Abstract

Many problems related to the process of development planning in the region is the existence of  “ego sectoral” between the government apparatus in carrying out development. It can be seen that each agency tends to emphasize its duties and functions in development activities. Less optimal process of implementation of development process due to lack of synergy between sectors and target. Limitations of funds as a stimulant are also not matched by the active role of local governments to emerge regulations to encourage superior sectors. The purpose of this study is to analyze the preparation of economic development plans based on local economic potential in Banyuwangi by using interactive planning approach. In national development planning as well as in regional development planning, planning approach can be done in two ways: sectoral and regional (region) approach. Interactive planning method used in this research, to make planning in the future based on current problems faced then designing planning design to overcome those problems.

Abstract

ABSTRACTThe rise of illegal levies that occur in Indonesia has damaged the joint life of society, nation and state. On October 20, 2016, the President issued Peraturan Presiden Nomor 87 Tahun 2016 concerning the Wild Sweeping Clean Sweep Task Force by appointing the Coordinating Minister for Political, Legal and Security Affairs to control and be responsible for the activities of the Wild Sweeping Clean Sweep Task Force. How is Peraturan Presiden Nomor 87 Tahun 2016 concerning the Clean Sweeping Task Force Task Force implemented? What is the Policy Model for the Wild Sweeping Task Force Clean Sweep Task Force? The focus of this research analysis is that good governance actors consist of, first, the state, which is elaborated in the executive, legislative and judiciary branches and the military. Second, civil society, consisting of NGOs, mass organizations, mass media, associations based on professionalism, religious groups and others. And third, economic markets. The three actors of good governance interact with each other and influence each other according to their respective capacities. Analyzed from Peraturan Presiden Nomor 87 Tahun 2016 concerning the Clean Sweeping Task Force on Wild Levies, Policy of East Java Governor Surat Keputusan Gubernur Jawa Timur No. 188/624/kpts/013/2016 concerning the Establishment of the Wild Sweeping Clean Sweep Task Force in East Java and the Guiding Factors for Target, Communication, Resources, Disposition, Bureaucratic Structure, Characteristics of Implementing Institutions, Social, Economic and Political Conditions. The research findings obtained that since the implementation of the activities of the eradication of the Provincial/Regency/City extortion unit up to September 12, 2018, a total of 712 cases were obtained, for law enforcement in the form of arrest operations of 228 suspected suspects, and from both provincial, district , and the City as many as 133 people were caught in the operation caught red-handed.

Abstract

This study aims to analyze the hump-shaped relation of regions in East Java Province. The proof of hump-shaped relation is seen from the influence of the degree of fiscal decentralization on economic growth. Fiscal decentralization analysis which is the ratio of regional original income and total regional expenditure, as well as using control variables consisting of government investment, and education which is implemented with reading and writing ability figures. The method used in this research is the econometrics approach. The model used in this study is the Fixed Effect Model with the Generalized Least Square method. The results of this study indicate that together the degree of decentralization, the degree of quadratic fiscal decentralization, government investment, the Gini ratio, the Gini squared ratio, and education significantly influence the regional economic growth in East Java Province. Partially the degree of decentralization, the degree of decentralized fiscal squared, government investment, the Gini ratio, the quadratic Gini ratio, and education also significantly affect economic growth, and show a hump-shape relationship, namely the degree of fiscal decentralization has a positive effect and quadratic fiscal decentralization hurts economic growth.

