Abstract

This research analyzes Clean Clothes Campaign's (CCC) transnational advocacy for women workers' severance rights at PT Jaba Garmindo. Utilizing a qualitative case study and the Transnational Advocacy Network (TAN) framework, it examines the use of information, symbolic, leverage, and accountability politics via a boomerang pattern against Uniqlo and s.Oliver. Findings reveal that these strategies secured partial financial relief from s.Oliver but faced resistance from Uniqlo. The study concludes that non-state actors' effectiveness in global governance is constrained by voluntary compliance and power asymmetries within buyer-driven supply chains. Abstract

Public information openness is a crucial issue amid the high incidence of corruption in Pekanbaru City. With public information openness, it is possible to achieve budget transparency, which serves as a strategic solution to promote accountable governance and strengthen community participation in public oversight. Therefore, the presence of Non-Governmental Organizations (NGOs) plays an essential role in bridging community interests to realize information openness. This study aims to analyze the role of the Indonesian Forum for Budget Transparency (FITRA) Riau in promoting budget information openness in Pekanbaru City. This study uses a qualitative approach with a descriptive research type. Data collection was conducted through in-depth interview techniques. Data analysis is operationalized through the stages of data reduction, data presentation, as well as conclusion drawing and verification. The theoretical framework used refers to Ismail Haddad's theory of NGO roles, which includes four indicators, namely motivator, communicator, dynamist, and facilitator. The research results reveal that FITRA Riau has implemented all four role indicators. As a motivator, FITRA Riau strives to increase public awareness and participation through a functional approach tailored to public needs. As a communicator, this institution bridges public aspirations to the government and facilitates interactive discussion spaces. As a dynamist, FITRA Riau mobilizes community potential through innovative programs based on budget analysis. Meanwhile, as a facilitator, FITRA Riau is recorded to actively organize budget school programs and provide assistance for information disputes at the Information Commission in the past period. . The conclusion of this study is that FITRA Riau, in principle, has carried out its role in advocating for budget transparency, but its implementation has not been optimal. The main inhibiting factors include the lack of intensity in institutional communication and the discontinuation of several strategic programs. Therefore, this study recommends that FITRA Riau redesign a more inclusive public communication strategy, ensure the sustainability of programs through strategic partnerships, and intensify technical assistance services for the community so that regional budget oversight can be effective. Abstract

This study analyzes the implementation of the Indonesia–Malaysia– Thailand Growth Triangle (IMT-GT) Vision 2036 in efforts to enhance maritime tourism in the Riau Islands Province. IMT-GT Vision 2036 serves as a long-term strategic framework that emphasizes the strengthening of connectivity, sustainable economic growth, and regional competitiveness through the development of priority sectors, including tourism. As one of the strategic regions within the IMT- GT framework, the Riau Islands Province possesses significant maritime potential, characterized by its location along international shipping routes and the presence of diverse marine tourism destinations. This study employs a descriptive method using a qualitative research approach, with data collection techniques carried out through a literature review sourced from books, journals, articles, and websites. The research applies the theory of International Cooperation and the concept of regional cooperation. The findings of this study indicate that during the pre-intervention stage, the maritime tourism potential of the Riau Islands was not supported by optimal destination management and connectivity. In the development stage, the Working Group on Tourism (WGT) promoted the implementation of tourism strategies through the integration of the blue economy concept, the strengthening of connectivity, and sub-regional promotion in line with the direction of IMT-GT Vision 2036. In the outcome stage, these initiatives resulted in improvements in destination quality, tourism accessibility, and the competitiveness of maritime tourism in the Riau Islands, while simultaneously reinforcing its position as Indonesia’s maritime gateway. This study concludes that the Riau Islands Province serves as a concrete example of the successful implementation of cross-border cooperation that generates mutual benefits, including an increase in tourist arrivals, growth in tourism sector investment, and the strengthening of economic capacity among coastal communities. Abstract

