Abstract

This paper describes the impact of Russia's 2016 diplomatic termination on Turkey over the tragedy of Russian FU-24 firing by Turkish military in Turkey's border region with Syria by 2015. The severance of diplomatic ties is marked by Russia's economic sanctions for Turkey. Economic sanctions issued by Russia include a reduction in Turkish imports exports to Russia, the cancellation of Russian travel packages to Turkey, shutting down Turkish-owned plant operations in Russia, suspension of the Turkish-Russian Visa-free cooperation, stopping the ongoing Turkish-Russian mega project in the previous year. Upon the issuance of Russian economic sanctions, it has had an impact on Turkey's economy and politics. Considerable impacts are the decline of Turkey's imported exports to Russia, the declining number of Russian tourists to Turkey, the non-operation of Turkish-owned factories in Russia, the slowdown of the Turkish-Russian construction project. The shooting incident also affects the political relations between the two countries. Not only that, the stretching of the Turkish-Russian relations provided an opportunity for separatist groups to stage a coup in Turkey. But in the end, at the instigation of mutual interest, the Turks returned to improve relations between the two countries for common interests and goals even though Turkey had experienced a decline in economic growth and political stability of Turkey.Keywords: Diplomatic ties, economic sanctions, Russian FU-24 Shooting, Foreign policy

Abstract

One of the negative impacts of the rapid growth of industry in the district of Tualang the environmental pollution, especially air pollution resulting from the rest of the business, and one of the businesses or large companies in the District Tualang Siak. One of the villages located close to major industrial companies are Pinang Sebatang Timur Village. The formulation of the problem in this study as to how responsibility Siak District government against Air Pollution in Sub Tualang especially in the Pinang Sebatang Timur Village. This study aims to determine the efforts made by the government of Siak in addressing the problem of air pollution caused by the company or factory in the Pinang Sebatang Timur Village District of Tualang. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Based on the findings, it seemed responsibility the implementation of control activities undertaken by the Environment Agency (BLH) Siak against air pollution have been good, but not optimally. Because the control activities against air pollution carried Environment Agency (BLH) Siak there are problems that the lack of supervision and control carried Environment Agency (BLH), only 2 times a year and less to promote the public about the importance of awareness of preserving the environment especially those located around the industrial companies in Siak. Air pollution control strategies can be done by increasing the inventory and identification of sources of air pollution, improving waste management, establish pollution load capacity, increase knowledge and participation in submitting complaints, increasing supervision of the activity of air pollution. Abstract

Kelurahan kota tinggi office is a government agency or public organizations in the implementation refers to standardization in the service of showing the duties and function of each part that is in the kelurahan kota tinggi . as a government agency that includes the human resources that employees who work at the institution. Lurah Kota Tinggi implement development programs work performance of employees. However, if viewed directly in the field then there's also a mismatch with their responsibilities. The work should be completed in a short time could be delayed, employee professionalism in providing services to the community is still poor and own problems that occurred. In determining the informants in this study , named employees of the Kelurahan Kota Tinggi used as informants by simple random . In accordance with the purpose of research which has been mentioned above, the necessary data , including primary data and secondary data . The concept of the theory used in this study uses the theory of Bernardin and Russel . There are six indicators to look at the performance of the Kelurahan Kota Tinggi. That is: The quality of work , quantity of work , timeliness , effectiveness , independence and work commitments . For the technique of data collection was done by interview , observation and literature study . Methods of data analysis used in this study is a qualitative descriptive analysis . These results indicate that the district office performance Kota Tinggi still not working optimally. Still, there are employees who work not in accordance with its function and follow the vision and mission of the Kelurahan Kota Tinggi. Kelurahan kota tinggi employees also have the ability / level of education that is not in accordance with the job description. Required training for office workers to enhance the performance and capabilities kota tinggi district office employees to comply with the District of Mission Vision Kota Tinggi. Abstract

After Timor Leste gained independence from Indonesia, there was a change in the status of the territory that was originally Indonesian and now belongs to Timor Leste. But nearly two decades of East Timor's independence, there are no stipulations and rules regarding the maritime territorial between Indonesia and Timor Leste which should be the focus of the government to avoid the threat of encroachment. This study uses qualitative methods and uses the perspective of Realism in which the Realist offers the concept of National Interests, the basic views or assumptions of this perspective include upholding national security values and the existence or survival of the state. After taking an intensive approach, including through a number of bilateral meetings, maritime boundary forums conducted by the Indonesian government, the reality that occurred on the ground is not in accordance with the intensive approach that has been taken by the Indonesian government. The reason for the unfinished land border makes an excuse not to immediately settle the sea borders that are in the borders of Indonesia and Timor Leste. Indonesia's attitude which prioritizes resolving land borders over sea borders provides opportunities for foreign countries and foreign citizens to commit violations. Therefore, the Indonesian government must be consistent in inviting Timor Leste in the determination of borders of water territories in order to produce clarity about exploitation rights and reduce border violations that prejudice border society. Keywords: Waters Boundary ,Diplomacy,  Maritime

Abstract

The purpose of this study was to find out and analyze the application of learning organizations in Sago Village and find out the factors that support the implementation of learning organizations in Sago Village. This study is a type of descriptive qualitative research with a case study approach using a theory from Peter M. Senge. Data extraction techniques used were interviews with 8 key informants and 5 supporting informants in Sago Village. Data collection was also collected by good document study techniques and observations. Organizational learning is measured from the same three levels, namely individuals, groups and organizations. Senge proposed 5 disciplines to find out the application of learning organizations in an organization, personal mastery, mental models, shared vision, team learning and systems thinking. The results of the research show that the five disciplines put forward by Senge have been applied quite well in Sago Village. The implementation of learning organizations in Sago Village is supported by leadership and collaboration between employees. There are several obstacles in implementing learning organizations such as the lack of tools for employees to study and time that does not remain an obstacle for employees and people who have different activities. Abstract

