Abstract

The G20 is a non-formal international forum that was established against the backdrop of concerns about global economic issues. Over time, the G20 has evolved into a complex international forum with two main tracks: the finance track, which focuses on economic, financial, and fiscal issues, and the sherpa track, which addresses non-systemic issues that can impact the economy or human security, such as development, humanitarian issues, social poverty, technology, health, and others. The sherpa track consists of two main discussions: the working group (government) and the engagement group (non-governmental). Indonesia has been a member of the G20 since its formation, along with 18 other countries and one regional organization. Indonesia is part of the G20 due to its large Gross Domestic Product (GDP). In 2022, Indonesia held the G20 presidency and brought forward several national issues and interests. Indonesia demonstrated its diplomatic efforts, such as its active participation in the sherpa track. This research employs a qualitative method, involving data collection through interviews and document analysis, drawing from books, journal articles, news, reports, and websites related to Indonesia's diplomacy in the G20 forum through the sherpa track. The results of this study show that Indonesia's diplomacy in the sherpa track demonstrates good engagement. However, Indonesia's status as a middle power poses challenges in its efforts to voice, represent, and advocate for its interests in the forum alongside great powers. To make Indonesia's diplomacy effective, it is necessary to build strength and capacity in collaboration with other middle-power countries. Abstract

The General Election Commission. On 17 April 2019, for the first time, Indonesia carried out simultaneous voting for the legislative and executive, at the district/city, provincial and central levels. This is expected to be able to reduce the budget for holding elections, and voters can be wiser in voting in line with the legislative and executive. Simultaneous elections on April 17 2019 there were still many problems in the implementation process, one of the obstacles was the availability of ballot papers, this problem can be traced starting from the stages of procurement and distribution of election logistics. The purpose of this research is to find out the performance of the Pekanbaru City KPU in holding simultaneous elections on April 17 2019, especially in terms of procuring and distributing ballot papers. This study uses a qualitative approach with descriptive methods, in terms of data collection, the authors use interview techniques, browse related documents and documentation. The results of this study are that the implementation of simultaneous elections carried out by the KPU is in accordance with the schedule and stages set, the shortage of ballots at the time of the election is due to changes in the DPTHP 3 belonging to the Pekanbaru City KPU, where the RI KPU is no longer able to accommodate ballots due to time constraints. because of that the accommodation for the Pekanbaru City KPU was based on DPHTP 2 while the Pekanbaru City KPU's DPTHP 3 was annulled by the RI KPU. Abstract

Pekanbaru City experienced expansion from 12 sub-districts to 15 sub-districts. This has an impact on the people who live in the area resulting from the sub-district expansion. There is a special strategy using SWOT Analysis in the change of population administration after the expansion of sub-districts in Pekanbaru City where the strategy will be used by human resources who handle it in the Pekanbaru City Population and Civil Registration Office agency. This research uses qualitative research methods that are descriptive in nature. The purpose of this research is to find out the efforts that have been made by the Pekanbaru City government in the replacement of population administration after the expansion of sub-districts in Pekanbaru City, and to find out the strategy for accelerating the replacement of population administration after the expansion of sub-districts in Pekanbaru City using SWOT analysis. Based on the results of the SWOT analysis, the strategy recommendation given is an Aggressive Strategy. The results of the study indicate that the replacement of population administration after sub-district expansion through the Population and Civil Registration Office of Pekanbaru City has not run optimally so that the resulting strategy can increase public awareness about the replacement of population administration after sub-district expansion in Pekanbaru City. The existence of a program from the Population and Civil Registration Office of Pekanbaru City in the form of Sipenduduk online services should be further socialized to RT and RW by providing training in using these online services. Abstract

