Abstract

This research was conducted at Muara Fajar Landfills in Rumbai, subdistrict area of Pekanbaru city with such problem (1) what are the dual role of Batak ethnic scavengers woman in carrying out family functions?, (2) what are impact of the dual role of Batak ethnic scavengers woman toward their families?. This study aims to determine the role of Batak ethnic scavengers in carrying out family functions and impacts. The research method used was desciptive quantitive. The sample of this study were women of Batak ethnic who work as scavengers in Muara Fajar Landfills, have husband, childrens and livestock of pigs in Rumbai, subdistrict of Pekanbaru city. Total numbers of samples at this research were 30 respondents. Researcher used quesioner and documentation to collect data. Based on this research there are seven function of family carried out by Batak ethnic scavengers woman toward family such as education, socialisation, protectness, feeling, economy, recreative and biological function. 23 respondent (77%) carried out family function while 7 respondent (23%) were not. Impact of dual role of Batak ethnic scavengers woman toward family such make independent and responsable of childrens, achievement, education charge, help husband and increased of family economy power. 27 respondent (90%) are agreed that dual role result positive impact towrad family, rest 3 respodent (10%) were not. Negative impact from dual role of Batak ethnic scavengers woman such denied education of childrens, mother get angry to childrens, mother get stress, limited of quality time and wife are not respectfull to husband. 17 respondent (57%) are agreed dual role of Batak ethnic scavengers woman toward family resulted negative impact while 13 respondent (43%) were not agreed dual role of Batak ethnic scavengers woman result negative impact toward family. Abstract

This research aims to explain the motivation of Indonesia making a framework cooperation with Malaysia in the form of IMT-GT. In the year of 2002, Malaysia and Indonesia have agreed to build electric cable which spread out from Pekanbaru (Indonesia) to Melaka (Malaysia) . This Projeck is called “Melaka-Pekanbaru Power Interconnection”. Through this cooperation could fulfill the electrical energy needs in both countries, especially in Melaka and Pekanbaru. This research is guided by qualitative explanation methods. All of datas in this research are based on books, internet, media, journals, and other references. This researc has been built by international cooperation theory by K.J. Holsti. This theory said that cooperation is made by merger of uniformity from national, regional, and global issues which need more attention from more than one state. The result of this research shows that Indonesia making a framework cooperation with Malaysia in the form of Melaka-Pekanbaru Power Interconnection is to fulfill the electrical energy needs, especially in Pekanbaru. Abstract

License Management and exploitation of Swallow Nest issued by the Government of Bengkalis is for taken any action against employers of bird's nest in order to create orderly administration and compliance business owners against the rules set by the district government Bengkalis and pay a fee for permission as one income The original area. Therefore Bengkalis Government issued a Local Regulation No. 07 Year 2006 on Management and Exploitation of Swallow's Nest. This study aims to determine Implementation Management and Operation License Swallow's Nest in the District of Bengkalis and to determine the factors that affect the implementation License Management and Exploitation of Swallow's Nest in District Bengkalis. In a theoretical model of implementation by Edward III, there are four variables that influence the implementation policy, namely: communication, resources, disposition or attitude of execution, as well as bureaucratic Structure.The method used in this study is a qualitative study. With the technique done of snowball sampling, the key informant in this study. In this study, the informant is the Department of Forestry and Integrated Licensing Service Agency, Entrepreneur Swallow's Nest and Society in the District of Bengkalis. Then analyzes the data and manage.The study found that the Implementation License Management and Exploitation of Swallow's Nest in the District of Bengkalis has not undone the fullest. This is evidenced still a lot of bird's nest entrepreneurs who do not have permissions Management and Operation Swallow's Nest. Factors affecting Implementation Management and Operation Permit Swallow's Nest in the District of Bengkalis includesinternal factors, lack of socialization, supervision and strict sanctions from the implementor against employers who violate the Regulation, External factors here happens because of lack of awareness of the people or entities that perform management and exploitation of bird's nest on the importance of management and exploitation license swallow nest.Keywords: Implementation, Local Regulation, Licence Management and Exploitation of swallow's nests