Abstract

Among the various educational problems faced by the Indonesian people is the low quality of education at all levels and units of education, especially primary and secondary education. Based on this fact, the efforts undertaken by the Government of South Kalimantan Province is doing a reorientation of education, namely the quality improvement-based management center to the management of school-based quality improvement. This study used a qualitative approach and the results describe that; effectiveness of policy implementation in the city of Banjarmasin MPMBS achieved in accordance with the objectives of the policy MPMBS improve the qualif of education by making changes to the educational management from the old pattern toward the pattern of MBS. Effectiveness is achieved because the policy MPMBS interpreted positively, then do MPMBS policy socialization through various media, and the availability of supporting resources policy. Factors that support the effectiveness of policy implementation in the city of Banjarmasin MPMBS among others: (a) has been implemented in earnest owned school autonomy, (b) community participation, (c) a democratic school leadership; transparency and accountability, (d) a conducive school environment, and (e) budgetary support from government and society. While inhibiting factors in the process of policy implementation in the city of Banjarmasin MPMBS among others: (a) the low quality of teachers according to minimum standards of education services, (b) the limitations of learning resources and learning media, and (c) bureaucratic obstacles in the management of school finances. MPMBS effective model is a management model that gives greater autonomy to schools and encourage community participation and community schools to improve the independence and quality of schools.Key Words : School-Based Quality Improvement Management

Abstract

School Operational Aid (BOS) is a government policy through the Ministry of Education and Culture, which is fully authorized its management to the schools by referring to the conditions set by the government. Schools with School Committee work together in utilizing the BOS funds to improve access and quality of education. With the implementation of BOS policy on school, then it have need of evaluating the BOS policy which this studydiscuss the empowerment of schools and the School Committee in the management of BOS. The problems of this research are about how: (1). The level of policy performance of the BOS program; (2). The level of policy effectiveness of BOS program; (3). The level of policy outcome of the BOS program; (4). The policy impact of the BOS program. These four issues are analyzed in relation to empowerment of school and school committee. This research applied descriptive qualitative method, with the data in the form of descriptions of the activities, work systems or behaviors exist in Pacitan Education Department, Schools and the School Committee recipient of BOS funds as the subject of the research. Data obtained by interview, observation and documentation studies. From the data analysis and discussion, it is concluded as follows: First: The level of performance of the BOS policy have achieved the objectives which the BOS has been targeted to help the poor students and ease the burden of other students; Second: The level of efficiency indicates that with the lack of BOS funds schools can still carry out activities to reach the standard results; Third: The level of outcomes have succeeded in increasing APK, control for APS, graduates proceed to a higher level, the BOS fund management transparent and accountable, the increase of parents participation in helping schools, results of Nilai Ebtanas Murni (NEM) increases, an increasing number of schools are accredited B; Fourth: The impact of policy on the BOS program, among others, the increase in the Human Development Index (HDI), the increase in students passing the national exam and an increase in per capita income.Empowerment Schools and School Committee be realized where the school and the school committee has been undergoing development, strengthening the potential / power and independence.Keywords: empowerment, School and School Committee, Policy on the BOS program.

Abstract

Coconut Panyuran Beach which is located in Tuban Regency, East Java Province, which is meant on the border of Palang and Tuban Subdistricts, is one of the most famous beach tourism attractions and is visited by many tourists. Based on the potential and opportunities that exist, the development of tourism needs to be done in order to increase economic growth by empowering the people's economy. researchers are interested in knowing how the implementation of tourism development in Tuban Regency, and knowing the right model in developing the tourism potential of Pantai Kelapa in improving the welfare of the surrounding community. This research is a qualitative descriptive study, with research objects in Panyuran and POKDARWIS villages using triangulation techniques.The results of this study are 1. Implementation of Regional Regulation number 9 of 2012 concerning Tuban District Spatial Plan for 2012-2032 based on Edware III theory consisting of (1) communication, (2) resources, (3) disposition, and (4) bureaucratic structure.Suggestions, socialization and good host training must be immediately scheduled and carried out to the community around the tourist attractions so that the community is always friendly towards visitors and the Standard Operating Procedure (SOP) needs to be formulated immediately.

