Abstract

The European Union integration undergoes various long dynamic processes. Based on the views of academics, integration is defined as an effort to hand over all state functions to supranational organizations. The use of Qualified Majority Voting (QMV) is considered as an attempt to make the Council of Ministers a supranational institution. With the existence of QMV, member countries can no longer freely reject policies that are very likely to be carried out in the unanimous mechanism that has been implemented previously. After the implementation of the 2009 Lisbon Treaty, policymaking in the Council of Ministers will use the double majority mechanism which came into force on November 1, 2014. Basically, the double majority is an extension of the QMV mechanism by adding certain criteria in determining the majority of votes. There are three criteria that must be met in the double majority mechanism such as population criteria, supporting member countries criteria, and blocking criteria. The implication is that a country will find it difficult to unilaterally oppose the policies being discussed in the Council of Ministers. The reduced power of the state in the policy-making process indicates that the Council of Ministers continues to evolve towards a supranational institution. Based on these facts, the supranational of the Council of Ministers that develops through the use of the QMV mechanism will have a positive impact on the integration of the European Union as a whole.

The public sector is all activities carried out by the state apparatus with the aim of meeting the needs of society and solving public problems. UPN "Veteran" Jawa Timur is one of the state universities as a public institution that has branding in marketing. Through branding, it can convey a message to the public and students about the meaning of defending the country itself. However, it turns out that there are still many students who are not aware of the branding of the state defense campus itself. so it is necessary to measure the awareness of the branding of state defense campuses that have never been evaluated by UPN "Veteran" Jawa Timur or abbreviated as UPNVJT. This study aims to measure the level of Branding Awareness of UPNVJT students on the branding of the State Defense Campus. The method used is descriptive quantitative with the technique of collecting data sources obtained by distributing questionnaires. The population in this study were all students of UPNVJT class of 2014-2020, namely 13,915. with a sample to be taken of 389 respondents. The results of this study indicate that branding policies in the public sector are still not supported by the awareness of these public sector managers. The branding awareness of the State Defense Campus is still not at the Top of Mind level so that further treatment is needed to be able to increase public awareness from users.

Abstract

An organization needs to have qualified employees who are willing to work outside their main duties to support performance. This willingness is called organizational citizenship behavior (OCB). The problem faced by health centers as public health service providers is how the Organizational Citizenship Behavior (OCB) improves the Performance of Community Health Center Paramedics in East OKU District, while the purpose of this study is to determine the Organizational Citizenship Behavior (OCB) and its important role in the Performance of Health Center Paramedics in East OKU Regency. . The hypothesis proposed is that Organizational Citizenship Behavior (OCB) plays an important role in improving the performance of public health center paramedics in East OKU district. From the calculation results obtained r = 0.318 after being consulted with a conservative standard to determine whether or not this effect is strong, it turns out that r = 0.318. after consultation with the conservative standard, it turns out that 0.318 lies between 0.200 - 0.399 which is included in the low correlation. Then to answer the hypothesis test that was previously proposed to have a relationship or not, then tested with the hypothesis test and obtained t = 0.671. so when connected to the t table value with a confidence level of 95%, which means the error rate of 5% (0.05) is t count smaller than t table, namely 0.671 <(0.05: 4) = 2.132. Thus, it means that Ha is rejected, Ho is accepted, this means that there is a low influence between the Organizational Citizenship Behavior (OCB) on improving the performance of the Puskesmas Paramedics in East OKU Regency.

Abstract

Slum areas can generate bad impacts on health and the environment. Thus, the government of Surabaya city arranges TAHU PANAS innovation through a social rehabilitation program for unfit for habitation to overcome. The program has achieved good output. This is evidenced by an increase in program beneficiaries every year, a decrease in the percentage of slum areas, and an award from the Ministry of PANRB as an outstanding innovation. This research aimed to determine and describe the success of the implementation process of this program in overcoming slum settlements in Surabaya city. The success of this implementation can be understood by the theory of policy implementation by Hill & Hupe as an analysis tool. We used qualitative methods through document analysis to discuss these issues. The results showed that the implementation process seen from the characteristics of the policy was optimal because the level of ambiguity and conflict was low; policy formation is adequate in terms of policy objectives, policy standards or targets, human and financial resources as well as incentive policies; the policy transfer process is quite clear and detailed; the effect of the implementor response is quite optimal both in terms of disposition and behavior; horizontal relations between organizations are adequate; positive target group response; and the policy environment that has supported the running of the policy. The implementation process in this program to tackle slum settlements in the city of Surabaya is optimal enough, thus, successful implementation can be achieved.