Abstract

Right of initiative is the inherent right of parliaments in strengthening the legislative function to file the draft regulation in this area is Peraturan Daerah No. 10 Tahun 2015 Tentang Tanah Ulayat dan Pemanfaatannya. Regardless of the dynamics and turbulence in the discussion process, DPRD Riau Province has been able to bring Peraturan Daerah No. 10 Tahun 2015 Tentang Tanah Ulayat dan Pemanfaatannya. This regulation is seen as strategic and aspiration. Therefore, this study aimed to determine the process of establishing legislation initiatives on the communal land. The method used is the method of research with a qualitative approach. The data obtained by interview and documentary data analysis to further analyzed by descriptive analysis method. This study shows that the implementation of the initiative right DPRD Riau Province in the formation of the design and local regulations on the utilization of communal land and take place within a period of time long enough that since projected in 2013 and only completed in 2015. In the process, the Special Committee agencies of communal land the comparative study and public hearings in order to get public response. Along the way, the establishment of a long communal land regulation was caused by constraints include internal constraints such as human resources and political will, while the external constraints that executive dominance (executive heavy) and other assignments. In addition, the Parliament also focus more on supervision and budgeting resulted in flaws in the legislative function. Keywords; Rights Initiative, legislation, the Communal Land

Abstract

The rapid devolopment of hotels in Pekanbaru has resulted in high competitiveness to attract guests to stay at hotels, this makes hotel managers must think of ways to increase the occupancy of hotel rooms the manage. The high competition of hotels in Pekanbaru requires the promotion and management of hotel room facilities that are in line with the hotel star rating. In this case, Grand Jatra Hotel Pekanbaru is one of the hotels that aggressively promotes to increase room occupancy. This study aims to decrible the method of determining room rental rates and describes a strategy of detemining room rental rates in increasing room occupancy at the Grand Jatra Hotel Pekanbaru. This research uses descriptive qualitative method to analyze problems based on interview, observation and documentation data collection techniques wich are then drawn conclusions. The determination of room rental rates includes the methods and startegies used by management in determining room rental rates. From the results of the study, it apprears that the use of methods and strategies is good enough, but there is still a need for increased coorpertion with the govermment.keywords: room rates, method, strategies, occupancy

Abstract

Work Plan Department of Labor is a technical document which is the operational guidelines for the preparation of annual work program for the current year. While the function is as a guide in the management of the work to be more focused activities in accordance with the vision and mission of the District Government on the implementation of the Work Plan Karimun. Department of Labor Karimun is lack of budget for training, is not yet optimal for the protection of labor and the lack of infrastructure the Department of Labor Karimun. Objective: 1) To study and analyze how the implementation of the work plan on the Department of Labor Karimun 2) To determine the factors that affect the implementation of the work plan of the Department of Labor Karimun. Theoretical concepts using Nurcholis (2003) as a guideline research Implementation Evaluation 1) Input is the input required for the implementation of the policy, 2) process that is the policy formulated in the form of direct services, 3) The output is the result of the implementation of policies and 4) Outcomes ie an executor policies have a significant impact on the target group. The informants were taken from some employees Department of Labor Karimun. Population serve as informants for this study using qualitative research. The types and sources of data used primary data, ie data obtained directly from the respondents and secondary data, ie data obtained through reporting, books and records. Data collection technique used interview, observation, documentation. Data analysis techniques by means of data collection, data reduction, data presentation, and draw conclusions. From the results obtained in the research work plan implementation Department of Labor Karimun how big objectives of the work plan can already covered or illustrated clearly that the implementation of this Renja still many obstacles or not everything went smoothly. At the Department of Labor Karimun impact on manpower development process, efforts to improve labor skills against free competition-based economy will be difficult to achieve and to create reciprocal government and society will be difficult to be realized. Factors that affect the implementation of the work plan delays the Department of Labor in 2014 Karimun Regency is located in Dana, Infrastructure, Communications and Resources. Abstract

