Abstract

Kampar Regency is one of the regencies in Riau Province which has so many natural factors with tourism potential as well as various beautiful natural panoramas, customs and culture with various Hindu-Buddhist historical relics. One of them is the Tourism Village of Kampung Patin Koto Mesjid, Kampar Regency. The Tourism Village of Kampung Patin Koto Mesjid is a fostered village that has succeeded in making the name of Riau province proud on the national scene and was given an award directly by the Ministry of Tourism and Creative Economy in the Tourism Village Assistance event in 2020. The research method that will be used by researchers in this research is descriptive qualitative with the aim of describing a social phenomenon that is studied in more detail. The data obtained from this research are sourced from primary and secondary data as well as 3 key informants and 2 supporting informants. While the data collection techniques in this study used interviews, observation and documentation. This Tourism Village of Kampung Patin Koto Mesjid, Kampar Regency has a lot of potential such as the Mahligai Edge Pier, Puncak Kompe, Crow River and many more. The village management is divided into 4 functions, namely: Management, Organizing, Mobilizing and Supervising. A tourist village is a village that is the result of development based on the potential of the village and the addition of supporting facilities such as transportation and lodging. Apart from that, the natural factors and environmental conditions of the village are still beautiful and well maintained which are important factors for a tourism village. This Tourism Village Program does not change village activities in the slightest, even the activities of the village community become charms and interesting characteristics for the Tourism Village.Keywords : Tourism Village, Management, Kampar Regency

Abstract

Pangeran Island is a relatively new tourist destination and currently being developed by Department of Tourism and Culture in one of the villages, namely Belibak Village, Anambas Islands Regency is one area that has natural tourism potential that can be presented as a leading tourism destination. Anambas Islands Regency. Of course, in carrying out development, it is inseparable from the communication strategy carried out by the Department of Tourism and Culture. The purpose of this study was to determine the strategy of selecting communicators, compiling messages, selecting media and determining audiences. This study used qualitative research methods. The research subjects were six people who were selected using a purposive technique, six informants. This tourist destination is expected to be able to develop itself and explore the existing potential without forgetting and maintaining culture. Abstract

Pekanbaru City as one of the Metropolitan cities whose people need a means to relieve fatigue from their daily activities. Thus the city of Pekanbaru has a place of public entertainment. Pekanbaru as one of the developing cities, has become one of the attractive industrial locations for business people, one of the rapidly growing industrial sectors in Pekanbaru at this time is the night club. The night club is a means of relaxing and also one of the tourist destinations in the metropolitan city. However, nightclubs violate the rules and regulations set by the government. So it is necessary to bring order to the police and the Pekanbaru city government to maintain order in the community. The formulation of this research is "How is the synergy between the Pekanbaru City government and the Polresta in controlling night entertainment venues in the city of Pekanbaru in 2020?" This study aims to determine the synergy between the Pekanbaru City government and the Polresta in controlling night entertainment venues in Pekanbaru City in 2020. This research is a type of descriptive research using a qualitative approach. The data collection technique in this study used interview, observation and documentation techniques, the data analysis used was qualitative method analysis. The findings that can be concluded are the synergy between the Pekanbaru City Police and the local government running optimally. In terms of communication, the Pekanbaru city government, in this case the Satpol PP, communicates with the Resort Police to conduct raids, verbal communication is through telephone and non-verbal communication in the form of letters or through the media. Coordination between the Polres and the Pekanbaru City government has also not run optimally. Even though the raids were carried out, there were still nightclubs that violated applicable regulations, such as drug trafficking in nightclubs. This means that the raid activities carried out by the Pekanbaru City government and the Pekanbaru City Police have not been carried out optimally. Keywords: Synergy, Communication, Coordination

