Abstract

The purpose of this study is to find out about the form of diplomacy carried out by Malaysia against The purpose of this study is to find out about the form of diplomacy carried out by Malaysia against border communities, especially the North Rupat community. As a border community in the outermost region of Indonesia, relying solely on their own area as a place of economic activity is not a good choice, apart from not having many job choices, their income tends to be lower. Therefore, many people choose to work outside the region and even abroad, one of which is Malaysia.This study starts from the role of Malaysia as a recipient and contributor of foreign workers, but from these two roles Malaysia is seen as more popular as a recipient country for foreign workers. In the case of Indonesia, especially North Rupat, this is the main active contributor to Malaysia's foreign workforce.This research uses constructivism perspective, public diplomacy theory and uses three concepts of Soft Power Currencies by Alexander Vuving. brilliance, beauty, and benignity. Beauty is the resonance of shared norms and goals, brilliance is the attraction that results from ability and success, and benignity is the visible goodness of behavior and attitude. The method used is a qualitative method. Data collection techniques include literature studies from several journals, books, documents, websites and interviews.The results of this study conclude that Malaysian Diplomacy through the three concepts of soft power currency can be a factor that attracts foreign workers, especially workers from North Rupat to seek economic opportunities in Malaysia. Keywords: Malaysia, Foreign Workers, North Rupat, Soft Power Currency, Public

Abstract

Malaysia is Indonesia's largest corn market share for ASEAN countries, because the amount of world corn exports to Malaysia is relatively high compared to the number of world corn exports to other countries. Indonesia views that the corn market in Malaysia has potential prospects, where the value of corn exports has reached 42,265,616 per year in 1998. To meet the demand for the Malaysian corn market, Indonesia needs a strategy so that the growth of corn exports to Malaysia can grow and be fulfilled because the development of exports of Indonesian agricultural products (including corn) tends to fluctuate.The research method used in the study is a qualitative research method accompanied by interpretation of data obtained through references from publications, both from the news, journals, annual reports, and others. This research uses the perspective of liberalism and the level of analysis in the form of the Nation-State.This research will explain some strategic steps taken by the Indonesian government in order to try to meet the demand of the corn market from Malaysia, namely the development of the Export-Based Food Barn in the Border Area (LPBE-WP) which aims to place strategic regional locations in the border as a foundation for farming to export, internal improvements in the scope of farming, and increased cooperation in export-import in order to increase exports. Keywords : Indonesia, Malaysia, Import, Corn, Strategic Policy

Abstract

Equitable access to education means that all school-age residents have obtained educational opportunities, meanwhile education is fair if between groups can enjoy education equally. The authority in regulating and managing SMA and SMK is the authority of the Riau Provincial Government in Law 23 2014 on Regional Government, which is implemented by the Riau Provincial Education Office. The problem in this study is the unequal access to SMA and SMK education in Riau Province in 2018. The purpose of this study is to determine the actions of the Education Office in Realizing Equitable Access to High School and Vocational School Education in Riau Province in 2018.          This research uses a qualitative approach. This type of research is descriptive. The research location is in the Riau Provincial Education Office. Data was collected using stakeholder elements in Riau Province in 2018. Data was collected through informants purposively. Data collection techniques using interviews, and documentation study. Data analysis using qualitative analysis.          The results of the study show that the real actions taken by the Riau Provincial Education Office in 2018 have not met the target because the construction of the New School Unit (USB) has not been on target, the construction of New Classrooms (RKB) has not yet reached the target, the provision of learning tools assistance has not been fully realized, as well as improving teacher competence which has not been fully implemented. There are internal obstacles, namely low budget rationalization and low external awareness of parents in completing secondary education.  Keywords: Action, Equitable Access, SMA / SMK

Abstract

This research examines the Early Age Smokers (Case Study of Junior High School Students in Koto Simandolak Village, Benai District, Kuantan Singingi Regency). Smoking behavior is a health problem because it can cause various diseases and even death. Smoking behavior among early childhood is usually influenced by positive feelings, with smoking a person feels the added positive taste. Juvenile delinquency is a behavior that exceeds the limits of the tolerance of other people or the surrounding environment as well as an action that can violate norms and laws. The characteristics of early smokers include intellectual, physical and psychological structures, and individual characteristics. The results of this study indicate that there are 4 factors that cause early smoking, including parents, peers, personality and mass media. Of the 4 factors the most dominant is the factor of father and peers so that from these two factors arise personality factors. Keywords: Smoking Behavior, Juvenile Delinquency, Early Age Smokers