This research was conducted in Simpang Baru Village, Tampan Sub-district, Pekanbaru with the title Social Control Function on Boarding House. This research was intended to know how boarding house rules, what was done by the people or the owner in implementing boarding house regulation, and to know the social punishment that given by society to violator. This research is descriptive qualitative research. The subject in this study was needed 25 people consist of the community, public figure, boarding houses, local youth, the house boardingers and the RT / RW that can help the researcher in the issues that discuss. The determination technique of the subject in this research was used purposive sampling that adjusted to research’s purpose. The researcher collected the data by using guidelines. The results show that there are social control effort by the social control agents to avoid undesirable events in a boarding house environment which can disrupt the security, peace and tranquility of citizens. Kinds of control are performed from night patrols, deliberations, raids, written regulations and sanctions. In the implementation control of the house boardingers in the Simpang Baru villages run ineffective because of the bustle of society around the boarding house so they don’t really care with the boarding house around them. Lack of supervision by the owner of the boarding house around Simpang Baru Village caused wind deviation behavior of the boardingers. But the deviation made by the boardingers still classified in a light deviation and the limits of reasonableness. Abstract

Deliberation of development planning is a process or way of involving individuals in making decisions in deliberations. The form of a new space for the success of the village planning meeting is the establishment of a deliberative forum, where citizens talk based on issues and needs that are based on people's knowledge and capacity. The purpose of the study was first, to find out how the deliberation process of hamlet meetings and the results of village hamlet mesrenbang. Second, to find out the musrenbang deliberation process and how to encourage community involvement in the process of developing village development planning. The location of this research was conducted by the New Petai Village. The type of research used is qualitative research methods. Data collection techniques are done by interviewing and observing.The results of the musrenbang research conducted by the Petai Baru Village are in accordance with the rules, namely through community meetings at the hamlet level and then towards the village planning meeting. However, deliberation in development planning here has not been carried out by the people of Petai Baru Village. This can be seen in the attendance list and proposals at the New Petai Village Musrenbang.  Keywords: Community Involvement, Independence, Deliberation Decisions.

Abstract

KNRP organization (the National Committee for Palestinian People) is one of the vehicles participating in efforts to reduce the poverty, humanitarian assistance and help improve the life of the Palestinian people. These institutions make himself as mediator for Muslims and people of Indonesia to manifest solidarity in providing support and humanitarian aid for the Palestinians.This article aims to explain the help that is given KNRP to Palestinian refugees in Lebanon, the object of this study are Palestinian citizens who fled to Lebanon. The method used is a qualitative and quantitative research methods by collecting data through books, journals, official publications, and websites that are relevant and direct interviews with the parties involved in the research conducted. Further use Pluralist perspective and role theory advanced by Mochtar Mas'oed theory as well as the level of analysis used are Group (interest Group).KNRP field of humanitarian assistance to Palestinian refugees in the end a positive impact on public awareness of the world to help provide financial assistance to the Palestinian people are displaced in Lebanon and in other countries. It can be seen after KNRP provide relief assistance emerged from various countries such as Egypt, Turkey and several countries in Europe.Keywords: PIC, Refugees, Palestine.

Abstract

This research analyzed the Trade Cooperation in the fishery sector Indonesian fish exports to the European Union especially Spain. In this case Indonesian experienced an increase in the production of fishery commodities while then Spain fishery industry was unable to meet its own domestic needs, so it hard to import from other countries one of which was Indonesian. This Trade Cooperation supported by the Partnership Cooperation Agreement (PCA) between Indonesian and the European Union with Spain as one of its members. In one of it’s srticless stated the commitment of the two parties to carry out Cooperation include Trade Cooperation and Illegal Fishing Eradication. European Union commitment is proven by giving sanction to some fish importing countries to the European Union because illegal fishing issuise.The method used in this research is a qualitative research, with library research method. Some of the data obtained come from books, journal, articles, internet and other media. In this study also use the perspective of liberalism. The theory used is the theory of International Economic Cooperation found by Caraiani and Georgeus and the use of the level analysis namely the Nation-State. Government of Indonesia and Spain come as Internasional actor.The PCA agreement greatly help Indonesia in Importing fishery products to Spain as evidenced by the increase in export volume in the January-April 2016 period. Indonesia’s fishery product export to Spain reached US$ 8.059.786 increasing by 221,3% when compared to the export value of the same period in 2015 which reached US$ 2.508.467.Keyword : Indonesia-Spain, Partnership Cooperation Agreement (PCA), Illegal Fishing
