Abstract

The purpose of this study to determine why the program guidance and supervision iscarried out by the department of industry and trade city of Pekanbaru to the smalland medium industries and to identify obstacles in the process of coaching andsupervision are done. The method used is a qualitative method of data descriptiveassessment. Object of this study is the Department of Industry and Trade ofPekanbaru. The technique of collecting data using interviews, observation anddocumentation. By using key informants as a source of information which amounts to8 people. Based on the research that has been conducted based on the concept andtheory researchers found that program implementation guidance and supervision ofsmall and medium industries in Pekanbaru City conducted by the Department ofIndustry and Trade is not optimal.Keywords : Program, guidance and supervision, small and medium industries.

Abstract

This research was motivated by the lack of green open space (RTH) in the city of Pekanbaru and not achieving the target of 30% non-compliance of green open space in accordance with the Law No. 26 Year 2007 on Spatial Planning.The purpose of this penelitaan to know how government management of Pekanbaru to the green open space in the city of Pekanbaru Year 2008-2012 and what factors influence that affects the city government in promoting green open space (RTH) in Pekanbaru.Type of research method used was qualitative research can be said to be adequate to be applied. Understanding qualitative research can be defined as research that produces descriptive data about the words spoken or written, and the observable behavior of the people studied.In explaining the research problems using the theory of Local Government Management G.R.Terry used to guide the research analysis. This study used informant informant as information objects that aim to achieve mastery in getting the information in this study. Types and sources of data used in this study is primary data and secondary data obtained through observation.Based on the findings in this study that the Law No. 26 Year 2007 on Spatial Planning and Government Regulation No. 26 Year 2008 on National Spatial Plan requires City area has 30% green open space of the area of the city is, but in reality the City Pekanbaru Keith can meet the needs of green open space (RTH) is. This is because the factors that influence the management of the city government to green open space (RTH) is the following local government planning, organizing regional government institutions, the use of the resources of local government (personnel resources, natural resources, artificial resources, social resources, finance, and equipment), the supervision of the regional administration.Keywords: Management, government, Green Open Space.

Abstract

The Optimization of Tuanku Imam Bonjol Museum and Rimbo Panti Hot Spring as Tourism Objects in Increasing Regional Income of Pasaman District. The purpose of this research was keen to investigate the way of optimizing Tuanku Imam Bonjol Museum and Rimbo Panti Hot Spring as tourism objects and the government strategies in optimizing the tourism objects in Pasaman District. The primary and secondary data data were collected through several techniques namely observation, interview, and library research. From the result of the study, it could be inferred that the primary touring destinations in Pasaman District were not fully optimized and the most of the employees found are positioned beyond their competencies.Key Words: Optimization, Tourism Objects, Management, Regional Income (PAD)

Abstract

The Service Quality Analysis of PT. PLN Indonesia (Persero) (A Case Study inProgram Quality Smart Electricity (Prepaid) at PT.PLN (Persero) Pekanbaru).This research aimed to describe the service quality of PT. PLN Indonesia(Persero) Pekanbaru in the program quality smart electricity (prepaid) and todetermine the factors inhibiting the program quality of smart electricity. Themethod used in this research is descriptive qualitative research in order to obtain acomprehensive overview and in-depth based on interviews with informants anddirect observation. The results showed that the services provided by PT. PLNIndonesia (Persero) Pekanbaru can be said to be good, but there is still a smallportion that is considered not optimal. Factors that hinder the Smart Electricity,namely: 1) Available tool and infrastructure; 2) Technical constraint field; 3)Perception of Public; and 4) lack of socialization.Keyword: Service Quality, PT. Abstract

This research was conducted at the Department of Food & Beverage at Hotel Mutiara Merdeka Pekanbaru. This is because this company is one of the service companies are quite well known and has been standing long enough dipekanbaru.The purpose of this study is to investigate or analyze the placement of employees in the Department of Food & Beverage at Hotel Mutiara Merdeka Pekanbaru. The research methods include the location of the research conducted at the Department of Food & Beverage at Hotel Mutiara Merdeka Pekanbaru, types and sources of data used are primary data and secondary data.Factors employment of employees at the Department of Food & Beverage at Hotel Mutiara Merdeka Pekanbaru seen from indicators of academic achievement, experience, physical and mental health, age. From the results of respondents to the indicators of staffing factors Ministry of Food & Beverage at Hotel Mutiara Merdeka Pekanbaru is right.From the research leader of the company should be able to adjust the positions of employees with employee education, and leadership should be more involved in the process of employment of employees in the Department of Food & Beverage at Hotel Mutiara Merdeka Pekanbaru.Keywords: Implementation, Placement, Employee

Abstract

Hajj image played by H.Muhidin in Tukang Bubur Naik Haji the Soap Opera very interesting to study because hajj is in this soap opera is very different from the actual hajj according to Islamic law could become a role model in society. But in this soap opera H.Muhidin have not good behavior are strictly forbidden Allah as arrogant, envy and so forth. The purpose of this research is to find out the reality construction of hajj image in Tukang Bubur Naik Haji the soap opera episode 276 by separating denotation, connotation and myth.This research used qualitative methods descriptive which the data was obtained through interviews, documentation, and reference materials. As well as using semiotic analysis technique developed by Roland Barthes and the theory o fself-image to to know the reality construction of hajj image in Tukang Bubur Naik Haji the soap opera episode 276. This research presented the subject is the text of Tukang Bubur Naik Haji the soap opera. While the research object is the scene-scene in Tukang Bubur Naik Haji the soap opera episode 276 itself.The results showed that the reality construction in Tukang Bubur Naik Haji the soap opera episode 276 is negative and a positive hajj image. The reality construction of the negative hajj image or pilgrimage is not commendable, played by H.Muhidin constructed in Tukang Bubur Naik Haji episode 276 the soap opera among others, arrogant, angry, envy and prejudice. While reality construction of the positive hajj image or pilgrimage is commendable, played by H.Sulam constructed in Tukang Bubur Naik Haji episode 276 the soap opera among others, include praise, friendly and patient.Keywords : Tukang Bubur Naik Haji the soap opera, the reality construction, semiotics of Roland Barthes.

