Abstract

The implementation of digital-based public policies has been stated in Pekanbaru Mayor Regulation Number 273 of 2017 concerning the Integrated Administration Service System in Pekanbaru  City District. This digital-based service has created several uses, namely: increasing efficiency, improving effectiveness, and improving service quality. Bukit Raya District is a sub-district located in Pekanbaru, Riau Province, which improves public services by using the concept of E-Government. Innovations created using a digital system in the form of mobile application products. This is useful in helping the city government of Pekanbaru in realizing the vision of the city of Pekanbaru, which is to make the city of Pekanbaru a "Smart City Madani".This study aims to see the implementation of public policies of the Bukit Raya District government in improving public services by using a digital system in accordance with the Pekanbaru Mayor Regulation. The theory used in this research is Policy Implementation theory and E-Government theory. This research uses descriptive method with qualitative research type. The types of data used in this study are primary and secondary data obtained through direct interviews with informants, documentation and observation.Bukit Raya District has implemented digital-based services since 2017 until now. So far, the digital service policy in Bukit Raya District has been running well. From the application of technology-based service policies, it can help realize the vision of the city of Pekanbaru, namely to make the city of Pekanbaru a "Smart City Madani". However, in implementing digital-based service policies in Bukit Raya District, there are obstacles faced, namely human resource management in Bukit Raya District is still lacking, especially in terms of skills / abilities possessed to run a digital service system as well as factors from the educational background of employees. As well as the facilities and infrastructure needed are still not fulfilled to carry out these digital services. From this research, it is suggested that the role of city government should be more focused on developing public services with digital systems. Keyword: Implementation, Public Service, E-Government, Innovation

Abstract

Mamak's role in kamanakan is to guide and teach customs to kamanakan. Mamak acts as a leader for his kamanakan and kamanakan is a person led by mamak. The role of a mamak in Minangkabau is very much needed for a boy who will grow up. Mamak will give more guidance, religious teaching for children both boy about morals and especially supervise the behavior of children kamanakan. The role of mamak is considered to be both important and heavy, as the saying "children on the lap will be supervised". If there are problems in the family, mamak is responsible for resolving the problem. The role of mamak today has changed like never before. This qualitative research uses the Purposive Sampling technique. The results of this study are to know the changes in the role of mamak in kamanakan, especially in guiding and teaching children kamanakan. As well as its role in terms of economics, education, determining began to decrease. However, to manage and maintain the inheritance of mamak still plays a role, but there are also mamak who do not play a role. Mamak is a place to ask for children kamanakan, so that you know how the role of mamak and the role as children kamanakan. The fact is that there is no mamak function on the run, when childish children violate customary norms, mamak only gives limited advice, so that children who commit wrongdoing do not appear ashamed by their actions. Keywords: Social Change, Mamak and the Influence of External Culture

Abstract

This research aims to find out what Indonesia's interest to export tea to the United Kingdom in 2015-2017. This research also aims to determine the tea plantations in Indonesia and explain the value of Indonesian tea exports to the United Kingdom.The perspective used in this research is the Liberalism perspective, liberalism states that an interdependent world economy is based on free trade, specialization, and the division of international labor. This study uses a qualitative method in which both primary and secondary data are obtained from journals, books, theses, bulletins, press releases and relevant sites that explain the importance of Indonesia to export tea to the United Kingdom.The result of this research is that the high demand for world tea has become a great opportunity for Indonesia to be able to continue to develop tea exports and to dominate a larger market share. The increase in tea consumption is based on the world population growth that will increase above five percent but also coupled with the incessant promotion of tea about physical health carried out by tea producers around the world. Tea commodity has an important role in the national economy, namely as a source of farmer income, employment, State sources of foreign exchange, encouraging agro-industry regional development and environmental preservation. The economic and cultural fields are a way to strengthen bilateral relations between Indonesia and the United Kingdom. Keywords: Interests, Tea, Export.

