Abstract

The impact measures taken to stem the spread of Covid-19 has significantly impacted several areas. Social changes occur in all aspects of people's lives in multiple sectors, both in the economic sector, employment, education, tourism, and the elements of government bureaucracy. However, the handling of the Covid-19 pandemic in the country has shown positive developments. The trend of adding daily cases consistently indicates a decline. This encourages realizing the effectiveness of implementing public policies by the COVID-19 task force with bureaucratic communication patterns for economic recovery after the pandemic. This study uses a descriptive qualitative methodology that uses a literature review to examine and characterize the phenomenon or object of study through social interactions, attitudes, and perceptions of individuals or groups of people. The study results indicate that public services must have service standards and be published as a guarantee of certainty for service recipients, manifested in an effective communication pattern to serve the community. In contrast, the choice of bureaucratic communication patterns such as assertive behavior can be made by direct communication to the needs, desires, and one's opinion without punishing, threatening, or demeaning others. Proactive behavior also involves the rights of others without being too afraid in the process, involving direct expression of one's feelings; this is considering the strategic potential of the Garut district, and the effectiveness of communication patterns in public services is very crucial to be carried out after this pandemic as an economic recovery effort.

Abstract

The fisheries sector is one of the leading sectors in Simeulue Regency's economy. It impacts increasing regional income, opening up employment opportunities, and improving the local community's standard of living, so fisheries UMKM policies are an important aspect of Simeulue Regency. The research method was descriptive qualitative, with field studies and interviews with policymakers and implementers from the Department of Marine Affairs and Fisheries (DKP), the Department of Industry, Trade, Cooperatives, and Small and Medium Enterprises (Disperindagkop) Simuelue Regency, and business actors. Furthermore, data were obtained through literature studies, which included scientific journals, government regulations, documents, and research reports. This study's analysis employs inductive logic by collecting field data and then analyzing it to conclude. The findings demonstrated that the government implemented the fisheries UMKM policy by providing business capital stimulus for UMKMs, conserving marine areas to protect fishery products, and limiting foreign ship visits to maintain marine sovereignty. The study concludes that the implementation of fisheries UMKM policies fails because: (1) there is no definite data on the number of fisheries UMKMs; (2) there is no communication and forum that can mediate the interests of UMKM business actors and the government; and (3) the government has limited budget funds in the form of business capital; and (4) UMKM business assistance and training have been provided, but have not yielded maximum results due to a lack of a market that can accommodate production results.

Abstract

The background of the research is to analyze the application of deliberative democracy in the implementation of the Village Development Planning deliberations in Pulau Semambu Village, North Indralaya District, Ogan Ilir Regency. The research method used is a qualitative research method with a descriptive approach. Data collection techniques were carried out through interviews, observations, and literature studies. The data were analyzed using an interactive model technique. The data analysis carried out was strengthened by using the NVivo 12 Plus supporting software. The selection of informants was done through the purposive sampling technique and the use of the source triangulation method to measure the validity of the data. The results of the study show that deliberative democracy has not been implemented optimally due to the lack of public understanding regarding development and the Musrenbangdes, so it has an impact on the low participation of the people involved. In addition, budget constraints and the lack of open dialogue are also other problems that become an evaluation of the implementation of the Musrenbangdes that have been implemented. so that the study of village problems and needs is not carried out in depth. Overall causes the principles of deliberative democracy have not been achieved optimally prioritizing community participation. To realize a deliberative village policy formulation process, the village government can take various approaches such as involving academics to assist the Musrenbangdes process. The government also needs to provide space for the widest possible community to be actively involved in the Musrenbangdes process through the availability of an open dialogue forum.