Abstract

One of the functions of the Legislative Council is a legislative function, which together form the Regional Regulation of Governors. Formation of regulation can be done if there is a good proposal Draft Regulation initiative proposal of the Government and the Council. In this case the Riau Provincial Regulation No. 1 Year 2012 About the Institute of Traditional Malay proposed initiative is the Regional Legislative Board Riau Provincial Parliament.The discussion manuscript initiative by the Special Committee debate a tough experience, but with the spirit of togetherness and consensus agreement and uphold democracy, checks and balances to hold meetings with the Government of Riau Province, Commission A DPRD Riau Province in charge of Government and Law, Malay Customary Institution, Bureau law and Kesbangpol, academics / experts, in consultation with the Secretary General of the Bureau of legal Affairs, Chairman of the Board and fractions as well as study visits to areas that have regulations on customs, laws issued so beneficial to the public interest relating to the implementation and execution setting things which are not contrary to Regulation Legislation higher.This study uses qualitative and quantitative data collection techniques while using methods of observation, interviews and questionnaires, while data analysis was done descriptively. This study examines the formation of a regional regulation process in the Legislative Council Secretariat Riau Province.Based on the results of this study there are three key elements that must be passed in the establishment of a Regional Regulation of the preparation process, Process Discussion and Ratification Process. Each of the process the Board's role is crucial in the fight for the aspirations of the community in order to benefit the policy issued public interest.Keyword : Formulation of preparing legislation, discussion, ratification.

Abstract

The aim of the research is to explain about the foreign policy of United States in countering Iran’s expansion in Latin America under Ahmadinejad’s administration in second term. Iran has significantly increased its diplomatic ties with Latin America especially the leftist group to counter the imperialism of West and United States. Ahmadinejad looks Latin America as a compatible alliances when the United States and Latin America in high tensions condition and particularly to get a political support with their nuclear program which get sanctions and pressures from United States and its allies such as European Union and United Nation and forcing Iran to stop their nuclear program.The research was conducted using research methods literature where the data and information obtained from sources which are relevant to the research problems. This reasearch uses perspective to analyze nation of United States and Rational Actor theory proposed by Graham T. Allison and the concept of national interest of Jack C. Plano and Roy Olton.This search shows that the policy of the United States to use a comprehensive government-wide strategy to counter Iran’s growing hostile presence and activity in the Western Hemisphere by working together with United States allies and partners in the region to mutually deter threats to United States interests by the Government of Iran, the Iranian Islamic Revolutionary Guard Corps (IRGC), the IRGC’s Qods Force, and Hezbollah.Keywords: Foreing Policy of United States, Iran Nuclear Program, Western Hemisphere, Diplomatic Ties.

This study uses qualitative research methods to include an assessment of descriptive data f. By using the key resource of information. Based on the research that has been conducted based on the concept and theory of Hovland. Researchers conclude Whereas the Public Relations Kampar regency administration in accordance with the duties and functions implementing policy publications, events, actions and programs of government. The role of PR in general lead to management control efforts, especially with regard to organizational communication. Usually made concerning the role of the formulation of ideas or good ideas that can be presented to the overall subsystem within the organization with regard to public attitudes, feelings public, the public needs, and aspirations. Questioning then Bylaw No socialization. 7 of 2012 on the General Services Retibusi in Kampar district, especially in the District Bangkinang City, Public Relations Department had socialized in coordination with the relevant agencies. Abstract

This research aims to describe the implementation of Siak RegencyRegulation No. 11 Year 2006 on the Establishment of provincial enterprises(enterprises) PT. In the capital Siak Economic Empowerment In Siak seen in theimplementation. The usefulness of this study are as material information regardingthe implementation of the People's Empowerment held by PT. Siak starting capital togrow, develop and nurture, so as to provide input to the PT. Siak capital andprovincial governments to the realization of equitable empowerment of the people.This study uses the theory proposed by (Riant Nugroho, 2006: 158) theimplementation of the policy in principle is a way in order to achieve a policy goal,nothing more and nothing less. To implement public policy, then there are twooptions available measures that directly mengeimplementasikan in the form ofprograms or policies regulai derivative or derivative of such public policy. Themethod used in this study is qualitative methods of data that can not be expressed interms of numbers but in the form of an explanation that describes the shape of thestate, a process, a particular event. Data collection techniques using interviewtechniques and documentation of the results of this study can be concluded that theimplementation of the Regional Regulation No. 11 of 2006 is not running optimally. Itcan be seen from this type of loan can not reach the poor, not the course of 11 typesof loans that are provided and the misappropriation of funds by customers.Key Word : Implementation, PT.