Abstract

Combating narcotics in society is one of the roles and responsibilities of the Indonesian government at both the national and regional levels. The danger of narcotics abuse has become a serious phenomenon that must be addressed and resolved by both the Government, the authorized apparatus and with all elements of society. In order not to have too many victims of the dangers of narcotics, serious countermeasures are held by carrying out repressive and preventive actions simultaneously and are directed and continuous. The formulation of the problem in this research is How the Cooperation between the Riau Provincial Government and the National Anti Narcotics Agency of Riau in efforts to prevent, eradicate, abuse and illicit drug trafficking in the Riau Provincial Government in 2019 and what are the inhibiting factors in the Cooperation between the Riau Provincial Government and the National Anti Narcotics Agency of Riau in efforts to prevent, eradicate, abuse and illicit drug trafficking in the Riau Provincial Government in 2019.The purpose of this study is to determine the cooperation between the Riau Provincial Government and the National Anti Narcotics Agency of Riau in efforts to prevent, eradicate, abuse and illicit drug trafficking in the Riau Provincial Government in 2019 and to describe the inhibiting factors in the Cooperation between the Riau Provincial Government and the National Anti Narcotics Agency of Riau in efforts to prevent, eradicate, abuse and illicit drug trafficking in the Riau Provincial Government in 2019. The results of this study are to find out how the cooperation of the Riau Provincial Government and the National Anti Narcotics Agency of Riau in Efforts to Prevent, Eradicate, Abuse and Illicit Drugs (P4GN) in the Riau Provincial Government Environment in 2019 through indicators of Consortia, Cooperative Construction, Joint Service and Other Arrangements. The factors that hinder in preventing narcotics abuse in Pekanbaru City are the weak legal or constitutional system in Indonesia, weak law enforcement by law enforcement agencies, the factor of low awareness of Riau Provincial Government employees and the cultural factors of the community who do not care about narcotics abuse in the city. Abstract

This study intends to analyze Indonesia's motivation to extend the Indonesia-Japan Economic Partnership Agreement. Indonesia is involved in a bilateral trade agreement with Japan, known as the Indonesia-Japan Economic Partnership Agreement (IJEPA). The agreement was officially signed in 2008. IJEPA (Indonesia-Japan Economic Partnership Agreement) is a free trade agreement or (Free Trade Agreement) within the framework of a bilateral economic cooperation agreement that includes 3 main issues, namely, Liberalization, Facilitation, CooperationIn this study, the authors used library research and qualitative research methods. The analysis in this study uses the level of unit or country analysis, using the theory of international cooperation. The use of this theory is because the research discusses Indonesian cooperation agreements at the international level. The perspective in this study uses the perspective of Liberalism.Indonesia - Japan Economic Partnership Agreement is a bilateral cooperation in the economic sector and is expected to provide benefits to both countries through various schemes implemented. In general, this agreement has a broad scope with the aim of strengthening the economic partnership between the two countries.By seeing the benefits and potential of Indonesia in this agreement, Indonesia decided to continue to extend the IJEPA agreement after negotiating in the General Review with Japan.Keyword(s) : EPA, IJEPA, Motivation, Bilateral Agreement.

Abstract

Family (parents) is the main place in determining a choice, including determining the choice of a mate. Javanese parents in Gunung Mulya normally choose a partner for their children must to choose a partner with the same ethnic group, the Javanese. When a child will make her choice on someone who comes from another tribe, usually the family will consider the child is not good to be a partner. The formulation of the problem discussion in this study is the criteria parents about choosing their child's mate and the reason of parents want their children to marry with other Javanese. The subjects of this study were 7 people consisting of 4 parents whose children were married with different ethnic groups, 2 children who were married with different ethnic groups and 1 kayim (elder person). The technique of determining the informants used is purposive sampling. The method used is a qualitative research method. The theory used is the theory of family sociology about mate selection and marriage proposed by William J. Goode. The results of the study concluded that Javanese parents in Gunung Mulya Village indeed wanted their children to marry with other Javanese but were not forced (not arranged marriage). The reason why parents want their children to marry with other ethnic groups is because according to the views of Javanese parents that someone who comes from a Javanese tribe is usually hard-working, polite and responsible, and also to make it easier to adapt and customs. Keywords: Parents, Javanese, Soul Mate Selection

Abstract

The most popular South Korea pop culture nowdays is Korean Pop Music (K-Pop). Korean pop music fans (k-popers) behaviors that is sometimes overreact in supporting their idols make them synonymous with fanatical traits, giving rise to negative views from ordinary people who see them. One of the k-popers community in Pekanbaru is EXO-L Pekanbaru. This community is one of the biggest k-popers community in Pekanbaru that have most followers in social media and the most active community in holding k-pop activities. The aims of this research were to know the level of korean pop music lovers (K-Popers) fanaticism to k-pop culture of EXO-L Community in Pekanbaru and also to know the factors that influencing fanaticism to k-pop culture of EXO-L Community in Pekanbaru. The method used in this research is quantitative descriptive method. The population and sample in this research were all the active members of EXO-L Community Pekanbaru totaling 98 respondents. This research data was obtained by observation, questionnaire, and documentation. Data analysis was carried out by data coding, then tabulated and described by descriptive quantitative analysis. The result in this research is the level of korean pop music lovers (K-Popers) fanaticism to k-pop culture of EXO-L Community in Pekanbaru are in the high category (48.0%),  moderate category (45.9%), and low category (6.1%) with the mean value () of all respondents is 70,22. Overall, it can be concluded that the level of fanaticism is in the moderate category. The factors that influencing the fanaticism are emotional factor, idol’s self image factor, friendship environment factor, cultural factor, and social media factor. Based on these five factors, the biggest influence is emotional factor with the total score is 432.     Keywords: Fanaticism, K-Popers, K-Pop

