Abstract

One giant granite natural resources capable of providing income and the potential for preservation as an iconic tourist destination. Of some rocks that have a large size, may have significance for the history of an area. Therefore there needs to be a safeguard. Safeguards related to what should be done by the Natuna regency administration, such as the Department of Tourism, Environment and Culture Department of Education, because the protection is closely related to the development of the sector and the tourism potential of the region. But so far, the new Natuna District Government issued a Decree on Registration of Objects of Cultural and Attractions About Determination District Natuna yet issued regulations related to tourism potential or even capture, management and utilization of the huge granite rock. The lack of such a reference causes the Department of Tourism, Department of Education and Culture and the Environment Agency can not make a policy in order to protect, preserve existing potential granite.This study aims to identify and analyze policies for the protection of cultural heritage in protecting the giant granite rock in the District of East Natuna regency Bunguran and obstacles encountered. This research was conducted in the District Bunguran East Natuna regency of Riau Islands province, which is the key informants in this study was the first Member of Parliament Commission Natuna Regency, Head of Education and Culture Natuna Regency, Head of Tourism, Head of the Environment Agency, Head East Bunguran, Sepempang Village Head (Stone Russia), headman Ranai City (Batu Tok Footprint Nyong), Environmental Observer, Community Leaders Bunguran East, Granite and Stone-breaking. The data analysis technique used is descriptive analysis kualititatif, with a deductive inference.The research proves that there is no concrete protection efforts undertaken by the Department of Tourism, Department of Education and Culture, Department of Mines and Energy, Promotion Agency. In other words, in carrying out the implementation of the Act has not been done well, however there are some protective measures undertaken departments of Education and Culture, including: rescue by registering stone path that has historical value. While the obstacles faced in the protection of giant granite rocks, consisting of: the absence of clearrules, unavailability of expert rock, no allocation / budget special protection granite, and lack of public awareness.Keywords: Granite Stone, Protection, Heritage

Abstract

This research is motivated by a dispute between Japan and China inhaving the Senkaku Islands. This study aims to describe the Senkaku Islands, anddescribe and explain the steps in the case of possession Japan the SenkakuIslands.This study used qualitative methods, the research done by way ofexplaining the way of outlining the problem based on the existing evidence. Thetechnique used to obtain secondary data and facts in order to study the problemin this paper is to use the research literature (library research) in the form ofbooks, literature, dictionaries, articles in magazines, scientific journals, bulletins,etc., and also documentation that can be accessed via the internet. Results revealthat the Senkaku Islands are 5 rocky uninhabited islands, but around the manyislands contained reserves of oil and natural gas.The steps that have been performed in Japan have Senkaku Islands are:(1) states and incorporate the Senkaku Islands as Japanese territory, (2) buy theSenkaku Islands from the Japanese private sector, (3) conduct a cordon near itsterritory from China, and conduct war games with the United States in the regionnear the Senkaku Islands, (4) joint consensus (joint Agreement) to administer theislands jointly.Keywords : Japanese Strategy, Senkaku Islands

Abstract

The conflict between Indonesia, pro - Integration fighters of Indonesia, and the East Timor freedom fighters is the cause of more than 280,000 people of East Timor did a great exodus to the Indonesian territory. Refugees in Indonesian territory has a positive effect and a bad effect on the lives of local people. Therefore, the Indonesian government made a policy to implement the option to become Indonesian citizens or choose to do Repatriation.For the theory used in this research is the theory of decision making, while the concept used is the concept of National Interest (National-interest). In carrying out the policy, Indonesian government has made several repatriation programs both independently and with assisted.To solve these problems the Indonesian government made various efforts including resettlement, transmigrastion to other areas in Indonesia, and repatriation program. In the repatriation program, in addition to making domestic policy called BAKORNAS – PBP Indonesian government is also working with international organizations such as UNHCR, IOM and CIS Timor.Key words: Decision Making, Policy, Repatriation, Refugees, Cooperation.

