Abstract

Menstruation in India is often stigmatized, along with inadequate information and access to privacy facilities, this can lead to poor management of menstrual hygiene and privacy as well as discrimination against women, which can threaten the physical, psychological safety, dignity and well-being of teenagers and women in generally. The issue of menstrual health in adolescents and women has become a focus for international regimes such as CRC and CEDAW. This research aims to describe UNICEF's role in supporting India's Menstrual Hygiene Management (MHM). The research method used in this paper uses qualitative research. The research uses a constructivist perspective where the constructivist perspective views ideas and beliefs as having an influence on actions, character and social and political structures. Furthermore, the theory used in this research is international organization theory, in this case international organizations function as arenas, instruments, independent actor in supporting good Menstrual Hygiene Management (MKM) in India. The research results show that UNICEF and its partners are working to change this through promoting awareness regarding menstrual health and hygiene, helping to improve well-being, especially among girls and young women. Abstract

This thesis discusses the management of BUMDES Babussalam Sejahtera which has three business units, namely organic fertilizer, brick and date agrotourism waterpark. The problem in this research is how the BUMDes Babussalam is managed, but it is not directly proportional to business units that are no longer actively running and are starting to not be managed well. This research aims to analyze the Management of BUMDes Babussalam Sejahtera in Babussalam Village, Rambah District, Rokan Hulu Regency in 2021-2022. This research approach is qualitative with descriptive research type. The research location is in Rokan Hulu Regency. Data collection using interview and documentation techniques. Data analysis techniques using qualitative analysis techniques. Researchers use George R. Terry's (2006) theory regarding the 4 management functions known as POAC, namely Planning, Organizing, Actuating, Controlling. The results of this research are that the management of the BUMDes Babussalam Sejahtera business unit has gone through the planning stage well by looking at several aspects, but the organizing stage has not gone well because several responsibilities have not been carried out well. stages of directing on the road well so that all forms of management can run well and the goals that have been set run as expected. and the supervision stages are carried out well so that all problems in the management of the business unit can be minimized. The conclusion of this research is that BUMDes Babussalam Sejahtera uses 4 stages of management functions in managing 3 business units, namely organic fertilizer, Batako, and Date Palm Agrotourism Waterpark, but the three business units are not running well and the Batako program is no longer operational. Abstract

This study aims to determine the management of facilities at the tourist attraction of the Guruh Gemurai Waterfall, Kuantan Singing Regency, Riau Province. Elements of organizing, implementing and monitoring management. And loading facilities, Food and Beverage, Support Industries. This study uses a qualitative method with a qualitative descriptive approach to describe and explain the circumstances that occur by collecting data and information in the field. The key informants in this study are the Head of Tourism, Tourism Object Managers and Visitors. In this study, the data collection techniques used were interviews, observation and documentation. Based on the results of the study, it can be concluded that the conditions of the facilities available at the Guruh Gemurai Waterfall Tourism Object are sufficient, however, there are several facilities that are not optimally maintained due to lack of managed facilities and lack of maintenance related to cleanliness from the manager such as toilets, changing rooms, parks and gazebos. . Abstract

The implementation of the parking upt function in Pekanbaru in managing parking is contained in Mayor Regulation (Perwako) Number 138 of 2020 concerning Parking Management. The source of regional revenue in Pekanbaru City that is more likely to be developed at this time is parking levy revenue, because based on information from the Head of the Pekanbaru City Regional Revenue Service (Dispenda) that levy revenue in Pekanbaru City still really needs to be improved. Revenue from collecting parking fees to achieve the results targeted by the city government can be realized well. The theoretical concept used is that a one-sided public legal action is an action whose legal consequences arise directly as the government carries out the action without waiting for a reaction from the affected parties; Double-sided public legal acts: This double-sided public legal act has legal consequences that only arise after there is an agreement between the government and the affected parties. The type of research used in this research is descriptive research using a qualitative approach. Research that analyzes and produces data in the form of speech, writing and behavior from the people being observed. Based on the results of research on the actions of the Pekanbaru City Transportation Department government regarding parking management, it can be seen that the Pekanbaru City Transportation Department has been appointed as the agency that will manage parking based on Perwako Pekanbaru No. 132 of 2020. Determined as a Technical Implementation Unit that implements the financial management pattern of the Regional Public Service Agency (BLUD) based on the Decree of the Mayor of Pekanbaru Number 647 of 2019 concerning the establishment of a Parking Technical Implementation Unit at the Pekanbaru City Transportation Service, in addition to complying with the provisions of article 43 of the Regulation Minister of Home Affairs Number 79 of 2018 concerning Regional Public Service Bodies requires Minimum Service Standards for Parking Technical Implementation Units that implement the Financial Management Pattern of Regional Public Service Bodies. Abstract

