in this study were Alpha Hotel Pekanbaru Visitors with a sampling of 100 people calculated using the Slovin formula and the technique used Accidental sampling. The results of the analysis use validity test, determination test, simple linear regression test, multiple linear regression test, t test, and f test so that it can be seen that Promotion has a significant effect on Consumer Satisfaction in Pekanbaru Hotel Room Service, Service Quality has a significant effect on Consumer Satisfaction Alpha Hotel Pekanbaru Room Services, and Promotion and Service Quality have a significant effect on Consumer Satisfaction at the Alpha Hotel Pekanbaru Room Service. Keywords: Promotion, Service Quality, Consumer Satisfaction

Abstract

This study aims to determine the effect of job satisfaction and organizational climate on work oganizational citizenship behavior (ocb) nurses at RSIA Eria Bunda Pekanbaru. It was proposed two indenpendent variables and one dependent variable, namely job satisfaction and organizatinal climate as indenpendent variables and oganizational citizenship behavior (ocb) as a dependen variable.This research methods are descriptive and quantitative by using SPSS 21, where the sample used is nurses at RSIA Eria Bunda Pekanbaru with 71 respondents. To take the sample, the writer used cencus method. Technique of collecting data was through questionnarie and interview.  The result ofanalysis using the validity test, reability test, determination test, simple linear regression test, multiple linear regression test, t test, and f test. As the result, it can be seen that both the job satisfaction have significant on oganizational citizenship behavior (ocb), that organizational climate have significan effec on oganizational citizenship behavior (ocb). Abstract

The purpose of this study was to determine the political marketing process of the Indonesian Solidarity Party in the segmentation of youth in Pekanbaru in determining party orientation. And to find out the political marketing process of the Indonesian Solidarity Party in the face of the 2019 legislative elections in Pekanbaru City in the process of finding and developing supporters. The political marketing theory approach used was owned by Lees-Marshment to see the process of determining party orientation and that of Adman Nursal to see the party develop supporters and voters on the segmentation of youth in Pekanbaru.                This study uses a descriptive qualitative research method with a purposive technique. From data analysis, it can be concluded below in the political marketing process ahead of the 2019 election, the Indonesian Solidarity Party is a sales-oriented party (SOP), this is based on the foundation of the party and programs that are not formed through a market research process but after political products are formed mapping has only been carried out and acts of persuasion to prospective voters are deemed appropriate. The Indonesian Solidarity Party does not have specifications in mapping and voter targets because millennial is not homogeneous so it cannot be classified as only one group, in the process of delivering products PSI has not been able to balance 3 approaches simultaneously, namely directly, through the media, and influential figures or groups , because PSI is still focusing on the use of FGDs and social media but has not yet taken the process directly to the grassroots and there are not many influential figures possessed by the PSI so that the PSI does not have closeness to groups that are able to support the PSI vote in the upcoming elections. The marketing process carried out by PSI ahead of the 2019 election is still relatively low, so that the existence of the PSI in the upcoming 2019 election is only for existence but cannot get a significant enough vote even though they are sure of that. Abstract

Tribal society belongs to a remote indigenous komonitas in Riau Province. One of them is located in the hamlet of Prosperous villages of Bloated New Sub Regency of Bengkalis Bantan. Quality of people's lives is still very low. This is evidenced by the number of low income communities as well as the level of education also is still low. The level of education of the natives is still very low, and much of the original tribe of children dropping out of school in the school age kejenjang legitimate continuing education as well as higher. This is because of the low level of family economics and lack of facilities and infrastructure that supports the development of the educational aspect in this village. The prosperous village has road access and do not have public transportation as a means of penujang. The meaning of education for tribal people of "important" is marked with the school to school. School education for Tribal communities is important. But still limited with facilities and supporting infrastructure repair so that there are still many children from the natives in the village Prosperous village of Bloated new did not attend school either dropped out of school or not continuing education to a higher level. In the percentage of children continuing education of thirty-nine percent of the children who entered grade school, only eighteen percent of children who continue their education to secondary and only six percent of the children continuing education kejenjang legitimate high school, The remaining thirty-seven per cent of children dropping out of school. Askses a distance far enough for the school to Junior High School and high school for tribal children in the hamlet of prosperous for continuing education to a higher level. Abstract

Competence in the education office of the city of Pekanbaru from the phenomenon is that there are still many employees who lack educational back ground with placements that are not in accordance with their fields. The purpose of this study was to determine the factors that influence the competence of employees in the education office of the city of Pekanbaru and the competence of employees in the education office of the city of Pekanbaru. The method used in this study is a qualitative method that uses descriptive data analysis, namely analysis that seeks to provide a detailed description based on the facts founds in the field regarding the formulation of the problem, in supporting work results based on the results of interviews which conclusions will be drawn. The results of the study indicate that the competence of employees in the education office of the city of pekanbaru is generally quite good. When viewed based on the dimension of knowledge of indicators that have not been fully implemented, namely knowledge possessed by employees who handle their work in the education office of the city of Pekanbaru. The dimensions of this attitude there are indicators that have not run according to expectations, namely the education office staff in the city of Pekanbaru in response to each complaint.            Keywords: competence,Education,Attitude,Knowledge