Abstract

Industrial growth give the positive impact for example in the form of state's stockexchange increase, transfer the technology and labour absorbtion. But that way, besides givingimpact which are positive in the reality growth of industrial sector also give the negative impact,so that development which is with vision of environment failed to come into. So needing of theenvironmental control of contamination pursuant number 32 Year 2009 about protection andenvironment management. Area of Port of Indonesia I Branch the Dumai not only just factorystanding, but still a lot of resident settlement which live in about factory, they can easily incuredimpact from industrial activity like as smoke, waste, and other environmental damage which canharm the resident. One of them which is often happened by event of falled Crude Palm Oil(CPO) in sea Dumai by repeatedly, meaning Standard of Operational and Procedure (SOP)industrial CPO to applying of standard of transportation CPO ill defined port.This research in Office of Environment of Town Dumai and in Area of Port of Indonesia IBranch the Dumai. As for theory used by concerning Public Policy. this Research Method isresearch qualitative, while technique of data collecting is documentation and interview. Whiledata analysis descriptively. This research study the effort of execution of Local Government ofTown Dumai in environmental control of contamination in area of Pelindo I Branch the Dumaiand factors influencing environmental control of contamination execution in area of Pelindo IBranch Dumai. Abstract

Delivery of Trans Metro Bus route information aims to make people aware and understand the existence of stop and Trans Metro Bus Route, so it can accept the existence of the Mass Public Transport Means and then motivate audiences to want to use the services of Trans Metro bus or switch from the usual use of private vehicles, be using the public transport services of Trans Metro Bus transportation as a means of transportation that can help them day to day activities The purpose of this study was to determine the role of the Department of Transportation Pekanbaru in providing information on Trans Metro Bus Route and the factors that hinder and support the delivery of such information .This study used a qualitative descriptive approach. Informants of this study was 4 People Pekanbaru City Department of Transportation employee, 1 stop officer, 4 people who have use the services of Trans Metro bus and 4 people who have never used the services of Trans Metro Bus services are selected using purposive sampling method and Accidental sampling. Types and sources of data consisting of primary data and secondary data. Data was collected by observation, interview and documentation. The technique of data analysis performed using data analysis and model Applebeum Anatol, and engineering data validity checking is done by the extension of participation, triangulation and checking membership.The results of this study indicate that the role performed in delivering Trans Metro Bus route information is in cooperation with the mass media and use interpersonal media, media groups, internet and outdoor media. The role is supporting factors such as the presence of a hot spot networks that facilitate employees in communicating with the public via the Internet. Then the Department of Transportation also has an official car for dissemination of information about Trans Metro Bus and Metro Bus Route Trans. Furthermore, the factors that hinder the role of the Department of Transportation which is the lack of information given by the government budget to support dissemination activities Trans Metro Bus Route. In operation, the amount of Trans Metro bus stop is still minimum, and also the distance between stops is also so far, it makes people become less likely to use the services of Trans Metro Bus.Keyword : Role, Trans metro route, Mass media, Interpersonal media, Media groups, Internet and outdoor media

Abstract

Tax is one of the main income sources for a country that is paid by the public. Restaurant tax is a mandatory fee charged to entities or persons for services selling food and / or beverages consumed by the purchaser either in the ministry or in another place with free of charge. Effectiveness research restaurant tax collection was conducted in Toba Samosir. The purpose of this study is to determine and analyze the effectiveness of Tax Collection Restaurant and to identify and analyze factors that influence the effectiveness of the Restaurant Tax Collection Revenue Service Financial Management and Wealth Toba Samosir regency. Based on the results of the Restaurant Tax Collection Effectiveness Analysis at the Department of Revenue Financial Management and Wealth Toba Samosir concluded " yet equally effective " because it is not in accordance with the Regional Regulation Number 1 of 2012 on Local Taxes. Internal factors that cause lack of firmness or legal sanction given to taxpayers who do not obey the restaurant to pay taxes and the lack of socialization of the importance of tax made by the Department of Revenue Financial Management and Wealth Toba Samosir regency. While external factors,namely the lack of knowledge of the importance of tax payers taxes and lack of enthusiasm taxpayer in terms of tax payments. Suggestions for future improvement evaluation is Party Revenue Service Financial Management and Wealth Toba Samosir regency should the restaurant tax purposes in accordance with the Toba Samosir Regency Regulation Number 1 of 2012 on Local Taxes, strict application of sanctions to the taxpayer is delinquent payment of taxes and do education and socialization abiding tax intensively Toba Samosir to the public to raise awareness in terms of tax payments.Keywords : Effectiveness , Tax Withholding and Restaurant