Abstract

SIJITU (Integrated Licensing Information System) is an application developed by Department of Capital Investment and One-Stop Integrated Services (DPMPTSP) in Ponorogo District in order to provide effective, efficient, and transparent service in Non-Business Licensing Service. The reason behind SIJITU application is the rise of management information system so it can be utilized in the process of licensing service implementation at DPMPTSP in Ponorogo District. This research aims to identify, analyze, and describe SIJITU implementation in Non-Business Licensing Service at DPMPTSP in Ponorogo District that includes implementation strategy, resources involved, procedure and mechanism, and service improvement through SIJITU. This research is a descriptive research with qualitative approach. The method of data analysis used is data analysis of Miles, Huberman, and Saldana’s interactive model that involves data collection, data condensation, data presentation, and conclusion verification or description. The result of the research is that SIJITU application certainly helps the performance of public service in non-business license field that is held by DPMPTSP in Ponorogo District. Through SIJITU application, the service process can be done transparently with the tracking feature. DPMPTSP in Ponorogo District also tries to increase the officers’ ability through formal and non-formal education, and conducts socialization to the society regarding SIJITU application. Services procedure and mechanism through SIJITU can be known in details on the Standard Operating Procedure (SOP) of Licensing Service at DPMPTSP in Ponorogo District

Abstract

BPJS health targets for member PBI provide convenience for participants in accessing health services financed by the government, the principle of prudence sustainable BPJS transparency in financial management. The purpose of this study is to describe, analyze and Interpret the implementation of Program Policy BPJS using a model approach to the implementation of policies of George Edward III and Develop policy model in implementation program is effective and efficient BPJS appropriate purpose to provide health services to poor people in Surabaya. This research was conducted using qualitative method. Implementation begins with socialization to the provider of health services such as health centers and hospitals. Financing members funded by PBI budget Surabaya Surabaya Goverment through the budget to the health budget. Membership data collection continued through cooperation between Bapemas and the Department of Health to add and remove members of PBI budget Surabaya. Abstract

The application of one-stop integrated admission services at the Office of Investment and One-stop Integrated Services (Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu/DPMTSP) of the Bulungan District which has the aim of making it easy for the public or business actors to manage their licenses and accelerate the process of admission issuance services, just by visiting one agency. The research methods used are descriptive qualitative and the source of the data used are primary data sources in the form of in-depth interviews and field observations as well as secondary data sources of notes, reports, regulations obtained in the field. Methods of data collection using semi-structured interviews, observations, and documentation review. Data analysis techniques using data reduction, data presentation, and conclusion drawing. The validity of the data used triangulation namely time triangulation, source triangulation, and technical triangulation. The results showed that the application of public service innovation in the form of OSS services with research dimensions, including ICT connectivity, ICT use and integration, training, Human Resources capacity, local policies and regulations, infrastructure, security, access, and application services.

Abstract

The aims of the research are to evaluate and identify factors causing efficacy / failure of policy of Kepmendiknas No. 234/U/2000 about Guidance of Founding of College in its bearing with College Private sector growth in Regional Kopertis of VII East Java, and also to give recommendation proposal able to be used as by trouble-shooting alternative faced. As for method which is utilized in this research is deskriptip method qualitative. Research Obyek is College Private sector in Regional Kopertis environment of VII East Java, mostly stand up before publishing of Kepmendiknas No. 234/U/2000. Result of research indicate that the target of evaluation policy of this Kepmendiknas, namely make harmonization of physical science area and social science still not yet succeeded, other target namely quicken PTS independence from energy side also still not yet succeeded, is proven from situation of lecturer remain to amounting to 18.993 one holding who have  lectureship academic position only 3.612 people ( 19,02%). While seen from titled education qualification of Magister only 4.355 people ( 22,93%), and only equal to 594 people ( 3,13%) which is have education to of Doctor ( S3). Comparison between physical science area group and social science area in the  reality still less adequate. PTS motivation beside have social mission also have business mission / commercial, so that in decission making or consideration having the character of upper most economic progressively. Fund provided by College Private sector in general stem from student, this matter disagree with section 11 Kepmendiknas No. 234/U/2000, that source of defrayal of college provided by pertinent college organizer.