This research is based on the occurrence of a phenomenon in which Japanese popular culture such as manga, anime, and cosplay has experienced an increase in interest in Indonesia over the past years. Various Japanese cultural events often held in various city in Indonesia, including Kota Pekanbaru. This shows how Cool Japan's strategy is successful in promoting Japanese popular culture. With the development of Japanese popular culture in Kota Pekanbaru, of course it has more or less an impact on the social life of the people. This paper shows how the impact caused by the phenomenon of the development of Japanese popular culture in Kota Pekanbaru is. This research uses the perspective of critical theory and the cultural hegemony theory. The method used in this research is descriptive qualitative with observation, interview, and data collection techniques both physical and digital. The results showed that the Japanese popular culture has an impact on hegemony in social life. Abstract

The coffee shop is a space where coffee culture was first born and developed, which was initially only carried out by adults and dominated by men. Modern with various facilities and a variety of drinks offered for various circles. As one of the public spaces where coffee culture develops and not only buying and selling activities are there, but there are activities to exchange information or spend time while enjoying coffee alone or with friends. Coffee culture is not only a phenomenon among adults, however the phenomenon of coffee culture also occurs among young people as a space that gives rise to various activities or lifestyles that are influenced by modernist values. This research aims to find out how the coffee culture is before and after the social transformation at the Megaria Coffee Shop and Coffee Shop Boco Kopi. The selection of research subjects was carried out by accidental samples. This study uses a descriptive qualitative research method. Based on the results of the study, coffee culture has existed for a long time in coffee shops, such as the Megaria coffee shop. Then with the development of science and technology, people's needs increase, especially in the coffee industry, this stimulates coffee industry activists to develop in the coffee shop space so that coffee shops with a more modern concept emerge modern as Coffee Shop Boco Kopi. Abstract

With the enactment of the Bengkalis Regency Regional Regulation Number 1 of 2016 concerning Public Order, especially in article 55 concerning guests who must report 1x24 hours, it can prevent or minimize the occurrence of crimes that can harm local residents. Therefore it is important to implement guest regulations that must report 1 x 24 hours in order to maintain the security of the local community to be safe and secure. This study aims to find out whether the Regional Regulation of Bengkalis Regency Number 1 of 2016 concerning Public Order is communicated to the public and to find out how resources, dispositions and bureaucratic structures are in implementing this regional regulation. The research approach used is a qualitative approach. This type of research is descriptive. The location of this research is in Gajah Sakti Village, Mandau District, Bengkalis Regency. Types and sources of research data are divided into primary data and secondary data with data collection techniques through interviews and secondary data in the form of supporting data related to the Regional Regulation of Bengkalis Regency Number 1 of 2016 concerning Public Order. The result of this study is the implementation of Bengkalis Regency Regional Regulation Number 1 of 2016 concerning Public Order concerning guests who are required to report 1x24 hours that in implementing this regional regulation it has been implemented but there are still several indicators that still need to be improved in the resource indicator in the facilities and disposition section. Abstract

The issue of refugees has become a concern for several countries, one of which is Indonesia. Indonesia in dealing with refugee cases cannot be separated from the help of international organizations, one of which is IOM, this is because Indonesia does not yet have legal regulations that discuss the status of determining refugee citizenship. In assisting Indonesia, IOM has collaborated with sub-countries, namely the area that has become refugee shelters, one of which is Pekanbaru City. This collaboration is carried out so that the community and refugees can both understand and understand the presence of refugees in their city. Data were obtained from journals, official websites, books, and interviews by state agencies dealing with refugee issues and local communities in Pekanbaru City. For analysis techniques, researchers used qualitative research with primary data converted into descriptive. The author uses the theory of International Organizations which states that in carrying out its role International Organizations must fulfill several aspects. Based on research shows that IOM in working with Indonesia seems to be grow. This can be seen from state actors and sub-countries, namely regions can also cooperate with international organizations, namely IOM, in terms of fulfilling the right to skills guidance training can be carried out, even in carrying out regional cooperation with international organizations, the regions involve the local community, so that the local community also plays a role in country perspective where the legality of this social group is recommended by the state through its local government. So that finally the segments under the state actors develop to take cooperative actions with international organizations. Abstract

