Abstract

The number of tourist visits in the Kasang Kulim Zoo increased from year to year but not too significant. Given the opportunity Kasang Kulim Zoo this is the only Zoo in Riau province, the purpose of this study to determine the attractiveness of Kasang Kulim Zoo and to know the management effort in managing the attraction of Kasang kulim Zoo. This research was done in Kasang Kulim Zoo Kampar District. This research uses qualitative methode with descriptive approach by collecting data and information field and explain in the form of description without testing hypothesis or make prediction. Analysis data technic obtained by field observation, interview and literature study in though or in the analysis to achieve the ultimate goal. Based on the research results of existing tourist attraction in the Kasang kulim Zoo are in the category of "good". The better the tourist attraction that ad at Kasang Kulim Zoo then the more the number of tourist visits.Keywords: Tourist attraction, Management, Zoo

Abstract

The problem lately is after 15 years of reformation, the labor movement seems to be seen only as a collection of pragmatic masses who only struggle to demand a wage increase rather than a movement that has root ideology and political platform. This assumption will be tried to be proved by this essay by starting from the basic question, is the labor movement now pragmatic about the issue orientation of its movement, that is merely fighting for the issue of wage increase or does the union now develop the orientation of the movement issue that is not merely the struggle of the issue of wage increase? It is, therefore, interesting to trace the various issues that the post-reform labor movement really struggles with.This paper will address the issue of what the union struggle for in the realm of regional autonomy and the struggle of urban workers. This study rests on the basis of the theory of industrial relations between labor and state in the determination of wages. Labor conditions in urban and non urban areas are different since the number of decent living needs in the two conditions is also different. The interaction between labor, trade union, state and employers became the focus of attention in this study. Moving from that condition, this study was conducted with qualitative approach with descriptive research type. The data collected are grouped into primary and secondary data types for further processing with technical qualitative data analysis triangulation.This study found that the process of determining the district minimum wage in Pekanbaru City is in accordance with legislation with respect to minimum wage. The regulation concerning minimum wage setting mechanism is regulated in Law Number 13 Year 2003 and Decree of Minister of Manpower and Transmigration Number 226 Year 2000 About Amendment Article 1, Article 3, Article 4, Article 8, Article 11, Article 20 and Article 21 Permenakertrans Number Per- 01 / MEN / 1999 on Minimum Wage. The wage stage is done by the wage council which is established by Presidential Decree Number 107 Year 2004 About Wage Council. This determination process begins with the preparation of a survey by the Wage Council to review directly to the market with regard to the price of the needs consumed by the community with the size of single men / women according to Permenakertrans No. PER./17/MEN/VII/2005 on Components and the Implementation of the Stages of Achieving the Decent Living Needs. The relationships established between workers and the government are only manifested in the discussion room of the Wage Council with an unrepresentative portion of the labor vote. The issue of the deployment of workers' representatives also causes the labor vote to be limited. Abstract

This research is motivated by the interest of writer to mass corruption case of development project Ruang Terbuka Hijau (RTH) Tunjuk Ajar Integritas Pekanbaru. This is because first, the involvement of 18 suspects in this corruption case. Secondly, in the Ruang Terbuka Hijau (RTH) Tunjuk Ajar Integritas Pekanbaru there is an Integrity Monument inaugurated by the Chairman of the Komisi Pemberantasan Korupsi (KPK) Agus Raharjo on December 10, 2016. It coincides with the commemoration of International Anti-Corruption Day in Indonesia which is centered in Riau. Thirdly, followed by Dwi Agus Sumarno who is the son-in-law of Annas Maamun, former governor of Riau. This study aims to determine the framing structure of news and ideology of Riau Pos and Tribun Pekanbaru in packing the news.This qualitative research uses framing analysis of Zhondang Pan and Gerald M. Kosicki as well as media political economy theory. Data collection was done with news documentation, interviews with both parties of the media concerned, and observation by analyzing the news.The first result of research, framework structure of Riau Pos syntax tend to be closed in representation. Scripts, Riau Pos apply accommodative journalism in accordance with the rules of journalism 5W + 1H. Thematic, showing neutrality and providing cover both side through the suspect. Rhetorical, diction used more nuanced activity. While the structure of syntactic framing Tribun Pekanbaru, the content displayed more daring. Tribun less attention to accommodative journalism in accordance with the rules of journalism 5W + 1H. The favor of the government is clearly apparent in the Thematic element. While on the elements of Rhetoric, Tribun is rich with images and graphics. The results of the second study, have an ideological equation from the point of view of media political economy theory. Holistic, these two media view the economic approach because this news has a relationship with social, economic, political and cultural factors around the media, especially the people of Pekanbaru. Historically, the analysis of political economy attributes the position of these two media by modifying the news of mass corruption of development project Ruang Terbuka Hijau (RTH) Tunjuk Ajar Integritas Pekanbaru as a commercial product of the company. The study of political economy, the two media did not deny the high value of news of the event but they further uphold the principle of editorial policy embedded in their ideology. Riau Pos by maintaining the image of the government as well as the country, although impressed hidden in the representation and Tribun Pekanbaru by stimulating the reader to be active and reactive to this event with a wealth of graphics and layout.Keywords: Mass Corruption, Ruang Terbuka Hijau (RTH) Tunjuk Ajar Integritas Pekanbaru, Framing Analysis, Riau Pos, Tribun Pekanbaru.