Abstract

Law Number 23 Year 2014 concerning Regional Government has substance in innovating for Regional Government as the basis for developing effective, efficient and participatory public services. In accordance with the Minister of Research and Technology and Minister of Home Affairs Regulation Number 03 of 2012 and Number 36 of 2012 concerning Strengthening the Regional Innovation System, BPPD has a central role in driving the strengthening of the innovation system in the region. Balitbang Riau Province has the task of helping the Governor carry out the functions of supporting government affairs which are the regional authority in strengthening the regional innovation system. The formulation of the problem in this study is (1) how is the implementation of the regional innovation system strengthening program (PSIDa) by the Riau Province Research and Development Agency in 2017? (2) what are the inhibiting factors in implementing the regional innovation system strengthening program (PSIDa) by the Riau Province Research and Development Agency in 2017?. This study aims to (1) describe the implementation of the regional innovation system strengthening program (PSIDa) by the Riau Province Research and Development Agency in 2017, (2) describe the inhibiting factors in implementing the regional innovation system strengthening program (PSIDa) by the Research and Development Agency Province of Riau in 2017. This research is a descriptive study with a qualitative approach. The location of this research was conducted at the Riau Province Research and Development Agency. Data collection techniques carried out were through interviews and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and conclusions. The results of the study concluded that the implementation of the regional innovation system strengthening program (PSIDa) by the Riau Province Research and Development Agency in 2017 was viewed through aspects of communication, resources, disposition, and bureaucratic structures that were not fully optimal. The implementation of the Regional Innovation System Strengthening Program by Riau Province Balitbang still needs to improve the quality and quantity of functional researchers and engineering officials, increase the portion of the budget in stages, increase operational support capacity, and improve coordination, socialization and understanding of regional innovation system strengthening program policies.Keywords: Strengthening Regional Innovation Systems, Implementation of Policies, and Regional Innovations

Abstract

The sago potentials in Meranti Islands Regency has not been used as a local food resource for the community had been so low compared to rice food. This study aimed to determine the synergy of Regional Governments in Implementing Sustainable Sago Development Program in Meranti Island Districts in 2015-2017. This study used a qualitative research. Data collection technique were interviews and documentation. Data analysis was limited to data processing techniques or facts obtained by developing categories that were relevant to the purpose of research and interpretation by referringto appropriate theories. The results of this study indicated that in the implementation of the sago bro program through the food security service and related agencies in its implementation it had not been in accordance with the stated objectives. This was because the government had not optimized socialization of the program regarding the program so that people consumed local food,  namely sago, so that many people did not know about this program. Other than that it was caused by the resources that were implemented and the habits of the people who were not used to consuming sago as staple food for daily living in Kepulauan Meranti Regency. So related to the implementation of the program through diversification of sago consumption and empowerment of IKM, it can be concluded that the local government is not serious in implementing this sago development program because it has not produced a policy so that synergy between government agencies in the Meranti archipelago district has not been established optimally. Keywords : Synergy of Regional Government, Development of Sago

Abstract

This research will explain about the increasing of Crude Palm Oil (CPO) export from Indonesia to Russia. Russia’s climate made it impossible for plants to grow. This leads to problem meeting the foods needed by the country. Therefore, Russia needs to import products from another country. This research was built by using Heckscher—Ohlin theory from mercantilism point of view. Formulation of all arguments, data, facts, and theoretical framework in this research is based on qualitative explanation and data collected method. Level of analyzed used for research is nation-state, explaining the cause of increasing export value of crude palm oil from Indonesia to Russia. This research proves that the main factor for the increase of Indonesia’s Crude Palm Oil export to Russia is because Indonesia has a good bilateral relation with Russia.Keywords: Crude Palm Oil, bilateral relation, trade, Black Campaign, Direct Trade

Abstract

This research is aimed to explain the role of the International Olympic Committee (IOC) in handling the use of doping by Russian athletes in Rio de Janeiro 2016 Olympics. The research data is obtained from books, journals, official documents, theses, and websites. The author uses the pluralism approach and the analysis of the roles of the international organization. The method of the research is qualitative which is the data was obtained from the literature related to the research topic. The result of the research shows there was a significant role of the International Olympic Committee (IOC) in handling the use of doping by Russian athletes in the Rio de Janeiro 2016 Olympics. First, the IOC establish cooperation with the World Anti Doping Agency (WADA). From this cooperation, WADA establishes the task force that formed specially to carry out doping control by the Russian athletes. Second, the IOC provides the facilities to do a doping test. In this role, the IOC obligates all the Russian athletes must be re-tested in the WADA accredited laboratory. The IOC did not accept the result of the doping test conducted in the Moscow laboratory. Third, responding to the deceitfulness committed by Russia at the 2014 Sochi Olympics, the IOC bans Russian athletes who had competed at the 2014 Sochi Olympics to compete again at the 2016 Rio de Janeiro Olympics. IOC also suspended the Russian Olympic Committee (ROC) and the Russian Anti Doping Agency (RUSADA). This decision led to not allowing Russia to compete in the 2018 Pyeongchang Olympics. Keywords: Doping, Russia, IOC, Rio 2016 Olympics
