Abstract

The This study analyzes on how implementation article 24 Convention on The rights of persons with disability about education in SLB Sri Mujinab Pekanbaru. Indonesia has ratified several international conventions as protective measures against human rights for persons with Disability, including the Convention on the rights of persons with disability. In addition, the Government of Indonesia also have formed numerous attempts of protection of human rights and justice for people with Disability, but in fact in Indonesia are still going on against the violations of human rights for persons with Disability, particularly in the field of education.The methods that is used by the writer is the qualitative research. Qualitative research isintends to look at the process of the implementation of article 24 of the CRPD at SLB Sri Mujinab Pekanbaru. Research materials is based on secondary data through the study of literature such as books, internet, and more.The end result of this research is that the implementation of article 24 the CRPD in SLB Sri Mujinab Pekanbaru is very good because it meets the characteristics of education for inclusive and meet the inclusive school characteristics. Moreover, it can also be seen First, implementation of article 24 of the CRPD in Sri Mujinab Pekanbaru,can be implemented, it can be seen from the existence of the facilities and infrastructure that supports the realization of the rights of persons with disability in terms of education, one of the goals of this country become independent is to the intellectual life of the nation, education is a human right, as well as the constitutional rights of citizens which was carried out by the State. Second, the Government's role in removing discrimination for persons with disability was ratified the Convention on The Rights of Persons with Disabilities (CRPD), as a foundation of the State in ensuring the protection of human rights and fundamental freedoms of persons with disability without discrimination.Key words : CRPD,Human Rights,SLB Sri Mujinab Pekanbaru,Inclusive Education

Abstract

This research is motivated by Law Number 23 Year 2014 Article 225 Paragraph (1) which explains about the duty of subdistrict head. Sail Sub-district is a district that has the last rank in Pekanbaru City based on evaluation result of sub-district performance performed by Kecamatan Evaluation Performance evaluation team (EKK). This is the result of the evaluation of the worst evaluation in two consecutive years ie for the year 2015 and 2016. Sail District which has the same assessment indicators with other sub-districts located in Pekanbaru City but in its application is still very far from what is expected, whereas every sub-district in Pekanbaru City has the same reference in applying each policy based on the regulations that apply either the Law or the local regulation governing the running of a government system in a region, especially Sail District, which became the focus in this research. Based on the background of the problem, this study aims to describe the leadership of the Sail sub-district in the performance of Sail District Pekanbaru City in 2015-2016. Research Methods used in the writing of this thesis is Qualitative. Data type in this research is primary data and secondary data. Data collection techniques in this study are interviews, observation and documentation. Data analysis technique used is descriptive qualitative.The results of this study indicate that the leadership of Sail Kota Pekanbaru sub-district 2015-2016 is influenced by leadership style such as motivation style, power style (autocratic, participative, freestyle) and style of supervision. Furthermore, other factors that influence the leadership of Sail Sub-district in improving the performance in Kecamatan Sail Then in terms of employee performance that most influence is individual factors, team factors and leadership factors.Keywords: Leadership Camat, Performance Employees

Abstract

Turi Beach Resort is located in Hang Lekiu street, Nongsa, Batam, KepulauanRiau. Turi Beach Resort is a part of Nongsa Resort. This is Resort is strategicplaceso it is being favorite for local and foreign tourist. The research aim is todetermine the waiter’s skill in Taming Sari Restaurant in Turi Beach ResortBatam. This research methodology was by using quantitative datas by descriptiveapproach to identify the problems in Taming Sari Restaurant. The respondent isfive person. The data collection technic is observation, interview, anddocumentation. The result shows that the waiter’s skill in Taming Sari Restauranfrom the quality is 80%, quantity is 75%, timing is 79%, dan team work is 82%.On the waiter’s skill is not based on the rules/SOP. Abstract