Abstract

Poverty creates various social problems caused by poverty itself. The problem of poverty is the source of many other social problems such as crime, unemployment, stupidity, low health levels, and others. Poverty management is also regulated in Law no. 13 of 2011 concerning Handling the Poor. Poverty alleviation is one of the government's tasks, where in Presidential Regulation Number 96 of 2015 concerning the Acceleration of Poverty Reduction article 1 states that poverty alleviation is government and regional government policies and programs that are carried out in a systematic, planned and synergized manner with the business world and society to reduce the number of poor population in order to increase the degree of welfare. The poverty line in Siak Regency from 2016 to 2018 continues to increase, this can be seen from the data released by the Siak Regency Central Bureau of Statistics. This research was conducted with the first objective, to describe the Implementation of the Social Empowerment and Handling of the Poor Program by the Social Service of the Siak Regency in 2018. Second, to find out the inhibiting factors for the Implementation of the Social Empowerment and Handling of the Poor Program by the Social Service of the Siak Regency in 2018. In This study uses a qualitative approach, and this type of research is descriptive, data collection techniques by conducting interviews, and using competent sources/informants. The results that can be concluded from this research are that the Implementation of the Social Empowerment Program and Handling the Poor by the Siak Regency Social Service in 2018 has not been implemented optimally, because there are still deficiencies in social empowerment program services and handling the poor so that future empowerment is not implemented for the community poor. Abstract

The implementation of waste management is a systematic, comprehensive and sustainable activity that includes waste reduction and handling. Waste management is a complex problem and requires handling with many disciplines. Waste management is currently seen as only the responsibility of the government. The community plays a role only as the party being served, because they feel that it is enough just to pay the waste retribution so that further handling is the responsibility of the government. Government management efforts in planning, organizing, implementing and supervising programs or activities related to waste in order to realize cleanliness and beauty in the city of Pekanbaru, but these efforts have not been supported by the availability of facilities and infrastructure related to the waste transportation unit, thus causing waste problems. what happened in the city of Pekanbaru. The purpose of this study is to determine the implementation of waste management in Pekanbaru City in 2020, especially for zone three, where zone three is managed directly by the Pekanbaru City Environment and Hygiene Service and what are the inhibiting factors. This research uses descriptive qualitative technique. In collecting data, the author uses interview and documentation techniques. The results of this study conclude that waste management in Pekanbaru City, especially for zone three, has not been implemented optimally. This is known from the fact that there are still problems related to waste problems that have not been processed directly, resulting in piles of garbage and cannot be processed effectively. there are still problems found in the field due to several factors, lack of adequate human resources in terms of quantity and quality, then infrastructure that is not supported by equipment maintenance and repair activities. So that the implementation of waste management activities in Pekanbaru City, especially zone three, cannot be realized to the maximum which indirectly causes a pile of garbage. Abstract

This research conducted inManggilangVillage, PangkalanKotoBaruDistrict, Lima Puluh KotaRegency.The purpose of this research is to find out: 1) the production process of processing gambier leaves into gambier and picking gambir leaves which are sold directly, 2) the rational choice of gambir farmers. This research uses descriptive quantitative method.The data collection techniques in this study were observation, questionnaires, and documentation.This study uses a census technique, where there are 60 respondents. The data analysis technique in this research is descriptive quantitative using SPSS version 26. Based on the results of the study, it can be concluded that the processing of leaves into gambier takes time to process. Meanwhile, the process of picking gambir leaves can be directly sold on that day. Most of the income earned is obtained from picking rather than processing gambier leaves into gambier. There are 51 respondents who experienced an increase in income by selling gambier leaves, the remaining 9 respondents did not experience a significant change in their income. Furthermore, 46 respondents also reduced the number of farm workers working on their land, but there were 14 other respondents who did not experience a change between processing gambier leaves into gambier and selling gambier leaves. Abstract

Bandar Raya Payung Sekaki Terminal is a transportation service center between cities and between provinces, which has been planned by the local government for orientation and transfer between transportation modes. This terminal is an implementation of the Pekanbaru City Government's desire to have a land transportation facility that can support good and planned operations. The purpose of this study was to determine the implementation of supervision by the Ministry of Transportation of the Coordinator of the Bandar Raya Payung Sekaki Terminal Service Unit in the Implementation of the Covid-19 Health Protocol in Pekanbaru City in 20192021 and to determine the Inhibiting Factors in Supervision. This research use desciptive qualitative approach. In collecting data, researchers used the techniques of Observation, Interview, and Documentation. The results of the research on the implementation of supervision have not been carried out optimally. This can be seen from the supervision of related parties that has been carried out but many drivers and passengers still violate the Covid-19 health protocol rules. The inhibiting factors that affect the implementation of supervision are the existence of rules for the implementation of the Covid-19 health protocol, such as not all entrances to the hand sanitizing facility or providing hand washing facilities properly, the lack of functioning of infrastructure around the terminal, and lack of public awareness. Abstract