Abstract

Implementation of the Paras Village Fund Policy, Cepogo District, Boyolali Regency in Handling Corona Virus Disease (Covid 19), In Handling Covid-19. Thesis. Government Science Masters Program. STPMD "APMD'' Yogyakarta High School for Village Development. The Village Fund is part of the village finances which is one of the priority Village incomes to finance development expenditures and empowerment of rural communities. This study uses a qualitative descriptive method, using interview techniques, documentation and observations of village officials and community leaders in Paras village in analyzing the Implementation of the Paras Village Fund Allocation Policy, Cepogo District, Boyolali Regency in Handling Corona Virus Disease (Covid 19). The results showed that the implementation of the Paras Village Fund was very good because it had the expertise, available budget, adequate facilities and had the authority to implement the village fund allocation policy. The disposition between the parties in the implementation of the village fund allocation policy has gone well because the policy implementers have good knowledge and understanding and have a high commitment in carrying out their duties. The bureaucratic structure in implementing the village fund allocation policy has served according to responsibilities, carrying out tasks in accordance with the provisions being carried out, where the division of work is in accordance with the main tasks and functions, coordination between sections is going well based on SOPs in implementation related to village fund allocation used. the implementation of the village fund allocation policy has gone well, which already has a clear information transformation with the socialization, and has consistency regarding the clarity of information on the implementation of the Village Fund

Abstract

Culture is a knowledge system that includes a system of ideas contained in the human mind, so that in everyday life culture is abstract. The wedding procession with sacrifice, the slaughter of a scapegoat for the people of Pusar Village is one of the traditions owned by the people of Pusar Village, Baturaja District. The approach used in the meaning of verbal and nonverbal communication in a series of marriage processions with sacrifices, the slaughter of scapegoats uses symbolic interaction theory, symbolic interaction theory holds that individuals form the same meaning through communication. The method used is descriptive qualitative method. In collecting data, conducting in-depth interviews (Depth Interview) to key informants, the selected informants are people who are considered to know and understand the problems studied. The results of the analysis in this study are marriage processions with sacrifices, slaughtering scapegoats in Pusar Village there are forms of verbal communication and nonverbal communication contained in every series of marriage processions with sacrifices, slaughtering scapegoats including prayer. The prayer delivered by the traditional leader and followed by the family holding a wedding ceremony aims to request permission to hold a wedding ceremony and share happiness with the ancestors. After taking turns praying, the family waters the graves of their ancestors with the water that has been provided. From the results of the research conducted, it can be concluded that in every series of wedding processions with sacrifices, the slaughter of a scapegoat has a meaning that has been believed by the people of Pusar Village itself. It is hoped that the people of OKU Regency can participate in preserving the existing culture and arts. Especially in the cultural arts of the wedding procession with sacrifice, the slaughter of this scapegoat.

Abstract

Governance has been defined as “the manner in which power is exercised in the management of the country’s economic and social resources for development”. However, governance is not simply about how government conducts business in its own sphere. It is also about how government interacts with civil society. It tells how well government has encouraged and facilitated people’s participation not only in the delivery of services but also in evaluation and monitoring of government performance itself. In spite of technological advancement in information systems, people remain the most important factor in private and public organization. None of these techniques or management methods is effective unless they are administered and carried out by competent Barangay officials. Considering the importance of human power development, The City Government of Bayugan, Agusan del Sur conducted training programs, leadership seminars, and other Seminar-Workshop to fully reach the competence of leadership for the improvement of Barangays in. Projects are being monitored every year to see and testify if one City has improved under the administration of the said officials.

Abstract

The COVID-19 pandemic has impacted all aspects of people's lives, one of which is education. The implementation of education in the midst of the COVID-19 virus outbreak is carried out through distance learning. This study aims to describe the organizational citizenship behaviour and the factors behind the organizational citizenship behaviour of teachers in implementing distance learning at SMAN 1 Cerme during the COVID-19 pandemic. This research used qualitative with descriptive method type. Data was collected by direct observation, interviews with 21 informants, and through secondary data. The technique of determining the informant is carried out using a purposive technique by determining the key informant which develops into a snowball technique. The results of this study indicate that teachers at SMAN 1 Cerme have demonstrated organizational citizenship behaviour in the implementation of distance learning. This is shown from five dimensions, namely altruism, sportsmanship, courtesy, civic virtue, and conscientiousness. While the factors behind the teachers of SMAN 1 Cerme to carry out organizational citizenship behaviour in the implementation of distance learning during the COVID-19 pandemic were perceptions of organizational support, organizational culture and climate, job satisfaction and leadership.

