Abstract

This study discusses Russian interests in the natural gas sector collaborating with China. EU provides economic sanctions against Russia after the conflict between Russia - Ukraine in 2009 and the annexation of the Crimea in the year 2014 made Russia is not allowed to export natural gas as main commodity as main income countries to the European Union as main consumer. Russia, which has abundant natural gas reserves, certainly needs a new market share of natural gas so that the excess natural gas reserves can be used as state revenues. Through the Eastern Gas Program project in 2014, Russia appointed China as the main market base for the sale of natural gas. This collaboration provides economic and political benefits to Russia. In international cooperation, countries that are interconnected together take an approach to find solutions to problems faced through approaching eachother. Through the Eastern Gas Program, Russia exploit China who are unable to meet the natural gas needs for the development of state-owned industries as a result of rapid growth. The Eastern Gas Project This program is a collaborative program created by Russian-owned energy company Gazprom agreed upon by China's energy company China National Petroleum Corporation. Abstract

Based on direct observations in the field indicate that the airport system at Sultan Syarif Kasim II Airport is still not in accordance with the established policy. Preparation of the national airport system is based on aspects of spatial planning, economic growth, environmental sustainability, security and aviation safety. The indications can be formulated problems in this research that is how the policy of Airport order at Sultan Syarif Kasim II Airport and the factors that affect the Airport order policy at Sultan Syarif Kasim II Airport. The author uses William N. Dunn's theory of evaluating policies based on indicators of effectiveness, efficiency, adequacy, leveling, responsiveness and accuracy for analyze in this problem. This research was conducted in Pekanbaru City, using qualitative method. All answers obtained from informants / respondents and document that can be through observation, analyzed to get conclusions and suggestions. The results of this research indicate the implementation of the Airport system at Sultan Syarif Kasim II Airport is not in accordance with the established policy. While the factors affecting the Airport Regulation Policy at Sultan Syarif Kasim II Airport, the Spatial Planning Plan (RTRW) of Pekanbaru City can not be used as the foundation of development, quality and strength of Human Resources (HR) that has not been fulfilled, the limited authority of local government . Prolonged community land acquisition, limited public knowledge of this policy and fraudulent execution of duties between supervisor and supervisor. Abstract

The research aims to see the Dynamics of Conflict of the Golkar Party in 2013-2015 In Riau Province, and the focus of this research is how the political dynamics conducted by the Golongan Karya party from 2013 to 2015 until the consolidation phase of the Golongan Karya party. This research uses descriptive qualitative method. Analysis of data presented in the form of qualitative that describes the actual situation in detail and actual by looking at the problem and research objectives. The study was conducted by interviewing informants who really understood with the problems of research that became the object of information that aims to achieve goals and obtain information in this study. This study examines the internal conflicts that occurred in the Golkar Party in 2013-2015. This conflict began with the Government's power along with Golkar that led to totalitarianism, bringing disappointment in society. Therefore, Golkar organizes an extraordinary national deliberation (munaslub) as an effort to fix the Golkar institute. In the munaslub, was elected Setya Novanto as chairman of the Golkar Party. Thus, the existence of Golkar Party continues, although there are some basic changes such as in its vision and mission: open, independent, democratic, moderate, entrenched, and responsive. When examined in terms of institutional, or analysis of the conflict that occurred in the Golkar Party, then it reflects the party only wants to achieve the benefits and personal interests. Abstract

               In this digital era, public information is one of the biggest demands on the government. Online media is one of the media that is very easily accessed via mobile phones, various existing features are expected to help the government in implementing the principle of transparency. Through the website, one of the tools considered to have advantages is in helping the government to implement public information disclosure. Some of the advantages possessed by the website are being able to store and disseminate public information in the form of videos, documents and other forms of data.               This study aims to describe the management and use of online media websites in the dissemination of public information by the Riau Provincial Information and Informatics Communication Service, then to find out the inhibiting factors for the non-optimal implementation of website management by the Riau Communication, Informatics and Statistics Office. The location of the study was conducted at the Office of Informatics and Statistics Communication of Riau Province. Furthermore, this study uses data collection techniques conducted by interviews and documentation. And using a qualitative descriptive approach.               The results of this study are the implementation of online website media management in the dissemination of public information carried out by the Office of Information Communication and Statistics of Riau Province in 2016 is quite good. Some factors that hamper website management in the dissemination of public information are caused by the lack of data to be disseminated through the website, limited budget, the absence of clear SOPs in managing the website, the lack of utilization of available facilities and content and the lack of management commitment in implementing website management. Keywords: Public Information Openness, Management, Online Media, Website, Good Governance, Transparency, Respontability, Participation, Effectiveness and Efficiency.

