Abstract

This study aims to show the problems that occur in the Middle East and the humanitarian conflicts that occur there. Conflicts which occur, rather than to be resolved, but it is even more complex because of the presence of countries that have great interests there, thus making the situation worse that conflict often ends in war. The United States is one of the countries that has a big interest in the Middle East, as evidenced by the US foreign policy agendas putting the Middle East in primary positions. This research theoretically has built using the perspective of constructivism on International Relations and supported by public diplomacy theory. Formulation of all arguments, data, facts, and theoretical frameworks in this study using the method of qualitative explanation. This research also use agent and structure as a level of analysis. This study aims to describe the condition of the legitimacy of US Foreign Policy in the Middle East which is considered as something that is true through the fastener of the Hollywood Industry as the only film industry that dominates the world. The policies of the United States in the Middle East in the name of democracy are actually injuring the meaning of democracy itself. Abstract

Grand Zuri Hotel Pekanbaru is part of PT. Zuri Hospitality Management (ZHM). This hotel has the highest level of guest complaints at the front office department. This is caused by a problem in the receptionist. This study was conducted to determine the role of the receptionist and the problems faced by receptionists at the front office department. Data were obtained from in-depth interviews with front office managers, front office supervisors, receptionists and regular guests, as well as direct observation and documentation. Then the data obtained were analyzed using an interactive model consisting of three steps: data reduction, data presentation, and conclusion. Research shows that the receptionist at this hotel works as an operator, reservation, cashier and informant. This causes the receptionist can not work optimally and the hotel often received complaints from guests.Keywords: Role, Receptionist, Front Office, Hotel

Abstract

This research analyzes geostrategic value of Gibraltar for Spain. This research want to know why did Spain keep on preassuring Gibraltar. The small region on point of Europe has much values such as economic, geopolitic and tourism. Those values made England and Spain had conflict. This is the reason why the writer interested in this research. This dispute started when Spain transfered sovereignty of Gibraltar to England in SpanishSuccession War. Spain dispute Gibraltar from England because it had much potentials and very strategic. As the consequence, Gibraltar made twice referendum; on 1967 and 2002. The result of the referendum was Gibraltar people continued to live under England and rejected be apart of Spain. In another side, the geostrategic value of Gibraltar in politic, security, and economic. This is qualitative research which used descriptive explanative methods. This paper used the realist perspective and policy theory proposed by K.J Holsti and Rosneau. Writer using level analysis of state, because this conflict involve two state. that is method to explain the problem in aparticular and method library research, such as books, journals, magazine, media electronic, and the other source. The result of this research explained that geostrategic value of Gibraltar for Spain is in economic, geopolitic and security. If Spain Succeeds to have sovereignty of Gibraltarthen Spain will have more power in international politic especially in continental regions of Europe.in security Gibraltar has much strategic value because Gibraltar have “ The Rock” that could be used as military base for Spain. In economic Spain will have benefit from various sectors such as tourism ,financial services and others.  Key Words: Geostrategic, Geopolitic, Referendum, Utrecht treaty.

Abstract

Performance is a work acheived by an employee in accordance with the standards and criteria that have been determined within a certain time. This study aims to determine the factors that affect the performance of room attendant in Comfort Hotel Dumai and find out what factors that dominate the performance of room attendant in Comfort Hotel Dumai. As the factors discussed in this case are individual factors, Psychological factors, and organizational factors. This research was conducted in June until July 2017 and located in Comfort Hotel Dumai. Design this research using quantitative method with descriptive approach. The sample used is 8 respondents and the data obtained through the questionnaire by using likert scale as measuring tool to determine the lenght of the interval. based on the results of the research that has been done, that the above three factors do affect the performance of room attendant in comfort hotel dumai, namely individual factors, psychological factors and organizational factors. And the most dominant factors in influencing the performance of room attendant in Comfort Hotel Dumai is psychological factors.Keywords: human resource, performance, room attendant, hotel.

Abstract

This article analyze the economic impact of EU embargo for Iran’s Crude Oil by various thingkers of Charles Kindleberger and others about this issue. This articles begins the Iran’s Nuclear as a threat to west countries especially for US and EU. Which is they hardly against this programme. Nuclear weapons in the hands of the Iranian regime will have severe repercussion for American security and the security of their allies. The desicion was taking by United Nation to push Iran down and stop the Nuclear programme. Abstract

This study analyzes the role of Coalition for Organ-Failure Solutions (COFS) inovercoming organ trafficking in India. COFS has an important role for fight againstorgan trafficking in India. Organ trafficking become a transnational crime that is athreat to crimes against humanity. COFS is a non-profit international health and humanrights organization with a mission to end organ trafficking and accountable channelsbased on social justice and equity. India was one organ trafficking hotspots in theworld.This research used qualitative method which is done explained the cased basedon existing facts. The techniques used to collects data to study the case to libraryresearch in the form journals, books, official document, reports and website. Thetheoretical framework applied in this research are pluralism perspective, level ofanalysis group behaviour and theories used in this study based on the role ofinternational organization theory by Clive Archer.This research resulted the role to overcome organ trafficking in India. COFSimplement some major programs, there are some programs conducted by COFS. Theseprograms are outreach programs, creating public awareness and conducting researchon victims. This programs has big impact to victims of organ trafficking in India.Through the programs, COFS can reduce organ trafficking in India.Keyword: Role, COFS, Organ Trafficking, India

