Abstract

Capacity is important to help government in facing COVID-19, because the government will be unable to absorb the COVID-19 problem when establishing strategy or policy if the capacity is lack. This study aims to measure how far local government capacity in tackling COVID-19, especially in Sukabumi City which is still facing the problem of COVID-19 cases. There are 8 criteria to measure local government capacity according to UNDP, namely: 1. Strategic Positioning, 2. Responsiveness, 3. Effective, 4. Efficient, 5. Sustainability, 6. Leadership, 7. Gender, 8. Coordination. The qualitative method with the case study approach was used in this research. The results showed that the capacity of local government has a significant impact, especially in tackling COVID-19. The capacity of Sukabumi City’s local bodies showed a good role with an improvement in reducing COVID-19 cases and has a strong coordination both with all element in Sukabumi City and with the central government, even though in some period has a significant case increased. However, several point must be fixed and improve related to the capacity of local government in tackling COVID-19 in Sukabumi City: (1) improve the quality of human resources, especially the health workers and secondly, (2) increase the community participation in order to compliance with all government policies, and (3) ensure the effectiveness and the efficiency of the COVID-19 programs and policies.

Abstract

This research is motivated by a problem phenomenon, namely illegal climbers who enter the Gunung Gede Pangrango National Park area without a permit to enter the conservation area (SIMAKSI). In this study using a qualitative research methodology. Data collection techniques used in this study were observation and field studies, interviews, literature studies and qualitative and audio and visual documents. In this study, researchers used triangulation to validate the data, namely source triangulation and technical triangulation. The data analysis used is data reduction, data presentation and drawing conclusions. Based on the results of this study, it shows that the National Park Center has conducted socialization related to the application of the Online Conservation Area Entry Permit (SIMAKSI) policy in the Gunung Gede Pangrango National Park area, so that climbers and the public already know about the application of the Conservation Area Entry Permit (SIMAKSI) policy. Abstract

In the Peraturan Daerah Kabupaten Sukabumi Nomor 13 Tahun 2016 concerning Waste Management and Retribution for Waste/Hygiene Services Subsection 26 Verse f regarding the prohibition of throwing waste into the river, it turns out that it is still violated by several communities in Babakanpari Village, Cidahu District, Sukabumi Regency. The purpose of this study was to determine the effectiveness of the policy of banning waste into the river in Babakanpari Village, Cidahu District, Sukabumi Regency. To find out the effectiveness of the policy of prohibiting waste disposal in Babakanpari Village, Cidahu District, researcher uses a theory from Richard E. Matland which stated "four appropriate" that must be met in terms of policy effectiveness, that are policy accuracy, implementation accuracy, target accuracy, and environmental accuracy. The results showed that the policy of prohibiting throwing waste into the river in Babakanpari Village, Cidahu District, Sukabumi Regency, was appropriate, the government has also tried to give an appeal to the community not to throw waste into the river. However, in its implementation, the sanctions given to people who violate the policy cannot be in accordance with what is in the Regional Regulation.

Abstract

The title of this research is “One Region One Offtaker Policy Implementation at the Department of Food Security, Agriculture and Fisheries of Sukabumi City. The purpose of this study was to determine the implementation of the one region one offtaker policy at the Department of Food Security, Agriculture and Fisheries, Sukabumi City. The method used is a qualitative method with a phenomenological approach. Data collection techniques include observation, interviews, documentation. The results showed that the implementation of the one region one offtaker policy at the Department of Food Security, Agriculture and Fisheries of Sukabumi City, not yet comprehensive socialization activities in Sukabumi City, the absence of beryer bed facilities (rice drying machines) for offtakers, an increase in the number of offtakers, there are offtakers who do not have offtaker decision letter, there is assistance that will be provided by the Office of Food Security, Agriculture and Fisheries of Sukabumi City to offtakers but so far they have not received the planned assistance. The supporting factor is the encouragement from the government in implementing the one region one offtaker policy. For the inhibiting factors, there are middlemen who are disadvantaged, farmers who do not want to move from the previous middlemen, middlemen who do not want to become offtakers, lack of knowledge of farmers about the one region one offtaker policy.

Abstract

The government plans a WFA policy for ASN in 2023. This is based on a good assessment of WFH and WFO during the COVID-19 pandemic. This plan is also in line with the agenda of Bureaucratic Reform and e-government. The purpose of this paper is to find out the policy narrative developed by the government for WFA and the potential challenges that will be faced by the government as well as to what extent the government is ready to implement WFA policies for ASN. The method used is a postpositivist approach with Narrative Policy Analysis (NPA) analytical instruments with secondary data obtained from scientific journals, mass media and relevant public data. As a result, the government must make a comprehensive study related to WFA and issue special rules for WFA that regulate the system of performance, assessment, monitoring, and evaluation. It also requires job criteria and ASN who can perform WFA. Improving the quality of human resources and digital infrastructure is also a requirement for conducting WFA.

