Abstract

This study aims to determine the influence of situational leadership style and work motivation on employee job satisfaction at PT. Blue Bird Pekanbaru. where two independent variables are proposed and one dependent variable, situational leadership style and work motivation as independent variable and employee job satisfaction act as dependent variable. This research method is descriptive and quantitative by using SPSS 21 program, where the sample used is employees of PT. Blue Bird Pekanbaru with 43 respondents. For sampling technique using census method. Technique of collecting data through kusioner and interview. The result of analysis using validity test, reliability test, detemination test, simple linear regression test, multiple linear regression test, t test, and f test so that it can be seen that situational leadership style have a significant effect on employee job satisfaction, that work motivation has significant effect on employee job satisfaction , and that situational leadership style and work motivation have a significant effect on employee job satisfaction. Keywords: Situational Leadership Style, Work Motivation, and Employee Job Satisfaction

Abstract

 This study aims to determine the effect of training and development technical skills on employee performance partially and simultaneously. This study uses a questionnaire as a tool for collecting data distributed to 70 respondents to production employees have received training and technical skills development of PT. McDermott Indonesia Batam. The data is then processed using descriptive analysis and statistical analysis using SPSS 17.0 by conducting validity tests, reliability tests, simple linear regression analysis, multiple linear analysis, analysis of determination (R2) and hypothesis testing by testing t test (partial) and F test (simultaneous)The results showed that the first hypothesis testing was training for employee performance, t count (6,605)> t table (1,995), meaning that training had a significant effect on employee performance. Second, technical skill development is t count (6,371)> t table (1,995), meaning that technical skill development has a significant effect on employee performance. The results of the F test count (44,806)> F table (3,13), meaning that training and technical skill development simultaneously have a significant effect on employee performance. Keywords: Training, Technical Skill Development, Employee Performance

Abstract

Road damage is a public problem that is troubling people's lives. The negative impact of road damage is traffic jams, to traffic accidents. This is where the response of the implementor, namely the Office of Public Works and Spatial Planning Pekanbaru City, is needed to respond to the problem of road damage in accordance with Law of the Republic of Indonesia Number 22 of 2009. Responsiveness is the level of sensitivity of the implementor in responding to a problem. Tampan District as one of the districts with the most population in Pekanbaru City, thereby supporting the density of driving activity. The purpose of this research is to find out the responsiveness of the Pekanbaru City Public Works and Spatial Planning Agency in Dealing with Road Damage in particular the Tampan District and to determine the obstacles of the Pekanbaru City Public Works and Spatial Planning Office in dealing with road damage. This type of research is qualitative research with a case study approach. Collection of data needed both primary and secondary data is collected through interviews, observations and documentation, then analyzed so that conclusions can be drawn from existing research problems. The results of this study found that the implementor's lack of response to the Public Works and Spatial Planning Office in Pekanbaru in handling road damage, was caused by several inhibiting factors, namely financial factors, human resource factors, facilities and infrastructure factors, and road quantity factors. Keyword: Responsiveness, Implementor, Road Damage

Abstract

The research objective is to determine the distribution of Raskin and to evaluate the response of poor families who get help Rakin. The sample of 59 respondents were in subdistrict village Bangko Makmur District Bangko Pusako Rokan Hilir. Data was analyzed using descriptive method whit quantitative approach. That data collection is done by observastion, questionnaires, interviews, guided by the guidelinis for the interview. The results showed that the distribution of Raskin in Bangko Makmur villege goes well and smoothly because the majority of respondents 67,79% said good. This means that the distribution of Rakin Raskin and distribution in rural sub district Bangko Pusako Rokan Hilir already well underway. Raskin recipient community respondents attitudes in Bangko Pusako Rokan Hilir district very well, the majoritas of respondents 100,00% benefit from Raskin program organized by the government every year.Keywords: aid program, the distribution of Raskin

