Abstract

The large number of schools in Pekanbaru, of course, also has a large number of students. To provide a decent and quality education, of course, it must be balanced with the number of adequate and competent teachers. The Pekanbaru city education office is an institution that regulates the course of education in the city of Pekanbaru. The Pekanbaru City Education Office makes a program to improve the quality of educators at the basic education level, one of which is training for educators to meet competency standards. The concept used is Prajudi Admosudirdjo, namely there are four indicators: Planning, Organizing, directing, Supervising. This study uses a qualitative research type with a phenomenological approach and the required data, both primary and secondary, are obtained by using observation, interview and documentation techniques. inhibiting factors in the implementation of training for educators to meet competency standards, namely: there are still many passive trainees during training, internet connection is less stable during virtual training then difficulty in dividing task groups during virtual training and other factors are budget. The budget that should be used for the implementation of this training program is used for vaccination activities for teachers and students in the city of Pekanbaru  Keywords: Implementation, Quality Improvement, Training Program

Abstract

This research explains Indonesia's diplomacy in the South Pacific region during the period of Joko Widodo (Jokowi) in 2015-2019. Geographical proximity and the existence of cultural similarities make the South Pacific region has an important meaning in Indonesian geopolitics. In addition, Indonesia has a national interest to protect the sovereignty of the Republic of Indonesia regarding the issue of Papuan separatism which is a concern in the region.The research method used in this research is a qualitative method with data collection techniques through document analysis. The level of analysis used in this research is the level of system analysis. This research uses the theory of The Adaptive Model in analyzing foreign policy carried out by Jokowi.Based on the research results obtained, it can be concluded that Jokowi approached the South Pacific region as an adaptive action to protect the sovereignty of the Republic of Indonesia from the support of South Pacific countries for Papuan independence. External changes that occurred in the South Pacific forced Jokowi to adjust foreign policy to defend Indonesia's national interests (Acquiscent Adaptation). Jokowi implements a policy of Looking East and uses economic diplomacy and cultural diplomacy to build good relations between Indonesia and the South Pacific region.Keywords: Diplomacy, Indonesia, South Pacific Region, Foreign Policy, Separatism.

Abstract

Tourism is a new type of industry that is able to generate rapid economic growth in the provision of jobs. RokanHulu Regency is one of the regencies in Riau Province which has a lot of variety of tourism such as nature tourism and historical tourism. One of them is the historical tourist attraction of the Tomb of the Kings of Rambah in RambahHilir District. This tour is a tourism that has great potential if it is developed, but unfortunately the development of historical tourism is still not maximized so that it is less attractive to tourists. Therefore, a suitable strategy is needed in the development of historical tourism objects, the Tomb of the Kings of Rambah. The theory used in this research is the theory of adaptive strategy from Miles and Snow to determine the right strategy in overcoming the problem. This study uses a qualitative descriptive method with triangulation techniques, data collection by interview, observation, and documentation. The results of this study are the implementation of development strategies on historical tourism of the Tomb of the Kings of Rambah has been carried out but is not optimal, therefore an adaptive strategy is carried out, namely the selection of technology, determining the authority for coordination, embodiment, system regulation and inhibiting factors in the implementation of the strategy for developing historical tourism objects, the Tomb of the Kings of Rambah, among others: funding, skilled human resources, and regulation. In order for tourism to be directed and able to compete with other regions, there will be many investors who are willing to cooperate with the government of RokanHulu Regency. Keywords: Strategy, Development, Tourist Object

Abstract

This research is entitled “Formal Education of Bonai Tribe Children: An Analysis of Rational Action”. Researchers are very interested in bringing up this theme because they want to know how people view formal education. The analysis in this research is descriptive qualitative analysis. Which is related to the rationality of the Bonai Tribe in formal education. The formulation of the problem in this study are (1) What is the meaning of formal education for the Bonai Tribe?.(2) How is the rationality of the Bonai Tribe in taking formal education?.Data collection techniques in this research is by interview. The community informants who became research informants were determined by random sampling. The results of this study show the enthusiasm of the children of the Bonai Tribe in taking formal education, the support given by the parents of the Bonai Tribe children is also very large to support the formal education of the children of the Bonai Tribe.Keywords: Educational rationality, Meaning of Education, Bonai Tribe

Abstract

The Arctic region in the north has changed geopolitical conditions which were previously in Low Political Tension to High Political Tension as a result of climate change which causes the ice at the poles to melt. The melting of the Arctic ice has opened several economic opportunities, such as opening up access to Arctic natural resources to strategic projects such as new maritime routes. In addition, the opening of this opportunity makes the Arctic states, especially the Arctic coastal states, act more aggressively in protecting their national interests in the Arctic. Russia is one of the states that has made increasing military capabilities in the Arctic to maintain its security. The increase in Russian military activity in the Arctic makes Norway as a neighboring state feel threatened. By realizing this phenomenon, Norway uses a hedging strategy by considering its military, economic and diplomatic capabilities to deal with this threat.This research uses qualitative research methods, with data collection techniques through literature studies sourced from several books, journals, research documents, articles, websites, and other sources deemed by the author. This research also uses the Neorealism perspective and Balance of Power Theory.The results of this research show that Norway uses the type of Politico-Military Hedging where Norway tries to balance Russia's military power while strengthening diplomatic relations between the two countries. This is done by taking advantage of the geographical proximity of the countries so as to be able to create strategic bilateral relations. Keywords: Hedging, National Security, Arctic Geopolitic. Abstract