This study aims to determine the strategic management of the Riau Province Investment and One-Stop Integrated Services Agency (DPMPTSP) in increasing investment in Riau Province in 2023-2024. The research problem is motivated by the suboptimal realization of investment and the uneven distribution of investment, despite investment achievements showing a fluctuating trend over the past four years. This study uses a qualitative approach with descriptive methods. Data were collected through interviews, documentation, and literature review, then analyzed using Wheelen and Hunger's strategic management theory, which includes environmental analysis, strategy formulation, strategy implementation, and evaluation and control. The results show that during the environmental analysis stage, the DPMPTSP has identified investment opportunities and challenges, but the integration of regional potential data is still suboptimal. The strategic management of the Riau Province DPMPTSP in increasing investment has been quite effective, but requires strengthening in aspects of promotion, data integration, and institutional capacity building to achieve equitable and sustainable investment. Abstract

The use of popular culture can be an instrument of soft power has become a common diplomatic practice in international relations, as seen in China’s diplomacy in Indonesia. Diplomacy through popular culture is one of China’s efforts to strengthen its soft power in Indonesia, using Donghua (Chinese animation) as part of its strategy. This study aims to examine how China’s diplomacy utilizes popular culture as part of its strategy to strengthen its soft power influence in Indonesia. This study employs soft power theory and new public diplomacy to analyze China’s efforts to use animated popular culture as a modern cultural element in its soft power diplomacy. The method employed in this study is qualitative, with a literature review as the primary source of analysis. The results of this study indicate that China utilizes Donghua popular culture as part of its “Going Out” Cultural Strategy to strengthen its influence and disseminate Chinese culture in Indonesia. One example is the release of the animated film Ne Zha in Indonesia, which introduces Chinese culture in a modern way. Keywords: Animation, Culture Strategy, Popular Culture, Soft Power, Tiongkok.

Abstract

This study aims to analyze audience responses to digital promotions through social media managed by the Tajwid Lake tourist attraction, based on visitor responses. It also provides an overview of the AIDA indicators used to measure audience responses to digital promotions through social media at the Tajwid Lake tourist attraction. The background of this study is based on the importance of utilizing social media as a means of tourism promotion in attracting attention, interest, and desire, ultimately leading to tourists' actions to visit the Tajwid Lake tourist attraction. The method used was descriptive quantitative, using simple random sampling, and a sample size of 100 respondents. Data collection was conducted through direct observation of social media used by the management for digital promotion, questionnaire distribution, and documentation. The data were then analyzed using descriptive statistics. The results showed that digital promotion at the Tajwid Lake tourist attraction was effective. Of the four indicators—Attention, Interest, Desire, and Action (AIDA), Attention was the indicator that received the most positive audience response. Therefore, it can be concluded that the digital promotion implemented was able to attract audiences, but further efforts are needed to encourage them to take concrete action in the form of a decision to visit. Abstract

Women in Japan continue to face inequalities in the employment sector, particularly in job access, wage gaps, employment quality, and career advancement opportunities. Although Japan ratified the Convention on the Elimination of All Forms of Discrimination Against Women or CEDAW in 1985, the implementation of gender equality principles in domestic policies still faces structural and cultural barriers. Womenomics, introduced under the administration of Prime Minister Shinzo Abe, became one of Japan’s efforts to increase women’s participation in the labor market while responding to national economic challenges caused by population decline and labor shortages. This study employs a constructivist perspective, international regime theory, and the nation-state level of analysis using a qualitative-descriptive method through library research. The focus of this research is the implementation of Article 11 of CEDAW in Womenomics policy toward women’s employment opportunities in Japan during the 2018-2020 period. The findings indicate that Womenomics contributed to increasing women’s labor participation and strengthening gender equality policy support. However, its implementation has not fully achieved substantive equality, as the gender wage gap remains high, women are still concentrated in non-regular employment, female representation in leadership positions remains limited, and patriarchal culture as well as traditional social norms continue to influence Japan’s labor market. Abstract