Abstract

The development of information and communication technology is currently happening very rapidly, so that progress makes people no longer meet their needs by producing goods and services themselves. It is difficult to compete in the modern era which has a significant impact on society both in meeting their own needs as well as the needs of his family. In addition, the very high increase in goods increases the difficulty of these humans in meeting their needs, especially those in urban areas. The informal business sector is a form of business that most of us encounter in society. Street vendors, namely traders who sell their wares in strategic places, such as at crossroads, on the side of the road, and others. Street vendors on Jalan H.R Soebrantas in Pekanbaru City District are one of the locations for street vendors selling their goods. This research examines the social capital of street vendors in Pekanbaru City. Social capital among street vendors is manifested in the following forms: Social networks are formed due to interactions between traders and social norms to establish order among street vendors, and the trust formed between street vendors becomes the glue and lubricant for their activities to run smoothly. Keywords: social capital, street vendors

Abstract

This research aims as a study of diplomacy in the settlement of island disputes by taking a case study of the disputed islands of Tiran and Sanafir between Saudi Arabia and Egypt. This research tries to apply the theory of diplomacy and state sovereignty in looking at protecting the territory from unilateral recognition from countries that try to dominate by force and seek cooperation when the state is under pressure. Through this research, the author finds that the dynamics of Saudi-Egyptian relations have experienced ups and downs in resolving disputes between the two islands and the diplomacy used by Saudi Arabia to take over its sovereignty again by means of bourgeois-civil diplomacy or commercial diplomacy, namely diplomacy that prioritizes profitable negotiation efforts both parties in a peaceful manner with supporting agreements in the economic, political and security fields.This research uses qualitative methods and descriptive and historical analysis with data collection techniques through literature studies sourced from several books, journals, articles and websites. This research uses the realism perspective and the theory of state sovereignty and diplomacy theory in analyzing the problems of the Tiran and Sanafir Islands dispute between Saudi Arabia and Egypt.The results of this study indicate that Saudi diplomacy in the settlement of the Tiran and Sanafir Islands dispute is using Bourgeois-Civil Diplomacy or Commercial Diplomacy, namely by negotiating compromise and peaceful means supported by cooperation agreements in the fields of security, economy and politics. Abstract

 Bandar Raya Payung Sekaki Terminal is a public transport terminal that functions as a road transportation infrastructure for the purpose of loading and unloading people and / or goods as well as regulating the arrival and departure of public vehicles, which is a manifestation of a transportation network node that in its management and implementation functions is given guidance and supervision of the Department of Transportation. The purpose of this study was to determine the governance of the Bandar Raya Payung Sekaki terminal at Pekanbaru City and to find out what factors are hampering the management of the Bandar Raya Payung Sekaki terminal at Pekanbaru City. This research was conducted at the Bandar Raya Payung Sekaki Terminal in Pekanbaru City. The informants in this study are parties related to this research.From the results of this study it can be concluded that the Management of Payung Sekaki Bandaraya Terminal by BPTD (Land Transportation Management Center) IV Riau Kepri has not been implemented optimally. From the results of interviews and observations, it was found that many of the activities carried out were not in accordance with the planned targets. If seen from the development of the Bandar Raya Payung Sekaki terminal, no satisfactory results have been seen that can overcome traffic problems in the city of Pekanbaru. This is because the management of the terminal manager in the supervision process in the activities carried out does not do routinely, so that each PO is still operating based on their own concept. The quiet of the terminal also makes many of the facilities available in the terminal neglected, such as counters that are still empty, stalls that have not been rented, lodging that is rarely used and also other facilities in the management of the terminal still get treatment. From the findings in the field there are several factors that hamper the management of the Bandar Raya Payung Sekaki Pekanbaru City terminal, namely human resources, and the lack of facilities and infrastructure owned by the terminal to assist in the terminal management process, this will certainly lead to ineffective terminal management processes. Keywords: Governance, Bandar Raya Payung Sekaki Terminal

