Abstract

This research is motivated by communication style Head of Department, acting and acting Head of Department of Fishery and marine Riau Province not yet reflect attitude of a leader, The formulation of problem from this research is how far influence of communication style Head of Department of Fishery and Marine Riau Province to Performance Employee .The methods used in this study i.e., quantitative methods. Data collection techniques in the study using a detailed questionaire. sample Determined by researchers as many as 95 people servant, the reason the author choose the Department of Fisheries and Marine Riau Province, because researchers want to see the communication style Head of Service to employees. In processing the data the author uses SPSS 17.0 program by using simple linear regression formula with the formula Ý = a + bX. Based on the research results found that Communication Style Head of Fisheries and Maritime Affairs of Riau Province influence on Employee Performance with a correlation value of 0.916. The value of 0.916 shows the correlation between independent variables (Head Office Communication Style) and dependent variable (Employee Performance) is in very strong correlation category (0,800 - 1,000). This is reinforced by the result of hypothesis test with F count> F table (676.503> 1.915).While the significance test obtained value 31.884> 0.202, meaning Ho is rejected and Ha accepted. Communication Style Head of Department has a significant influence on Employee Performance. This is indicated by different results with the respondent's answer on each question item. From 44 item of question known that on communication style of Head of Department to performance of employee of each item of question answered with majority agree and strongly agree. From the determination coefficient test or R Square of 0.916 or 91.6%. This shows that the variables studied (communication style Head of Service) give effect to employee performance equal to 91,6%. Based on hypothesis testing that has been done known communication style Head of Department of Fisheries and Marine Riau Province influence on employee performance.

Abstract

This research was carried out in Parit Kebumen Village, Rupat District, Bengkalis Regency. The background to this issue is that the Jonjong Umah Tradition is a cultural wealth originating from the Parit Kebumen Village. However, as a newly developed village filled with a majority of displaced people from Central Java, this tradition emerged with the existence of the habits and needs of the local community, so that the Javanese Umah tradition and its relation to the Javanese habits of the Parit Kebumen village need to be interpreted. This thesis aims to analyze the value and meaning of the Jonjong Umah tradition of the Javanese community, and to know the purpose of the Jonjong Umah tradition.This research is a qualitative research with a descriptive approach. The data used are primary and secondary methods. Data collection techniques are carried out by observation, interviews, and documentation methods which all answer the research problems regarding the Jonjong Umah tradition. The research informants are the people of Parit Kebumen Village, consisting of traditional leaders, village officials, people who have done Jonjong Umah, people who have never done Jonjong Umah, Village Community Resilience Institutions , and Jonjong Umah guides.Based on the results of the study, it was found that the implementation of this tradition was flexible, not burdensome and difficult, so that there were some villagers of Parit Kebumen who implemented it and did not implement it. The values contained in the Jonjong Umah tadisi are economic values, the value of helping, and religious values. The purpose of implementing the Jonjong Umah tradition is to help the people of Parit Kebumen Village who want to move houses and strengthen the community's friendship when implementing the Jonjong Umah tradition. Abstract

This research describes the implementation of Keep It Shiny and Sustainable (KiSS) programme in order to anticipation of environment damage study case in Mugello Circuit in 2013 – 2016. The first edition of the KiSS was held at the Mugello in 2013 through the Motorcycle Grand Prix (MotoGP) events, promoted by The Fédération Internationale de Motocyclisme (FIM) with the objective of involving the public through environmentally and socially sustainable initiatives. Mugello Circuit, located in an extremely important natural landscape in Tuscany, Italy and since 2011 the circuit has been on the cutting edge in terms of environmental sustainability.This facility obtained the environmental management certification International Organisation for Standarization (ISO) 14001: 2004, dan Environmental Management and Audit Scheme (EMAS) dan Occupational Health and Safety Advisory Services (OHSAS) 18001: 20072007 as to health and safety. In Europe and in Italy, Environmental Management and Audit Scheme (EMAS), is regarded as the reference scheme for environmental certifications. Italy has endorsed EU Regulation 1836/1993 - later updated by Regulation 761/2001 - through the 1996 Ministerial Decree which introduces EMAS.The research method is a qualitative-descriptive with the combination of library research and field research technic. For the library research, writter collects the data from journals, books, official reports, mass media and websites to analyze this research. For the field research, writter collects the data from interview through email. The perspective applied in this research is Green Thought persepective with theories and concept applied such as International Organization theory, Sustainable Development concept and Green Politics theory.Key words: implementation, KiSS, FIM, MotoGP, Mugello Circuit, EMAS

