Abstract

Along with the development of information and communication technology is rapidlyincreasing this point is allowing the public to access any information they need in everydaylife, as if there is no limit. with the integration of technology and information systems alsohave an impact on public institutions such as local government. as well as identificationcards which initially Siak changed with e-ID card this is due to advances in technology andprevent people getting dual identity cards. E-ID card program launched by the InteriorMinistry of the republic of Indonesia in February 2011 in which the implementation isdivided into two stages. The first phase began in 2011 and ended on 30 April 2012 whichcovers 67 million people in 2348 dan197 districts districts / cities. While the second stagemencakup105 million inhabitants spread over 300 districts / city.And Rokan Hulu recordingstage 2, where Rokan Hulu successfully e-ID card recording to be the fastest in the e-ID cardrecording in Riau Province.The concept of the theory is that researchers use services, public policy and policyimplementation. theory of George C. Edward III in Sujianto ie variables that affect thesuccess of the implementation. while the research methodology is divided into: the location ofthe research is in population and civil registration offices Rokan Hulu, the type of researchthat is taking a qualitative approach with descriptive methods, informants, types and sourcesof data put on primary data and secondary data, and data collection techniques.From the above research will obtain results which are: communicasion is the delivery of policymakingto policy as well as implementing consistent carrying out an adequate polisy, information,and infrastructure, to support the operations of implementation of the policy. attitude/positive attitudethat earned from implementing a policy against a decision/policy are committed and consistent iscarrying out policies and not doing deskriminatif to the community. bureaucratic structure i.e. adetaild staff structure and clear to enable the policies that have been creted.Keywords: Implementation, Public policy. e-ID

Abstract

Nagari Governance System (Study at Nagari Padang Magek Tanah Datar regency). The nagari governance system is a governance system that only legality in west Sumatra province. From the history, this governance system got many intervention from other governance system but nagari governance system keep defend it authenticity until now. According to that explanation, this study aims to determinate what is nagari governance system, how the implementation and what are the factors that can influence it by doing study in Nagari Padang Magek Kabupaten Tanah Datar. This research is qualitative research with descriptive method. The researcher trying to find the fact that appropriate with the truth. The data will be explains truly in order to get an understanding. The result of the research can be conclude that nagari governance system is a governance system which lead by a wali nagari who help by old customs and tradition institution, religion local institution, youth constitution, KAN, and BPRN. Abstract

This research explains about how the the effect of the Starbucks policy trade changing to Ethiopian econnomy in 2005 until 2008. The purpose of this research is to know how the implementation of agreement between Ethiopian Government and Starbucks have effected to Ethiopia coffee industry. This case had been a conflict since 2004 when Ethiopian government knew their origin coffee was trademark by Strabucks in USPTO without their permission. Oxfam as Non-Government Organization that moved for justice make big campaign and pressure Starbucks to pulled up the coffee trademark in USPTO. In 2007, Starbucks had change their policy of trade about the trademark of Ethiopian coffee and reach agreement with Ethiopia government. This research is a qualitative research. Method applied in doing this research is description with aim to depict a phenomenon in this case. By using the neo-liberlism theory to analyze the role of non nation actor in a case and global value chain theory to analyze how every step in production chain will add value to the product it self.The result of this research shows The Starbucks policy trade changing gave positively effect to Ethiopian economy. Since the coffee trademark had been know in international coffee market as speciality coffee, many coffee trade agreement reached by Ethiopian and another corporation from another country. The result of agreement has improve positively to coffee volume and value export in international market and the welfare of Ethiopian coffee farmer. Abstract

This study analyzes the factors that motivate Indonesia signed a preferential trade agreement with Mesir in 2011 . the reasons which prompted Indonesia to cooperate with Mesir to better cooperation , free trade agreements . This study will also explain the Indonesian trip begins negotiations of the Comprehensive Trade on Economic Partnership (CTEP) by Indonesia and Mesir signed in 2005 , both from the development and scope of negotiations .Keywords: Preferential Trade Agreement, Cooperation, Factors.

Abstract

Positive impact means good and pleasant things that bring progress. While negative impact means unpleasant things that bring difficulties, anxiety, and harm among people. Positive impact of PacuJalur Tradition in RantauKuantan brings progress for people, especially in science field. Some of negative impacts are: people become materialist, egoistic, and individualist, yet these negative impact do not influence the life of people in two villages in RantauKuantan.The purpose of this research is to find out the impact of PacuJalur Tradition to the life of people in two villages in RantauKuantankecamatanKuantanHilir. Especially in social science, the change of value and attitude. This is a Descriptive Naturalistic with qualitative approach. Subject and sample of this research is figures in society in two villages. There are 8 people of them. The subject and sample become key sample. To collect the data, writer do interview.Data is exposed based on respondents opinion. Result shows that positive impact of the tradition are to bring up the habit of “gotongroyong”, “silaturrahmi”, self confidence and tradition perpetuation. The negative impact of this tradition are people don’t want to involve in “gotongroyong”, lack of solidarity, small amount of people, assume themselves super and individualist. Education, training, and culture adaptation are improved. The negative impact can be seen from foreign culture imitation and the change of “paguyuban” culture. Generally, the impact of PacuJalur Tradition to the life of people in two villages in RantauKuantan is categorized into positive impact, while the negative impact does not influence the life of people.Keyword: impact, (pacujalur tradition to the life of people)

