Abstract

Success or failure of an organization partly determined by the quality of its leaders who have senteral function in their duties especially in the area of leadership that has customs that are still thick. Leadership in the philosophy of traditional customs have tigo sajarangan Furnace (Tali Tigo Sapilin) that must be adhered to by every leader in kenagarian, not all leaders can menjalannkannya. Muslim father Datuk Payung Diaceh received recognition from the community and demonstrated with the award for best national villages in 2011. This study used a qualitative method that seeks to provide an overview of the status of the case, known as descriptive research. Descriptive research is research that systematically illustrates the facts or characteristics of a particular population factually and accurately. This research was conducted at the Office of the Nagari Simarsok Agam District of Baso In this study the authors informant Simarasok Mr. Wali Nagari Muslim Muslim Datuk Payung diaceh, Secretary Nagari, Cedik Clever, ninik mamak, Density Traditional Nagari, Head Jorong, and Peoples.The results showed that Mr. Muslim Dutuk Payung Diaceh is a leader who has the charisma in everyday life and in government is a role model in kenagarian he also has a leadership style that encourages participatory mansyarakatnya proven to advance in the construction of the village awarded best national in 2011 supporting factors such as nagari Simarasok Natural Resources (NR), Human Resources (HR) and staff-staff experts mempuni, big society participation in governance and the race village, the support of indigenous stakeholders whoalways gives good motivation to the village trustees and the community and supported by the local government in collaboration with private individual or by PLN and its Andalas University.Keywords: Leadership Style, Wali Nagari, Muslim Datuk Umbrella diaceh, 2011 National Best Village

Abstract

This research was made to explain about effort of Indonesian Diplomacy to improve the foreign investments in Batam City, the program is Diplomatic Tour at September, 7-9 September, 2012. Diplomatic Tour is a program of the Indonesia Foreign Ministry who promoted potential in some region in Indonesia to introduce up the world.The word of Diplomacy is from Ancient Greek Language, “Diploma”. The writer used Neoliberalism Theory. Theory of Location, and FDI consepth. Riau Island Province is a second foreign tourist gateway in Indonesia. The Province had two cities, they are Batam and Tanjung Pinang. Batam, Bintan, and Karimun are as Special Economic Zone in 2006, SEZ is a cooperation in placing one zone or more what ever investment and trade activity are done without intervention by local government, in other word local government only facilitator for investor through decreasing tax.One of advantage Diplomatic Tour program isi increasing the value of foreign investment in 2013 is rearch US$ 16,467,103,359,13. Abstract

Mutation is generally a transfer of employees from one activity to another agency institutions with the aim to improve the efficient and effective operation of the organization concerned . The basic foundation of the process of mutation has been stated in Government Regulation No. 63 Year 2009 on the Authority Appointment , Removal , and Termination of Civil Servants . And the decision of the Civil Service Agency No. 70 / KEP / 2003 on the Delegation of Authority Head of Regional Office for State Personnel Board and the Agreement Establishing the Decree on Civil Service Civil Movements .Activities aimed mutation as a form of refreshment functions and duties . It is very important in improving employee performance , and spur employees to work better with the hope of getting a better position anyway . However, mutations also can be given to employees who excel and also serves as a means of giving sanction for errors or misuse that has been done by employees . There are two factors that cause mutations reasons , namely : (1) On its own desires , (2) Transfer productive tasks .This study was conducted to determine the factors that cause the number of civil servants of the Government mutation Pelalawan to Riau Provincial Government , and to determine whether the employee with a boss proximity factor is a political element in the process of mutation . Location of the study was conducted at the Regional Employment Agency and Employment Board the regency of Riau Province . The research is a qualitative study , with descriptive methods . The nature of this research is a case study .The results showed that the factors causing the number of civil servants of the Government Pelalawan mutation to the provincial government in based on their own with the main reason the family , geographic location , refreshment , and a career path .Keywords : Mutation , Civil Servants , Cause Mutatio

Abstract

NENDRA ILYADI, 1001120291. Execution of Tasks in a Village Head Village Development Districts Sebadai Upstream Bunguran Northeast District Natuna. guided by Dra. Ernawati. M. Si.Village head as formal leaders in village governance plays an important role in determining the successful implementation of development, especially at the village level. Execution of tasks in rural development can not be separated from the village chief leader figure. Strategic position as an element owned by the village chief in village administration leader who is the central point and the dynamic factor or that embody the entire course of growth and governance activities of the village.Purpose of this study is to investigate the implementation of tasks in a village head village development districts sebadai upstream Bunguran northeast district Natuna and the factors that hinder the implementation of tasks in a village head village development districts sebadai upstream Bunguran northeast district Natuna. To analyze the phenomenon in this study the authors used the theory Winardi the right time utilization indicator, the number of outputs, willingness to cooperate, and the quality of work. Methodology used in this study was a qualitative study using purposive sampling and snowball sampling.The results of this study demonstrate the implementation of tasks in a village head village development districts sebadai upstream Bunguran northeast district Natuna still not optimal. As for the factors found are communication, resources and attitudes, whether from internal or external head of the village and community.keywords: Implementation of the village chief task

Abstract

Bono attractions located in the district of Teluk Meranti Located in kampar peninsula Pelalawan. For businesses that need to be planned and serious develoment of government and agencies Pelalawan BUDPAPORA Pelalawan. Sucessful development of tourism potetial is determined by the maturity and seriousness of the government in carrying out duties and fuctions.Reseacrh by the author will eventually reveal the constraints of attraction development process Bono performed by BUPAPORA service that has been running but not much progress in providing attractions Bono who was appointed as an icon Pelalawan. Can in saying that the development of tourism attaractions Bono has not be realized well with barries to lack of coordination with other agencies BUDPAPORA office and the public has not been aware of Teluk Meranti. so much tourist needs to support local governments to promote anda create an attraction that is nautical and tourist concious society.Keyword : attraction Bono, regional Touism, development