Abstract

The Village government in managing village funds Law Number 6 of 2014 concerning villages is a product of the reform era which became the initial form of village independence in government administration and in village financial management. To be able to formulate appropriate financial relationships, it is necessary to understand the authority that belongs to the Village Government. That is, the government budget given by the related Village Head is entirely for development facilities and village empowerment as one of the fair institutions in the form of governance. Based on the results of the study, it can be seen that the management of village fund allocations to improve village development is carried out in several stages, namely the planning, preparation, implementation, management, accountability and supervision stages can be said to have good governance. obstacle.

Abstract

The purpose of this study is to find out and describe the performance of administrative services in the Samarinda City Disdukcapil (Department of Population and Civil Registration) and find out and describe the supporting factors and inhibiting factors in the performance of administrative services in the Samarinda City Disdukcapil. Data were analyzed descriptively. The results showed that the performance of administrative services in the Samarinda City Population Office was known from several things. First, productivity, where every day there are always people who manage population administration in the Samarinda City Population Office. The Samarinda Disdukcapil is fully committed so that it completes the service in accordance with the existing tempo. The second is the quality of service where the Samarinda City Disdukcapil makes full efforts so that it provides quality services to the community. The population administration services of the Samarinda City Population Office are included in the great category of excellent. This is based on an assessment from the central government. The third is responsiveness, where the people of Samarinda City give a positive response to the administrative services in the Samarinda City Disdukcapil. Fourth, ressonability in which population administration services in the Samarinda City Population Office are carried out in accordance with the principles of public service consisting of transparency, accountability, conditional, participatory, equal rights, and a balance of rights and obligations. The fifth is accountability, where the population administration service in the Samarinda City Population Office refers to the Surat Keputusan Kepala Dinas Kependudukan dan Catatan Sipil Kota Samarinda Nomor: 470/13.b/100.16 concerning the Establishment of Service Standards on the Types of Services of the Samarinda City Population and Civil Registration Service. The policy is considered consistent.

Abstract

Based on Law Number 11 of 2019 concerning the National System of Science & Technology established the National Research and Innovation Agency (BRIN), which oversees the research process from upstream to downstream. BRIN is an integrated institution of various research institutions in Indonesia, including the Indonesian Institute of Sciences (LIPI), the Agency for the Assessment and Application of Technology (BPPT), the National Nuclear Energy Agency (BATAN), and the Institute for Aeronautics and Space (LAPAN) and a combination of other R&D institutions. This paper aims to analyze readiness transformation National Research and Innovation Agency (BRIN) to acceleration development research and innovation national using SWOT Analysis. This study uses descriptive quantitative methods by distributing questionnaires to 32 respondents who work at BRIN. SWOT Analysis uses the IFAS (Internal Factor Strategic) matrix, which describes strength and weakness factors. The EFAS (External Factor Strategic) matrix describes the opportunities and threats. The results show that the weight of the score on the dimension of strength is 1.47, the weight of the score on the dimension of weakness is 1.28, the weight of the score on the dimension of opportunity is 1.58, and the weight of the score on the threat dimension is 1.19. The total value of the average score on the IFAS matrix is 2.75, and the total value of the average score on the EFAS matrix is 2.77 Keywords : BRIN, Innovation, Research, SWOT Analysis

Abstract

Sampangan Market and Jerakah Market are two markets in Semarang City that have implemented e-retribution since 2018. The implementation of market e-retribution that has been implemented in Semarang City so far has encountered several obstacles, such as technical problems in the payment or withdrawal system, human resources from the management bank is still lacking, as well as people's market traders who have not been able to use and implement e-retribution optimally. The purpose of this study was to assess the effectiveness and efficiency of the implementation of e-retribution in Sampangan Market and Jerakah Market. This research was quantitative descriptive. The data in this study were primary data obtained through the Regional Coordinator of the Semarang City Government Market Service and research journals. Data processing used Microsoft Excel. The data analysis technique was carried out using the calculation of Cost Of Collection Efficiency Ratio (CCER) and Change Performance Index (CPI). The results showed that the CCER values ​​in the Sampangan Market and Jerakah Market were 50.64% and 40.64% respectively in 2018, and 28.59% and 37.12% in 2020. The CPI value in the Sampangan Market and Pasar Jerakah Jerakah was 91.30% and 90.35% respectively in 2018, and 90.40% and 92.32% in 2020. This study concluded that the implementation of e-retribution in Sampangan Market and Jerakah Market is efficient and effective.

Abstract

Due to globalization and rapid technological development, improving efficiencies in a production system and an environmental management system at the same time is critical to long-term sustainability. This study tried to examine the relationship between some Green Company Concepts such as Green Organizational Culture, Green Innovation, and Green Performances and Competitive Advantage, as well as Sustainable Performances. This study gathered the data from 101 companies that are working in different sectors such as food production, education, pharmacy, and others. This study uses a quantitative approach and regression in analyzing process. The results show that Green Organizational Culture has a significant positive impact on Green Innovation. Green Innovation also has a significant positive impact on both Green Performance and Competitive Advantage. This study also proves that both Green Performance and Competitive Advantage have a significant positive impact on Sustainable Performance. The conclusion, contribution, and limitations are also discussed.