Abstract

Development activities and the rapid advancement of technology have a negative impact on the environment which results in a decrease in quality or environmental degradation. With environmental problems that are increasingly increasing and diverse, it is necessary to have environmental education that is able to change the mindset, attitudes and behaviors that care for the environment. This study discusses the Application of Organizational Culture through the Adiwiyata Program in As-Shofa Islamic Primary School in Pekanbaru City. The purpose of this study is how the application of organizational culture and factors that support the application of organizational culture in As-Shofa Islamic Primary School, Pekanbaru City. This study uses a qualitative method. This research uses Robbins's theory with indicators of individual initiative, integration, management support, supervision and reward systems. The results showed that organizational culture was well implemented in the As-Shofa Islamic Elementary School in Pekanbaru through the adiwiyata program, but there was still a need for an increase in adiwiyata activities at As-Shofa Islamic Primary School in order to win an independent adiwiyata award. Keywords: Adiwiyata Program, Organizational Culture

Abstract

This study aimed to determine the behavior of Administrative Pemrintah work culture in Bukit Batu subdistrict Bengkalis. This study focused on the performance of the government in Kecamtan Aparutur Bukit Batu to the ministry. Based on the background of the problem, the study aims to identify and analyze the behavior of Government Personnel Work culture in Bukit Batu subdistrict Bengkalis. The research method is qualitative, with the technique of collecting data through observation, interviewing and documents .The results of the field studies showed that the behavior of the work culture of government officials in Bukit Batu subdistrict is not going well, the government apparatus in Bukit Batu subdistrict performance undisciplined, because the maintenance in the process of exchange of letters did not go as timely or efficient. aside from the lack of discipline permaslahan that is in the performance of the Government apparatus was the lack of friendliness in the waiters to the people in the district of Bukit Batu Bengkalis regency, and aside from the lack of awareness of the Apparatus of the societal conditions. This makes the problem so that the government apparatus is not capable of being a good guideline for people in the District Bukit Batu Bengkalis.Keywords: Work Culture, Government Personnel

Abstract

In the framework of the implementation of regional autonomy it is necessary to emphasize on the principles of democracy, community participation, equity and justice in Pekanbaru City. One of the sectors that needs to be achieved is the delivery and translation. Based on these considerations, the city government of Pekanbaru is required to immediately improve the efforts - control efforts and supervision of social welfare. The ineffectiveness of the Social Empowerment Ex-Social Disease Empowerment Program implemented by the Social Service and Funeral of Pekanbaru City, It is seen that the training and development activities in the Social Empowerment Program Ex-Social Disease provided by the social service and the cemetery have not been pressed to sprawl for the job. Analysis in this research is program evaluation theory, theory of coaching and social welfare theory. While the approach used in this study is a qualitative approach with the type descriptive, ie trying to analyze the dynamics and provide explanation of data obtained from observations and objectives reinforce and strengthen a theory to obtain information about the current state. Techniques in collecting data of this research is by using interview technique, documentation and observation. The conclusion of this research evaluation of empowerment of ex-social in Pekanbaru City in handling is done same to homeless and beggars in general but only different in social rehabilitation. Empowerment of ex tuna social done by Social Service and Cemetery Pekanbaru through three effort that is preventive effort, in the form of prevention that still not maximal because there are still many people who have not got socialization of regulation of Pekanbaru City Number 12 Year 2008 about social order. Empowerment of ex tuna social done by Social Service and Cemetery Pekanbaru City through three effort that is preventive effort, repressive and social rehabilitation still not maximal. The inhibiting factor in the effort to empower the ex-social is the budget and infrastructure. The budget provided by the local government is considered not optimal in the effort to run the program already planned so that in the effort of preventive, repressive and social rehabilitation there are still some obstacles caused by the lack of budget and also berkarahun in preparation of adequate facilities and infrastructure。 Keywords: Evaluation, Empowerment, Social Tuna, Social Welfare

Abstract

Branch Communiation is a connecting bridge between a company with society. So that Public Relation practicioner of PT. Angkasa Pura II (Persero) keep on trying to build positive sinergy with media in order to increase positive image. Kualanamu Airport is one of majestic icon at Sumatera Utara which continuosly gain 4 star Skytrax in three times. Despite building a lot of cooperation with media doesn’t promises that the news will always positive, but also there is some negative news which interestingly packed but cornering the company at the other side.This research using descriptive qualitative method. Subject determine with purposive and accidental sampling technique. Informant in this research is Branch Communication Manager, Branch Communication Assistant Manager PT. Angkasa Pura II Kualanamu Airport, 4 media that often covers Kualanamu and also 4 Kualanamu Airport users. Data collection with interview, observation, and documentation. Data analisys use the model interactive data analys Miles and Huberman. The validation of data uses an extention of participation and triangulation. Result of this research shown that media relations strategy which Branch Communication PT. Angkasa Pura II Kualanamu Airport in order to increase positive image concern 3 things. Strategy to develop relation is creating Whatsapp Group “KNO media community” to make communication acces easier. And also make activities with media like coffee morning, gathering, press conference, press luncheon and others. In developing strategy, Branch Communication also join various seminars to expand public relation with mass media,  fast response to provide information and clarification to media crew, Tour Kualanamu use networking media. And strategy in developing networks by the Branch Communication is done by having good relationship with Persatuan Wartawan Indonesia (PWI), Ikatan Jurnalis Televisi Indonesia (IJTI) and will join PERHUMAS Sumatera Utara which has vacum for a long time. And so the obstacles faced during a relationship with media crew is the information from buzzer on uncredible social media, so that negative news will often occurred without clarification from airport side. Abstract