Abstract

The communication system of leadership is the issues that occur in The Society’s Empowerment and Governance Countryside Pelalawan District office in order to increasing performance of employees. The purpose of this research is to find out how do the communication system of leadership in increasing performace of employees of the Society’s Empowerment and Governance Countryside Pelalawan District, then to find out media that are used in increasing performance of employees.This research used qualitative descriptive method by using purposive sampling. The informant is selected based on the specific characteristic. The researcher chooses 5 peoples based on their employment status. Collection of the data is done by using observation, interview, and documentation.The result of this research showed that the communication system of leadership in The Society’s Empowerment and Governance Countryside Pelalawan District is very involved in increasing performance of employees of The Society’s Empowerment and Governance Countryside Pelalawan District. The leadership could establish the communication as well fromhead to underling so the instruction of leadership delivered clearly and the employees could responsible toward their job . The media that is used in increasing performance employees is by discussion, phoning and morning ceremonial.Keywords: The Communication System, Leadership, Media, Performance of Employees.

Abstract

LSMI Al Madani is an institution that stood at the Faculty of Social and Political Sciences, University of Riau engaged in the field Islamic spirituality, activities organized by Al Madani LSMI aimed at achieving campus society in accordance with the Civil FISIP the mission they uphold. Al Madani established in 1999. It’s always have a resons for something, including for join to a particular group, each person have their own reason, and that reason is called with motivation, someone would be interested in Al Madani if motivated or be motivated by something or someone. To analyze the data of this study conducted with qualitative methods. This study makes 6 informants to obtain information that necessery during the research, and to see what the motivation of students of the Faculty of Social and Political Sciences to become members of Al Madani. Some of the motivation of the student is, Islamic Adding insight, curiosity, a sense of sympathy with the organization's management. Then there are several driving factors that led students to join in LSMI Al Madani which is, peers, family, and the organization committee of Al Madani itself. Abstract

Family is supposed to be a refuge for the whole family. However, in many households in the range of activity it became a place of suffering and torture as an act of violence. Integrated Service Center for Women and Children (P2TP2A) Riau Province as agencies that deal with cases of domestic violence (domestic violence) in general, the effectiveness of its performance is not maximized. The presence of constraints such as human resources are not adequate, facilities and infrastructure that have not been supportive, cooperation with relevant agencies that still needs to be improved. The problem in this study is how the effectiveness of Riau P2TP2A performance in achieving its goal of handling domestic violence and the factors to influence the effectiveness of the organization's performance.This study aims to determine the effectiveness of the performance P2TP2A Riau Province in 2013 in dealing with cases of domestic violence and to determine the factors that influence the effectiveness of the performance P2TP2A Riau Province in 2013 in dealing with cases of domestic violence.This study used qualitative research methods to the study of descriptive data. In collecting the data, the researcher used interview techniques, observation and documentation specified by purposive random sampling technique.From the analysis of the qualitative descriptive data that Riau P2TP2A Performance Effectiveness in handling domestic violence cases categorized yet effective. Therefore, the advice given in the last part of the study is how to improve the effectiveness of the performance of the Integrated Center for Women and Children (P2TP2A) Riau Province.Keywords: effectiveness, performance, domestic violence

Abstract

The research present describe the golput in Governor and Vice of Governor election in Baturijal Hulu Village Riau Province in 2013. Phenomenon of golput nowdays have influence in election of chief District Riau Province. Like phenomenon of golput in Baturijal Hulu Village with 1.266 electors, but only 331 electors that use election right with percentace golput arround 72%. It is influence with participation of society to vote of Governor and vice of Governor.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Baturijal Hulu Village Indragiri Hulu Regency and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Karimun Head of District Baturijal Village and society in Baturijal Village.The conclution of this research are implementation of Governor and vice of Governor election in Baturijal Hulu village peranap District in 2013 has high of golput scale. It caused by some factors like: apatisme society of elector in Baturijal Hulu village that think about vote or not it’s not give influence for them. And also the elector that does not in the village at the votes day.Keywords: Golput, election and Governor, Vice of Governor.

Abstract

Every chief has particular characteristic and different style of communication in managing his/her company. Those three basic system are the styles that should be used by the chief in a company. The goals of this reasearch are to know how communacation styles of the chief in advancing the performance of employess on White and Blue Company in Pekanbaru and what factors which influence the usage of communication style of the chief in advancing the performance of employess on White and Blue Company in Pekanbaru. In this research, the writer uses communication process model.This research uses qualitative methodology. Data collection technique of this research are by observation, interview, and documentation. The analysed data then will be reduced, presented and therefore will result in a general inference. The informen on this research are 10 people selected by using purposive sampling. In order to measure validity of the data, this research uses extension participation and triangulation technique.The result of this research showed that communication style used by the chief in White and Blue Company were family communication and flexible communication which led toward the equalitarian style, whereas the styles family comunication and flexible communication used by the chief on this company were carried out in free. It means that every member of organization can reveal any ideas/concepts or opinions in relax and informal situation. Thereby, the chief can give the employees such comfort situation on company and therefore the performance of the employees can be increased.Keyword : The communication style, leadership, employee performance