Indonesia objected to the unilateral claim of the Natuna waters map made by the Chinese government. The map shows nine dots nine dash line which determines the boundaries of the territory that is part of China's territory over parts of the Natuna Waters. The overlapping claims referred to by China are areas referred to as traditional fishing grounds which are not recognized in the international law of the sea UNCLOS (United Nations Convention on the Law of the Sea). This has become a guideline for China to continue committing illegal fishing in Indonesia's sovereign territory. Indonesia must face this potential conflict considering that China stated that part of the North Natuna Waters is its territory. This research uses the theory of Indonesian defense diplomacy, influenced by a realism perspective where Indonesia has an interest in fighting for and defending its national interests anticipating conflicts in the North Natuna Waters, as well as maintaining Indonesia's maritime stability and sovereignty. Forms and efforts to resolve illegal fishing are carried out by increasing security in the North Natuna Waters by the Indonesian Navy with the support of the government and the relevant agencies. Indonesia's strategy in maintaining defense diplomacy peacefully is motivated by the cooperation between Indonesia and China been doing for a long time. Both countries strengthen cooperation in several strategic sectors such as trade, finance, infrastructure, industry, tourism, to politics and security. In the era of President Joko Widodo's administration, economic cooperation between Indonesia and China was also very dynamic in various fields. Abstract

The financial governance of the Ulak Patian Village Government, Kepenuhan District, Rokan Hulu Regency in carrying out village financial management must be in accordance with the principles of good governance in village financial management and the stages of planning, budgeting, implementation, administration, reporting, and accountability, and coaching, supervision. This is done in order to create good financial governance. The problem in this research is that planning and budgeting are not in accordance with the needs of the community, in terms of implementation it has also not been able to realize the budget and does not prioritize important programs with existing finances, this is also due to the lack of human resources in Ulak Patian Village. The purpose of this study was to find out and to analyze the perceptions of village government apparatus based on the principles of good governance with the dimensions of transparency, accountability and capacity participation of village apparatus on the performance of village fund management. The approach in this research is descriptive. The research location was conducted in Ulak Patin Village, Kepuhan District, Rokan Hulu Regency, using data collection techniques through interviews and documentation. The results of the study showed that financial management in Ulak Patian Village, Kefulan District, Rokan Hulu Regency was not optimal. Judging from the planning, it has not set a priority scale, so that the community's needs are not met. In terms of implementation, it has not realized all that was planned. Then the reporting and accountability have not been carried out in a timely manner, this is due to the lack of quality human resources. This is because the HR already knows and understands what will be done properly so that the presentation of financial reporting can be timely. Quality financial reports should not be made by just anyone. The people who make these financial reports must be people who are truly experts in their field. Abstract

Gastrodiplomacy is part of public diplomacy and cultural diplomacy that uses food as a media of cross-cultural communication. Thai Gastrodiplomacy was officially issued by the Government of Thailand in 2002. New Zealand has become one of the destinations for Thai Gastrodiplomacy due to the historical factor of good relations between the two since 1956 and the increasing number of Thai people in New Zealand. In 2005, bilateral relations between the two countries increased after the TNZCEP was agreed which indirectly supported the implementation of Thai gastrodiplomacy in New Zealand. This research was conducted to find out the role of the Thai Government in impementing its gastrodiplomacy in New Zealand during 2005 to 2010. In this study, the authors used a qualitative methods, with data collection techniques through literature studies sourced from books, journals, theses, and websites. as well as emails to the relevant Thai government. Researchers also uses the perspective of constructivism, soft power theory and gastrodiplomacy concept. The results of this study show that the Government of Thailand is carrying out its role through programs that are made in the gastrodiplomacy strategy as follows; gastrodiplomacy campaign, product marketing strategy, food events strategy, coalition-building strategy, media relations strategy, and education strategy carried out in New Zealand during the period 2005-2010 time.
