Abstract

The policy on the arrangement of Non-Civil Servant Employees (Non-ASN) is part of the national bureaucratic reform agenda aimed at creating a professional, transparent, and accountable staffing system. This policy is regulated under Law Number 20 of 2023 on State Civil Apparatus and strengthened by Government Regulation Number 49 of 2018 on the Management of Government Employees with Work Agreements, which emphasize that all government institutions are required to complete the arrangement of Non-ASN employees no later than December 2024. The research method used in this study is a qualitative approach with a descriptive research type. Data collection techniques were conducted through interviews and documentation involving parties related to the policy implementation. Data analysis was carried out using the Miles and Huberman model, which includes data collection, data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the Non-ASN employee arrangement policy at Rumah Sakit Jiwa Tampan Provinsi Riau has been carried out, but has not yet been fully optimal. This can be seen from several sub-indicators in the theory that have been implemented properly. However, obstacles were still found in the sub-indicator of the desired degree of change. In this aspect, the policy on the arrangement of Non-ASN employees should have been completed no later than December 2024. Nevertheless, in 2025 there were still 14 Non-ASN employees at RSJT Riau Province whose employment arrangements had not yet been completed. Therefore, it can be concluded that the desired degree of change has not been achieved optimally because there are still Non-ASN employees whose employment status has not yet been fully resolved. Abstract

This study analyzes Vietnam’s efforts to address human trafficking of its nationals in Cambodia from 2020 to 2023. The issues intensified during the COVID-19 pandemic, when China’s zero-COVID policy restricted cross-border trade, exacerbating poverty and unemployment among Vietnamese communities. These vulnerabilities were exploited by trafficking networks in Cambodia, leading to a surge in victims in 2022. In response, the Vietnamese government implemented measures focused on prevention, victim protection and international cooperation. This study employs a descriptive qualitative approach, utilizing the perspective of Liberalism and the theory of Multi-Track Diplomacy (MTD). The research relies on secondary data and highlights that the Vietnamese government’s efforts have involved multiple actors across different MTD tracks. Within this framework, the diplomacy applied encompasses Track One, Track Two, and Track Nine of Multi-Track Diplomacy. This study finds that the Government of Vietnam has pursued notable efforts to combat human trafficking of its nationals in Cambodia through diplomatic engagement with the Greater Mekong Subregion (GMS), UNODC, UN-ACT, and IOM under Track One of Multi-Track Diplomacy. Collaboration has also been established with the Blue Dragon Children’s Foundation under Track Two and the Pacific Links Foundation under Track Nine. Supplementary measures include policies and programs targeting trafficking prevention, poverty reduction, and victim support. However, these efforts have not been fully effective, as the Vietnamese government has not demonstrated substantial results in resolving the human trafficking cases documented during the period studied. Abstract

This study examines the European Union’s contribution to the implementation of the Jordan Compact (2016–2021) as a response to the Syrian refugee crisis in Jordan. Using a qualitative case study approach based on official EU documents, international reports, and academic literature, the study finds that the EU played a central role through three dimensions: financial support, trade and labor policy measures, and institutional coordination. The Jordan Compact contributed to increasing formal work permits for Syrian refugees and strengthening Jordan’s fiscal stability. However, its impact on long-term economic transformation, job quality, gender inclusion, and reduced aid dependency remains limited. The findings also indicate that the EU’s contribution is shaped by broader strategic interests, particularly regional stabilization and external migration management. Therefore, while significant, the EU’s role cannot be considered fully transformational. Keywords: European Union, Jordan Compact, migration.

Abstract

The acceleration of the implementation of the Dynamic Integrated Archival Information System Application (SRIKANDI) at the Regional Financial and Asset Management Agency (BPKAD) of Riau Province represents a response to the demands for rapid national digital archival transformation, which requires swift and effective execution. However, the pace of adoption and digital transformation continues to face various obstacles that hinder the acceleration process. This study aims to analyze the acceleration of SRIKANDI implementation in archival management in 2024. This research employs a qualitative method with a descriptive approach, utilizing data collection techniques such as purposive sampling interviews and documentation. Data analysis is conducted through data presentation, data reduction, data verification, and conclusion drawing. The analysis is based on Indrajit’s e-government theory, which includes the indicators of support, capacity, and value. The findings indicate that although the support aspect has been reinforced by regulatory frameworks and leadership commitment to accelerate implementation, the pace of internal strengthening remains lagging. In terms of capacity, limitations in human resource competencies and technical infrastructure constraints serve as the main barriers to accelerating technology adoption. Meanwhile, the value aspect has not been optimally realized, thereby slowing down the motivation for the accelerated utilization of the system. This study recommends acceleration strategies through intensive capacity building of government personnel, structured and continuous training programs, and the rapid optimization of SRIKANDI utilization within bureaucratic work processes to achieve the expected acceleration of digital transformation. Abstract

This study, entitled "Collaboration between the Public Works and Spatial Planning Agency of Pekanbaru City, the Binawidya District Apparatus and the Tobek Godang Village in the Repair of Jalan Delima in 2022–2023," aims to analyze the forms, mechanisms, and effectiveness of collaboration between government agencies in improving road infrastructure in urban areas. The background of this research is based on the importance of addressing the damage to Jalan Delima, one of the access roads that supports public mobility and economic activity in Pekanbaru City. The recurring problem of damaged roads demands more coordinated collaboration between the Public Works and Public Housing Agency as the technical implementer and regional apparatus as the field data provider and communication bridge with the community. The research method used was descriptive qualitative, with data collection techniques through interviews, field observations, and documentation. The results indicate that the collaboration between the Public Works and Public Housing Agency, the Binawidya District, and the Tobek Godang Village can be categorized as effective, although it still faces a number of technical and administrative challenges. This collaboration is carried out through a structured coordination process, a fairly intensive exchange of information, and a clear division of tasks based on the authority of each agency. The active role of sub-district and village officials in providing damage data, facilitating communication with the community, and conducting field monitoring has accelerated the repair process. Abstract