Abstract

This research is a Fishery Development Strategy in Rokan Hilir, this study aims to find out an effective and efficient Fisheries Strategy based on human resources, natural resources and lack of budget to make supporters and obstacles in determining the strategy of Fisheries Department, this research using SWOT analysis method is strength, weakness, opportunities, threats.Based on the results of research shows that the Government's policy has not been run in accordance with the Government's expectation in increasing the number of fishery production as well as restore Bagansiapiapi glorious period in fish production. Constraints faced in the development of fisheries strategy are the problems in the implementation of fishery development of Rokan Hilir Regency, namely the low level of income of traditional fishermen, the low quality of fishery products production, the low institutional capacity and the human resources (fishermen) and fish farmers, Potential of cultivation, lack of optimal management of Fish Seed Meal (FSM), damage to coastal ecosystem (mangrove) in some areas, limited fishery production facilities and infrastructure for fishermen, limited access of goods transport to fishery production centers and decreasing of fish catch resources.The theory used by the authors in this study is the theory of Rangkuti (2006) that explains about the SWOT analysis of SO strategy, this strategy is made based on the way of thinking utilizing all the power to seize and take advantage of opportunities as much as possible. Strategy st, this strategy is a strategy in using the power that has to overcome the threat. Strategy wo, this strategy is applied based on the utilization of existing opportunities by minimizing existing weaknesses. WT Strategy, This strategy is based on business activities to minimize existing weaknesses and avoid threats.From the results of the research, Rokan Hilir fisheries development strategy found barriers in determining what strategies will be determined in accordance with the factors faced by the Fisheries Department, but the Fisheries Department has been working hard to provide increased production of fisheries, with SWOT analysis guidelines certainly make it easier to understand will The conditions faced today in order to achieve the Government's goal to promote and restore the glory of Bagansiapiapi.Keywords: Development Strategy, Rokan Hilir Fishery.

Abstract

Fertilizers are a strategic means of production and play an important role in increasing productivity and production of agricultural commodities. The government provides fertilizer subsidies as an effort to protect and improve the ability of farmers to implement balanced fertilization, and improve food security. Presidential Regulation number 15 of 2011 stipulates subsidized fertilizers as goods under supervision. Supervision is carried out by Commission of Fertilizer and Pesticide (KP3) in Agam Regency which includes procurement and distribution, including type, amount, quality, marketing area and highest retail price, as well as procurement and distribution time (sixs right principle). However, in its implementation, the supervision carried out by KP3 Team in Agam Regency was still not optimal because there were still cases of fraud in the distribution of subsidized fertilizers. The purpose of this study was to determine the extent of the implementation of subsidized fertilizer supervision in Agam Regency. This research using the concept of theory supervision by Manullang (2015: 184), which is setting standards / measuring instruments, conducting assessments, and carrying out corrective actions. This study uses a purposive sampling technique with data collection techniques including: observation, interviews, and documentation. From the results of the study, we expected that KP3 can improve performance so that fraud does not occur again and fertilizers can be distributed to farmers with the sixs right principle.                                                                                                            Keyword: Supervision, Distribution, Subsidized Fertilizers

Abstract

At present, public demand requires the government to renew the public service, which is a technology-based service (E-Government). The development of E-Government in various areas is marked by the availability of applications and information systems that support the execution of office tasks, one of which is being implemented at Pekanbaru Traffic Police Agency aimed at developing E-Government through the E-Tilang system. The problems raised by the researchers in this study were regarding the E-Tilang System Implementation Effectiveness and factors that hinder the effectiveness of E-Tilang System implementation. This research method is a qualitative method with a case study approach. The concept of theory used is the theory of effectiveness with several indicators, namely the achievement of objectives, the ability to perform tasks, and the appropriateness of input and output. In this study the author will analyze the problem through data obtained from interviews, observations and documentation. The results show that the use of E-Traffic is not yet effective. It is evident from the public that they are not fully aware of the e-ticket system, the lack of information from officials about the E-Tilang system, and the extortion that officials still face during traffic violations. In an E-Tilang application, the author noted several factors that impede, from an officer, a frequent network interruption that prevents the sending of tilang fines and Briva numbers to violators. Whereas the offenders lack the socialization associated with the E-Tilang system from officials to offenders so that the public is still confused by the mechanism of the E-Tilang System, as well as the poor conduct of the executor found in the levy found by the executor to the infringer causing the implementation of the E - Tilang system effective again. Keywords: Effectiveness, E-Government, E-Tilang System

Abstract

The main essence of policy implementation is understanding what should happen after a program is declared valid or formulated. This understanding includes efforts to administer it and have a real impact on the community or events. Then the implementation of the policy can be interpreted as the implementation of activities or activities referring to the guidelines that have been implemented can have an impact or impact on the community and can contribute in overcoming the problems that are targeted by the program.               This study aims to understand the Implementation of Policy for the Acceleration of Cattle and Buffalo Populations in Bagan Sinembah Subdistrict, Rokan Hilir Regency in 2017. Theoretical Framework uses Policy Implementation According to Merrile S. Grindle, namely Policy Content and Policy Context. This research was conducted in Bagan Sinembah District, Rokan Hiir Regency. Data collection techniques are done by interview and documentation. The method used in this research is descriptive qualitative.               The results of this study indicate that in its implementation in the Rokan Hilir Regency precisely in the Bagan Sinembah District has not been going well. Because cow self-sufficiency has only been running for 1 to 2 years so there is no evaluation from the government what are the factors that hamper this self-sufficiency in cattle. Rokan Hilir Regency still lacks Human resources, namely lack of veterinarians. With a livestock population in Rokan Hilir, around 20,000, the Rokan Hilir District has only 7 veterinarians, which is not yet commensurate with the livestock population. Government institutions that function as coaches, supervisors, researchers and implementers of education, training and counseling have not functioned properly in managing the institutional breeders for thedevelopment of the cattle self-sufficiency. Keywords: Implementation, Policy, Population