Abstract

The survey in 2018 found there were 115 female street children in Pekanbaru which worked with various types of jobs, such as selling tissue, newspapers, buskers, and so on. They have different backgrounds, some of them dropouts and some are still students. The subject in this study is the children aged 6-18 years and more than 7 hours a day. The author used accidental and purposive sampling techniques to determine the subject and from this method, 6 subjects were identified with jobs including newspaper traders, tissue traders, street vendors, and buskers. The results found that street children in Pekanbaru based on their intensity can be categorized as Vulnerable Children to Be Street Children and based on field studies can be referred to Children of the Street. The motive or reason for the subject to become a street child is due to his own desire to help the family economy and influence of friends or social environment. They work more than 7 hours a day, move around the work location, and sometimes don't just sell one type of ite.                                                                              Key words: Street Children, Girls, Poverty

Abstract

This research is based on the election of village heads simultaneously in 2015 in accordance with Law Number 6 Year 2014 About the Village. The election of village heads simultaneously was also held in Balam Jaya Village, Tambang Sub District, Kampar District. At the time of the election of village chief Balam Jaya Year 2015, political participation Balam Jaya Village community is very high with many factors that influence it. Based on the background of the problem, this study aims to determine the factors that led to high political participation of the community in the Village Balam Jaya District Tambang Kampar regency in the election of village heads simultaneously in 2015. Research methods used in the writing of this thesis is Qualitative. Data type in this research is primary data and secondary data. Data collection techniques in this study are interviews and documentation. Data analysis technique used is descriptive qualitative.The results of this study indicate that the high political participation of the people of Balam Jaya in Village during the election of village heads simultaneously in 2015 is caused by many factors. Generally Balam Jaya villagers choose because of the factors of political mobilization, sociological factors, psychological factors and rational choice factors. However, one of the more dominant factors among these factors is sociological factors, where the influence of demographic and socio-economic backgrounds, such as gender, residence (city-village), occupation, education, class, income, and religion as well The existence of family relations is very influential on the election of village heads in the village of Balam Jaya. However, the overall factors contributing to the high level of political participation of the people are interrelated, as are political mobilization factors that are linked to the underlying factors of sociological, psychological and rational choice. It can be seen and analyzed from the answer informant research when conducting interviews in the field. Then in this study the authors conclude that the sociological factor is the biggest factor causing the high political participation of the community in the village of Balam Jaya, then the factor is also reinforced by other factors that also have considerable influence.Keywords: Unselected Behavior, Village Head Election

Abstract

The success of a company is influenced by the quality of service employees. So from a company must increase customer satisfaction, and that must be done is to improve the quality of service (service quality) is real. This research is about the quality of roomboy service in grand zuri hotel Pekanbaru. This study aims to determine the response of guests to the dimensions of service quality roomboy in the hotel Grand Zuri Pekanbaru. The sample in this study was 100 people, taken from accidental sampling. This research uses quantitative descriptive method to classify the data and then compiled by using frequency. And data collection techniques in this study using interviews and questionnaires. By using Likert scale as a measuring tool. Based on the results obtained from the quality of service roomboy at the hotel Grand Zuri Pekanbaru is good. Abstract

This research was conducted in the village of Suka Damai District Ujung Batu of Rokan Hulu. This study aims to determine how characteristics sand diggers in Desa Suka Damai, to know what are the factors that cause poverty in the sand diggers, and to determine strategies in resolve poverty in households sand diggers, this study is entitled: "Strategies Quarry Sand in Overcoming Poverty in the village of Suka Damai District Ujung Batu of Rokan Hulu ". The principal issues in this study is what factors cause the sand diggers poor and the strategies to overcome poverty they experienced. The samples in this research is using purposive sampling technique. Total population of the entire sand diggers are numbered 120 families (KK), a swab 30 families (KK) which has represented of the population that has been specified criteria. The method used is quantitative method with descriptive approach. Data filtering instrument used is observation, documentation and interview. The results have generally been carried out by the researcher, the researcher can say that the sand diggers in village Suka Damai poor, with the category of the amount of sand they produce in one day and also their income that amounted to 21 respondents (70%), they were only able bring and sells sand as much as 4-5 canoe in one day, and those with low educational factors also lead to poverty they are experiencing. The majority of the village of Suka Damai sand diggers have a strategy to anticipate their tough times, that is by doing side jobs, totaling 26 respondents (86.7%), they do a side job in hopes of reducing the burden of the family economy.Keywords: Sand diggers, Poverty, Strategy

Abstract

In this modern era with the developments of technology, gambling has been transformed from traditional gambling to online gambling. Based on the preliminary research. It was found that there were online poker gambling games used by gamers (the term for computer game players) for gambling activities. It is carried out by the gamers and it also has affect to other people around them. The focus of this research activity is the conformity of online in this poker groups in to internet station. it is located in Tampan sub-district, Pekanbaru City.The research methodology used qualitative descriptive, in indicting the data the research used interviews, observation and documentation. Informants were by using purposive sampling technique. While to again the validity in this by using source triangulation.Based on the results of the study it can be seen that the online poker gambling players in two internet station in Tampan District because of the interaction and communication carried out by fellow internet users. Among them are the imitators, individual desires, group cohesiveness, belief in friend and desire to be likened to other members, invitations from a environmental factors, aswell as profit factors obtained.This conformity occurs through a communication process where there is an exchange of information between gamers in internet station.

Abstract

The study focuses on how the management of the levy charged for inspection of fire extinguishers by the Agency Penanggulangangan disaster and Pekanbaru City Fire the years 2011-2015 in which the proceeds of the levy inspection of fire extinguishers years 2011-2015 never increase and good progress in retribution whereas annually an increase that segnifikat to levy service user checks fire extinguishers it is characterized by the many fire extinguishers are increasing every year. This study aims to determine how the process of managing the levy charged for inspection of fire extinguishers that are managed by the Agency for Disaster Management and Fire Pekanbaru the years 2011-2015 and also to determine any factors that hinder the process of managing levy inspection of fire extinguishers that exist in the city pekanbaru so constrained in the achievement of the target realization of retribution.Keywords: Management, Retribution, Fire extinguisher
