Abstract

Talent management has attracted substantial attention from industry and academia worldwide. In Indonesia, implementing talent management in the business sector has expanded with business and economic growth. Various organisations, both multinational companies and local companies, have adopted the concept of talent management as part of their human resources management strategy. However, despite this trend, many organisations in Indonesia have yet to embrace talent management fully. This article explores the phenomenon of talent management in Indonesia through a systematic literature review (SLR) approach. A total of 29 articles discussing talent management in Indonesia were examined. It is evident that while talent management is gaining traction in Indonesia, especially compared to neighbouring countries, significant gaps in the discourse surrounding this phenomenon exist in both the public and private sectors

Abstract

Research on policy implementation altered from building meta-theory towards explaining concerted action across institutional boundaries, the diversity of actors, loci, and levels. Current theory about factors determining the success of public policy implementation includes managerial, organisational, resources, bureaucracy, and politics. The establishment of Public Service Malls (PSM) in Indonesia is used as a case study to carry out this assessment because it represents a considerable challenge in the implementation process. This study aims to provide new perspectives about the determinants of successful public policy implementation, especially in a highly diverse political context such as Indonesia. This policy implementation involves several ministries at the central level and 540 local governments. This study uses an exploratory qualitative approach, and the data was collected through FGDs and in-depth interviews conducted with relevant ministries and local governments. The data is then analysed using NVIVO to find the structure of the concepts and themes according to the conceptual framework used. This research suggests that factors in policy implementation should be placed in a hierarchical order because they are determinants that cause other factors to emerge. In the case of implementing the PSM policy in Indonesia, the political factor becomes the determining factor, which is the highest position, followed by the bureaucracy, managerial, resources, and the organisational at the end

Abstract

This study examines how smart cities and sustainable policies build urban mobility. Research data from a highly reputable journal indexed by Scopus yielded 321 documents. The search criteria included the title-abs-key "urban mobility," document type "Article," subject area "Social Science," language "English," source type "Journal," and the exact keyword "urban mobility" for publications between 2019 and 2023. This research employed a qualitative approach with bibliometric analysis. Data analysis was conducted using VOSViewer and NVivo12 Plus software to visualise data in images and graphs. The research findings indicate that urban mobility is a pivotal consideration in urban development projects. The United States emerged with the highest focus on urban mobility, accounting for 47 publications, or 16% of the total. Recent research has particularly emphasised topics related to COVID-19, parking management, bicycle infrastructure, mobility services, mobility patterns, and sustainable urban planning, with a significant concentration in 2021. Notably, urban mobility initiatives have fostered collaboration, with a prominent partnership observed with Universidade de São Paulo (13 publications or 17%). These initiatives underscore the importance of establishing networks, groups, and services to advance the development of smart cities and sustainable urban policies

Abstract

Over the years, the Indonesian National Armed Forces (TNI) has been tasked with upholding state sovereignty and national defence. However, TNI also faces a bottleneck among its middle- and high-ranking officers, leading to excess non-job personnel. Without corresponding promotion adjustments, the current policy will affect the institution's performance and officers' careers. This study applied qualitative research by conducting interviews and gathering primary and secondary data through focused group discussion and literature review from various policy documents and reports. The findings then highlight the solutions with talent management emerging as a strategic approach. It offers a second-best policy option by promoting professionalism and modernity while addressing organisational challenges. Through this approach, we tried to propose evidence-based solutions to improve organisational performance and address personnel bottleneck issues. This study proposes a new approach to talent management strategies. It involves recruiting, developing, and retaining high-potential individuals and optimising functional positions based on expertise to offer an alternative career path. The talent management approach also aims to enhance efficiency and effectiveness within military organisations

Abstract

Following the implementation of the Law of Village, the resolution of village government issues proved to be a challenging endeavour. This paper presents a comprehensive systematic analysis to identify themes in village government studies. The primary objective is categorising the problems and possibilities village governments encounter. The research data utilised in this study is obtained from the Scopus Database, covering the period from 2009 to 2023. The data is subsequently analysed using the VOSviewer tool. The findings present five prominent themes and a total of 35 network elements of the governance of rural communities. These themes encompassed many aspects, such as healthcare, economic matters, conflicts, agricultural practices, and government initiatives. The study revealed that despite implementing the Law on Villages, the prevalence of intricate challenges in village government remains prominent. Scholars concur that they advocate for establishing collaborative efforts among stakeholders to delineate the sequential problem-solving steps. However, it is worth noting that rural communities often face challenges in embracing external interactions and adopting the urban commons model to establish an extensive network and facilitate multi-level growth. The findings serve as a foundation for future investigations on village government and a point of reference for more informed decision-making in governance practices. The limits were due to the exclusive use of publications from Scopus for analysis. Hence, conducting research employing a comparative approach and leveraging the Web of Science (WoS) database and other indexes are crucial to promoting the conceptual progress of village government study
