Abstract

This study aims to determine the management of village cash land in the Village Banjar Panjang Kerumutan District Pelalawan District 2001-2016 and to determine the inhibiting factors in the management of village cash land in the Village Banjar Panjang Kerumutan District Pelalawan District 2001-2016. This research uses qualitative research method with descriptive research type which describes about problem and solving to research subject with clear and detail. This research found that the management of village cash land in Banjar Panjang Village Kerumutan sub district still run well, because the implementation still exists for personal interest by planting palm on the village treasury land, restan land, wakaf land and public facility land, so the village To get no income. The inhibiting factor is not optimal the management of village cash land in the village of Banjar Panjang Kerumutan District Pelalawan District, among them are: Human resources who lack expertise in the field of inventory of infrastructure assets insufficient in the affairs of asset management, not periodic inventasrisasi, budget Too large, unclear evidence of ownership of the village treasury, and poor supervision. The conclusion is that the planning, implementation and supervision of village cash management in Banjar Panjang Village Kerumutan Sub District still run well. Inhibiting factors in the management of village cash lands may impede the development of villages is lack of expertise. Human resources, periodic inventory, lack of budget, unclear evidence of ownership on village cash lands and lack of supervision. Abstract

The use of freeing workers in Dumai City is a phenomenon tha greatly influences the running og government in Dumai City. With the geographical conditions of Dumai City. With the geographical conditions of Dumai City which is an intenational trade channel and also an advanced industrial city in Riau Province, so the strategic geographical conditions make the interest of foreign workers come to work in Dumai City. Therefore the use of foreign workers must be in accordance with statutory regulations. The use of foreign workers in accordance with a the legislation will have a good impact an the City of Dumai, the need for good government policies in the use of foreign workers so that not only certain parties who fell the benefits in the useof  foreign workers in Dumai City. This study aims to describe how the implementation of the use of foreign workers in Dumai City in 2016-2018. Location of research in Dumai City, especially in the Department of Employment and Transmigration in Dumai City and Immigration Class II in Dumai City. Furthermore, file collection techniques were carried aut by interview and documentation. The results of this study are the lack of supervision of the use of foreign workers in Dumai City so that there are still foreign workers employed in Dumai City who work as unskilled laborers, foreign workers in Dumai City is dude to the lack of correlation between the Department of Manpower and Transmigration with the Immigration Class II in Dumai City, the lack of resources on the use of foreign workers. On the other hand the use of foreign workers also has a positive impact that can increase the PAD of Dumai City, transfet of knowledge and technology to local workers, also changes in work culture that has a positive impact and increase investment resulting in the economy in the City of Dumai as well increased. Actors involved in the use of foreign workers have met such as the presence of Immigration, the Department of Labor and Transmigration, the pora team, and Department of Population and Civil Registration. The existence of environmental support fo the use of foreign workers. Abstract

At this time many violations committed by police personnel. Therefore, the public needs information media to convey criticism and report directly to the government, especially the Regional Police (Polda). In this case the Riau Police plays a role to provide a medium of communication is fast in responding to reports directly to the community. It is realized by the Riau police through the application Propam Polda Riau. Propam Polda Riau application in direct management by the division of Profession and Security (Propam) Polda Riau. Propam Polda Riau application is also used by Polda Riau to monitor the performance of Riau provincial police personnel this is also to mensuksekan vision and mission of Indonesian Police. This research to determine the management of Propam Polda Riau application and evaluation of application management Propam Polda RiauThis study used qualitative research methods. Subject of this research consisted of 7 informan. The purpose of this research is the strategy of application management Propam Polda Riau as information media Polda Riau. Data collection techniques used were interviews, observation and documentation. In reaching the validity of data in this study, the authors use triangulation.The result of the research shows that in the management of Propam Riau Police bid application make planning in management that is, objective, identification of target public and marketing application. Bid Propam Riau Police also formed a team to manage the application of propam of Riau Police consisting of 7 people to manage the application process that is 1 person from the paminal (super user) in charge of filtering the incoming report and keeping the confidentiality of the complainant,2 person from Provos section is in charge of investigation, 2 persons from wabprof part serve as operator of information delivery from Riau Police to the public and 2 others from IT application developer Propam Polda Riau. And all activities are coordinated directly by Head Propam Polda Riau. The Prophet Polda Riau Propinsi Propinsi Riau Polytechnic of Propam Police of Riau that is: the feedback is slow, still lack of human resources in the management, the aplication difficult to access because maintance.Keywords: Polda Riau Pekanbaru, Management, Cyber, Application

Abstract

Mural usually used as room decoration and now more used as a conveyor of aspiration. Like the murals with anti-corruption theme created by the Peviart Community. This mural contains criticism and message to eliminate the culture of corruption in Bumi Lancang Kuning. The problem of corruption is a complex problem that often happens and now keep increasing. Therefore, this study aims to determine the meaning of anti-corruption contained in the mural by Peviart community in Pekanbaru City.This research uses qualitative research methods and supported by the theory of semiotic analysis of Charles Sanders Pierce. Subjects in this study were determined based on purposive sampling technique consisting of three mural images entitled #SAVEUANGMAMAK, Mewah Karena Korupsi, and Asingkan Koruptor dari Muka Bumi. The data collection techniques include observation, documentation, and literature study. The data analysis technique used is Charles Sanders Peirce’s analysis of semiology with triadic models, where the representament, object and interpretant have mutually fulfilling relationship strength and advantages with data validity checking done using triangulation techniques.The results of this research show that the Peviart Community mural in terms of shape, color, and illustration has the meaning of corruption and anti corruption behavior itself. In the mural entitled #SAVEUANGMAMAK and Mewah Karena Korupsi shows more of the meaning of corruption, this act of corruption is shown so that people who see it do not commit the act of corruption. While on the mural entitled Asingkan Koruptor dari Muka Bumi show more anti-corruption meaning, the meaning shown is the corruptor that must be eradicated and the role of KPK in combating corruption. Overall, the anti-corruption semiotics analysis in the three mural images of the peviart community is a corrupt person who has a fat body, corruption to enrich himself, corruption done by officials, yellow as a symbol of wealth, and the KPK as a symbol of anti-corruption. Keywords: Analysis, Semiotics, Peirce’s Semiotic, Mural, Anti-corruption.