The oil energy needs are very significant lately, making each state secure its petroleum energy needs. South Korea has a limited wealth of natural resources (especially petroleum). The South Korean government recognizes that oil is one of the dominant energies in driving the economy of South Korea. . One of the main forms of investment conducted by South Korea is investment in the oil energy field in Iran. The purpose of this study is to explain what the motivation of South Korea is investing in the oil energy field in Iran in the year 2016-2017.This research theoretically has built with liberalism perspectives on International Relations and supported by  Foreign Direct Investment (FDI) theory. Formulation of all arguments, facts, and theoretical framework on this research is guided by qualitative explanation methods. Technique in this research is through by the study of library. Data which is gotten and collected through the journal books, the last thesis and then from internet has related to the problems.            Researcher has formulated answered-hypothesis whic reveals the fact that Motivation Of South Korea To Invest In Oil Energy Sector In Iran 2016-2017 is to create interdependence between South Korea and Iran in oil energy in order to supply and reserve South Korea Oil Is assured.Keywords :Motivation, Invest, Interest, Oil, Cooperation

Abstract

This study aimed to find out about the Response of Society Program Desa Maju Inhil Jaya Village (DMIJ) in the infrastructure sector. Where the community response is seen from 3 (three) aspects, namely cognitive response, affective response, and conative response. Given this, of course, will give a different response to the Desa Inhu Inhil Jaya Program. This research was conducted in Desa Pekan Kami, Kecamatan Tembilahan Hulu, Kabupaten Indragiri Hilir. To get the right research results, the authors used a quantitative descriptive method that was presented in tabular form and completed in detail, with a total sample of 77 respondents. The results showed that there was no significant effect between cognitive response and affective response to conative response to planning, implementation and maintenance. This is caused by other factors, namely development imperfections and policies implemented by the Village Government in involving the community in every activity. Abstract

Javanese Malay tradition is a one cultural and relogious potential that is like being introduced to tourist who will do tourism activities to Selatbaru Village Bengkalis Districts. This research aims to knows make about tour package Javanese Malay tradition Selatbaru Village Bengkalis Districts. This research using qualitative methods with a descriptive approach. The research subject was the village head, public figure Selatbaru Village, sub-district head, and society Selatbaru Village. Data collection is done by library research, observation, interview, and documentation. While data analysis is done by collecting data, data education, data presentation, and conclusion. From the research that has been done, it can be concluded that Selatbaru Village is a tourism destination that offers a wealth of cultural heritage. From that, formed a tour package explored cultural heritage in Selatbaru Vlillage for a day at a cost Rp. 216.000/person and this package also offers tour packages staying for 2 days 1 night at a cost Rp. 513.000/ person. Keyword : Tour Package, Selatbaru Village.

Abstract

KUD development carried out by PT. Inti Indosawit Subur has the involvement and cooperation of each other to improve the welfare of farmers or their communities. The KUD that manages in the field of oil palm plantations is currently inactive and is in the process of being developed by the company. This study aims to determine the process of Village Unit Cooperative Development through PT. Inti Indosawit Subur in Delima Jaya Village, Kerinci Kanan Subdistrict, Siak Regency and know what are the factors that inhibit the development of the Village Unit Cooperative Mulus Rahayu. This study uses the theory of Potter's Organizational Development in Sujianto, namely there are 5 stages of entry, sensing, lock-on, implementation, saparation which are the process of organizational development or Village Unit Cooperative in Delima Jaya Village, Kerinci Kanan District, Siak Regency. This type of research is qualitative using interviews, observation, and documentation. The research resulted in the findings that: first, in the process of the Development of Cooperative Village Units in Kampung Delima Jaya which was developed by the company based on the 5 stages above is still not optimal and the constraints occur at the lock-on stage namely what is the priority program. Furthermore, in the implementation phase (implementation) is still not running fully, what saparation stage is the goal of the final determination that is the status of the cooperative is currently not active and is still in the process of development stage and it is estimated that in 2020 the cooperative can be active again. Abstract

Sapta Pesona is a condition that must be realized in every tourism product so that it can attract tourists to visit an area. One of the attractions that tourists visit is low so that it requires the application of Sapta Pesona in the Sakai tribe traditional house, Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency. Therefore this study aims to determine the application of Sapta Pesona in the Sakai Traditional House Tourism Object of Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency and the Public Attitude Toward the Existence of Sakai Traditional House Tourism Object. The research will be known and measured by quantitative descriptive methods. This study took samples of 80 respondents taken using the theory of Singarimbun. Data collection techniques in this study used observation, questionnaires, documentation, interviews. To measure the data interval in this study using a Likert scale. Based on the results of the study showed that the application of Sapta Pesona in the Object of the Sakai Tribal Traditional House Kesumbo Ampai Village Bathin Solapan District Bengkalis. Regency included in the good category and the Public Attitude Towards the Existence of the Object of the Sakai Tribal Traditional House supports the Object of the Sakai Tribal Traditional House.  Keywords : Sapta Pesona, Traditional House of the Sakai Tribe, Attraction