Abstract

This research was conducted around the Tampan district of Pekanbaru. The aim of the study is to know the initial process of students interested in coming to Cafe around the handsome district of Pekanbaru. Topic focus of this research is to know the activity of students in Cafe Kecamatan Tampan Kota Pekanbaru. The samples in this study amounted to 6 people. The authors use qualitative methods and use sampling techniques purposive sampling. Data instruments are observations, interviews and documentation. From the research done, the authors find. Research finds there are several things that encourage students to do a gathering activity at the cafe. That is as follows: Follow friends, research finds that the influence of peers is very potential to attract students especially the subject of research come to the cafe. Doing college assignments, students or research subjects is no longer focused on old habits where coursework is done at home, cost or in groups at a friend's house. For entertainment, research conducted find all research subjects visiting the cafe with the aim to seek entertainment.  Research also finds there are several student gathering activities in Cafe which are as follows: discussion, research finds that research subjects very often do light discussions about campuses or personal problems in the café around the campus. Filling empty time with chatting, research finds the average research subject spent 2-3 hours to just chat in the café with his colleague. Participate in singing and playing music, research finds there are several research subjects or students who use their own musical instruments when gathered at the cafe. Abstract

represent the deviant behavior of incest, which is a blood relationship that a family member does with other family members. The animation of Yosuga no Sora has the pros and cons of the release in Japan as well as in Indonesia because of the genre which is a distorted behavior. The purpose of this research was to see how the representation and meaning of the denotation, connotations, and mythical incest behavior deviates in the animation of Yosuga no Sora and how the animation of Yosuga no Sora represent incest deviant behavior.The study used qualitative research methods with the semiotic approach of Roland Barthes. The subjects used in this study were scenes contained in the animation of Yosuga no Sora and the objects in this study, namely the audio and Visual animation series Yosuga no Sora. The data collection techniques performed are documentation and library studies. The validity technique of the data in this study uses triangulation. The data Analysis unit raised in this study contained in 10 scenes.The first of these results is the meaning of the denotation, the connotations and the incest myths in the animated series Yosuga no Sora. Its denotations are the behavior of Haru and Sora in living their lives starting with each other's feelings, kissing, embracing, and having sex many times. The conjunction is their act as a twin brother in the face of each other's feelings in a blood bond like a jealous Sora when Haru approaches another girl, who does not give resistance even enthusiastically follows Haru's desire to have sex with her. The myth is the characteristic deviant behavior of incest that is forbidden in the law of Adat and religion among which is, in terms of adat is the wrong caterpillar, which is stated Hilman Hadikusuma in the Book of the Kuntara Raja Niti, namely doing adultery with siblings. In the view of religion, especially Islam, there is in Surah An-Nisa (4) verse 22-24 in this case it is in the sentence ' your foster-sisters '. They do it almost at all times and give unrest to the community. The second research result is on the animated series Yosuga no Sora represent incest devious behavior is kissing, hugs, alone without clothes, and having sex even after Haru is aware that their relationship is a Was wrong and was spotted by their friend, but they continued the relationship.

Abstract

This research aims to determine the digital marketing strategy of Wisata Dakwah Okura. This research uses qualitative methods which are able to explain phenomena through data collection through observation, interviews and documentation. Every data obtained by the author is then collected, processed and clearly explained using language that is easy to understand. Data collection techniques by means of in-depth interviews and the author directly went to a tourist destination to observe the place (observation), then retrieve data in form of author's documentation. This research uses a descriptive approach where this research explains in detail about the Digital Marketing Strategy of Wisata Dakwah Okura.Based on the results of research that has been done, The Digital Marketing Strategy of Wisata Dakwah Okura uses a marketing mix strategy with 4P and uses STP Theory to identify and classify consumers / tourists so as to create a product image to tourists and be able to compete well. Then analyze the SWOT to determine the strengths and opportunities of Wisata Dakwah Okura to overcome the weaknesses and threats faced by the management of Wisata Dakwah Okura. By creating a good and right marketing strategies and utilizing Digital Technology (Social Media) such as Instagram and Youtube, this is expected to be able to market and promote Wisata Dakwah Okura widely and be able to benefit from the many tourists who are interested and come to visit Wisata Dakwah Okura.Keywords: Digital Marketing Strategy, Marketing Mix, STP Theory, SWOT Analysis