Abstract

Abstract            The research is motivated by issuance Regulation of the Minister of Public Works No. 20/PRT/M/2009 Regarding Guidelines for Fire Protection Technical Management in Cities. In implementing fire protection management for region that do not yet have specific regulation governing fire protection management, then the implementation of fire protection management in the region is implemented according Regulation of the Minister of Public Works No. 20/PRT/M/2009. Formulation of the problem in this research is how is the implementation of fire protection management in Pekanbaru City in 2015-2017 and what are inhibiting factors for the implementation of fire protection management in Pekanbaru City in 2015-2017.The purpose of this research is to find out implementation of fire protection management in Pekanbaru City in 2015-2017 and describe the inhibiting factors for the implementation of fire protection management in Pekanbaru City in 2015-2017. The method used in this research is descriptive research with qualitative approach method. The type of research data is primary data and secondary data. Data collection techniques in this study are interviews and documentation. Technical analysis of data used is descriptive qualitative data analysis.         The results of research indicate that the implementation of fire protection management in Pekanbaru City in 2015-2017 regulated in Regulation of the Minister of Public Works No. 20/PRT/M/2009 has not been run in accordance with the contents of the regulations that should be the guidance of policy implementation by Badan Penanggulangan Bencana dan Pemadam Kebakaran Pekanbaru city. The inhibiting factors in the implementation fire protection management is facilities and infrastructure are limited, deficient human resources, resistant situation and socialization has not been done optimally. The right solution to overcome these problems is increased human resources, budget, socialization activities by Pekanbaru City Government, BPBPK and Society in more responsive to fire problems.                 Keywords : Implementation, Fire Protection Management, Fire Prevention.

Abstract

Websites are pages of information sites that can be accessed quickly. It is important for local governments to provide websites that can meet the needs of public services. The existence of Pekanbaru city DPRD website is a form of technological progress in supporting the process of delivering information to the public through their own media. The first Pekanbaru city DPRD website was inaugurated in 2013 with the domain name http://dprd-pekanbarukota.go.id. Many benefits from the use of the website, but the current phenomenon, where the Pekanbaru city DPRD website has not been updated since 2014-2016This type of research uses qualitative method. The determination of research subjects and informants using purposive techniques. In this study which became the researcher informant is Kabag. Public relations, Kasubag. Aspirations & information technology, public relations staff and representatives of legislators Pekanbaru city. While the object of this study is the implementation of the DPRD website in publicizing the activities of members of parliament pekanbaru city. Data collection techniques in this research is done through observation, interview, documentation and internet searching. The data analysis technique used in this research is using interactive model Miles and Huberman. Testing technique of data validity using triangulation tecgnique.The results of this study indicate that the city council website pekanbaru fakum because the government has decreased the budget so that it affects the operational budget, human resources are also less competent, facilities and infrastructure is absent so the 45 DPRD members and the completeness of the board can not be covered in news services. However, all efforts have been made to ensure that it is resolved, so the pekanbaru city DPRD website now runs smoothly and is always updated as a reliable informant in providing information to the public.Keyword : Implementation, Website, Publication, Public Relation, Government

Abstract

Bukit Raya Subdistrict is the only subdistrict in Kota Pekanbaru which first innovate in terms of E-Government that follows the presidential Instruction No. 3 year 2003 about E-Government. It is also aligned with the vision and mission of Pekanbaru City to the civil city of Smart City. E-Government in Bukit Raya subdistrict started in July in 2017. This E-Government management has several stages in managing it, preparation phase, maturation stage, maturation stage and utilization stage. There are several theories, one of which is E-Goverment In Action by Richardus Eko Indrajit (2005:5) explaining the vision that proclaimed also should reflect the shared vision of the existing stakholeder, improving productivity and operational performance Government in serving its community, promoting clean and transparent government, improving the quality of people's lives through the performance of public services, ensuring the creation of a democratic state. This research uses a descriptive method with a qualitative type of research by conducting interviews and documentation in the field. Here are some applications of E-Government of Bukit Raya Kota Pekanbaru is integrated system of administration Services (Sipadu), E-Sapa residents, integrated Administration services System (snail), strategic database, E-PPBMRW, E-MTQ, website District.            Research results seen E-Government management in Bukit Raya Kota Pekanbaru in the year 2018 can be concluded, that has been done with maximum. With the phenomenon of E-Government management in Bukit Raya City Pekanbaru District, among others, there is no full support from Pekanbaru city government such as socialization and budget as well as the absence of experts or escort team of city government Pekanbaru. E-Government provides more effective and efficient administration management & Information disclosure on the way government system. Bukit Raya became the best district for the last 3 years in the performance of Pekanbaru city level.  Results in the starting field of August 2017 to 2018, now starting to optimal according to the field findings with a cooperation of 2,725 letters through Sipadu (E-Government) previously only done by manual can work on 627 Surat.  Factors affecting E-Government management in Bukit Raya District Pekanbaru is the political environment, leadership, planning, transparency, stakeholders, finance, technology and innovation. Keywords: Management, E-Government