The involvement of women in the renewable energy sector is not only an achievement of gender equality, but also a crucial strategy for achieving sustainable energy security. Barefoot College has developed a strategy for empowering women in the renewable energy sector by positioning women as technical actors and decision makers through the Solar Mamas program. The main focus of this study is to understand how NGOs have succeeded in breaking down societal stigma against women who face limitations due to patriarchal cultural traditions. This research uses qualitative methods with a descriptive analysis approach and is analyzed using the Non-Governmental Organization (NGO) theory according to David Lewis and Nazeen Kanji, 2001. The research data was obtained through secondary data in the form of official reports from Barefoot College, international organizations, and other reading sources related to the issues discussed in this theme. The findings revealed of study show that Barefoot College has been successful in empowering women through the Solar Mamas program. The strategy used by Barefoot College is based on a traditional approach to the community, as well as efforts to empower women and support the Solar Mamas community after the program is completed. Abstract

The Kurdish movement in the Middle East exploited the conflict in Syria to gain de facto autonomy in northern Syria through the formation of the Democratic Union Party (PYD) and its military wing, the YPG (People's Protection Units of Kurdistan). This group then formed the Syrian Democratic Forces (SDF), affiliated with the Kurdistan Workers' Party (PKK) in southeastern Turkey and supported by the United States. This poses a threat to Turkey, as the PKK has long waged an insurgency in Turkey and threatened Turkish sovereignty. This research employed qualitative methods through a case study approach and library research as its data collection technique. In analyzing Turkey's involvement in the collapse of the Bashar al-Assad regime, this study utilizes an offensive realism perspective to describe Turkey's aggressive stance in securing its national interests in Syria through a proxy war to overthrow the regime. The results of this study indicate that Turkey was indirectly involved in the collapse of the Bashar al-Assad regime in Syria in 2024, using its latent power. This latent power takes the form of a proxy war by supporting the SNA and HTS in an effort to bring down the Bashar Al-Assad regime. Turkey also provided territorial protection to HTS in Idlib before they launched an attack on November 24-December 8, 2024. In addition, Turkey provided military assistance such as light combat vehicles, ammunition, and intelligence information to HTS and SNA. Not only that, Turkey also helped conduct diplomacy and discussions with countries allied with the Assad regime to refrain from retaliatory attacks when HTS launched an attack on December 8, 2024. In the economic sector, Turkey provided logistical assistance in the form of food and medicine, and even helped facilitate alternative trade routes for HTS to maintain their financial stability. Abstract

This study aims to determine the effectiveness of the room attendants work at Khas Hotel Pekanbaru. This study uses a quantitative method with a quantitative descriptive research design. The population of this study is all housekeeping employees in the room section, totaling 5 room attendants. Because the population is small, the researcher used total sampling. Research data were collected through observation, interviews and documentation. The study was conducted with observations for 3 working days and 3 days off. The results of the study showed that the average percentage achieved by room officers on weekdays was 97.8% while the average percentage achieved by room officers on weekends was 98.47%. Based on these results, it can be concluded that the effectiveness of room officers at Khas Hotel Pekanbaru is effective. The consistency of room officer performance is also very good on weekdays and weekends despite differences in workload (occupancy). Keywords: Work Effectiveness, Room Attendant, Housekeeping

Abstract

The Soeman HS Library recorded a significantly higher visitation rate than other educational tourism destinations in Pekanbaru City, with 219,316 visitors in 2024. This high visitation phenomenon occurs amidst the ease of digital literacy access, indicating a transformation in visitor preferences from mere conventional book lending toward seeking direct physical experiences. This study aims to analyze the educational tourism motivation factors that primarily drive visitors' decisions to visit the Soeman HS Library in person. The method used was quantitative descriptive, involving 100 respondents selected via simple random sampling techniques. Data analysis was performed using descriptive statistics to measure mean values across five motivational dimensions. The results indicate that Physical Motivation is the primary driving factor with the highest score (4.38), followed by Fantasy Motivation (4.22). These findings confirm that visitors' main priorities are seeking a new atmosphere (refreshment) and escaping from daily routine boredom (escapism). Meanwhile, Spiritual Motivation (4.03) and Social Motivation (3.87) were also classified as high, reflecting needs for silence and interaction spaces. Conversely, Cultural Motivation recorded the lowest score (3.70), suggesting that interest in history remains below the visual appeal of architecture. It is concluded that a shift in dominant motivation has occurred from pure literacy needs toward recreational aspects, therefore recommending interactive cultural collection innovations and physical facility maintenance to sustain visitation. Abstract

This research is motivated by the condition of road infrastructure in Ranah Sungkai Village, which has suffered severe damage, including a 7 km ring road, a 600 m educational road, and a 12 m inter-hamlet bridge. Such conditions hinder community mobility, agricultural distribution, access to education, and health services. This study aims to analyze the role of the village head as a motivator, facilitator, and mobilizer in road infrastructure development for the 2023-2024 fiscal year. The research method employed is descriptive qualitative with data collection techniques through in-depth interviews, field observations, and documentation. The findings reveal that the village head has made efforts to motivate the community, facilitate planning, and mobilize residents through collective work (gotong royong). However, the effectiveness of the village head’s role remains low due to limited community participation, weak budget supervision, and insufficient development funds. Overall, the role of the village head is crucial in determining the success of road development, yet greater innovation, transparency, and collaboration among the village government, local residents, and the district government are required to ensure more effective and sustainable infrastructure development.