Tattoo is a symbol work of art. Meanings of the symbols is an integral part and the interaction of different communication patterns of thought and action which later became the deal. The phenomenon of tattoo is not born out of a tube called modern world and urban. Historically, tattoos were born and come from inland culture, traditional, even old-fashioned can be said. Community tattoo in Pekanbaru from the largest tattoo community in Indonesia Indonesian Subculture: Riau Tatto Community (RTC), which was established in April 2013. The community is comprised of 28 and 8 of them are tatto maker (tatto maker) who has his own tattoo studio and chaired by Buntala and regulars they called lovers of tattoos (tattoo lover). This study aims to determine the meaning of a message tattooed as a representation, interpretation and object identity among users in Riau tattoo Tatto Community.This study uses qualitative research methods to perform the method of semiotic analysis approach. Subjects in this study is the chairman of RTC along with five members of the secretariat who have a tattoo studio (tattoo maker) and members who do not have a tattoo studio (tattoo lover) each - each representing the five classifications of tattoos determined through purposive sampling technique. Data collected by observation, interview, and documentation. Data were analyzed using the phenomenological research data analysis according to Creswell. Mechanical examination of the validity of data through triangulation.The results of this study indicate that the meaning of a message tattooed as a representation of identity among the tattoo community RTC, ie the tattoo community RTC showed their understanding of art appreciation, actualization representing self-identity users multiple tattoos background meaning that formed in the pictures tattoo. the meaning of the message of tattoos as an interpretation of identity among the tattoo community RTC, the variety of tattoo designs are multi interpretation because the tattoo is something very symbolic to show the values of interpretation that refer to their previous understanding of the various symbols that have been or associate in the local culture. meaning tattoos messages as objects of identity among the tattoo community RTC, the tattoo can show a very personal side of the tattoo as well as the meaning of the images used and motivation in making these tattoos.Keyword: Message meaning, Tatto, Self-Identity, Community.

Abstract

Grants are a form of funds that are channeled to the public which are sourced from regional budget revenues and expenditures that are not obligatory and not binding on an ongoing basis which aims to support the implementation of regional government affairs. Policy implementation that has not been guided by policy standards and objectives, raises various problems. Among them are the slow follow-up of verification of proposals, and the absence of a definite policy regarding the schedule of religious aid grant activities. This study uses a qualitative approach. Data collection techniques are carried out with involved observations, in-depth interviews and documentation. Indicators of Implementation of Religious Sector Grants Assistance Policies include (1) Religious Coordination Meeting, (2) Selection Process of Management Requests to the People's Welfare Administration Bureau, (3) Monitoring of the Implementation of Religious Aid Grants, (4) Budgeting for Religious Grants, (5) Distribution of Religious Grants, (6) Accountability Reports by Governors and Government Parties. The concept of influencing factors uses Van Metter and Van Horn theory in Agustino (2016). From the results obtained in the research on the implementation of religious aid grant policy in the public welfare administration bureau there are still many things that influence the implementation of this policy. The influencing factors are (1) size and purpose of the policy, (2) resources, (3) inter-organizational communication, (4) economic, social and political environment.Keywords: Implementation, Policy, Grant Funding

D armawati . NIM. 1201134501. Performance of Staffing Agency (BKD) in Pekanbaru on Civil Servant of the State. Guided by : Dr. Harapan Tua RFS, M.SiEmployee performance was the work of an individual within an organization. While the performance of the organization is the totality of the work that is within an organization. Performance assessment conducted by the staffing Agency in Pekanbaru doesn’t feel maximum due to the still much going on offense against the selection of mutations as well as work placement employees when mutation occurs. The purpose of this research is how the Agency's Staffing performance assessment (BKD) in Pekanbaru on Civil Servant to find out what factors that affect the performance of the Agency's Staffing (BKD) in Pekanbaru on Civil Servant.The concept of the theory used by the author is performance and mutations. The researchers used a qualitative descriptive study with research. In collecting the data, the author uses interview techniques and observations. The author uses the informant as a source of information and as a source of triagulasi techniques in the validity of the data.The results of this research show that the Agency's Staffing performance assessment (BKD) in Pekanbaru on Civil Apparatus was still not maximum, proved there are still deviations were found when the determination of mutational employees. Abstract