Abstract

International arms trade is a very profitable business for weapons-making countries. Britain is one of the world's leading arms makers. Most artificial weapons are sold to the Middle East. The largest importer of UK arms in the Middle East is Saudi Arabia. Saudi Arabs rely heavily on UK to supply their weaponry needs. The Saudi Arabian government and its coalition have fought against the uprising by the Houthi. The revolt committed by the Houthis against the Yemeni government has been in place since 2015. In the fight against the uprising, Britain became a country that exports arms to Saudi Arabia. One of the weapons used by Saudi Arabia to counter the Yemeni insurgency is a UK-made cluster bomb that killed civilians. This is contrary to the content of the treaties that have been ratified by the UK in 2014 namely Arms Trade Treaty article 1. Ratified agreement does not make the UK stop or reduce the sale of weapons to Saudi Arabia. This research uses a neorealism perspective which is then supported by Stephen M. Walt's alliance theory with several concepts such as national interests, balance of power, and bandwagoning. Later this study also used the nation-state level of analysis with a research focus on the interest of United Kingdom on selling weapons to Saudi Arabia. This research then formulates answers to research questions related to UK interests violating the rules in ATT by selling weapons to saudi arabia. There are three important points that make the UK keep selling its weapons to Saudi Arabia, first, establishing the stability of relations with Saudi Arabia, secondly, strengthening Saudi Arabia's political position towards Iran, and the third to maintain a balance of power in the Middle East.Keywords: Balance of Power, Bandwagoning, Alliance, National Interest, ATT.

Abstract

Career development in a government agency or organization is very important for the progress and success of the organization in achieving the planned goals. Career development of Civil Servants carried out must be based on competence, qualifications, performance appraisal. This research was conducted at the Riau Province Regional Personnel Agency. The formulation of the problem in this study was how career development of Civil Servants at the Provincial Civil Service Agency. With the aim of this research is to find out how the career development of Civil Servants in the Regional Personnel Agency of Riau Province.This study uses the concept of career development theory according to Siagian (2005: 207). This study uses qualitative research methods, namely research methods based on thoughts and responses from research informants about the problems examined from the research locus, with the type of phenomenological research which is research that specializes in phenomena and realities that appear to examine the explanations in them. The types of data sources are primary data and secondary data, while research data collection techniques use interview, observation, and documentation techniques. The results of this study are based on the results of the discussion that has been described regarding career development of Civil Servants in the Riau Province Regional Personnel Agency, namely fair treatment in careers, direct supervisor care, information about various promotional opportunities, interests to be promoted, and levels of satisfaction. That fair treatment, information about various promotional opportunities, and satisfaction levels are not maximized, because there are still many employees who have not been promoted in their positions even though these employees have attended training and there are also employees who have not participated in training but they already occupy a position, and lack transparency in procurement promotion which is not in accordance with the principles of career development patterns. Seen career development has not been evenly distributed to every employee, and is supported by the results of interviews with informants in the study.Keywords: Development, Career

Abstract

Through the local elections allow the accommodation of the wishes and aspirations of society to realize a better life. The Constitutional Court passed a decision independent candidates provide new hope for the emergence of candidates for regional head / deputy head of the region that is relatively more open to anyone who has an interest to nominate themselves. The presence of independent candidates (Amris, SY and Sakti) will have a positive impact teradap political competition in the post of Mayor and Deputy Mayor of the period 2016-2021. The new independent candidates appeared first in Kota Dumai so seem less popular in the public eye. Independent candidates have no ideology and no mass base is strong because it is not supported by the political parties, so that it can be seen that the candidate of the independent who dare to appear, especially in the General Election Dumai should be more widely supported on several factors such as having a strong image and supported from economic factors ,Researchers detailing the following research problem: How can a political strategy and a pair Amris Way in winning support in the elections Dumai 2015?.This study used descriptive qualitative method. Data analysis using descriptive technique in which data has been collected subsequent grouped by types and their uses. Then the data is processed and analyzed according to the theory used and presented in the form of descriptions. Analysis of data is divided into two: the analysis of statistical data and non-statistical data analysis, given the data writing is not the form but the results of the analysis process used is non-statistical data analysis.Based on studies it appears that the vote is a pair Amris independent partner and Sakti gain support as many as 20 882 voice or the voice of 17.88%. If seen from the number of ballot upon verification of prospective follow Regional Head and the vote at the election Dumai 2015 elections on an independent partner of this decline amounted to 1,581 voice sounds. The decline was caused including the votes by the following: a) The pair candidate for mayor who had served became Mayor and Deputy Mayor of so many people who know the couple's lunge. b) an independent pair is not supported by sufficient funding so that the approach taken to the people not to touch the whole society.Keywords: Strategy, politics, society, independent candidate