Abstract

Rokan Hilir Regency is one of the regencies in Riau Province which has abundant marine and fishery resource potential. Rokan Hilir was once the area with the largest fish production in the world. However, this achievement has continued to decline until now the title of the region with the largest fish production in the world has been released. Therefore, it is necessary to supervise the Regional Government in this case which is carried out by the Riau Province Marine and Fisheries Service through the Technical Implementation Unit for Control of Marine and Fisheries Resources Region 3 in maintaining the potential for marine and fisheries in the Rokan Hilir Regency area to be utilized for the benefit of the people.The purpose of this research is to determine the Regional Government's Controlling of Government Affairs in the Fisheries Sector (Case of Marine and Fisheries Resources) in Rokan Hilir Regency 2018-2019, as well as to find out what are the inhibiting factors of the Regional Government in conducting control. This research uses a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.The results of this research are to determine the Regional Government's Supervision of Government Affairs in the Fisheries Sector (Case of Marine and Fisheries Resources) in Rokan Hilir Regency which is carried out by the Department of Marine Affairs and Fisheries of Riau Province through the Technical Implementation Unit (UPT) of Marine and Fishery Resources Control in Riau Province. 3. UPT has the task of coordinating, facilitating and evaluating the Sub-Division of Administration, the Section for Control and Supervision of Marine and Fisheries Resources, the Cooperation Section for Marine and Fisheries Law Enforcement, and Functional Positions. Abstract

This research explains about the role of WTO in settling the trade dispute between Brazil and Indonesia on the issue of chiken imports. Indonesia has been known to be the world’s 10th largest chicken meat consumer in 2015. Brazil, in this case, sued Indonesia to the WTO because Indonesia’s policies of requiring halal labeling and other non-tariff regulations regarding chicken imports were considered as violations to WTO regulation regarding non – tariff barrier.            This research is a qualitative research that uses the descriptive explanative method. The perspective used in this research is the neoliberal institutionalism,  which argues that states created international instistutions to further cooperation and to assist them in solving their problems. The data for this research have been collected from books, articles, journals, documents (published by the governments and WTO), and websites.             This research shows that Brazil and Indonesia have settled their dispute through the Dispute Settlement Body (DSB) and followed by a bilateral negotiation outside the DSB of WTO. For the WTO’s DSB dispute resolution mechanism Indonesia have been stated to be guilty in the panel and have not submitted an  appeal regarding this case. And for the bilateral negotiation outside DSB WTO Indonesia have agreed to renegotiate trade relations with Brasil.Keywords: trade dispute resolution, WTO’s Dispute Settlement Body (DSB), non-tariff barier

Abstract

The purpose of this study was to determine the coordination between the Riau Natural Resources Conservation Center, the Village Government and the Traditional Institutions, in maintaining local wisdom of Buluh Cina Village Nature Park in 2017-2018. Then to find out the implementation of the development program of the Buluh Cina Village Nature Tourism Park which was formed by the Riau Natural Resources Conservation Center in 2017-2018In addition, it is also to determine the inhibiting factors of the coordination of the Riau Natural Resources Conservation Center, Village Government and Traditional Institutions in maintaining local wisdom of Buluh Cina Village Nature Tourism Park.            This study uses a qualitative method that describes the data descriptively. The data collection techniques used were interviews and documentation. The data source used in this study is primary data and is supported by secondary data, namely related documents. The data source used in this study is primary data and is supported by secondary data, namely related documents.            The results and discussion of this research is the transfer of function from the Rimbo Tujuh Traditional Forest in Buluh Cina Village to a Conservation Area, namely a Natural Tourism Park which is managed by the Riau Natural Resources Conservation Center. This change in function was marked by the issuance of a Decree of the Minister of Forestry of 2014 concerning the Designation of the Chinese Buluh Nature Park covering an area of 963.33 Ha. There are coordination problems between stakeholders, namely the absence of formal arrangements specifically related to technical coordination. In addition, there are differences in interests in managing and maintaining the Nature Tourism Park in Buluh Cina Village by stakeholders.            Apart from the problems that occur in the coordination, It can also be seen that there are several types of activities related to synchronization in managing and maintaining local wisdom of Buluh Cina Village Nature Park. There is a common goal in maintaining and developing the potential of local wisdom at Buluh Cina Village Natural Park through several programs established by the Riau Natural Resources Conservation Center. There are inhibiting factors related to coordination between the Riau Natural Resources Conservation Center, the Village Government and the Traditional Institutions, namely the dominance of the Riau Natural Resources Conservation Center, no joint arrangements related to coordination, no special budget related to the management of the Buluh Cina Village Nature Park and the non-smooth communication relationship between the Riau Natural Resources Conservation Center, the Village Government and the Traditional Institution. Keywords: Coordination, Local Wisdom, Nature Tourism Park