Kidnapping and child trafficking are forms of violence against children that cause physical and psychological suffering and deprive children of their freedom. The kidnapping and trafficking of children in the city of Pekanbaru increased from 3 cases in 2021 to 5 cases in 2022. There is a need for the implementation of good governance functions, if the government can carry out it’s functions effectively, then services will naturally yield justice, empowerment will foster independence, development will create prosperity, and regulation will establish conditions conductive to ongoing activities, including the creation of a good social order in community life. The handling of child abduction and trafficking is carried out by the Women’s empowerment, Child Protection, and Community Empowerment Office of Pekanbaru City and the Technical Implementation Unit for Women’s and Children’s Protection as the technical implementing element of DP3APM. The purpose of this research is to understand the implementation of the functions of the Technical Impelementation Unit for Women’s and Children’s Protection (UPT PPA) in addressing issues related to child abduction and trafficking in Pekanbaru City in 2021-2022. This research uses the Government Function theory by Ryaas Rasyid, which includes the functions of service, development, empowerment, and regulation. The research method is descriptive research with a qualitative approach. The data sources used are primary and secondary data. The data collection techniques are through interviews and documentation. The results of this research indicate that the UPT PPA of Pekanbaru City is capable of performing its service functions, as evidenced by the optimal management of kidnapping and trafficking cases. However, there are still shortcomings in facilities and infrastructure. In terms of development functions, the agency is building mobile units that can provide access to consultations, services, education, and also enhance the capacity of human resources through technical guidance. The empowerment function is carried out by establishing community- based PATBM activities, as well as conducting socialization and education. Furthermore, the regulatory function is executed by issuing Decree Number 239 of 2023. Keywords: UPT PPA, functions of government, kidnapping and child trafficking

Abstract

This research aims to find out about the procedures for ordering forms for the Front Office Department at the Grand Suka Hotel Pekanbaru. The reservation form is the process of creating a list of incoming guest orders in accordance with existing procedures. Suka is an abbreviation for "Sultan Kasim" which was inaugurated in 2016, Grand Suka Hotel Pekanbaru is centrally located on Jalan Soekarno-Hatta, Pekanbaru, which is a subsidiary of PT. SUKA SURYA INTERNUSA. This research uses qualitative methods to analyze a collection of cases consisting of three key informants in this research. That is 1 Duty Manager, 1 Reservations Staff, and 1 Front Desk Agent. Sources were obtained through interviews, observation and documentation. Based on the results of the research, the conclusion of this research is that the front office department reservation form has been implemented, but improvements still need to be made so that the reservation form will be better in the future. Abstract