An important problem faced by companies is how to maintain employee morale so that they can provide maximum performance or performance. Strive to maintain employee morale is one of the company's goals. This research was conducted at PT. Tirta Sari Surya Rengat. The purpose of this study was to determine the effect of participatory leadership style and work environment on employee morale at PT. Tirta Sari Surya Rengat. Participative leadership style and work environment as independent variables (X1, X2) while employee morale as the dependent variable (Y).The problem in this study is the occurrence of fluctuating employee turnover and entry. It can be seen from the company's Labor Turnover data. The sample of this research was taken as many as 60 respondents and the technique used was census. The data obtained from the results of the questionnaire and then processed and then tested statistically through the SPSS program.From the results of the tests conducted, it shows that the participatory leadership style and work environment have a positive and significant effect on employee morale at PT. Abstract

The Reservation Section which is affiliated with the Telephone Operator at the Front Office Department of Grand Rocky Hotel Bukittinggi has the main task of handling the guest room reservation process. The Reservation Section certainly has procedures that are used as guidelines in serving guest room reservations. Therefore, the authors are interested in examining the implementation of a room reservation service system at the Front Office Department of the Grand Rocky Hotel Bukittinggi. This study aims to analyze the room reservation service system at Grand Rocky Hotel Bukittinggi. The history of the establishment of the Grand Rocky Hotel began with its sister Hotel Rocky in Padang – West Sumatra, namely the Rocky Plaza Hotel. Grand Rocky Hotel was established in 2012, which is located at Jl. Yos Sudarso No.29, Kayu Kubu, Kec. Guguk Panjang, Bukittinggi City, West Sumatra. This study uses a qualitative method to analyze a set of cases, which became the key informants in this study as many as three people. Namely 1 Front Office Manager, 1 Front Office Supervisor and 1 Front Desk Agent. Sources obtained through interviews, observation, and documentation. Based on the results of this study, the conclusion of this study is that the reservation service system at the Front Office Department of Grand Rocky Hotel Bukittinggi has followed the procedure, but still needs to be improved so that the reservation service system in the future is even better. Keywords: Service, Reservation, Front Office, Hotel

Abstract

Transportation is the process of moving goods and people from the place of origin to the place of destination. Transportation is basically one of the most important components as a supporter, driver and driver for the growth of a region. In the field of road traffic and transportation, prevention and control of the environment must be carried out, namely in Law Number 22 of 2009 concerning Road Traffic and Transportation. The problem in this study is that the City Government's authority is not maximally implemented, resulting in a decrease in the number of public vehicles in conducting emission tests. The purpose of this study is to describe how the authorities and constraints faced by the city government in implementing the emission test of public vehicles in the city of Pekanbaru.The research approach used is qualitative with descriptive analysis method by describing phenomena and data accurately. The research location is in UPTD. Motor Vehicle Testing of the Department of Transportation, Communication and Information of Pekanbaru City. The types and sources of research data are divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to exhaust gas emission testing of public vehicles. Data collection techniques used by interview and documentation.The results of this study are that first, the authority given to the city government based on Law No. 22 of 2009 as the basis for the rules that regulate it is considered not yet implemented or implemented optimally even though public vehicles that are operated on the road are required to carry out periodic tests as one of the emission tests. as a condition of roadworthiness. Public vehicles that do not carry out emission tests can result in air pollution and global warming. the authority of the City Government obtained when viewed from where the authority was obtained according to H.D. Van Wijk / Willem Konijnenbelt, it can be seen in 3 sources of authority, namely attribution, delegation and mandate. Second, the City Government Constraints in the implementation of emission tests on public vehicles that keep repeating themselves at the UPTD. Motor Vehicle Testing in Pekanbaru City, namely the constraints of facilities and infrastructure that are not optimal and the constraints of human resources which are still minimal in quantity and quality.Keywords: Authority, City Government, Emission Test

Abstract

This study aims to determine and analyze the effect of incentive and work environment on the spirit of work partially and simultaneously. The research method used is descriptive quantitative analysis obtained from the results of questionnaires distributed to 84 respondents to employees of PT UTD Creation Packaging Solutions Batam. Types and data sources using primary data and secondary data, measurement collection techniques using the likert scale. From data analysis that includes validity tests, realibility tests, multiple linear regression analysis, determination analysis, and significance tests with t (partial) tests, and F (simultaneous) tests. The results of this study showed that the effect of providing incentive on employee spirit of work that is t count (4,262) > t table (1.66320), meaning that the incentive had a significant effect on employee spirit of work. Second, the effect of work environment on employee spirit of work that is t count (4,970) > t table (1.66320), meaning that work environment has significant effect on employee spirit of work. The results of the F test, effect of incentive and work environment on the spirit of work is F count (57,423) > F table (3,11), means that incentive and work environment simultaneously has significant effect on employee spirit of work. Keywords: Incentive Providing, Work Environment, Work Spirit

Abstract

This research was conducted at Stefani City Hotel Pekanbaru located at Jalan Taskurun No. 100, Wonorejo, Kec. Marpoyan Damai, Pekanbaru City, Riau. The purpose of this study was to determine the effect of service quality on consumer satisfaction at Stefni City Hotel Pekanbaru. In this research, the method used is descriptive quantitative analysis with SPSS program. The population in this study were all visitors who were visiting at Stefani City Hotel Pekanbaru in 2021 as many as 7,542 people. Where the sample in this study were all visitors to Stefni City Hotel Pekanbaru as many as 99 respondents. Data collection techniques through questionnaires, types and sources of data using primary data and secondary data, measurement data collection techniques using a Likert scale.The problem in this study is the decline in visitors to Stefani City Hotel Pekanbaru in the last year. It can be seen from the visitor and sales data and the score table given by the consumers. From the results of the tests conducted, it shows that the effect of service quality has a positive and significant effect on customer satisfaction at Stefani City Hotel Pekanbaru.Keywords: Service Quality, Consumer Satisfaction