Abstract

The use of e-Government for the government is to create effective and efficient services. It is undeniable that every institution or higher education institution will carry out the provision of services as one of the main tasks for the smooth running of existing activities such as academics, student affairs, security and others. As for the formulation of the problem in this research, namely: First, How is the Service of the Technical Implementation Unit of Information and Communication Technology at the University of Riau in Filling the Student KRS at FISIP in 2017. Second, how are the obstacles to the Technical Implementation Unit of Information and Communication Technology at the University of Riau in Filling the KRS Students at FISIP in 2017.The objectives of writing this thesis are: First, to find out the services of the Technical Implementation Unit of Information and Communication Technology at the University of Riau in Filling Out Student KRS at FISIP in 2017. Second, to describe the constraints of the Information and Communication Technology Technical Implementation Unit of the University of Riau in Filling Out Student KRS at FISIP 2017. This research is a qualitative research. This research was conducted at UPT-TIK University of Riau. The techniques used to collect data in this research are (1) Interview, and (2) Document tracing.The conclusion of this study shows that the Service of the Technical Implementation Unit of Information and Communication Technology at the University of Riau in Filling the Student KRS at FISIP in 2017 uses six 6 aspects of which it is still not running effectively, the author gives suggestions that it is better to provide comfort in providing services, because UPT-TIK is the front line in supporting the success of an educational institution, apart from that, it is expected to pay more attention to the field of advice and infrastructure such as the provision of limited seats and the comfort of queuing rooms.  Keywords: UPT-TIK, in providing services.

Abstract

It is a problem faced by almost all major cities in Indonesia. According to the 2016 new pekanbaru city ordinance on the prevention and quality of slums, it has been arranged about the government's authority for the new aphiant in the improved quality of slums under section 5. It is still an area of poor housing and high population growth that is a question of exercising authority. The problem with this research is how the government's exercise of authority in the new pekanbaru government increases the quality of slum settlements in the new city and what factors are impeding the rise in the quality of slum settlements in the new city?      The aim of the study is to reflect on the execution of authority conducted by the new PPN government on the increase of slum settlements in 2017-2018, and to reflect on factors that are impeding the performance of improving the quality of slum settlements in 2017-2018. The study USES a qualitative approach with a descriptive approach. The data-collection technique used was interviews and documenting. Data analysis is done when empirical data are acquired in a collection of words rather than a set of Numbers. The results of this study are in implementing the authority carried out by the new pekanbaru city government in 2017, the improvement program of slum settlements is ongoing, but in the exercise of its authority, there is still an overdue loss of information on how its budget is overdue. Offline land was considered to be completed by the handling of the slums, but in reality people said there was still something left to handle in 2017. And in 2018 the program is projected to be impeded due to a limited budget, so the establishment of the current location is unknown because the decree for the 2018 housing settlement is not available, the housing sector should not be established until the completion of the program. As for the retard factor in the rise in the quality of slum settlements in the new city next to budgets is population densities and the creation of illegal, undefined legal states, which slows down the process of improving the quality of slum settlements. Keywords: assign location, manage of slums, manage of slums

Abstract

ITE (information and electronic transactions) is a regulation or policy that regulates every network users communication based Internet. Where the function as a state control tool for regulate and protect legally from all crime. Rate of internet using every year is increasing to 42,68 % in riau. The pekabaru government is role as the implementation of UU ITE. But which become the phenomena of UU ITE is society lack appreciation and value the articles of UU ITE is elastic and multitafsir ( importance elements ) The purpose of this study is to find out the effectiveness of policy or UU ITE in Pekanbaru. Whether or not it has been effective in achieving the goals of policy. This research use qualitative methods with descriptive approach and adhesive techniques. Cases and data that are required of both primary and secondary data obtained through observation, interview and documentation and then analysis based on research issues. The results of the study show ITE policy in Pekanbaru has not been effective due to internal and external inhibitors.  Keywords: Implementation, Effectiveness, Information Technology, UU ITE.