Abstract

Motorcycle is the most common vehicle the used by indonesian people. One of the children under 17 yearshave been riding motorcycles. Traffic accident are still being global issue which is motorcyle is the largest contributor of traffic accident can be eitherfatalities or material losses, traffic accident are mostoccur to youngpeoples, in Indonesia the biggest victim or traffic accident are junior high school students. Unsafe ridding is the biggest couse of traffic accident, therefore safety riding need to be applied to pevent traffic accident .The purpose of this study is (1) aims to find what are the factors thatmake student use motorcycle to school. (2) to find the impact of traffic violations by using attitude theory. The method of this research is desciptive quantitative and data collecting use question forl , observation,documentation 64 sample use simple rendom sampling. Result of the research showr that most of students ride motorcycle in is years old. Abstract

The three candidates for the 2016 Rokan Hulu District Head of Ngaso Kacamatan Ujung Batu Village Election were figures who were once the elite of Ngaso Village Ujung Batu District, Rokan Hulu Regency, namely having been an adat administrator, village head, and Chair of the Ngaso Kecamatan Village Consultative Body (BPD) Ujung Batu Rokan Hulu Regency. Formulation of the problem in the study: how is the quality of the village elite in the simultaneous village head election in Ngaso Village Ujung Batu District, Rokan Hulu Regency in 2016 ?, and what factors are the strengths and weaknesses of each village elite in the simultaneous election of village heads in Kecamatan Ngaso Village Ujung Batu in Rokan Hulu Regency in 2016? The objective of the study was to determine the quality of village elites in the simultaneous village head elections in Ngaso Village Ujung Batu District, Rokan Hulu District in 2016, and to find out which factors were the strengths and weaknesses of the elite in the simultaneous election of village heads in Ngaso Village Ujung Batu District, Rokan Hulu District 2016. Source of primary data through interviews and secondary data sources. Data analysis techniques were carried out with qualitative descriptive analysis. Instrumental quality, each participant has managerial competence as an advantage, Andes Siata has the advantage of functional competence in the economic field compared to 2 (two) other candidates. The symbolic dimension, the basic principles of each candidate are active in every social activity, while the emotional aura of the three candidates has an ambitious, upbeat and optimistic spirit, which is a differentiator is the humorous nature possessed by the Andes Siata more, the inspirational aura of Siata Andes more compared to the other two figures, the community considers Andes Siata to be a hard-working person so that his business has grown rapidly, Andes Siata's social aura represents himself as a successful businessman, Busri has a social aura as an experienced person in government, and Engki Mula Putra is representation of young people and people who have experience in government. Optical phenotype, the physical charm of the three candidates has a body that is obese or not athletic, and a face that is considered ugly is not bad and is said to be handsome or not handsome or not artistically, health and fitness are always energetic and active despite having a fat body. Abstract

Polygamy is the phenomenon of life going on around us. The term polygamy is often heard but not many people who can accept this situation. The word itself comes from the Greek polygamy "polygamie", namely poly meaning many and gamie means the men, so the meaning of polygamy is men who take more than one woman in the bonds of marriage. In districts Kerumutan Pelalawan khasus polygamy occur. However, according to the interview with the Kantor Urusan Agama (KUA) local no husband reported to the local KUA second marriage. Because most of their second marriages performed outside the region and usually without the knowledge of his first wife. The first wife learned of her husband's second marriage after the husband's second wife brought to the area. Most people did not make polygamy, but some people do not agree with the incident. This study aims to determine the division of the implementation of family function in families that practice polygamy, by taking the focus on one family in which the husband to practice polygamy to have four wives. The research method in this research is descriptive research method. Descriptive research is research that aims to uncover the facts, circumstances, and phenomena. Abstract

Married Student Motivation (Research of Married Student at UIN Suska Riau), this study was conducted at UIN Suska Riau. The subjects in this study were 5 female students. The informant retrieval technique is by using purposive sampling technique. The method used is descriptive qualitative research method. The results of this study were that the marriage at the time of the study was initially viewed negatively by the community, but in my research it can be seen that marriage during the study period had a positive impact, so that students avoid promiscuity, be more awake and feel safe, have more useful time, start marriage from zero that can foster compassion between husband and wife, and make life more religious. There are 2 factors motivating female students of UIN Suska Riau to get married during their lectures, namely motivation from within and outside themselves. The motivation that comes from within the UIN students to get married during the study period is the desire of the senidri, to feel old enough, to feel the need and to have a match. While the motivation that comes from outside of UIN students to get married during the study period is family, social community, campus environment and religion. While the negative impact is difficulty in learning because you don't have time to spare, too much to think about, and some married students can't finish college on time. Obstacles for students in completing college on time are already having children, having difficulty dividing time, and not having free time to study after having children, some other students who do not have children do not have problems in completing college on time. Keywords: Motivation, Student, Married