Abstract

Riau is one of the provinces in Indonesia which is engaged in MICE, and the city of Pekanbaru as the capital of Riau Province is a city that will move as a tourism city of MICE with various MICE activities supporting facilities. One of the venues for this mice business activity is SKA Co Ex Pekanbaru. SKA Co Ex is a convention and exhibition center and one of the properties of the Swiss Belhotel SKA Group Pekanbaru. SKA Co Ex organizes many events, including exhibition events where this exhibition will bring a lot of guests or visitors. In the implementation of exhibition there needs to be stages of implementation in order to be well organized and the event runs smoothly. The purpose of this study was to describe the implementation of exhibiton in SKA Co Ex Pekanbaru with the implementation of exibition as the basis of the concept. Data of this research was obatained from observation, interviews, and documentation, with data collection techniques using key informant purposive sampling. Based in this research, the type of exhibition held in SKA Co Ex, various stakeholders and suppliers, and the stages of implementation in which the first stage is the planning stage, where planning is first about the determination by ordering and other planning that must be prepared, and then the coordination phase is very needed in the implementation and the finally is evaluation.Keywords: Exhibition, Implemanting, SKA Co Ex

Abstract

Management of Regional Property in the Riau Provincial Government environment still experiences many obstacles and obstacles, especially in the administration of regional property so that optimality in the management of regional property has not been achieved, therefore the Government of Riau Province through Riau Provincial Regulation number 4 of 2003 concerning the Principal -Main Regional Financial Management. Based on the results of the BPK Examination, there are several assets / goods issues including the administration and management of the current assets in the Riau Provincial Government which is inadequate with several findings points as follows: The Provincial Government of Riau has not yet assessed the condition of official vehicles as regional running assets so that it has an impact on the condition of vehicles and liability answers to vehicle users, especially the operational vehicles of the Riau Province DPRD Members for the 2009-2014 period, inadequate security and assets are still recorded jointly.               The research objective is to determine the implementation of regional assets in the Riau Provincial Government and determine the factors that influence the implementation of regional asset management in the Riau Province Government 2009-2014. The research method used is descriptive qualitative method with data collection instruments including interviews, observations and documentation studies related to research objectives.               The results of the research on the management of regional assets in the Riau Province DPRD 2009-2014 period have not been maximized, this is because there are still many regulations that are not implemented and there are still many regional assets in the form of vehicles that are not managed properly. The Regional Property Management Cycle starts from Planning and Budgeting to Compensation Claims. The Riau Provincial Equipment Bureau in its task of managing Regional assets in the Riau Province DPRD is constrained by several inhibiting factors, namely as follows: the overall lack of understanding of the Riau Provincial DPRD members in the management of regional property because the regional property information system has not been implemented optimally and does not comply with regulations made in accordance with PP No. 6/2006 and Permendagri No. 17/2007 and the lack of coordination of the equipment bureau with Riau Province DPRD Members in the management of regional assets Keywords: Management, Regional Assets, Operational Vehicles

Abstract

Gaduhan cattle is giving lending aid cattle to public repayment of cattle. The mechanism of assistance through gaduhan cattle that is the community joining the farmers only have to make proposals the seed assistance cattle to the office of fisheries and farms Rokan Hulu Regency. Farmers groups beneficiaries it will then known as recipients gaduhan. Recipients gaduhan would have a duty to return gaduhan cattle received earlier in the period 3 years seedlings cattle also, the son of gaduhan cattle formerly received earlier.. Gaduhan these animals more in prioritizing to cattle because the development of a cow in Rokan Hulu more effective and strategic so this way the goverments try to accelerate the recipient and equity cattle calf to every districts in the Rokan Hulu Regency and to achieve the target swasembada beef and program a million beef in Rokan Hulu Regency.Keywords: Management, Gaduhan,Target

Abstract

The expansion of the Government area is a strategic step taken by the Government to improve the quality of the implementation of Government task both in the framework of service, empowerment of development to the fair and prosperous. Regional expansion efforts are seen as a breakhtrough to accelerate deveopment through improving the quality and ease of obtaining services for the community. Law No. 23 of 2014 on regional Government Article 32 Paragraph 1 “ The expansion of regions as referred to in Article 32 Paragraph 1 shall be in the form of (a) the split of provincial or regency/municipal regions to become two or more new areas. Matching or splitting from one region to two or more regions”. Village Government Muara Takus seeks to split the existing hamlet in the village, it is triggered by the increasing, and the area of the estuary village is also widened so that the administrative services carried out by the RT does not run optimally and the RT power range is not up to the scope of the RT because of the distance of the population far apart.The implementation of the division of village in the village Muara Takus has many inhibiting factors such as, firstly, the lack of village budget funds which is the most important part to make the expansion of a region, due to the succes of an expansion of the existence of budget funds to conduct the expansion of the region. Secondly, the lack of the infrastructure in the village, especially in the hamlet area which is an important part in the community, due to its nature as container or the absolute requirement to bring the society to be prosperous. Third, the absence of support from the local Government of Kampar district, any division of a region should get support from the local Government then the procces of expansion of the region will be done well.Keywords: Government, Village, Regional expansion, Hamlet