The Land and Building Tax included the state tax collected by the Bengkalis Regency Government is reliable enough to increase local revenues in Bengkalis Regency so that it can improve people's lives. The formulation of the problem in this study is why the Implementation of Land and Building Tax Receipts by the Bengkalis Regency Regional Revenue Service in 2017 (Study at UPT Sub-District of Mandau) has not been maximized.The purpose of this study is to describe the Implementation of the Receipt of Land and Building Tax Collection by the Bengkalis Regency Regional Revenue Service in 2017 (Study at UPT Mandau District). This research is a qualitative study conducted at the Regional Revenue Unit of Mandau District. The techniques used to collect data in this study are (1) Interviews and (2) Documentation.The conclusion of this study shows that the implementation of Land and Building Tax Revenue at the Regional Income of the District of Mandau is included in the category of less than the maximum. The constraints in the implementation of Land and Building Tax Receipts by the Bengkalis Regency Regional Revenue Service in 2017 are the lack of public response to the awareness of paying taxes, re-registration that has not been completed by officials against taxpayers who have problems with their SPPT, and do not understand some people with the procedures pay taxes.  Keywords: revenue, land and building tax

Abstract

This study aims to determine the implementation of the authority of the Village Head in fostering community life in the village of Sikakak Cerenti District Kuantan Singingi Year 2015-2016 and know the obstacles of the implementation of the authority of the Village Head in fostering the life of people in the village of Sikakak Cerenti District Kuantan Singingi Year 2015-2016 . This research uses qualitative research methods with descriptive research type, which can be interpreted as problem-solving process investigated by describing the state of research subjects based on the facts found.This study m enemukan that the authority of the village chief in fostering security, order and peace of the region and of the villagers in the village Sikakak done by building a guard post, where the village chief also participated in the patrol activities. To foster harmony residents, in the village of Sikakak done by sports matches between RW / RT or between the hamlet and others. In the maintenance of peace, dealing with conflicts and mediate in the village Sikakak the parties to the dispute first brought to the Village Head Office, met, and sought solutions. In preserving and developing mutual aid societies, village head open space for people to participate in rural development activities.The conclusion that the implementation of the authority of the village chief in fostering community life in the village Sikakak Cerenti District of Kuantan Singingi Year 2015-2016 has not been maximized. Obstacles to implement the authority of the Village Head in fostering the life of the community in Sikakak Village Cerenti Sub-district Kuantan Singingi Regency 2015-2016 is the lack of community participation in following the deliberations in the village and the difficulty to eliminate the disease of society as the habit of drinking.Keywords: Authority Village Head, Fostering Community Life. .

Abstract

Family Hope Program (PKH) is a policy issued by the Ministry of Social Affairs of the Republic of Indonesia as a form of government's seriousness in accelerating poverty reduction in Indonesia. This program aims to develop social protection system for the poor in Indonesia. As the program seeks to help alleviate the burden of dependents and change the lives of poor families (KM) by providing cash assistance to pay for the need, the program's target is in the designation for Poor Families (KM) who have the conditions as beneficiaries in education and health.The implementation of the Family Hope Program in Tembilahan Sub-district has been running since the last three years. The purpose of this research is to know how the management carried out by the agency responsible for the implementation of Family Hope Program (PKH) in Tembilahan Sub-district Indragiri Hilir Regency and what are the constraining factors in the management of Family Hope Program (PKH) in Tembilahan Sub-district Indragiri Hilir Regency. Theory used is Management theory George R. Terry about the principles of management that is Planning, Organizing, Actuating, and Controlling. The research method is descriptive qualitative to get a clear picture about the management that is done related to the implementation of Family Hope Program (PKH). Data collection techniques used interview techniques, observation, and documentation.Based on the results of research can be known as far as the implementation of this program is running well. Where the implementation procedure has been done in accordance with Standard Operating Procedures in the implementation guidelines PKH, where PKH has four stages of implementation from beginning to end which includes validation, aid distribution, group meetings, and verification. Factors that affect the management of the implementation of this program are socialization and infrastructure facilities where these two factors play an important role in the smooth and successful implementation of this Family Hope Program. Can be concluded that the management related to the implementation of Family Hope Program (PKH) done is good enough.Keywords: Management, Family Hope Program (PKH)