Abstract

Social media presence today makes communication more easily done anytime, anywhere, and anyone. Skype is a social media that has video call feature that can communicate while looking at the other person despite the long distances. The purpose of this research is to find out the process interpersonal communication through social media (Skype) on college students in Riau University.This research used qualitative methods descriptive which the data was obtained through interviews, documentation, and reference materials. As well as using CMC (Computer Mediated Communication) as interaction between people using networked computers with internet. This research presented the subject are students from various faculties at the Riau University. Data analysis technique used in this research is an interactive analysis model and data validity checking technique used is an extension of participation and triangulation.The results showed that Skype gives ease of communication for students Riau University who have interpersonal long distance relationship. Skype has created many new possibilities that sometimes clouds according to the previously difficult or even never imagined could be done.This social networking site allows users to interact without distance limitations, place and time.Keywords : social media, Skype, interpersonal communication, CMC

Abstract

Functions of the Office of education in coaching and training teachers in the city of Pekanbaru (case study of the quality of teachers of basic education). In this study the author based on the theory of Subekhi A. & Jauhar (2013: 127) about what the functions of the Organization and the theory of Musfah (2011: 12-13) about the factors which affected it. That there are several stages that must be known to run a function, namely: planning, management, reporting, and oversight. By doing this education service function in doing coaching and training can be organized properly and achieve the desired objectives for the improvement of the quality of basic education teachers so effective and good learning process. The results of the research function of the Office of education in coaching and training teachers in the city of Pekanbaru has done quite well but not yet fully reached the goal and not the maximum.Keywords: primary education, functional organization, coaching and training.

Abstract

The result of development planning in the district of Langgam in 2012 shows that there ara many planning proposals from the public who are not accommodated well, the proposal in the absence of the proposed project from the bottom, and the approach is top-down planning.The purpose of study is to determine the development planning in the district of Langgam and find out the cause of why the district development planning of Langgam patterned top-down planning.This research used descriptive qualitative research method. The primary data obtained through interview with people who understood local development planning; The secondary data obtained from relevant agencies such as District Office of Langgam and District Development Planning of Regency Pelalawan.The results found that; First, many proposal of public who are not accomodated and not realized by local governments, and inversely proportional to the proposed project arrived-suddenly appread at the end of the discussion of regional development planning. Second, the development planning process that lead to top-down approach, the cause is as follows: First, the public regarded as supporters of the planner is not executing. Second, planning is the desire of the public is not a necessity. Abstract

This research describe about the recruitment politics of House of Representatives from National Amanat Party of Riau periode 2014-2019. Recruitment politics are function of political party that have purpose to keep acisstance of National Amanat Party of Riau.The methods of this research are cualitative descriptive methods that as a process analize the problem research with describe the subject and object research based on the empirical fact. The location of this research in DPW PAN Riau Province and researcher collect data from the books, goverment rules, journal, mass media, website and also deep interview with informan research such as head of PAN Riau, vice of KPPW DPW PAN Riau, functionarist PAN, and society.The conclution of this research are recruitment politics for House of Representatives from National Amanat Party held with open recruitment for all citizens The recruitment in National Amanat Party held by Teritory Election for win Comitee National Amanat Party of Riau. The process recruitment held based on AD/ART and rules of organization of National Amanat Party and also formality and informality factors.Keyword: recruitment, house of representative and political party.

Abstract

Regional Autonomy through Act No. 32 of 2004 on Regional Government does not just move the bulk of the authority of the Central Government to Local Government but Act No. 32 of 2004 should bring meaning to the welfare of the people in the area has not materialized.This study aims to describe and analyze the efforts made by the Government of Regency Kuantan Singingi in maintaining WTP opinion on the financial statements in 2012 and want to know the limiting factors in the financial management area Singingi Kuantan district. This study used a qualitative approach with descriptive type. The process of data collection is done in the Regency Kuantan Singingi particularly in the Financial Section of the Secretariat of Regent Office Kuantan Singingi using interview techniques and documentation. From the results of the study be concluded that the efforts made by the Government of Kuantan District Singingi in Financial Management Year 2011-2012 is sufficient maximum. Efforts made Singingi Kuantan District Government that is the professionalism of the work Singingi Kuantan District Government, Human Resources for Establishing a quality, appreciation and motivation from leaders to subordinates and has made the Financial Management Information System (SIPKD). But behind the efforts that have been made, there are also some factors inhibiting the Local Government financial management is lalainya most Singingi Kuantan District Government Agencies Kuantan Singingi in UYHD submit to the local treasury.Keywords: Efforts, Financial management