Abstract

PARENTING CHILDREN ON CHILDREN’S DAYCARE ‘AISYIYAH IN RIAUThe activities of parent make the children can not be cared for maximality like other parent, it is caused the activities that spend many times them. In under five year, when the children need attention and love very much from their parent. The consequence of activities, their parent choose alternative way to cared for their children in order that the children can be cared for better when they do activity. The good of the research is to know how to parenting children on children’s daycare ‘Aisyiyah in Riau. The analyzing of data is done by explaining the data in frequency table form by describtive analize perfecbly by using percentage. The analyzing that is used in this research is all of data that is found in the field like primary and seconday data will be done category base on its kind and then it will be analized base on qualitative. The tecnique in this data is census. Census use all of people that is related. They are 5 nurse / nursemaid and the parent from the children that u cared for by their age up 3 year with total 15 people on children’s daycare ‘Aisyiyah in Riau. The result of this research is concluded that the parenting children that is applied at TPA ‘Aisyiyah in Riau is democratic parenting children, nurse / nursemaid always consult to parent in order that the parent know acveloping their children on TPA ‘Aisyiyah in Riau because location, that is close with their house or office.Keywords : Parenting, child, daycare

Abstract

Radio is a medium of mass communication are considered quite effective in delivering the message. Radio has become a very important part in the lives of people who are aware of the information. Mandiri FM radio is one private radio station in Pekanbaru that has several programs that gave the information to the needs of the community. Mandiri FM radio programs Morning Market which aims to inform about the food prices, traffic, flight at the airport Sultan Syarif Kasim II Airport in Pekanbaru directly inform the field. This study aims to determine the response of listeners to the radio program Morning Market, Mandiri FM Pekanbaru and how the process of presenting a program on Radio Morning Market Mandiri FM Pekanbaru.This research uses a qualitative methods with a descriptive approach. The research was conducted at the Radio Mandiri FM, Tuanku Tambusai street, 7th Pekanbaru with the object of study is the response of listeners in radio program Morning Market Mandiri FM, and the subject of the study is the entire informant who meet the research needs of the Program Manager Mandiri FM, announcer, reporter, and six programs listener Morning Market informant retrieval technique using purposive technique. techniques of data collection in this study using direct observation of spaciousness as well as in-depth interviews and documentation.The results of this study indicate that the first listener response to the Morning Market program, it is useful and necessary for listeners on the morning activities. Market Morning program to discuss three main topics on a daily basis that information about food prices, traffic and flight schedule information at the International Airport Sultan Syarif Kasim II Pekanbaru reported directly. Given the information on the listener program Morning Market traders helps them to know about the food prices as the market price of rice, meat, vegetables, fruits, for the avoidance of congestion and listeners know flight schedules. Both the process of presenting the Morning Market program on Radio Mandiri implemented through stages ranging from the determination of the location of the market, information retrieval and report directly connected to the studio.Keyword : Listener Response, Radio, Program Morning Market

Abstract

Thailand Efforts on Preventing Drugs Trafficking Towards Drug - Free ASEAN 2015. The research aimed to determine the efforts that have been made by Thailand in tackling the problem of drugs trafficking. The theory is used to study this problem is the Global Epidemic Model (GEM). The hypothesis of this study is suspected because of the impetus towards a Drug- Free ASEAN 2015. The research using qualitative methods and library research. The research data was obtained from books, journals, working papers, articles, official documents, and websites. Based on the data obtained from these sources, researchers can obtain the result of the efforts of Thailand. The Joint Declaration for A Drug - Free ASEAN 2015 made Thailand seeks to combating drug trafficking, drug cultivation and drug networks that deploy domestically and internationally, by continuously launching the war on drugs, making strategies in controlling drug trafficking, strengthen laws governing drug, assist treatment and rehabilitation and sustainable alternative development based on cooperation with countries that have similar problems related to drug problems in the world.Keyword: Drugs Trafficking, Drug-Free ASEAN 2015, Global Epidemic Model.

Abstract

This reasearch focused on the impact of the Great Firewall Policy Implementation By Chinese Government Activity Against Google Inc. in China. The Chinese government has imposed strict censorship on google is a search engine that provides information and news in general and can be freely accessed by Internet users, however the information must first be carried out through a filtering process that the Chinese government, if the keyword is searched contains views negative towards the government instantly sought information that would be blocked by the Chinese government and disappear from google search.This reasearch used qualitative data sourced from books, journals and websites that will explain the measures the Chinese government to suppress the development of google inc doing business in China. This study uses the theory of decision-making and Richard Snyder, H. W. Buck, and Burton Sapin and using Nation state level analysisThe results of this study found that the Chinese government has managed to make google did not develop in Chinese even google has resigned from China in 2010 because it is always under pressure from the government. Pullback google has a positive impact on the development of a local search engine company Baidu can utilize mainly the conflict between the Chinese government with Google, Baidu has attracted widespread sympathy for the Chinese people to use local products.