This research was conducted on Naga Sakti Street, Simpang Baru Village, Bina Widya District, Pekanbaru City. The purpose of this study was to determine the profile of informal sectors (PKL) on Naga Sakti street, Pekanbaru city and to determine the strategy of informal sectors (PKL) on Naga Sakti street, Pekanbaru city. This study uses a descriptive qualitative research method, using purposive sampling of subjects that have determined the criteria in this study. Based on the specified criteria, five informants were found who were the research subjects. The results of this study are informal sectors (PKL) on Naga Sakti street, Pekanbaru city, who set up trade stalls permanently and do not move from trading locations and have trading permits, experienced a decrease in income from trading due to the very severe COVID-19 pandemic. Impact on the street vendors. Informal sectors (PKL) have three strategies for survival, namely an active strategy by utilizing or optimizing their potential, the potential of family members, increasing trading time and having side jobs to increase income. The two passive strategies are making savings by minimizing spending on family food needs such as eating before trading or bringing supplies from home when they want to trade, and managing family finances wisely, one of which is by not buying primary and secondary needs if they are not needed in the family and taking advantage of assistance. which exists. Third, the network strategy is to build relationships with fellow traders to complement each other's trading needs, build good relationships with families and relationships with business owners or official institutions such as banks, pawnshops by borrowing money for business capital and family needs. Abstract

Street vendors or commonly called PKL are a group of traders who sell their wares on the sides of public roads, sidewalks, which are far from being neat and clean. The regulations governing the management of street vendors are contained in Regional Regulation Number 11 of 2001 concerning the arrangement and development of street vendors. The city of Pekanbaru has 6 traditional markets and what is of concern is the Sukaramai traditional market or what is called the Agus Salim market, because the market has experienced an increase in street vendors from 2018-2019. The Pekanbaru City Trade and Industry Office has made efforts and is also working with the Pekanbaru City Civil Service Unit to control traders selling along Jalan Agus Salim, but after the control was carried out the traders returned to their original selling places, so problems related to street vendors continued to occur. The method used in this study is qualitative, the data sources used in this study include primary data and secondary data, the research location was carried out at the Department of Industry and Trade in the Market Sector. The research informants in this study were the Head of the Market Sector, the Head of the Civil Service Police Unit Investigators, Traders and Buyers. The theoretical concept used by researchers is the policy evaluation theory. This study uses a qualitative research method, data collection techniques used are interviews and documentation. The results of the study, that the evaluation of the policy of Regional Regulation Number 11 of 2001 concerning the management and development of street vendors by the Industry and Trade Office in the Pasa Sector has not been maximized, which is caused by several factors, namely the lack of human resources in the Market Sector, lack of a budget that supports the construction and provision of facilities markets, lack of coordination between sub-districts, sub-districts and other relevant agencies. Abstract

During Covid-19 pandemic, the hospitality world received a very large negative impact on the rules for reducing activities outside the home which caused the decline in the income of various hotels in Indonesia. Hotel Fox Harris Pekanbaru is a four-star international class hotel that implements various kinds of service procedure innovations in tackling situations such as those that occur due to the presence of the Covid-19 virus, by implementing a system of strict health protocol rules to maintain maximum and guaranteed service to guests. This study aims to find out what health protocols are implemented in standard operating room cleaning procedures during the Covid-19 pandemic. This study uses a qualitative descriptive method to analyze the problem based on data collection techniques in the form of observation, in-depth interviews, and documentation. The results of this study can be concluded that the Hotel Fox Harris Pekanbaru has implemented standard operating procedures for cleaning rooms that are effective in preventing the spread of the corona virus accompanied by strict health rules.