Stunting is a serious health issue that impacts the quality of human resources in Indonesia. In 2024, the national prevalence of stunting reached 19.8%, falling short of the 14% target. In Pekanbaru City, the stunting rate increased from 8.7% (2023) to 14.5% (2024), affecting a total of 281 children spread across 15 subdistricts. This situation occurred amidst the implementation of the Foster Parents for Stunted Children Program (BAAS), a collaborative initiative involving the government, the private sector, and Baznas to accelerate the reduction of stunting through interventions focused on ensuring adequate nutritional intake, improving parenting practices, and providing sanitation assistance. Interventions were carried out by providing a donation of Rp750,000 per month for six months. However, of the 164 at-risk children, only 88 had foster parents, and only 24 consistently provided assistance, while 34 did not distribute any assistance at all. This study aims to analyze the implementation of the BAAS Program in efforts to reduce stunting in Pekanbaru City in 2024 using Charles O. Jones’s theory (organization, interpretation, application). The approach used was descriptive qualitative research through in-depth interviews with 10 informants The results of the study indicate that the implementation of the BAAS Program has not yet been optimal. From an organizational perspective, cross-sectoral coordination remains weak and is not supported by government funding. In terms of interpretation, the understanding of foster parents and program beneficiaries is not yet uniform. In terms of implementation, there are four main factors: the lack of government funding, inconsistency among foster parents, ineffective distribution mechanisms, and low awareness and self-reliance among beneficiary families Keywords: Program Implementation, BAAS, Stunting

Abstract

Disclosure Public information disclosure is one of the important principles in realizing good governance. The implementation of Law Number 14 of 2008 concerning Public Information Disclosure places the Information Commission as an institution authorized to resolve public information disputes through mediation mechanisms and non-litigation adjudication. However, in practice, information dispute resolution still faces various problems, such as low compliance by public bodies with decisions, dispute resolution that exceeds the 100-day working deadline, weak post-decision monitoring, and limited human resources and technical support. This condition shows that the accountability aspect in resolving public information disputes still needs to be strengthened. This research aims to find out and analyze the accountability of the Riau Provincial Information Commission in resolving public information disputes in 2023–2024. This study uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, documentation, and literature studies. The research analysis uses accountability theory according to David Hulme and Mark Turner which includes six indicators, namely the legitimacy of policymakers, moral quality, responsiveness, openness, optimal use of resources, and efforts to improve efficiency and effectiveness. The results of the study show that the Riau Provincial Information Commission has carried out the function of resolving public information disputes through mediation mechanisms and non-litigation adjudication in accordance with the provisions of laws and regulations. However, accountability in dispute resolution is not fully optimal. This can be seen from the fact that there are still disputes that are resolved beyond the specified time limit, limited executive authority to force public bodies to implement decisions, weak post-decision monitoring and evaluation, and limited human resources and technical support. Therefore, it is necessary to strengthen cross-sector coordination, increase institutional capacity, and optimize the supervisory system to increase the effectiveness of resolving public information disputes and realize the principle of information disclosure in a more accountable manner. Abstract

The regulation of routes and operating hours for freight transportation in Pekanbaru City is a policy of the local government to maintain smooth traffic flow, road user safety, and road infrastructure conditions. However, many freight vehicles are still found to violate route and operating hour regulations, causing congestion, road damage, and traffic accident risks. This study aims to examine the supervision of the Pekanbaru City Government over freight routes in 2024. This study uses a qualitative research method with a descriptive approach. Data collection techniques are conducted through interviews, documentation, and literature studies. This study uses Siagian's supervision theory, which includes direct supervision, indirect supervision, preventive supervision, and repressive supervision. The research results indicate that direct supervision is carried out through the placement of officers, patrols, and internal evaluations, but it is hindered by a lack of consistency in field supervision. Indirect supervision is implemented through the use of CCTV/ETLE, periodic reports, as well as the involvement of the police and the community, although community reporting has not been running optimally. Preventive supervision is conducted through socialization, education, installation of prohibition signs, and KIR tests, but the socialization has not been evenly distributed. Meanwhile, repressive supervision is carried out through warnings, fines, and administrative sanctions, but law enforcement has not been maximized.
