Abstract

Library service is a form of public service provided by the government to the public to provide information and knowledge through literacy reading material. Existing library services must of course follow the needs of the community and adjust the times, one of which is by innovating library services. With the presence of innovative library services in Pekanbaru City Public Library as a form of application of the pillars in the Smart City in Pekanbaru City, namely Smart People, it is expected to be able to increase the number of library visits and the level of cultural interest in reading. The purpose of this study is to find out how public library service innovation and find out what factors influence the innovation of library services. This study uses a purposive sampling technique with qualitative research types using a descriptive approach and the data needed both primary and secondary data obtained through observation, interviews and documentation and then analyzed based on research problems. The results of this study show that: Innovation in public library services in this study namely the mobile library, public reading park, iPekanbaru and Website has not been running optimally. Factors that influence the innovation of public library services are human resources, facilities and infrastructure as well as the community. Abstract

Village Government has a significant role in managing social processes in the community. The main task that must be carried out by village government is how to create democratic life, provide good social services so that it can bring its citizens to a prosperous, peaceful and just life. But in reality there is a mismatch between the development plans in Desa Karya Tani.               This study aims to determine the role of village government in the development of Karya Tani Village, Kempas District, Indragiri Hilir Regency. The study uses the theory of the role of the Village Government in the Implementation of Development (Taliziduhu Ndraha). Primary information sources (informants) were determined by purposive sampling and the necessary data were collected by interview techniques and literature study.               From the results of this study it can be seen that the role of the village government in the implementation of development in the village of peasants' work in the Kempas sub-district of Indragiri Downstream has not run optimally. As for the role of the village head in the implementation of development, namely the ability to make development planning, from the results of research in this Desa Tani Village, the Village Government is quite capable in making village development planning but it's not yet maximal. Ability to provide guidance to subordinates or the community in the implementation of development in Karya Tani Village, Kempas District. Abstract

One of the implementation of public services, namely at the Siak Hulu I Health Center, Siak Hulu District, Kampar Regency, was found phenomena such as the lack of awareness of medical staff on the time of service to patients, the absence of pulmonary TB specialists and damaged and unavailable facilities and infrastructure. Then the formulation of the problem made by the researchers are: (1) How is public service at the Siak Hulu I Outpatient Health Center in Siak Hulu District, Kampar Regency in 2017? , (2) What are the factors inhibiting public services in the Siak Hulu I Outpatient Health Center in Siak Hulu District, Kampar Regency in 2017?. This study aims (1) to describe public services at the Siak Hulu Outpatient Health Center in Siak Hulu District, Kampar Regency in 2017, (2) to explain the inhibiting factors of service at the Siak Hulu I Outpatient Health Center in Kampar District in 2017. This study using a qualitative approach to the type of descriptive research. Data collection techniques are done by interview and documentation study. While the data analysis techniques used are descriptive qualitative data analysis techniques. The results of the study found that of the seven Service Standards in the Ministry of Administrative Reform and Bureaucratic Reform No. 36 of 2012 it was still found that the services at the 2017 Siak Hulu I Public Health Center were not well implemented. So the advice given is to increase the operational hours of the puskesmas by submitting it to the department, posting information with the latest technology, tightening the rules, and completing facilities and infrastructure. Keywords: Affordable services, Fast and cheap services, Service Mechanisms and Procedure

Abstract

The implementation of e-government in the Bukit Raya District is the implementation of public services using information and communication technology in providing services to the community, this aims to facilitate administrative management, obtain information needed, involve public participation to encourage increased development as a form of public service transparency . This study aims to determine how the application of e-government in public services in the Bukit Raya District and its supporting and inhibiting factors. The theory used is aspects of the development of e-government by Indrajit namely three indicators that influence the implementation of e-government: Support, Capacity, and Value. This study uses qualitative research with a case study approach and the required data both primary and secondary obtained through observation, interviews and documentation techniques to further analyze the data with the interactive model of Miles and Huberman. The results of this study indicate that, firstly the implementation of e-government in public services carried out was optimal but not yet evenly distributed, these results were measured in terms of support, capacity and value. Second, the supporting factors for the implementation of e-government in public services in Bukit Raya District are human resources, facilities and infrastructure, while the inhibiting factors are socialization and network disruption. Keyword: Implementation, E-Government, Public Services

Abstract

This study examines about Culinary Dayok Binatur in Indigenous Batak Simalungun in Simalungun Regency. Dayok Binatur is a symbol of Simalungun custom food made from chicken meat arranged regularly on the plate. Dayok Binatur is a symbol of traditional food used as an intermediary, to convey a message, advice, or advice delivered from one side of the family to the other family. In this research, examine the meaning of Dayok Bintaur for Batak Simalungun custom and change Dayok Binatur in Batak Simalungun custom. The researchers used the theory of habitus, arena and social capital from Bourdieu. This research method is qualitative descriptive with the number of research subjects 4 people consisting of the oldest traditional figure in Pematang Raya, Sondi Raya. The results of this study indicate that the meaning of Dayok Binatur for the Batak Simalungun custom is to know the function of family life and bermasyarkat in parts of the body of Dayok Binatur. Understand the social capital context of Dayok Binatur, and in Dayok Binatur understand its divisions are called gory. Then change Dayok Binatur in indigenous Batak Simalungun do guidance to young generation to maintain Dayok Binatur as food of Batak Simalungun custom.Keyword: Binoculars Dayok, Meaning, Capital Sikik