Abstract

Surade Traditional Market Management in Improving the Quality of Convenience for the Community in Sukabumi Regency. The purpose of this study is to identify and describe the management of the Surade traditional market and the inhibiting factors in its implementation. This is motivated by the problem of lack of facilities and infrastructure and the lack of optimal supervision by Surade Traditional Market officers on performance in market management. This research uses qualitative method and case study approach. Informants in this study were Surade Traditional Market Unit, Department of Industry and Trade of Sukabumi Regency, Traders in Surade traditional market, and the community as consumers. The validity of the data in this study used the method of source triangulation, technique triangulation, and member checking. The results showed that the management of the Sukabumi Regency Traditional Market had not been running well, as seen from the management of less than optimal cleaning facilities, the lack of firmness of the market manager against unruly traders, and the parking management managed by a third party had not gone well. While the inhibiting factor in the Management of Surade Traditional Market in its implementation is the absence of a budget for repairing facilities and infrastructure because it is still in a Covid-19 condition.

Abstract

The phenomenon in the field shows that there is public dissatisfaction with the performance of the Regional People's Representative Council of Nabire Regency which is considered not optimal. This is because the implementation of village infrastructure development such as roads, there are still many violations and irregularities. Violations that occur in infrastructure development are the construction of roads that are not up to standard, so that there are still many roads in the Nabire district that are easily damaged. This research uses quantitative methods. The population of this study was limited to the adult population of Nabire Regency. This is intended to facilitate researchers in conducting sampling that requires a sample frame. Researchers used the Permanent Voters List for the 2019 general election based on data from the Nabire Regency Regional General Election Commission. The results showed that the Nabire Regency Regional House of Representatives carried out four functions, namely the functions of legislation, supervision, budgeting and harmonization with the local government. The supervisory function is carried out best inversely with the harmonization function with the local government. There seems to be a tendency that if the supervisory function is carried out better it will have an impact on the tendency of harmonization with local governments to decline.

Abstract

With the innovation of health services based on Sidoarjo Maternal Neonatal Emergency Sms Gateway (SIMANEIS), pregnant women, patients can go to the midwife, clinic and or PUSKESMAS first to get an initial diagnosis, which is then referred from the clinic or health center to the hospital through SIMANEIS so that when in the hospital can be handled immediately. However, the reality in the field is that the implementation of Si Maneis' innovation is still not effective due to the unprofessional attitude of the officers, the internet connection network that often errors. Based on these problems, the purpose of this study was to determine and describe the effectiveness of the Sidoarjo Maternal Neonatal Emergency SMS Gateway (SIMANEIS) Application in Improving Health Services. The research method used is descriptive research with a qualitative approach. Data was collected by means of observation, interviews, and documentation. The research location is the RSUD Sidoarjo. Methods of data collection is done by using interviews, focused groups and discussion. Data analysis was carried out using qualitative analysis by Miles and Huberman (2014) consisting of four components, namely: data collection, condensation data, display data and conclusion and verifying drawings. The result of the research is that the resources and infrastructure have been effective. The number and quality of services produced in the implementation of maternal and child referral administrative services based on Sidoarjo Maternal Neonatal Emergency SMS Gateway (SIMANEIS) at the Sidoarjo Regional General Hospital is running effectively. Meanwhile, the suitability of the service results has been effective, as evidenced by the officers giving real-time action in less than 5 minutes when a patient comes without lingering in accordance with the time standard that has been set. The service procedure that must be passed is quite easy and fast to be carried out according to the SOP.