The financial governance of the Ulak Patian Village Government, Kepenuhan District, Rokan Hulu Regency in carrying out village financial management must be in accordance with the principles of good governance in village financial management and the stages of planning, budgeting, implementation, administration, reporting, and accountability, and coaching, supervision. This is done in order to create good financial governance. The problem in this research is that planning and budgeting are not in accordance with the needs of the community, in terms of implementation it has also not been able to realize the budget and does not prioritize important programs with existing finances, this is also due to the lack of human resources in Ulak Patian Village. The purpose of this study was to find out and to analyze the perceptions of village government apparatus based on the principles of good governance with the dimensions of transparency, accountability and capacity participation of village apparatus on the performance of village fund management. The approach in this research is descriptive. The research location was conducted in Ulak Patin Village, Kepuhan District, Rokan Hulu Regency, using data collection techniques through interviews and documentation. The results of the study showed that financial management in Ulak Patian Village, Kefulan District, Rokan Hulu Regency was not optimal. Judging from the planning, it has not set a priority scale, so that the community's needs are not met. In terms of implementation, it has not realized all that was planned. Then the reporting and accountability have not been carried out in a timely manner, this is due to the lack of quality human resources. This is because the HR already knows and understands what will be done properly so that the presentation of financial reporting can be timely. Quality financial reports should not be made by just anyone. The people who make these financial reports must be people who are truly experts in their field. Abstract

Facilities are facilities and infrastructure that support the operations of tourist attractions to accommodate all tourist needs, do not directly encourage growth but develop at the same time or after the attraction develops. In this case, facilities can be divided into main, supporting and ancillary facilities. This research aims to determine the facilities of the Wave River tourist attraction in Sipungguk Village, Kampar Regency, Riau Province and to determine visitor perceptions of the facilities of the Wave River tourist attraction. In this research, the author used quantitative methods as a data processing procedure. The data processing techniques used were observation, questionnaires and documentation using a Likert scale as a measuring tool. Based on the research results, the facilities at the Wave River tourist attraction in Sipungguk Village, Kampar Regency, Riau Province, are in the good category. Abstract

This research aims to determine the regional government's strategy in the Covid-19 vaccination program especially for the elderly in Sialang Munggu Village, Tuah Madani District, Pekanbaru City. And to find out the inhibiting factors in implementing the program. The theory used in this research is strategy theory according to Siagian, namely accountability, deadlines and resources. The type of research used is qualitative. Meanwhile, the research approach used is descriptive. Data was collected by the author using interview and documentation techniques. The data used is primary data obtained from research informants and further supported by secondary data obtained from various government agencies related to this research. The results of the research show that the strategy carried out by Sialang Munggu Village for several Covid 19 vaccination programs specifically for the elderly is in the form of setting targets so as to ensure that the targets or goals are achieved with accountability. The second strategy provides a deadline for the implementation of each program that will be carried out ( Deadlines) and the third strategy ensures that the appropriate resources are used, namely in the form of a budget, human resources appropriate to the field and finally adjusting the infrastructure or facilities that will be used to make program implementation easier (Resource requirements). All strategies that have been carried out are included in the not optimal category. This is indicated by the achievement of vaccination for the elderly in Sialang Munggu Village only at 27.21% of the specified target of 85%. Abstract

The Culture shock phenomenon was felt by Affirmation students from Papua at the University of Riau, in this case they experienced feelings of anxiety and fear of starting socialization with friends or the community due to cultural differences between Papua and Pekanbaru. The purpose of this research is to find out the culture shock factors that occur in Affirmation students from Papua and to find out the adaptation strategies carried out by Affirmation students from Papua in dealing with culture shock. The method used in this research is descriptive qualitative, with the number of subjects being 6 Affirmation students from Papua at the University of Riau who were selected using a purposive sampling technique. Data collection uses in-depth interview techniques and documentation. The theory used in this study is the theory of Kalvero Oberg, namely culture shock, which is caused by anxiety caused by the loss of symbols in a social interaction. The results of this study indicate that there are several factors of culture shock experienced by Affirmation students from Papua (ADIK), namely social factors, geographical factors (weather), everyday language factors, technological factors, economic factors, religious factors and food factors. From this form, some of the subjects did not have too many problems with the factors that caused the culture shock, they were still able to adjust well over time. From the obstacles they experience, there are several strategies or solutions that are carried out to overcome them, namely the first by way of cooperation (comformity) such as building friendships, joining organizations in higher education, participating in religious activities, and the second by means of innovation such as trying to open oneself to the social environment.