Marriage is one of bind way can do for generation offspring. Legitimate marriage doing performed in accordance with religious law and beliefs it embraces. This research be function for review give process dowry in batak toba marriage system, dowry tradition mean and change dowry mean in Mandau Districs. This research use kualitatif research metode. Source of this data is from interview detail with informan, deservation and documentation. Analysis data technic used in research is data analysis and presentation of data. Finally, dowry tradition in that batak people have dowry tradition and culture batak must be stay run and ptreserved. This tradition has become one of kind from traditional marriage series that validated and approved by batak toba community it self, so can streght social integrity for gentheman batak people and ladies that clan same it mean iboto social ciblings, Batak Toba tribe embraced patrilineal system will be direct work on abstain a son for direct line of descent or clan.Keywords: Sinamot, mahar batak

Abstract

The background of this study to the vision set by the Government between Pekanbaru years 2012-2017 that seeks to realize the Pekanbaru city as a metropolis civil. The study was conducted to analyze the implementation of Pekanbaru City Government conducted concerning security and public order in an effort to achieve the vision of Pekanbaru city, especially to the problems of society's ills and identification obstacles that are found in the implementation process. Pekanbaru City Government has outlined a vision coherently start of a mission that supports the realization of the vision, then the goals, objectives, strategies, policies and institutions that have been entrusted the task of safety issues, including the Civil Service Police Unit and the National Unity and Political Pekanbaru, then the police also have a fundamental duty safety issues.This type of research is descriptive qualitative study aimed to describe the real state of the field systematically and accurately related facts and research analysis unit, as well as field observations based on data (information) in particular. Methods of data collection is by interview, documentation and observation.The results of this study describes the implementation of the implementation of the community to address issues of disease based on the goals that have been set from the beginning. Development of community protection efforts to maintain and preserve security, order, unity, and the unity and harmony of society. In the implementation of each institution performing the task, although in the implementation find obstacles, the task can still be accomplished either in a raid, secure in-prone areas by municipal police, socialization activities conducted by Unity, and also operations that support community safety conducted by Police. Abstract

Brain Drain is a Phenomenon the International migration of highly qualified persons, e.g. surgeons, physicians, scientists and engineers, from low income countries to more prosperous economies. Motive of migration brain drainer as the lack of better opportunities, upgrade of living conditions, goverment policies and better education system. This research aims to analyze the Malaysia’s Brain Drainer to the Singapura since 2009-2013, analyse the policy Najib Tun Razak the phenomenon of brain drain.The sources of data used in this research are books, journals, working papers, valid news from websites and newspaper, to describe the process by analyzing the phenomenon based on existing data.. Abstract

Golkar Party Kampar regency was the winning party in the 2009 legislative elections. In 2014 the Golkar party won the winning party by winning the most seats, 9 seats in the Kampar Kabupetan DPRD, despite losing 2 seats from the previous legislative election and having to face the Democratic party which is the party The Kampar Regent at the time, however, the Golkar party was able to become the winning party in the 2014 Kampar district legislative elections.            The formulation of the problem in this study is "How is the strategy of the Golkar Party to maintain its victory in the 2014 Legislative Election in Kampar District and what is the impact of the strategy on the Golkar party vote in the 2014 Legislative Election in Kampar District". The purpose of the study was to analyze the strategy of the Golkar Party in the 2014 legislative elections and determine the impact of the strategies implemented in the 2014 legislative elections in Kampar District. This research is a descriptive study with a qualitative approach. The location of this research was conducted in DPD II of the Golkar Party in the Kampar Regency. Data collection techniques are done by qualitative data analysis.            The results of this study indicate that the Kampar Regency Golkar Party won the battle in the 2014 Legislative elections in Kampar Regency and placed its cadres as the highest Leaders in the Kampar Regency DPRD and could carry the Kampar Regency Regent candidates without having to form a coalition with other parties in the upcoming Pilkada.Keywords: Golkar Party, Strategy, Legislative

Abstract

The mayority of people in the river Guntung farming oil palm, and they choose oil palm because the process is produced faster than ordinary coconut, and depend on the economy of the oil palm plantation sector or have become the backbone for  their economy. This study aims to determine the social and economy life of oil palm farmers in Sungai Guntung Kateman District Indragiri Hiir Regency. The benefits of this research with observation, interview, and documentation techniques. This research uses purposive sampling technique used when specific informants are based on research objectives. The theory usd is the theory of social action and according to experts used namely Wolf, Soerjono Soekanto, and Abraham Maslow. This study subjects used as many as five people. The results of this study found that the many obstacles faced by oil palm farmers are the acquisition of capital for the development of oil palm farming, lack of extension program provided by the government, and constraints to the expansion of oil palm plantations, the high cost of daily staples including the cost of children’s education their children.  Keywords: Socio, Economic, Palm Oil Farmers, Social Action