The research to find out how the influence of the marketing mix on purchasing decisions in order to achieve sales targets planned by Ollanda Brownies Rumbai Pekanbaru Riau and also to find out purchasing decisions in making purchases. The population in this study were consumers of Ollanda Brownies Rumbai Pekanbaru Riau by taking as many as 100 respondents using the census method. Research data in the form of primary data with a questionnaire as a research instrument and secondary in the form of company archives. Analysis of the data used is by using statistical analysis with the help of the SPSS program. Based on the results of research conducted the authors draw conclusions on the marketing mix influence on purchasing decisions on Ollanda Brownies Rumbai Pekanbaru Riau from the responses of the respondents studied that each has indicators that are interrelated and influence the purchasing decisions on Ollanda Brownies Rumbai Pekanbaru Riau.

Abstract

The implementation of this program began by providing skills through training to citizens who became the target of implementing the PMB-RW program. There are still many activities that have not been implemented in the PMB-RW program. In addition to the activities that have not been carried out, activities that have been running have not been optimal as planned. In addition there are problems related to activities that must be prioritized. Activities that are carried out are still said to be activities that are not priority, due to a minimal budget. It has not improved the welfare of the community from the economic and social sectors which should be the goal of the implementation of the PMB-RW Program in the West Sidomulyo Village. With the knowledge and skills in these various fields, it can be one of the capital for the community to create new jobs. The research was carried out using descriptive qualitative research methods. This study uses the concept of community empowerment by Sumaryadi, namely: Independence, Progress, Welfare, Justice and Sustainability. This research data collection techniques that are carried out are abservation, interviews, documentation and literature study using descriptive analysis techniques. The implementation of the Community-Based Community Empowerment Program (PMB-RW) in the West Sidomulyo Village has not been able to improve the economic, social, community, but the knowledge of the community participating in the training has been obtained in the implementation of the PMB-RW Program. Participation of companion agencies has been running and has benefits for the implementation of the PMB-RW Program in planning and supervision. Community participation in the idea of activities has been carried out through deliberation, coordination and communication. However, the participation of funds is still limited by City goverment so that the planned activities cannot run all. The factors that influence the implementation of Community Based Community Empowerment Program (PMB-RW) in West Sidomulyo Village are the participation in the form of funds and energy/ideas in the form ideas and justice. Funds for the implementation of activities that will affect the implementation so that the participation of counterpart workers and ideas of ideas goes according to the wishes of the community. Abstract

This study aims to determine the effect of financial ratios againt stock price at the state-owned bank (SOE) that are listed in the Indonesia Stock Exchange (IDX) study period of 2007 - 2014. Financial ratios that use as independent variables is Loan to Deposit Ratio (LDR), Primary Ratio (PR), Return on Assets (ROA), and Net Profit Margin (NPM). While that is used as the dependent variable is the price of shares in state-owned banks (SOE) that are listed in the Indonesia Stock Exchange (IDX). The method used to observe the effect of financial ratios on stock prices is by using multiple linear regression.Data used in this research is secondary data, financial reports (annual report) and performance summary. As for the data bank listed on the Stock Exchange for 8 years from 2007 to 2014. Sampling was done by purposive sampling, as for the sample is 4 state owned banks (SOE). Classic assumption test in this study include normality test, multikoliniearitas, heterocedasticity test, autocorrelation test. Analysis data using multiple linear regression analysis, t test, f test, and coefficient of determination test. Analysis data using multiple linear regression analysis with SPSS 16.The results showed that the LDR, ROA, and NPM variables partially affects significantly againts the price of shares in a bank-owned (SOE) that are listed in the Indonesia Stock Exchange (IDX), while PR variable is not significantly effect the price of bank shares owned by the State (SOE) listed in the Indonesia Stock Exchange (IDX). The results of this research simultaneously (f test) showed a significant effect of the LDR, PR, ROA,and NPM variables againts State-Owned Enterprises stock price (SOE) listed in the Indonesia Stock Exchange (IDX).Keywords: Financial Ratios, Stock Price, LDR, PR, ROA, NPM
